Balakrishna has filed 2nd appeal on 12-12-2018 which was received by this Commission on 13-12-2018 for not getting the information sought by him from the Public Information Officer/ O/o the Principal Secretary to Government, Secretariat,Hyderabad and the First Appellate Authority/ O/o the Principal Secretary to Government, Secretariat,Hyderabad. The brief facts of this case as per the appeal and other records received along with it are that the appellant herein filed an application dated.13-08-2018 before the Public Information Officer requesting to furnish the information under Sec. 6(1) of the RTI Act, 2005 on the following points mentioned: TSIC The Public Information Officer did not furnish information to the appellant. Stating that he did not receive any information from the Public Information Officer, the appellant filed 1st appeal dated.4.10.2018 before the First Appellate Authority U/s. 19 (1) of the RTI Act, 2005 requesting him to furnish the information sought by him. As per the records, the 1st appellate authority has not taken action to hear the appeal and pass orders. Stating that he did not receive information from the Public Information Officer /First Appellate Authority, he preferred this 2nd appeal before this Commission U/s. 19(3) of the RTI Act, 2005 requesting to arrange to furnish the information sought by him. The PIO & Assistant Secretary to Government (Accom), General Administration (PAGB) Department, Telangana Secretariat, Hyderabad transferred the said application under Section 6(3) of the Act to the Public Information Officer & Assistant Secretary to State Legislature, Telangana Legislature Secretariat, Public Gardens, Telangana State, Hyderabad on 12.02.2019 with a request to furnish the information to the appellant. The Public Information Officer & Assistant Secretary to State Legislature, Telangana Legislature Secretariat, Public Gardens, Telangana State, Hyderabad submitted that they have not received the 6(1) application from the PIO & Assistant Secretary to Government (Accom), General Administration (PAGB) Department, Telangana Secretariat, Hyderabad so far. However, the Public Information Officer is directed to take copy of the 6(1) application and furnish the required information to the appellant within 10 days from the date of receipt of this order and to report compliance. Farmers were being exploited and oppressed in different ways by Neeley Britishers under Khurki and Teenkathiya systems.Neeley word which symbolizes indigo. Under Khurki system, the British planters used to pay some money to the farmers (Raiyyat) by mortgaging their lands and houses and compelling them to sow indigo. The Neeley Britishers had confiscated more than one lakh crore fertile lands and set up their kothis(houses )there. “Teen Kahitya” system- established by Britishers and the Jamindaaras, under which teen katha land out of one bigha was reserved for indigo (Neel) farming. The farmers had to bear the cost of indigo farming and the British planters used to keep the yields without compensating the farmers. Farmers exploitation: Not only this, they were even exploited through the various taxes levied on them. Thousands of landless labourers and poor farmers were forced to sow indigo instead of other crops. The farmers were forced to pay several taxes while delivering indigo into the factories such as Bapahi-Putahi, Marvah and Sagaura. Despite taxes, the factories used to play very low prices for the indigo and the farmers were never paid their dues in time. Gandhiji made farmers exploitation a part of freedom movement and inspired the farmers to revolt against British. Gandhiji’s Satyagraha moment helped in abolishing indigo farming and after that farmers started growing sugarcane and paddy in their fields.

Consequent to the formation of a new State, the Committee on Rules of Telangana State Legislative Assembly examined the Rules of Procedure and Conduct of Business in the erstwhile united Andhra Pradesh State, in the light of the Provisions contained in the Andhra Pradesh Reorganization Act, 2014, and the Rules of Procedure and Conduct of Business in Lok Sabha vis-a-vis the requirements of the Telangana State Legislative Assembly. After having series of deliberations and upon considering the requirement of Telangana State Legislative Assembly in consonance with the Rules in vogue, the Committee recommended the Rules for the Conduct of Business in its Assembly which was unanimously adopted by the Committee and submitted to the House.
