Fifth generation (E80) A sloping front bonnet and a contemporary sharp-edged, no-frills style were brought in during May 1983. Procurement Procedure - Auction Vehicles (Used Cars) ’s through its Auction Before going to make a bid, Client must familiar with auction procedure to whom Offeror Agent(s) (Japan) shall deliver the Vehicles.

Vehicle has Prior Inspection to Auction:

All the vehicles must be first inspected by the Auctioneer before they can be auctioned, because the reputation of ’s condition, they strive to give fair inspections. an Auction House is in its accuracy of assessing a vehicle “Inspection sheet”. In general, ones will find the following When the Auctioneer inspect; they use a form called an parameters;  Vehicle data  Any Structural damage  Any Cosmetic damage  Any mechanical damage  The Vehicle(s) rating (e.g. 4 Grade)  The vehicle(s) equipment (e.g. Alloy wheels)  ’s notes (written in Japanese) Assessor Auto Auction Houses allow members (and Auction Agent) to examine cars on the day of the auction before begins.

Vehicle is listed for Auctioning:

An Auction House will than assign it to an auction data and add the vehicle to its database for members to view. Members of the auction house(s) can find this vehicle via internet or through remote system i.e. ERP system.

Bidding Process:

Mostly Auction Houses prefers 100% payment in advance yielding vehicle to be auctioned. If a bid fails, Auction House refund the money or give the opportunity to use this money for another bid. The charges for enrollment in bidding process shall be beard by the Offeror through its Auction Agent(s) (Japan) whatever the bid be failed or successful.

It is remembered that Offeror simply narrate Bidding which is not the same as Purchasing. One must not mingle the concept of bidding with the theme of purchasing as bid is just to offer while purchase is the true payment against used vehicle. It is easy to draw the bid upon just loss of minutely cost while to draw from purchase is a big loss.

For Purchasing an Auctioned vehicle, first Auction Agent places a bid. If Auction Agent(s) (Japan) wins the bid and fulfills all other conditions, then purchasing begins.

Bidding; Auction Agent bids at the Auction House:

Auction Houses are usually opened once a week on a pre-selected day or as per their practice of business. Those who wish to participate must come a few hours earlier to inspect the vehicle at their choice they will bid on. After Inspection occurs, the auctioning begins {after the satisfaction of Auction Agent(s) and or through its ’s wish, ones’ legitimate representative}. If a vehicle is as one Auction Agent(s) will bid up to maximum limit till secure the vehicle without addressing the Costing Factor whatsoever.

Purchasing After a Successful Bid:

Once the Offeror nominated Auction Agent(s) (Japan) shall successfully secure the bid, Offeror shall purchased the vehicle(s) and shall request to Client to pay in full amount with respect to the amount of vehicles. Offeror through its legitimate Auction Agent(s) shall arrange C & F Price Karachi Pakistan from Port of Departure (Japan) including all Freight Charges, Marine Insurance, Import Duties, Taxes, Miscellaneous charges. Client will receive a Commercial Invoice, Auction Sheet, Vehicle Inspection Sheet etc from Offeror once the successful bid has been executed and authenticated.

Inspection:

As proposed the Offeror through its Auction Agent(s) (Japan) shall provide Pre-Shipment Inspection Report of the vehicles from Port of Loading Japan. Once the vehicles shall arrive to Port of Destination Karachi Pakistan, Post Shipment Inspection shall be adhered by the Offeror through its Auction Agent or its legal and legitimate representative in Pakistan. Once the vehicles shall transit from port of Karachi Pakistan to Kabul Afghanistan Offeror shall arrange the Final Inspection being hand over the vehicles to the Client at his satisfaction.

Cost of Inspection:

As per policy all the cost associated with Inspection shall beard by the Client. Separate Schedule of Inspection Cost incorporated in Price Proposal.

Mechanism of Auction:

 Used Cars and or Vehicles shall be purchased by and through Auction Houses as per practice in Japan.  Auction process is dynamic and may variate from vehicle to vehicle as per demand and supply constraint.  Every day Auction shall exercises (Monday to Friday) with Bid and Ask STRIKE PRICE from sellers and buyers ’s Auction Agent(s) (Japan) in concurrence as the  The subject Toyota Corolla Sedan shall be bid by Offeror specification provided by the Clients through Statement of Works (SOW).

