The Marine Corps - Law Enforcement Foundation provides financial aid for education, special needs, and care for children of U.S. Marines, the Federal Bureau of Investigation, Drug Enforcement Administration, Immigration and Naturalization Services, Customs Bureau, Secret Service, Alcohol, Tobacco and Firearms Bureau, the U.S. Marshals, Naval Criminal Investigative Service and Federal Air Marshal Service. It also awards U.S. Treasury Bonds to children of U.S. Marines and federal law enforcement employees killed in the line of duty. Special consideration may be given to state, county and local law enforcement officers.

This Foundation was formed in February of 1995 by a group of former Marines and federal law enforcement officers met and sought a vehicle to assist the children of Marines and federal law enforcement officers killed in the line of duty. We wanted to do it in a way that would have an immediate life changing effect on the surviving parent and the children who, in most cases, lost their father. That was the beginning of the Marine Corps Law Enforcement Foundation. Our Mission Statement is the same as it was back DHS in 1995 and has not changed:

“TO ENCOURAGE THE SPIRITUAL, MORAL, INTELLECTUAL AND PHYSICAL DEVELOPMENT OF CHILDREN THROUGH EDUCATION. WE STRONGLY BELIEVE OUR NATIONS MOST PRECIOUS RESOURCE IS ITS YOUTH AND THEY MUST BE CARED FOR”

Through your continuous support, our Foundation has distributed aid with a value of more than $71 million to more than 3,900 CHILDREN OF OUR FALLEN MARINES AND FEDERAL LAW ENFORCEMENT OFFICERS who were killed on duty or died under extraordinary circumstances while serving our country at home or abroad.

When a child of a United States Marine is afflicted with a physical or mental disability and requires special medical equipment or tutoring, our Foundation may grant financial assistance to that family if their personal insurance does not cover the complete cost of treatment for this child.

This assistance has had a positive, and immediate life-changing effect on many, many children. We are thankful for the commitment and support of our many members and volunteers. Because of their dedication 98.4% of all donations to MC-LEF go directly to fund our mission.

Lieutenant General Jon M. Davis Deputy Commandant for Aviation

Lieutenant General Jon M. Davis assumed his current position as the Deputy Commandant for Aviation, Headquarters Marine Corps in June 2014.

Commissioned in May 1980 through the PLC Program, LtGen Davis completed in August 1980, and then reported for flight training. Upon receiving his wings in September of 1982, he was selected to fly the AV-8A Harrier.

He reported to VMAT-203 in October 1982, completed Harrier training and reported to VMA-231 in 1983 where he deployed aboard the USS Inchon. In 1985 he transferred to VMAT-203 serving as an instructor pilot. In 1986 he attended the WTI course at MAWTS-1. In 1987 he transferred to VMA-223 serving as the "Bulldogs" WTI and operations officer. From 1988 to 1991 he served as an exchange officer with the Royal Air Force. After training in the United Kingdom, he deployed to Gutersloh, Germany for duty as a GR-5/7 attack pilot with 3(F) squadron. From 1991 to 1994 he served as an instructor at MAWTS-1 in Yuma, AZ. From 1998 to 2000 he commanded VMA-223. During his tour, VMA-223 won the CNO Safety Award and the Sanderson Trophy two years in a row, and exceeded 40,000 hours of mishap free operations. After completing the Executive Helicopter Familiarization Course at HT-18 in Pensacola in 2003, he was assigned to MAWTS-1 where he served as Executive Officer and from 2004 to 2006 as Commanding Officer. From 2006 to 2008 he served as the Deputy Commander Joint Functional Component Command -- Network Warfare at Fort Meade, Maryland. He commanded the 2nd Marine Aircraft Wing from July 2010 to May 2012. From May 2012 to June 2014, he served as the Deputy Commander, United States Cyber Command.

