The Minister also announced the appointment of an independent Chair to provide independent oversight and leadership for this process. Tipperary Town Task Force has been established to steer the process. This project will include extensive engagement with local stakeholders and representatives, and over a 3-year period, these measures will facilitate a partnership approach between the local community, Tipperary County Council and key other stakeholders in order to develop and deliver an action plan for the town. This project was established to address the issues that have impacted on Tipperary Town and to oversee and direct the implementation of a Tipperary Town Action Plan. JOB DESCRIPTION/ROLE PROFILE & QUALIFICATIONS The Project Manager shall operate under the direction of, and report to, the independent Chair of the Tipperary Town Task Force, where responsibility for overall project delivery is assigned. The Project Manager shall report to the employer, Tipperary County Council, with respect to employment terms, annual leave and pay arrangements etc. All direction with regard to operational and functional aspects of the role will be the responsibility of the independent Chair. The post is for a period of 3 years, during which an Action Plan will be prepared, with significant progress on implementation required. The ideal candidate will demonstrate: excellent project management skills experience and a successful track record of delivering similar projects excellent communication, social media and interpersonal skills 3 | P a g e Tipperary Town Revitalisation – Project Manager excellent people management skills excellent leadership skills and experience sufficient knowledge and understanding of planning and development competence and ability in contract management good problem-solving skills competency in the area of information technology good knowledge of the statutory obligations of health and safety legislation, an understanding of State Agency and Local Authority services and structures Key Duties: The Project Manager’s duties will include but are not limited to the following: 1. Provide technical, communications, administrative and project management support to the Tipperary Town Task Force and Town Team; 2. Arrange Tipperary Town Task Force meetings, minutes and presentations for various public meetings, as required. 3. Prepare a communications plan, manage and implement communications with stakeholders; 4. Liaise with and support the Heritage Council in the delivery of a Collaborative Town Centre Health Check for Tipperary Town; 5. Prepare a three-year Action Plan in conjunction with the Tipperary Town Task Force, and stakeholders; 6. Prepare applications for funding bids under the many categories of EU, national, regional and local grants; 7. Advancing town projects through feasibility, detailed design, contract documents and tender stage. 8. Advance and manage delivery of individual projects working with project working groups, as required. 9. Project reporting as necessary, which shall include, but not be restricted to reporting to the Tipperary Town Task Force and stakeholders and management of all reporting, where required, to funders. 10.Manage and ensure progress reports and management of project reporting. 11.Manage budgets allocated for projects effectively and efficiently. 12.Manage contracts, contractors and assess ongoing and completed works. 13.Deal with representational issues from local interests, including elected members, businesses, community organisations and other stakeholders as they arise. 14.Represent the Tipperary Town Task Force and stakeholders, if necessary, at meetings with staff of agencies, Government Departments, elected representatives, community/general interest groups, businesses and residents. 15.Liaise with other local authorities, Government Departments and statutory agencies in matters pertaining to the role and project delivery. 16.Ensure that any activities and projects comply with relevant health and safety standards. 17.Operate existing technology and any new technology that may be introduced in the future. 4 | P a g e Tipperary Town Revitalisation – Project Manager 18.Keep records and reports relating to the Tipperary Town Task Force project management role and furnish such as directed. 19.Carry out any other relevant duties that may be assigned by the Tipperary Town Task Force from time to time. Education, Training, Experience: Candidates will: a) Ideally hold an honours degree (level 8) and may include subjects related to role as project manager such as town planning, urban economics and finance; b) Possess a high standard of project management, communication and administrative experience with 5-year experience in delivery of projects; c) Possess a high standard of technical training, IT and experience in engagement with State agencies, businesses and communities.