 In this scenario Offeror shall design the mechanism that upon exercise the bidding option Offeror shall inform the Client with respect to; . Once approved by the Client; Offeror shall purchase the cited vehicles and shipped it through first available voyage.  Once the Bid has been finalized and the respective vehicle(s) shall attain the sold status, Client shall be requested make arrangement of the full payment of the proposed vehicles within 3 working days to the ’s Account for onward payment to its Auct Offeror ion Agent(s) (Japan) nominated Bank Account.  In case Client delays to send the full payment within 3 working days, the Auction House has the authority to cancel the bid and forfeited the advance security deposit and or adjusts it in future bidding and auctioning process whatsoever.

Grading System

In Japan, most Auction Houses have their own grading system which uses numbers and letters to demonstrate the purchaser what condition the vehicle is in. This grading system is operational being the Auto Industry self adopted scrutiny mechanism and the development of confidence with respect to quality assurance in the minds of Importer to whom shall Import used cars upon payment which is the meritorious Income for Japan. Auto Industry with respect to used cars primarily not regulated by Government of Japan. Inspection sheet includes an overall condition of the vehicle(s), depicting the following;

6 or above - New and never been driven. 5 - Near new. Everything is in top condition. 4 - Excellent Condition. May have some minor issues. 3.5 - Average condition. All areas are at an acceptable standard. 3 - Various scratches or dents. Some paint missing. 2 - In bad condition 1 - Very bad condition OR has been modified and in good condition. 0, A, A1-A5 - Involved in Accident. If there is a number, higher is worse. RA or R - Had accident and repaired. R1 - Repaired modified car. For example, adding after-market parts for performance or appeal. … Vehicle Quality Assurance Mechanism ’s quality assurance conditioning Auction Inspection sheet is the primary way to provide an idea of vehicle . Every Auction houses has their own way to evaluate the respective vehicle(s) subject to the cost, year of made, mileage, grading, branding etc. The quality mechanism shall be monitored by the association of used cars dealer with the aims to provide best vehicle in affordable price to the buyer. Offeror herby shall demonstrate the basic parameters to whom the dynamics of quality assurance configure and layout in the following manners;

I. Engine and Transmission System: To check each engine and transmission system to ensure that all is in correct working order. Inspection includes engine functionality, cooling system, fluids levels, gearing system, timing belt and hoses. II. Exterior and Interior: ’s To check the overall exterior condition for dents, scratches and other minor damages. To ensure vehicle interior shall be clean and verify that all controls and switches are functioning correctly. The seating stuff, dashboard conditioning, inner roof, switching, mirror structure, sun roof in case etc shall be check as per list.

III. Steering and Breaking: The steering and break system are vital part of the vehicle. A thorough and detail check is carried out and any necessary repair are performed to provide safe and reliable driving. IV. Electrical System: Complete electrical system including battery, lights, wipers, switches, electrical controls has been inspected and recondition or replaced any problematic components.

… Auction Procedural Timing

As it has been demonstrated that Offeror through its Auction Agent(s) from Japan shall participate in the BIDDING PROCESS executed at different Auction Houses located at various places in the same city or in various cities as in case. Once the Offeror through its representative in Japan i.e. Auction Agent(s) shall bid for Toyota Corolla Axio at different Auction Houses, and upon satisfactory complying all requirements which complete the transaction of the vehicles. At this instant Offeror shall bound to purchase the vehicles to whom are placed and located at different Auction Houses situated at different cities of Japan. ’s the responsibility of the Offeror to collect the vehicles from different cities and place it in a common Now it warehouse further shall be shipped to Afghanistan via port of destination (Karachi) Pakistan.