His staff billets include a two year tour as a member of the 31st Commandant’s Staff Group, and two years as the Junior Military Assistant to the Deputy Secretary of Defense. In 2003, he served as an Assistant Operations Officer on the 3rd Marine Air Wing staff in Kuwait during Operation Iraqi Freedom. In 2004, he served in Iraq as the Officer in Charge of the 3d Marine Aircraft Red Team. He served as the Deputy Assistant Commandant for Aviation from 2008 to 2010. In the course of his career he has flown over 4,500 mishap free hours in the AV-8, F-5 and FA-18 and as a co-pilot in every type model series tilt-rotor, rotary winged and air refueler aircraft in the USMC inventory.

LtGen Davis graduated with honors from The Basic School and was a Distinguished Graduate of the Marine Corps Command and Staff College. He is a graduate of the Tactical Air Control Party Course, Amphibious Warfare School, Marine Aviation Weapons and Tactics Instructor Course (WTI), The School of Advanced Warfighting (SAW), and Johns Hopkins School of Advanced International Studies (SAIS). He holds a Bachelors of Science from Allegheny College, a Masters of Science from Marine Corps University and a Masters of International Public Policy from Johns Hopkins.

CITATION:

For conspicuous gallantry and intrepidity at the risk of his life above and beyond the call of duty in the afternoon while serving as commander of River Assault Division 152 during combat operations against enemy aggressor forces. Lt. Comdr. (then Lt.) Kelley was in charge of a column of 8 river assault craft which were extracting 1 company of U.S. Army infantry troops on the east bank of the Ong Muong Canal in Kien Hoa Province, when 1 of the armored troop carriers reported a mechanical failure of a loading ramp. At approximately the same time, Viet Cong forces opened fire from the opposite bank of the canal. After issuing orders for the crippled troop carrier to raise its ramp manually, and for the remaining boats to form a protective cordon around the disabled craft, Lt. Comdr. Kelley realizing the extreme danger to his column and its inability to clear the ambush site until the crippled unit was repaired, boldly maneuvered the monitor in which he was embarked to the exposed side of the protective cordon in direct line with the enemy's fire, and ordered the monitor to commence firing. Suddenly, an enemy rocket scored a direct hit on the coxswain's flat, the shell penetrating the thick armor plate, and the explosion spraying shrapnel in all directions. Sustaining serious head wounds from the blast, which hurled him to the deck of the monitor, Lt. Comdr. Kelley disregarded his severe injuries and attempted to continue directing the other boats. Although unable to move from the deck or to speak clearly into the radio, he succeeded in relaying his commands through 1 of his men until the enemy attack was silenced and the boats were able to move to an area of safety. Lt. Comdr. Kelley's brilliant leadership, bold initiative, and resolute determination served to inspire his men and provide the impetus needed to carry out the mission after he was medically evacuated by helicopter. CITATION:

For conspicuous gallantry and intrepidity at the risk of his life above and beyond the call of duty while serving as Commanding Officer, Company E, in action against enemy forces. Company E launched a determined assault on the heavily fortified village of Dai Do, which had been seized by the enemy on the preceding evening isolating a marine company from the remainder of the battalion. Skillfully employing screening agents, Capt. Livingston maneuvered his men to assault positions across 500 meters of dangerous open rice paddies while under intense enemy fire. Ignoring hostile rounds impacting near him, he fearlessly led his men in a savage assault against enemy emplacements within the village. While adjusting supporting arms fire, Capt. Livingston moved to the points of heaviest resistance, shouting words of encouragement to his marines, directing their fire, and spurring the dwindling momentum of the attack on repeated occasions. Although twice painfully wounded by grenade fragments, he refused medical treatment and courageously led his men in the destruction of over 100 mutually supporting bunkers, driving the remaining enemy from their positions, and relieving the pressure on the stranded marine company. As the 2 companies consolidated positions and evacuated casualties, a third company passed through the friendly lines launching an assault on the adjacent village of Dinh To, only to be halted by a furious counterattack of an enemy battalion. Swiftly assessing the situation and disregarding the heavy volume of enemy fire, Capt. Livingston boldly maneuvered the remaining effective men of his company forward, joined forces with the heavily engaged marines, and halted the enemy’s counterattack. Wounded a third time and unable to walk, he steadfastly remained in the dangerously exposed area, deploying his men to more tenable positions and supervising the evacuation of casualties. Only when assured of the safety of his men did he allow himself to be evacuated. Capt. For conspicuous gallantry and intrepidity at the risk of life above and beyond the call of duty. As a platoon leader in the 1st Cavalry Division (Airmobile), 1st Lt. Marm demonstrated indomitable courage during a combat operation. His company was moving through the valley to relieve a friendly unit surrounded by an enemy force of estimated regimental size. 1st Lt. Marm led his platoon through withering fire until they were finally forced to take cover. Realizing that his platoon could not hold very long, and seeing four enemy soldiers moving into his position, he moved quickly under heavy fire and annihilated all four. Then, seeing that his platoon was receiving intense fire from a concealed machine gun, he deliberately exposed himself to draw its fire. Thus locating its position, he attempted to destroy it with an antitank weapon. Although he inflicted casualties, the weapon did not silence the enemy fire. Quickly disregarding the intense fire directed on him and his platoon, he charged 30 meters across open ground and hurled grenades into the enemy position, killing some of the eight insurgents manning it. Although severely wounded, when his grenades were expended, armed with only a rifle, he continued the momentum of his assault on the position and killed the remainder of the enemy. 1st Lt. Marm’s selfless actions reduced the fire on his platoon, broke the enemy assault, and rallied his unit to continue toward the accomplishment of this mission. 1st Lt. CITATION:

