6463 MINUTES OF REGULAR MEETING OF MARKET WEIGHTON TOWN COUNCIL HELD AT THE COUNCIL CHAMBERS ON WEDNESDAY 28TH NOVEMBER 2012 AT 7.00PM Present: Councillor Hemmerman (Town Mayor and Chair) Botting Cary Chicken Curwen Frith King (a) Macqualter Peaks Rudd Smith Stellings Townshend Clerk to the Meeting Mrs Lesley-Jane Holt 1. APOLOGIES FOR ABSENCE Apologies were received from Cllr King. 2. AN OPPORTUNITY FOR THE PUBLIC TO ADDRESS THE TOWN COUNCIL Mr Barry Corkhill, who lives next to the water treatment works, informed Councillors of the problems he had been experiencing with regard to noise level now that new blowers have been fitted. The main problem being that the new blowers have been sited in a different position than the old ones and there is no sound proofing enclosure although some muffling material has been put on the pipes. After discussion Councillors agreed that they would put his concerns forward when looking at the planning application. 3. DECLARATIONS OF A PECUNIARY AND NON-PECUNIARY INTERESTS – Members to declare any interest in items on the Agenda and the nature of those interest. There were no declarations. 4. TO AGREE THE MINUTES OF THE MARKET WEIGHTON TOWN COUNCIL MEETING HELD ON WEDNESDAY 31ST OCTOBER 2012 It was proposed by Cllr Smith and seconded by Cllr Townshend that the previous Minutes be signed as a true and correct record. AGREED. Short discussion on reporting on the minutes. 5. ONGOING MATTERS AND PROGRESS REPORTS – Town Clerk Folio 6447 – The Montracon letter was posted out on the 22nd November by recorded delivery to Ireland and tracking though the Post Office website had shown it was delivered to its destination on the 23rd November. Folio 6449 – The tops had arrived for the market stalls and had been used for the LPM on the 17th December with a good deal of success. The next one is the 15th December but they will be used for the switch on 6th December 2012. Folio 6453 – Pump handle was put on to test – this will be taken away and galvanised before bringing back. A Councillor added that the company were to bring a blow torch to free up part of the handle but would re paint when fitting it back. There would be no extra charge. Folio 6453 – The traffic notice in front of the door of the old betting shop had now been removed. A Councillor stated that there was still a hole in the ground. Signed by the Chairman 6464 Folio 6453 – The snowplough was now in Weighton at the suppliers and awaiting registration documents before it could be insured. It was now important to find somewhere to store it. A discussion about taking the front off took place but it was thought it would still be too wide for the workshop – the cost of a container was still being looked into by a Councillor. 6. TO DISCUSS DISPENSATION LETTERS AND ENSURE ALL SIGNED AND RECEIVED BY THE CLERK AND THAT PERMISSION LETTERS HAVE BEEN RECEIVED BY COUNCILLORS FROM THE CLERK The Clerk stated letters had been received from all Councillors and all permission letters had been handed out. It was now in order for precept to be discussed. The precept could also be set now or at the next meeting (9th January) provided there was a nil or less than 2% increase. The return date for the form to ERYC was 3rd January but the Clerk had requested this be moved to the 10th January. 7. TO DISCUSS 1ST DRAFT PRECEPT FOR 2013 – 2014 AND IF NECESSARY ARRANGE SPECIAL MEETING(S) IN DECEMBER TO FURTHER DISCUSS THE PRECEPT Councillors first discussed the grass cutting for the Football Club by the ERYC. After discussion it was proposed by Cllr Rudd and seconded by Cllr Smith that £1,000 be allowed this year. AGREED. There was also a discussion on all areas of the precept and some amendments made. A revised copy would be sent round but it was AGREED by all that there should be a nil increase to the Precept. 8. TO CHOOSE A COUNCIL REPRESENTATIVE FOR ERNLLCA DUE TO CLLR TOWNSHEND STEPPING DOWN As there were no volunteers Councillors would be asked to attend as and when there was a request to do so. 9. TO DISCUSS THE POSSIBLE COSTS INVOLVED IN HIRING THE TOP FLOOR OF THE TOWN HALL A request had been received for the hire of the top floor of the Town Hall. The Clerk gave current figures for utility bills but these would be expected to rise if hired out. There was a discussion on this and it was agreed that the Clerk contact Ernllca to ask about the legal position of hiring out the offices in the first instance. 10. TO CONSIDER CORRESPONDENCE RECEIVED BY MARKET WEIGHTON TOWN COUNCIL SINCE THE LAST REGULAR MEETING – 31ST OCTOBER 2012 ERYC 1. Consultation with Town & Parish Council about Dog Control Order Review – reply no negative comments 2. Precept (Town & Parish Councils). Pro forma letters attached 3. TO CONSIDER RECOMMENDATIONS FROM COMMITTEE MEETINGS HELD SINCE LAST REGULAR MEETING ON 31ST OCTOBER 2012 Cemetery and Parks 14th November 2012 There were no recommendations to Full Council. Town Planning 21st November 2012 It was recommended to full Council that: ∑ The parking proposals done by the working group regarding parking measures around the town after consultation with residents get sent to the ERYC. A vote was taken and there were 9 for and 2 against the above. It was therefore AGREED that the Clerk send a letter to the ERYC 12. REQUESTS FOR RESERVED GRAVES There were no requests for grave reservations. 13.