… Delivery Parameters

Following parameters shall be adhere in due diligence;  Vehicles are positioned with different Auction Houses situated in different cities of Japan. Collection of vehicles from different cities is a time consuming activity.  As per policy and practice, Auction Houses shall take normally 2 weeks to handover the vehicle related documents to the purchaser.  Placement of vehicles at Warehouse situated at Nagoya Japan (Port of Departure) to Port of Destination (Karachi - Pakistan).  Before going to ship the vehicles shall be containerized @ 4 Sedan (max) per 40 ft TEU.  Cumulatively it shall take 12 working days where vehicles are ready to ship.  Average travelling time for shipment from Nagoya - Japan to Karachi - Pakistan is 25 days through first class Shipping Line.  So from the procurement of vehicles, than collection of vehicles from different sites than acquisition of vehicle related documents, further placement of vehicles at common warehouse located at Nagoya Japan than containerization of vehicles and finally shipment to Karachi - Pakistan would take time of 38 to 40 workings days.  Once the vehicle arrived at port of destination (Karachi Pakistan) the following procedure shall be applied to the respective vehicles. ’s from US Consulate and Customs Authorities shall take 3 to 4 i. Documents Processing working days subject to exemption certificates from US Consulate etc ii. Clearance and Forwarding of the subject vehicles through Clearing Agent iii. Vehicles shall be transited through road transportation from Karachi to Kabul by maximum 10 working days

 So in practice the Auctioning and Purchasing is an ongoing process and Offeror shall adhere meticulous compliance of the Statement of Work in true spirit.

Precisely the time shall be taken approximately 55 working days from the day of Purchase then Collection of Vehicles from different auction houses it shall takes normally 12 -15 working days then warehousing of vehicles at Nagoya Port then containerization of vehicles including Pre-Shipment Inspections through In-House or any 3rd party as per scheduled time then the Vessel shall be shipped to the Port of Destination (Karachi) from Nagoya Japan. By practice Shipping Lines shall take 25 working days from Nagoya till Karachi Pakistan. Now the Forwarding and Clearing agents shall take their best time to CHECK-OUT the vehicles from Custom Authorities subject to Consulate CRN, Exemption Certificates provided timely. The duration of time from Port of Destination to transit upon satisfactory clearance via inland transportation shall take maximum 15 days to Kabul Afghanistan.

As per the statement of works, not more than 50 vehicles shall be delivered in a single month. In lieu of the above statement, Offeror shall deliver vehicles as per the Statement of Works in the following;

Once the bid shall be finalized and upon prompt payment, Offeror through its Auction Agent(s) (Japan) shall purchase the vehicles for and on behalf of Client. The purchase of specified vehicles from auction houses is dilemma incase bidder cum purchaser shall be constrained with price cap, as the maximum price shall be bid to the respective auction house. The mechanics of bidding and further purchasing through auction houses is highly systematic as auction houses are linked with internet bidding (e-bidding through online) from where general people may access and participate in bid, System Bidding through their remote ERP software accessible to the members and affiliates only, On- premises bidding where people are bid for their choice of vehicle, On-demand bidding where auction agent(s) shall make assurance for and behalf of their Customer(s). ’ people are directly and indirectly associated with the bidding mechanics to whom Almost from 150 countries operated and executed at the medium size auction house. The demand and supply constraints are truly put into ’s action as the availability of limited vehicles in response to the people who may wish to purchase it as per one terms and conditions. Precisely no one can cater the number of people who shall take participation in the bidding process but roughly it would cross the digit of hundreds.

Cost of Bidding:-

The cost of each and every bid would yielding JPY1,000/- either in case the bid shall successful or decline. Now for the purpose of bid with specification as mentioned in the PWS would create cut jugular competition among the bidders, as the specification are highly demanded by the general people being Toyota Corolla Sedan under the name plate Axio is extremely feel affection for the users without any demographic hold down. The Corolla Axio sedan well known international brand having existence from Asia to Africa to Europe to Oceania to America. In this circumstances; bidding is continuous and perpetual task for the Offeror through its Auction Agent(s) Japan for the proper acquisition of said vehicles as per the timeframe with the constrain price factor.

