INTRODUCTION In the late nineteenth and early twentieth centuries, municipal govern- ments in various US cities assumed responsibility for utilities and other ser- vices that previously had been privately operated. In the late twentieth century, prompted by fiscal crisis and encouraged by neo-liberal ideology, governments embraced the concept of “privatization,” shifting management and control over public services2 to private entities. Despite disagreements over the merits of privatization, both proponents and opponents accept the premise of a fundamental distinction between the “public” and “private” sectors, and between “state” and “market” institutions. A more skeptical view questions the analytical soundness and practical signifi- cance of these dichotomies. In this view, “privatization” is best understood as a rhetorical strategy, part of a broader neo-liberal ideology that relies on putative antinomies of “public” v. “private” and “state” v. “market” to obscure and rein- force social and economic power relations. While “privatization” may be an ideological definition of the situation, for public service workers the difference between employment in the “public” and “private” sectors can be real in its consequences3 for job security, compensa- * Associate Professor of Law, Elon University School of Law, Greensboro, North Carolina. -

Introduction In the standard literature on economic development there is frequently a noticeable reluctance to consider the position of women as a separate problem of importance of its own. Gender-based analysis is often seen as being unnecessarily divisive. Poverty, undernourishment, escapable morbidity or avoidable mortality strike men as well as women, and the lives of all members - male and female - of households at the bottom of the pile are plagued by severe deprivations. It is, therefore, not surprising that many writers insist on seeing the deprivation of entire families as the right focus for studying misery and for seeking remedies, concentrating on the placing of families in the class structure and in the economic and social hierarchy (and also on the over-all prosperity of the community). That non-gender view has much plausibility in some contexts. However, for some problems income and class categories are over-aggregative and ever. misleading, and there is a need for gender classification. -

The participation of workers in management as a first step toward worker self-management requires institutions and practices that will both allow such participation and promote it. This paper considers, in the frame of four standard issues in worker self- management, six specific institutions and practices common to the collection of co-ops that constitute the Mondragón complex that have generated meaningful worker participation in management in this large corporation. JEL classification: J54, L29, M19 Keywords economic democracy, workers’ participation in management, Mondragón, cooperatives This is not a paper about the rich multi-dimensional subject of the economics of the Mondragón complex of worker cooperatives. This is a case study of worker participation in management and self-management at Mondragón, at the present time. Specifically, this article will briefly exam- ine six institutional structures and practices at Mondragón that both allow and promote worker participation in management. 1. Structures1 and Practices for Supporting and Promoting Participation in Management Before examining these six institutions and practices, four issues will be briefly indicated that should be kept in mind. For All the People
Praise for For All the People John Curl has been around the block when it comes to knowing work- ers’ cooperatives. He has been a worker owner. He has argued theory and practice, inside the firms where his labor counts for something more than token control and within the determined, but still small uni- verse where labor rents capital, using it as it sees fit and profitable. So his book, For All the People: The Hidden History of Cooperation, Cooperative Movements, and Communalism in America, reached expectant hands, and an open mind when it arrived in Asheville, NC. Am I disappointed? No, not in the least. Curl blends the three strands of his historical narrative with aplomb, he has, after all, been researching, writing, revising, and editing the text for a spell. Further, I am certain he has been responding to editors and publishers asking this or that. He may have tired, but he did not give up, much inspired, I am certain, by the determination of the women and men he brings to life. Each of his subtitles could have been a book, and has been written about by authors with as many points of ideological view as their titles. Curl sticks pretty close to the narrative line written by worker own- ers, no matter if they came to work every day with a socialist, laborist, anti-Marxist grudge or not. Often in the past, as with today’s worker owners, their firm fails, a dream to manage capital kaput. Yet today, as yesterday, the democratic ideals of hundreds of worker owners support vibrantly profitable businesses. -

Thanasilangkul Title: Worker Cooperatives and Social Transformation: An Anti-Essentialist Marxist Perspective Advisor: Dr. Chiara Piovani Degree Date: June 2020 Abstract Worker cooperatives have risen in popularity in recent years, both in the academic literature and in the real world as an alternative to “business as usual.” However, less attention has been paid to worker cooperatives’ potential for greater social transformation, and even less have they emphasized the voices working class individuals and communities of color. This thesis addresses the issue of worker cooperatives and social transformation with special attention to anti-essentialist theory and the perspectives of workers themselves. Specifically, I examine the recent anti-essentialist Marxist literature on the methods of economic inquiry and class justice, combined with fieldwork at the Evergreen Cooperatives in Cleveland, Ohio, in order to argue that worker cooperatives, while indeed possessing the potential to catalyze social transformation, are not sufficient in and of themselves. I conclude that a class-conscious, ideology-affirming narrative is the deciding factor between individual benefit and collective empowerment. -

REVISTA DE CIENCIA POLÍTICA / VOLUMEN 28 / Nº 1 / 2008 / 35 – 59 ARGENTIN A : VICTORI A PRESIDENCI A L OFICIALISTA Y TENSIONES EN EL ESQUEM A M A CROECONÓMICO Argentina: Incumbent Presidential Victory and Tensions within the Macroeconomic Model ALEJANDRO BONVECCHI Universidad Torcuato Di Tella AGUSTINA GIRAUDY University of North Carolina at Chapel Hill RESUMEN El año 2007 estuvo marcado por la continuidad del crecimiento económico, por las tensiones surgidas en la implementación del esquema macroeconómico de tipo de cambio elevado con superávit fiscal y comercial (inflación y deterioro del superávit fiscal primario del sector público), por la consolidación del dominio electoral del partido oficialista Frente para la Victoria (FPV) con su triunfo en las elecciones generales y legislativas, y por la territorialización y faccionalización de los principales partidos políticos nacionales. Durante 2007 se observó una mejoría de los índices socioeconómicos (desempleo, pobreza e indigencia), así como un incremento de los niveles de conflictividad sindical, principalmente en las provincias. En el plano internacional, sobresalieron la conflictiva relación con Uruguay y la continuidad de la alianza económica con Venezuela. ABSTRACT The year 2007 was marked by the continuity of economic growth, the tensions stemming from the implementation of the macroeconomic model (i.e., inflation and decline of the public sector’s primary fiscal surplus), which rests on a high exchange rate and commercial and fiscal surplus, the consolidation of the electoral predominance of the incumbent party Frente para la Victoria (FPV) in the general and legislative elections, and by the territorialization and fractionalization of the main national political parties. -

A Clean Break: Fuerza Laboral’s Quest to Incubate a Cleaning Cooperative in Rhode Island A thesis submitted by JANAKI K. BLUM In partial fulfillment of the requirements for the degree of Master of Arts in Urban and Environmental Policy and Planning TUFTS UNIVERSITY May 2017 Advisor: Prof. Penn Loh Reader: Dr. Ann Rappaport Abstract The aim of this thesis is to examine the challenges and opportunities facing Fuerza Laboral, a Latino immigrant worker center, in its efforts to found a building cleaning worker cooperative in Rhode Island, so as to assist similar endeavors in future. The inquiry explores the crucial pre- launch phase by employing a case study approach with a centerpiece feasibility analysis for a potential building cleaning cooperative. In addition to a review of the relevant literature, the backstory and critical issues are examined through interviews with professionals concerned with the cleaning industry and with worker cooperatives in RI and elsewhere. Research and observation indicated that a worker center could assist low-income immigrants establish building cleaning cooperatives to the extent that it can overcome internal impediments as well as the challenging industry, regulatory, technical, and social conditions in RI. The thesis concludes with thoughts on ways that educational establishments might help further the process. ii Acknowledgements This thesis would not have been possible without the support of many people.