For conspicuous gallantry and intrepidity in action at the risk of life above and beyond the call of duty. 1st Lt. Thacker, Field Artillery, Battery A, distinguished himself while serving as the team leader of an Integrated Observation System collocated with elements of two Army of the Republic of Vietnam units at Fire Base Six. A numerically superior North Vietnamese Army force launched a well planned dawn attack on the small, isolated, hilltop fire base. Employing rockets, grenades, flame throwers and automatic weapons, the enemy forces penetrated the perimeter defenses and engaged the defenders in hand-to-hand combat. Throughout the morning and early afternoon, 1st Lt. Thacker rallied and encouraged the U.S. and Republic of Vietnam soldiers in heroic efforts to repulse the enemy. He occupied a dangerously exposed observation position for a period of four hours while directing friendly air strikes and artillery fire against the assaulting enemy forces. His personal bravery and inspired leadership enabled the outnumbered friendly forces to inflict a maximum of casualties on the attacking enemy forces and prevented the base from being overrun. By late afternoon, the situation had become untenable. 1st Lt. Thacker organized and directed the withdrawal of the remaining friendly forces. With complete disregard for his personal safety, he remained inside the perimeter alone to provide covering fire with his M-16 rifle until all other friendly forces had escaped from the besieged fire base. Then, in an act of supreme courage, he called for friendly artillery fire on his own position to allow his comrades more time to withdraw safely from the area and, at the same time, inflict even greater casualties on the enemy forces. Although wounded and unable to escape from the area himself, he successfully eluded the enemy forces for eight days until friendly forces regained control of the fire base. The extraordinary courage and selflessness displayed by 1st Lt. CITATION:

