The helpline number will be manned by the officer nominated by the Registrar (IT) for receiving of any complaint, who, in turn, will communicate the same to the Court Master(s) of the concerned Bench. To facilitate lodgement of complaints the Listing Branch shall provide in the cause list, in addition to the helpline number, the mobile number of the court master of the concerned Bench. Furthermore, the cause list will indicate that no grievance will be entertained with regard to connectivity, quality or otherwise, after the video conferencing proceedings are over, save and except, where directions are passed by the concerned Bench to entertain such complaints post conclusion of video conferencing proceedings. On account of outbreak of COVID-19, regular functioning of this court remains suspended and hearing of urgent matters is presently restricted only to videoconferencing. To facilitate assistance to learned counsel for the purposes of joining the hearings through videoconferencing, mobile numbers of the Court Masters of concerned courts have been provided in the Cause List. It has, however, been brought to our notice that several calls, many of these at odd hours, are being made to Court Masters asking them to take on record documents, fresh applications etc or making all kinds of enquiries. Emails are also being sent to the Court Masters after court hours with similar requests. It is directed that henceforth, Court Masters shall be contacted only for the aforesaid limited purpose relating to joining the hearings through videoconferencing. Twenty seven Universities from the North Zone of the country participated in this Championship. iii) Kurukshetra University Sports Council organized All India Inter University Volley Ball (Men) Championship 2010-11 at the University Sports Complex from 17th to 22nd February, 2011. Sixteen qualifying University teams (four from each North, South, East & South Zone) participated in this Championship. (c) Seventy four (38 Men and 36 Women) University teams consisting of about 691 (373 Men and 318 Women) players participated in the North Zone/North-East Zone/All India Inter University Tournaments/Championships during the session 2010-11. Coaching camps of the duration of 7 to 31 days were organized for the University teams, prior to their participation in the Inter University Tournaments.     £INDIA @HUMAN RIGHTS VIOLATIONS IN PUNJAB: USE AND ABUSE OF THE LAW I) INTRODUCTION Thousands of people have been arrested by police and security forces in Punjab since 1983, when armed Sikh opposition groups emerged demanding an independent Sikh state ("Khalistan") in Punjab. Prisoners have been kept detained for months or years without trial under provisions of special legislation suspending normal legal safeguards. There are many reports of torture during interrogation. The arrest and detention of some detainees remains unacknowledged for weeks or months. Records of arrests of people held for interrogation have either not been kept by police or their existence has been denied when judicial officials or relatives asked for them. In some cases, the police reported that the people concerned had been killed in armed "encounters", even after they were seen by witnesses to be arrested. In other cases, the police finally acknowledged the arrests, but claimed that the detainees had "escaped". Scores of people have simply "disappeared", the security forces refusing to acknowledge that they had ever been arrested. It is feared that many of them may have been killed in custody. These human rights violations have taken place in a context marked by large scale acts of violence committed by armed Sikh groups. These acts have reportedly included hundreds of killings of police and other officials, hostage-takings and assassinations of political leaders and members of the public. There is a clear pattern to the arrests, detentions, torture and "disappearances" described in this report. Often, people have been arrested on mere suspicion that they are linked to armed Sikh opposition groups.
