DUTIES OF THE The Swiss Federal Roads Office (FEDRO) was established in 1998 as SWISS FEDERAL ROADS Switzerland’s federal authority OFFICE responsible for road infrastructure and private road transport. It belongs to the Federal Department of the Environment, Transport, Energy and Communications (DETEC), and focuses on securing sustain- able and safe mobility on the country’s roads. Its principal objective is to secure the functionality of Switzerland’s motorways and main roads, and to accomplish this it has defined the following priorities:

•To secure integration into the trans-European road network •To review the existing network structure and adapt it where necessary •To complete the motorway network as planned •To support the expansion of the main roads network •To constantly evaluate weak points in the existing motorway network •To secure the availability of the motorway and main road networks •To define the basis for efficient traffic management •To maintain the functional capacity of the motorway network •To secure the necessary degree of operational maintenance •To secure the punctual implementation of suitable measures to preserve the substance and value of the country’s motorways and main roads •To reduce the burden on the environment attributable to road transport •To enhance road safety •To guarantee safe and secure access for road users and vehicles •To ensure that Switzerland’s road traffic legislation is kept up to date •To define a consistent road safety policy •Management of the road traffic database for the whole of Switzerland •Development and implementation of construction projects in accordance with the principle of sustainability

The Swiss Federal Roads Office works closely together with cantonal, national and inter- national partners, and formulates principles and prepares decisions for a sustainable fed- eral road transport policy. It also draws up, supports, co-ordinates and monitors suitable measures at the national and international levels. SUBSIDISED AREAS The federal government contributes towards the expansion of the main roads network. The latter encom- passes roads of national and inter- national importance that are not part of the motorway network.

The Federal Council defines the main roads net- work after consultation with the cantonal authori- ties. Of the approx. 18,300 kilometres of cantonal roads, roughly 2,300 are classified as part of the main roads network (550 km in the lowlands, 1,500 km in the Alps and 250 km in the Jura range).

Budget of 1.360 billion Swiss francs for motorway construction in 2006

Approximately 10 kilometres of motorway are scheduled for completion in 2006, and the go-ahead has been given for the construction of three stretches – Knonau to the bor- der of the (A4), French border to Porrentruy West (A16), and the express- way between Landquart and Klosters Selfranga (A28) – as well as for the practice tunnel for emergency services (/). These are the construction activities that have been approved by the Federal Department of the Environment, Transport, Energy and Communications (DETEC) for 2006, and for which granted a budget of 1.360 billion Swiss francs during its winter 2005 session.

The allocation of funds for the completion of the network, expansion projects, noise prevention and environmental protection measures adequately reflects the needs of the French-speaking and Italian-speaking regions. Within the scope of its current motorway construction programme, DETEC has allocated 390.1 million Swiss francs for stretches currently under construction in these regions, which is equivalent to a share of 28.7 per- cent of the total credit.

HGV INSPECTION Inspections of heavy goods vehicles along the country’s main transit CENTRES routes ensure a higher degree of compliance with the applicable legal provisions, as well as smoother traffic flows and a higher level of road safety, which in turn promotes fair competition between the various forms of transport. Switzerland’s first HGV inspection centre was opened on 26 November 2004 on the A13.

The concept of HGV inspection centres resulted from the need to more efficiently enforce the legal provisions governing drivers, vehicles and loads in keeping with the principle, “if it doesn’t meet the specified requirements, it shouldn’t be allowed on the road”. It was therefore decided to set up two “maxi” HGV inspection centres and 12 “midi” centres at which standardised inspections could be carried out on all four transalpine routes in order to more effectively enforce this principle. The first midi cen- tre was put into operation on the A13 a year ago, and there are plans to set up other inspection centres as follows: two maxi centres near Ripshausen () and Bodio (canton of Ticino), and midi centres near St. Maurice (canton of Valais), and Schaffhausen. Other midi centres will follow later: Reiden (Lucerne), Uhwiesen (Zurich), Chavornay (Vaud), Oensingen (Solothurn), Frick (Aargau), Schafisheim (Aargau), and at two other locations yet to be selected. With this step-by-step procedure it will be possi- ble to constantly incorporate findings from the operation of the first centres into the planning of future ones.

Unterrealta inspection centre

During its first year of operation, a total of 3,892 heavy motor vehicles (1,296 from Switzerland, 2,547 from EU countries, 49 from other countries) were inspected at the Unterrealta midi centre, which is located on the A13 near the Rothenbrunnen junction (San Bernardino route). These inspections uncovered 1,488 violations: 442 resulted in fines, while charges were preferred in 1,046 cases.