For conspicuous gallantry and intrepidity on action at the risk of his life above and beyond the call of duty. Sgt. Patterson (then Sp4c.) distinguished himself while serving as a fire team leader of the 3d Platoon, Troop B, during an assault against a North Vietnamese Army battalion, which was entrenched in a heavy fortified position. When the leading squad of the 3d Platoon was pinned down by heavy interlocking automatic weapons and rocket propelled grenade fire from two enemy bunkers, Sgt. Patterson and the two other members of his assault team moved forward under a hail of enemy fire to destroy the bunkers with grenade and machine gun fire. Observing that his comrades were being fired on from a third enemy bunker covered by enemy gunners in 1-man spider holes, Sgt. Patterson, with complete disregard for his safety and ignoring the warning of his comrades that he was moving into a bunker complex, assaulted and destroyed the position. Although exposed to intensive small arms and grenade fire from the bunkers and their mutually supporting emplacements, Sgt. Patterson continued his assault upon the bunkers, which were impeding the advance of his unit. Sgt. Patterson single handedly destroyed, by rifle and grenade fire, five enemy bunkers, killed eight enemy soldiers and captured seven weapons. His dauntless courage and heroism inspired his platoon to resume the attack and to penetrate the enemy defensive position. Sgt. For conspicuous gallantry and intrepidity at the risk of his life above and beyond the call of duty as demolition sergeant serving with the 21st Marines, 3d Marine Division, in action against enemy Japanese forces on Iwo Jima, Volcano Islands, 23 February 1945. Quick to volunteer his services when our tanks were maneuvering vainly to open a lane for the infantry through the network of reinforced concrete pillboxes, buried mines, and black volcanic sands, Cpl. Williams daringly went forward alone to attempt the reduction of devastating machinegun fire from the unyielding positions. Covered only by 4 riflemen, he fought desperately for 4 hours under terrific enemy small-arms fire and repeatedly returned to his own lines to prepare demolition charges and obtain serviced flamethrowers, struggling back, frequently to the rear of hostile emplacements, to wipe out 1 position after another. On 1 occasion, he daringly mounted a pillbox to insert the nozzle of his flamethrower through the air vent, killing the occupants and silencing the gun; on another he grimly charged enemy riflemen who attempted to stop him with bayonets and destroyed them with a burst of flame from his weapon. His unyielding determination and extraordinary heroism in the face of ruthless enemy resistance were directly instrumental in neutralizing one of the most fanatically defended Japanese strong points encountered by his regiment and aided vitally in enabling his company to reach its objective. Cpl. 2017 CHARLES RUCH SEMPER FIDELIS AWARD Thomas Stephen Monaghan Founder of Domino’s Pizza, Founder of Ave Maria School of Law and Founder of Ave Maria University

Although best known as the founder of Domino’s Pizza and former owner of the Detroit Tigers baseball franchise, Thomas S. Monaghan is currently devoting his attention full time to non-profit endeavors, specifically focused on supporting Catholic higher education. This work primarily flows through the Ave Maria Foundation, which he founded in 1983 and for which he serves as Chairman of the Board.

In 1998, Monaghan provided the impetus for a major initiative in Catholic higher education with the founding of Ave Maria Institute in Ypsilanti, Michigan (which later became Ave Maria College), a Catholic liberal arts institution designed to prepare students for leadership in academics, professional occupations, and service to the greater community.

Ave Maria College was the predecessor to Ave Maria University, which was founded in 2003 and which operated in an interim facilities in Naples, FL until its permanent facilities were completed in the 2007. The university’s permanent campus is located in Ave Maria, Florida, which is just northeast of Naples. Monaghan serves as the university’s chancellor.

In addition to supporting the university, the Ave Maria Foundation provided the initial funding for Ave Maria School of Law, which was founded in Ann Arbor, Michigan, but relocated to Naples, Florida in 2009 (for which Monaghan serves as chairman of the board of governors). The Foundation also helped establish the Thomas More Law Center, a public-interest law firm that provides legal counsel to organizations and individuals whose religious and other freedoms are threatened. In 1987, Monaghan founded Legatus (Latin for “ambassador”), an international organization of Catholic CEO’s and presidents committed to studying, living and spreading their faith through their professional and personal lives.

Tom was born in Ann Arbor in 1937. His father died four years later, ushering in a childhood spent largely in an orphanage and a succession of foster homes. After graduating from Ann Arbor’s St. Thomas High School in 1955, and enrolling at Ferris State University in Big Rapids, MI, Monaghan enlisted in the U.S. Marine Corps in 1956. Honorably discharged three years later, he returned to Ann Arbor, where he enrolled at the University of Michigan.

While still a student, Monaghan founded Domino’s Pizza. He and his brother, James, borrowed $900 to buy a small pizza store called DomiNick’s in Ypsilanti. He later bought his brother’s share of the business, and opened additional stores in Ann Arbor and Mt. Pleasant, Michigan. By 1998, Domino’s had 6,250 stores, and ranked as the world’s largest pizza delivery chain, pioneering a number of industry innovations inspired by Monaghan.