Procurement of Vehicles:-

Offeror through its Auction Agent shall participate in the bidding process executed in different auction houses subject to the availability of the required vehicles meeting all the stipulated measurements as declared and demonstrated in SCOPE OF WORK provided by Client through its Agent. So precisely; bid for 50 vehicles shall be narrated as follows; i. Bid starts from BASE PRICE and gradually increases subject to the interest of people / members / affiliates / participants on-premises and on-demand engage through net, ERP, auction agents etc ii. The cost of enrollment process to participate per bid is JPY 1,000/- per vehicle what else. iii. Once the bid shall reach the PRICE-CAP and then it shall goes further in this case, the Offeror through its Auction Agent(s) Japan shall take de-positioning to decline or withdraw its OFFER being superseded from its price-cap to whom shall be constrain by the Client as declared. iv. But the cost of the said bidding process shall be bear by the Offeror what so ever the numbers of vehicles shall be secure or not. v. Incase Offeror through its Auction Agent(s) shall success / win the bid, immediately after the closure of ’s vehicles at earliest by the auctioning process; auctioneer shall gives the procedure to purchase the bid Offeror. vi. The maximum time allocated by the auctioneer(s) is / are 3 working days. vii. Incase Offeror fail to make payment in 3 working days the advance security deposit shall be forfeited by the auctioneer or auctioneer shall claim surcharge being extra-payment from Offeror as a penalty fee. viii. Offeror once Purchase the Vehicles, shall shipped to the port of departure Japan to the port of destination Karachi Pakistan. ix. Offeror shall place the subject vehicle(s) in the common warehouse and then containerized the vehicles properly. x. Once the vehicles shall arrive in Pakistan then the Offeror shall arrange Clearing and Forwarding Agent to check-out the vehicles at it earliest. xi. On one occasion the vehicles shall be cleared from Custom and Port authorities then vehicles shall transport to the Kabul Afghanistan.

After Auctioning and Purchasing Process:-

After the successful auction and the subject vehicles shall be purchased by the Offeror in 3 working days from auctioneer, now the auctioneer shall take 2 weeks (14 working days) to hand over the vehicles related documents to the Offeror. It is the auction industry practice they shall presume to take time to deliver the documents in 14 working days. Offeror shall collect to documents with in 9 to 10 working days.

Title Documents Availability:-

The Title Documents of the purchased vehicles shall be handover by the auctioneer to the Offeror through its Auction Agent(s) or in person in maximum 2 weeks. Once the documents reached to the Offeror through its Auction Agent(s) or in person, the very next assignment to collect the vehicles from different auction houses located in different premises including towns, cities, sub-urban area etc.

Transportation of Purchased Vehicles:-

 Now it is important to note that the vehicles shall be placed in a safe, reachable, maintainable with control access at warehouse near to the port of departure.  The cost of transportation, logistics, loading, tolling, warehousing, laboring etc shall be bear by the Offeror.  It is the Offeror responsibility to arrange prompt and quality assured shipment from Port of Nagoya (Japan) to Port of Karachi Pakistan.  Once the shipment shall reach to port of destination Karachi Pakistan the Offeror through its forwarding and clearing agent(s) shall clear all the shipping documents at it earliest.  As soon as the vehicle shall be clear from port authority and custom authority it the responsibility of the Offeror through its forwarding agent(s) shall transit the vehicles to Kabul via road communication.

Pre-Shipment Inspection:-

Before going to shipment, the subject vehicles shall be inspected as per the PWS checklist and found satisfactory adhering all measurements as stipulated.

Containerization:-

Containerization is a strategic activity to prevent the vehicle from smash, collision and or rubbing among the vehicles and from the walls of the container. Proper foaming and spacing with rope tightening shall be adhere to formulate the structure of vehicles in a square-rectangular. Every vehicle shall be containerized @ 4 Corolla Sedans per container 40 ft TEU. For shipment of 50 vehicles Offeror shall arrange 13 containers to whom shall 12 containers shall be fulfill @ 4 vehicles per container and the thirteen one (13th) shall be fulfill @ 2 vehicles per container. The subject containerization adhering additional cost to be bear by the Offeror. At that time the subject vehicles shall be insured for marine purposes.

Time Management:- 1. Post Auctioning Time When the vehicles are successfully bid and within 3 working days it would be purchased now the stringent time counting shall begin.

2. Vehicle Related Documents Acquisition Vehicles related documents shall be hand over by the auctioneer to the Offeror, normally as per practice it shall take minimum 9 to 10 working days.

3. Placement of Vehicles at Warehousing Now the subject purchased vehicles shall be placed in a warehouse for onward shipment to Karachi Pakistan. The transportation of vehicles from different locations shall takes 2 working days.

