The Minister also announced the appointment of an independent Chair to provide independent oversight and leadership for this process. Tipperary Town Task Force has been established to steer the process. This project will include extensive engagement with local stakeholders and representatives, and over a 3-year period, these measures will facilitate a partnership approach between the local community, Tipperary County Council and key other stakeholders in order to develop and deliver an action plan for the town. This project was established to address the issues that have impacted on Tipperary Town and to oversee and direct the implementation of a Tipperary Town Action Plan. JOB DESCRIPTION/ROLE PROFILE & QUALIFICATIONS The Project Manager shall operate under the direction of, and report to, the independent Chair of the Tipperary Town Task Force, where responsibility for overall project delivery is assigned. The Project Manager shall report to the employer, Tipperary County Council, with respect to employment terms, annual leave and pay arrangements etc. All direction with regard to operational and functional aspects of the role will be the responsibility of the independent Chair. The post is for a period of 3 years, during which an Action Plan will be prepared, with significant progress on implementation required. The ideal candidate will demonstrate: excellent project management skills experience and a successful track record of delivering similar projects excellent communication, social media and interpersonal skills 3 | P a g e Tipperary Town Revitalisation – Project Manager excellent people management skills excellent leadership skills and experience sufficient knowledge and understanding of planning and development competence and ability in contract management good problem-solving skills competency in the area of information technology good knowledge of the statutory obligations of health and safety legislation, an understanding of State Agency and Local Authority services and structures Key Duties: The Project Manager’s duties will include but are not limited to the following: 1. Provide technical, communications, administrative and project management support to the Tipperary Town Task Force and Town Team; 2. Arrange Tipperary Town Task Force meetings, minutes and presentations for various public meetings, as required. 3. Prepare a communications plan, manage and implement communications with stakeholders; 4. Liaise with and support the Heritage Council in the delivery of a Collaborative Town Centre Health Check for Tipperary Town; 5. Prepare a three-year Action Plan in conjunction with the Tipperary Town Task Force, and stakeholders; 6. Prepare applications for funding bids under the many categories of EU, national, regional and local grants; 7. Advancing town projects through feasibility, detailed design, contract documents and tender stage. 8. Advance and manage delivery of individual projects working with project working groups, as required. 9. Project reporting as necessary, which shall include, but not be restricted to reporting to the Tipperary Town Task Force and stakeholders and management of all reporting, where required, to funders. 10.Manage and ensure progress reports and management of project reporting. 11.Manage budgets allocated for projects effectively and efficiently. 12.Manage contracts, contractors and assess ongoing and completed works. 13.Deal with representational issues from local interests, including elected members, businesses, community organisations and other stakeholders as they arise. 14.Represent the Tipperary Town Task Force and stakeholders, if necessary, at meetings with staff of agencies, Government Departments, elected representatives, community/general interest groups, businesses and residents. 15.Liaise with other local authorities, Government Departments and statutory agencies in matters pertaining to the role and project delivery. 16.Ensure that any activities and projects comply with relevant health and safety standards. 17.Operate existing technology and any new technology that may be introduced in the future. 4 | P a g e Tipperary Town Revitalisation – Project Manager 18.Keep records and reports relating to the Tipperary Town Task Force project management role and furnish such as directed. 19.Carry out any other relevant duties that may be assigned by the Tipperary Town Task Force from time to time. Education, Training, Experience: Candidates will: a) Ideally hold an honours degree (level 8) and may include subjects related to role as project manager such as town planning, urban economics and finance; b) Possess a high standard of project management, communication and administrative experience with 5-year experience in delivery of projects; c) Possess a high standard of technical training, IT and experience in engagement with State agencies, businesses and communities. Thurles Municipal District – Draft Budgetary Plan 2021. Mr. Liam McCarthy, Director of Services introduced Ms. Noreen O’Dwyer who has been appointed as Acting Financial Management Accountant. Copy of the Thurles Municipal District Draft Budgetary Plan 2021 was circulated by email on 8th October, giving the required 7 days notice, and was also circulated with the Agenda in accordance with Section 102(4A)(b) of the Local Government Act, 2001. Mr. McCarthy outlined the Thurles Municipal District Draft Budgetary Plan for 2021 to the Members and highlighted the following:- • The GMA sets out the discretionary funding that is allocated to each Municipal District. 19th. October 2020 • The GMA does not replace the main strategic, non discretionary expenditure of the Council. The total provisional allocation for the General Municipal Allocation for 2021 is €952,530 comprising €602,530 (arising from the decision to increase the Local Property Tax at the September Meeting and allocate 50% of the increase to the GMA) and €350,000 of an allocation similar to last year.

In order to achieve this objective, a new Joint Traveller Accommodation Programme for the period 2014 – 2018 is being developed. North and South Tipperary County Councils are to merge into Tipperary County Council by June 2014. The new authority will also include Nenagh, Templemore, Thurles, Tipperary, Carrick-on-Suir and Cashel Town Councils and Clonmel Borough Council. The Annual Count of Traveller Families at November 30th 2012 identified 201 households in North Tipperary. Of this total, 106 families were in permanent accommodation provided by the Local Authority. 27 families were residing in Traveller specific accommodation and 16 families were living on unauthorised sites. In South Tipperary the Annual count showed 139 Traveler Households. 50 families were in permanent accommodation provided by the Local Authority. 24 families were residing in Traveller specific accommodation and 12 families were living on unauthorised sites. The Housing (Traveller Accommodation) Act 1998 requires that each housing authority adopts a Traveller Accommodation Programme for its functional area. The Act also provided for Local Authorities to prepare Joint Programmes.

    KILKENNY COUNTY COUNCIL TIPPERARY COUNTY COUNCIL Information document about The Local Authority Waters Programme (LAWPRO) and the posts of Community Water Officer INTRODUCTION The EU Water Framework Directive [WFD] 2000 seeks to protect and improve our natural waters, including rivers, lakes, groundwater, coastal water and transitional waters. The Water Framework Directive objectives are implemented through River Basin Management Plans [RBMPs] and Programmes of Measures [POMs]. In July 2014, the Department of Environment, Community & Local Government issued the European Union [Water Policy] Regulations 2014, which gave effect to a new, three tier, governance framework and placed new obligations on local authorities to co-ordinate the catchment management and public participation elements of the Water Framework Directive. To enable local authorities to meet their objectives, they have established the Local Authority Waters Programme [LAWPRO] to facilitate a coordinated regional approach. Kilkenny County Council and Tipperary County Council, acting jointly, have been appointed as lead local authorities to act on behalf of all local authorities in managing this Programme. The Programme has two elements; the Communities Office and the Catchment Assessment Team. CONTEXT This shared service arrangement takes account of the need to deliver maximum benefit with limited resource availability. LAWPRO ensures that its resources are utilised locally to implement the River Basin Management Plan for Ireland 2018 – 2021 (RBMP). The strategic role of the Programme is: . To promote knowledge sharing and coordination in implementing RBMPs and POMs by local authorities, other public authorities, sectoral interests and community groups. Since the last plan was published the Travelling Community was officially recognized by the Irish State as an ethnic minority (March 2017). Taoiseach Enda Kenny in his address to Dáil Eireann noted that the Traveller Community has their own unique heritage and culture and that it is reasonable to identify as both a Traveller and Irish.
