Louth Dear Sir With reference to the above, and further to your invitation to the public to make submissions in respect of the Draft County Development Plan 2021 – 2027 for County Louth, please note that we have been appointed by Mr Peter Collier to make this submission on his behalf. The following submission relates to lands located to the Southern outskirts of the village of Termonfeckin and its suggested proposal to rezone the site for Residential development. Situated within a 15 min walk of the Village centre and stradled on the existing boundary development line the site has excellent road frontage along the R167 and enormous potential to provide vital land zoning provisions to improve and enhance the Village and surrounding environments. With the Site Ideally placed to direct access of existing infrastructure and services a part zoning is proposed is recommended to facilitate development such as one off housing or Cul de Sac development. Residential Housing – Low Density There is a definite concern for the residential aspect in Termonfeckin in that the Variety is singular to the Termonfeckin road end of the village. At present there is one housing development selling houses in Termonfeckin which leads to non variety and no competition. -

Comments in Respect of the Draft Louth County Development Plan 2021-2027
Forward Planning Unit Development Plan Review, Louth County Council Town Hall, Crowe Street, Dundalk County Louth A91 W20C 22nd December 2020 A Chara, RE: Comments in Respect of the draft Louth County Development Plan 2021-2027 Monaghan County Council welcomes the opportunity to make comment on the content of the draft Louth County Development Plan for the period 2021 to 2027. In general, Monaghan County Council would wish to state that it is broadly in support of the objectives and policies contained within the draft Louth County Development Plan for the period 2021-2027, particularly in respect of Natural Heritage, Biodiversity, and Climate Action. In addition to these broad common objectives, there are a number of specific objectives common to both County Monaghan and County Louth which are commented upon specifically below. Monaghan County Council welcomes the inclusion of Objective MOV 31 within Chapter 7 of the draft plan which seeks to continue to engage and work closely with Monaghan County Council and other stakeholders in the development of the Dundalk to Castleblayney section of the Dundalk- Sligo Greenway. In addition to this, it is considered that an objective should be included to progress the proposed Carrickmacross – Kingscourt - Nobber - Navan Greenway. Monaghan County Council concurs with Objective MOV39 in Chapter 7 which supports the major road and bridge improvement projects set out in Tables 7.3 and 7.4, which includes the N2 Ardee to Castleblayney route, the N53 Dundalk to Castleblayney route and the East- West Link Cavan to Dundalk route, and the reserving the corridors of any such proposed routes when they are identified free of development which would interfere with the provision of such proposals. -

Lee and resolved: "That the Minutes of the September Monthly Meeting which was held on the 21st September 2020 be adopted as a true record of the business transacted at the Meeting." 3. Thurles Municipal District – Draft Budgetary Plan 2021. Mr. Liam McCarthy, Director of Services introduced Ms. Noreen O’Dwyer who has been appointed as Acting Financial Management Accountant. Copy of the Thurles Municipal District Draft Budgetary Plan 2021 was circulated by email on 8th October, giving the required 7 days notice, and was also circulated with the Agenda in accordance with Section 102(4A)(b) of the Local Government Act, 2001. Mr. McCarthy outlined the Thurles Municipal District Draft Budgetary Plan for 2021 to the Members and highlighted the following:- • The GMA sets out the discretionary funding that is allocated to each Municipal District. 19th. October 2020 • The GMA does not replace the main strategic, non discretionary expenditure of the Council. The total provisional allocation for the General Municipal Allocation for 2021 is €952,530 comprising €602,530 (arising from the decision to increase the Local Property Tax at the September Meeting and allocate 50% of the increase to the GMA) and €350,000 of an allocation similar to last year. -

Please find attached contact details for our client separately as directed. Background Our clients live in Clogherhead, and they are active members of the community there. In the past year Louth County Council, with a local community organisation as a co-sponsor have attempted to secure funding for a public walkway and cycleway across and through my clients lands. The effect of this would have been to annex the summit and a sizeable portion of land. Our clients have a keen interest in the preservation of the Headland of Clogherhead for future generations, and in the responsible planning and development of the area. The Headland is a unique and unspoilt area with a timeless and peaceful quality, associated with a fragile habitat designated for the highest level of conservation. The beauty and timelessness of the Headland is renowned: this balance is vulnerable and if upset would be lost for ever. Key Issues On behalf of our client, we would respectfully suggest that Louth Co Co liaise with the local landowners and members of the community and develop a set of objectives and policies in relation to Clogherhead, Village, Beach, Pier and surrounding area that, along with usual planning considerations takes account of the following matters: • Land ownership, and property rights • Protection of the SAC and SPA • Protection of ecology and habitats • Health and safety of walkers and users of any amenities to be provided. -

In order to achieve this objective, a new Joint Traveller Accommodation Programme for the period 2014 – 2018 is being developed. North and South Tipperary County Councils are to merge into Tipperary County Council by June 2014. The new authority will also include Nenagh, Templemore, Thurles, Tipperary, Carrick-on-Suir and Cashel Town Councils and Clonmel Borough Council. The Annual Count of Traveller Families at November 30th 2012 identified 201 households in North Tipperary. Of this total, 106 families were in permanent accommodation provided by the Local Authority. 27 families were residing in Traveller specific accommodation and 16 families were living on unauthorised sites. In South Tipperary the Annual count showed 139 Traveler Households. 50 families were in permanent accommodation provided by the Local Authority. 24 families were residing in Traveller specific accommodation and 12 families were living on unauthorised sites. The Housing (Traveller Accommodation) Act 1998 requires that each housing authority adopts a Traveller Accommodation Programme for its functional area. The Act also provided for Local Authorities to prepare Joint Programmes. -

Bathing Water Details: Map 1: Bathing Water Location & Extent Bathing Water location and The fishing village of Clogherhead is located on the east coast of Ireland in the County of Louth, extent: approximately 70km north of Dublin. The headland affords uninterrupted views of the Cooley and Mourne Mountains 30km to the north and to Lambay Island 35km to the south. The village is in close proximity to the historic town of Drogheda. The village developed around the fishing industry with the waters of Clogherhead reputed as being the best fishing waters in the country. The harbour, known as Port Oriel was built in 1885. It was extensively enlarged and re-opened in 2007. Main features of the Bathing Type of Bathing Water Water: Clogherhead beach is a large open sandy beach that is gently sloping. The beach is facing mainly to the east. It is bordered to the north by a small headland and the designated bathing area extends for approximately 1430 meters to the south. The beach is bordered by a carpark and caravan park to the rear. There is an area of dunes that extends from beyond the carpark along the rear of the beach.