The story behind Domino’s Pizza (including the many obstacles and setbacks Monaghan overcame and the path he took to success) was compiled for the first time in his 1986 autobiography, Pizza Tiger, published by Random House. He sold Domino’s Pizza in 1998 to Bain Capital, Inc., leaving behind its day-to-day operations, which he had overseen for 38 years. In 2016 Tan Books published Monaghan, A Life, an authorized biography by Joseph Pearce.

Monaghan has received honorary degrees from thirteen universities around the country, and in March of 2000, he was named an Honorary Fellow of Magdalene College within Britain’s University of Cambridge.

Mr. Holt is a native of Philadelphia and has been active in the Port of Philadelphia business community and the food transport and distribution business for over twenty-five years.

He is President of Holt Logistics Corp., which provides logistics management and related services to materials handling and transportation companies.

His family’s efforts to grow the business of the Port of Philadelphia have affected the regional community for four generations and have positioned the Delaware River as a premier transport destination and an important job creator in the regional economy.

Those same generations have been manned by many veterans from all branches of the US military, with family and other servicemen dating back to WW1. In the last fifteen years a dedicated campaign of support and opportunity for veterans has been a source of pride for the Holt family, as part of supporting those on the front lines when they rotate home.

During 2016, as a result of an exponential explosion in deaths and medical calls for service for those overdosing on heroin, opium derivative, precursors, and their substitutes, the New Jersey State Police Command Staff were tasked by the Superintendent’s Office to begin formulating a plan to detect and dismantle the bulk amounts of heroin being transported to and through the State of New Jersey. Trooper I James Agens #6436 of the Mobile Safe Freight Unit, Transportation Safety Bureau, went above and beyond the call of duty in order to execute the Superintendent’s initiative. His diligent criminal patrol, bulk drug seizures, dedication to the Intelligence-Led Policing model, and his determination have not only distinguished himself with year-long outstanding investigations, but in doing so enhanced the prestige of the New Jersey State Police. Trooper I Agens’ proactive criminal patrol is just one of the several highlights of his ambitious year. He initiated multiple Commercial Motor Vehicle cold-stops, where he relied solely on his training and experience to investigate the potential criminal activity. His stops led to the seizure of 79 kilograms of Heroin and 10 kilograms of Cocaine with an estimated street value of $6.7 million. One of these stops resulted in the seizure of 64 kilograms of Heroin and is considered to be the largest cold-stop seizure of Heroin in United States’ history. Trooper I Agens’ belief in the Intelligence-Led Policing model has allowed him to successfully cultivate and handle several confidential informants resulting in numerous national and multi- national investigations. One investigation in particular, successfully targeted an associate of the well-known drug lord and cartel leader “El Chapo,” considered by the U.S. Department of Treasury to be the most powerful drug trafficker in the world. If you take into consideration his contributions to the intelligence and investigative communities, his personal efforts have led to the seizure of 125 kilograms of Heroin, 62.4 kilograms of Cocaine, and 51 pounds of Methamphetamine; all worth an estimated street value of over 13.2 million. This does not include his contributions to the seizure of $1.5 million in U.S. currency nor the personal property or vehicles that were forfeited. Trooper I James Agens spent over a year working tirelessly with the New Jersey State Police Intelligence Detectives, federal agencies across the nation, Homeland Security Investigations, and Drug Enforcement Agency filed offices to end the proliferation of opiate-based drugs from entering our communities. His selfless efforts have brought great pride and distinction to himself and the Division of State Police. Sergeant Craig Hoo

Sergeant Craig Hoo has spent the last quarter century serving his country and his community in uniform.

He enlisted in the United States Marine Corps in 1992 and graduated from 3rd Battalion Kilo Company, Platoon 3084. He served nearly five years in the Marines. His duty stations consisted of Marine Corps Recruit Depot Parris Island, Marine Corps Base Quantico, 3rd Force Service Support Group, Okinawa and Camp Fuji Japan. His personal military achievements include meritorious promotion to the rank of Sergeant while maintaining a billet designated for a Senior Staff NCO. He is the recipient of The Navy Achievement Medal, Good Conduct Medal, National Defense Service Medal, Sea Service Deployment Ribbon and the Navy and Marine Overseas Service Ribbon.

Upon the completion of his enlistment he continued his uniformed service with the New York City Police Department. While there, he patrolled the 10th and 120th precincts respectively.

In February of 2001 he resigned from the NYPD and attended the Port Authority of NY & NJ Police Academy then located in Sea Girt, NJ. As a member of the 101st Recruit class, he was appointed class guide, leading his classmates throughout their 21-week academy.

Upon graduating, he was assigned to the World Trade Center Police Command. Although off duty on September 11, 2001 like so many of his colleagues he responded to Ground Zero. He participated in the Search and Recovery efforts until his transfer to Newark Liberty International Airport.

He patrolled Newark Liberty International Airport until his promotion to the rank of Sergeant in early 2015 at which time he was transferred to the Lincoln Tunnel Police Command. Sergeant Hoo was then transferred to Police Headquarters where he currently serves as the Special Services Sergeant. His responsibilities include, but are not limited to, High Profile dignitary movements, the Police Honor Guard and Liaison to the 9/11 family members. IFC released its biopic Chuck, in theaters on May 5. While many fans may not know Chuck Wepner by name, the New Jersey boxer served as the inspiration for Sylvester Stallone's iconic character Rocky Balboa. Liev Schreiber stars as Wepner, whose extraordinary true story is told for the first time on the big screen. Chuck Wepner was a liquor salesman from New Jersey who went 15 rounds with the greatest boxer of all time, Muhammad Ali. In his ten years in the ring, Wepner endured two knockouts, eight broken noses, and 313 stitches. But his toughest fights were outside the ring: an epic life of drugs, booze, wild women, incredible highs and extraordinary lows in IFC's biopic. Liev Schreiber is joined by an all-star cast that also includes Naomi Watts, Elisabeth Moss, Ron Perlman, Jim Gaffigan, Michael Rapaport and Pooch Hall, with Morgan Spector playing a young Sylvester Stallone. The actual fight between Chuck Wepner, a.k.a. The Bayonne Bleeder, took place on March 24, 1975, which Sylvester Stallone watched and used as the inspiration for his screenplay Rocky, although Sylvester Stallone originally denied that the movie was based on his fight with Muhammad Ali. In 2003, Chuck Wepner sued Sylvester Stallone for using his fight with Ali as the inspiration for Rocky, which Stallone settled for an undisclosed amount. Philippe Falardeau directs from a screenplay by Jeff Feuerzeig, Jerry Stahl, Michael Cristofer and Liev Schreiber. Jerry Stahl is no stranger to biopics, with his memoir adapted into the 1998 film Permanent Midnight, where Ben Stiller portrayed the writer. This movie also marks the second screenwriting outing for Liev Schreiber, following the 2005 film Everything Is Illuminated, which also served as his directorial debut. Jeff Feuerzeig also helped bring Chuck Wepner's story to light with the 2011 documentary The Real Rocky, which was part of ESPN's 30 for 30 Films lineup. Chuck is produced by Christa Campbell, Lati Grobman, Carl Hampe, Liev Schreiber and Michael Tollin. Pvt. Hector Cafferata, Jr. Congressional Medal of Honor

November 4, 1929 - April 12, 2016

During an intense battle in Korea on November 28, 1950, Pvt. Hector A. Cafferata, Jr., a New York native, waged a lone battle against enemy combatants after his entire fireteam became casualties, creating a gap in the line. Cafferata single-handedly maintained the line and killed 15 combatants and wounded several more.

Later that day, after witnessing an enemy grenade land in a shallow, friendly entrenchment, Cafferata rushed through heavy enemy fire to sieze the grenade and throw it back, sustaining serious injuries to his left hand and arm. Cafferata ignored the pain and continued to fight until he was struck by a sniper and forced to receive medical attention.

The Blue represents the officer and the courage they find deep inside when faced with insurmountable odds.

The Black background was designed as a constant reminder of our fallen brother and sister officers.