4. Shipment Before going to containerization, each and every vehicle shall pre-inspected at Offeror warehouse as per the Statement of Works - checklist. The shipment of vehicles shall be process from the port of Nagoya Japan to the port of destination Karachi Pakistan upon first available shipping line. The shipping line shall take 22 to 25 working days till arrival at port of destination Karachi Pakistan. So in conclusion the total time shall span from purchasing of vehicles till arrival at port of destination Karachi as follows;

 During bidding and post bidding when Offeror shall turn over to the purchasing shall take - 3 working days with minimum time frame  Documents acquisitions from auctioneer shall take - 8 working days but it also keep in mind the Auction House allows 12 to 14 days for delivering the subject documents  Placement of vehicles in warehouse from different location shall take - 2 working days  Shipment of vehicles from Nagoya Japan to Karachi Pakistan shall take - 25 working days  Total time shall be required from post bidding process of vehicles till arrival of vehicles at port of destination Karachi it constitute approximately - 38 working days  Clearing of vehicles time shall take - 5 working days  Forwarding of vehicles to Kabul Afghanistan shall take -10 working days  – To be at safe side the total time span of the vehicles from Post Auctioning till Arrival to Kabul Afghanistan is 55 working days

5. Clearance of Shipment Subject to clearance of vehicles from custom and port authorities including payment of all challan, duties, taxes, clearance charges, appraisal fee, miscellaneous etc shall be process by the Offeror through its clearing agent(s) in 5 working days

6. Forwarding of Vehicles to Kabul As subject vehicles clear by the authorities; the next task to move the vehicles to the final destination to – Kabul Afghanistan. Before movement of vehicles to Kabul Afghanistan the Offeror shall take post inspection of vehicles and to check the damages if any happen due to containerization from its auction agent or its Pakistan representative for the satisfactory of Offeror as per PWS checklist. Now the Offeror through its forwarding agent shall transit the vehicles via road transport communication assuring all parameters of risk measurement including inland insurance, freight, tolls, octroi duties, boarder entrance, exemption certifications etc. The minimum time to reach of vehicles from Karachi to Kabul subject to all exemption certification from US Consulates, CRN etc is 10 working days.

7. Force Majeure Factors (Weather / Flood / Environmental Impact / Closure of Boarder) Keep in mind the weather condition especially the span of contract is based on 5 months and upon start of December till end of February the snowfall begin at Kabul creating logistic obstacles for in time transportation of vehicles. Moreover any chaotic impact including closure of boarder due to any act of terrorism, environmental disorder incase land sliding, heavy rainfall etc shall create another out of control hindrance.

Auctioning is a volatile business where prices of vehicle to whom shall auctioned may variate from auctioneer to auctioneer and vehicle to vehicle. The prices are fixed in nature and any apprehension and price hike shall be absorbed by the Offeror itself without jeopardizing to the Client. However; Offeror clearly express that the subject assignments for the imports of 208 Toyota Corolla Sedan vehicles from Japan to Afghanistan via Karachi Port Pakistan; Offeror has no directly or relevant ’s scenario. experience particularly in Client ’s assignment as per the Indeed, Offeror has the relevant expertise to manage and properly execute Client Solicitation and Statement of Works.

A. Teaming Arrangement:

Albeit Offeror is associated with a small business and a team but Offeror has allied associates who can performs as per the direction of the Offeror. ’s specific scenario and nature of the business transaction, Offeror adopt three plus one In Client prong strategy;

i. In-house Team ’s business transaction through its in Primarily Offeror shall handle and operate the Client - house personnel. ii. Co-Source Team If the assignment to be execute beyond the capacity of the in-house team than Offeror shall call its co-source personnel which are hands on in auto vehicle industry so Client is not to worry about plan of action as stipulated in PWS. iii. Out-Source Team Offeror carry out different task through out-sourcing mechanism as the service has been offered with complete business solution and integrity. iv. Consulting Team Offeror shall appoint market consultants for the purpose of proper implementation, better monitoring and judicious controlling.

B. Project Handling:

Offeror pledge its assurance and firm commitment through its corporate team to handle the projected business transaction as per Statement of Works and solicitation documents. Offeror being

2. Offeror Management Approach

Offeror clearly reveals that its corporate team understands the standard operating procedures (SOPs) of the Client. Offeror comprehend and reiterate the project transactions for the Import of 208 vehicles Toyota Corolla Sedan form Japan to Afghanistan under the procedure lay down.  Vehicles are primarily bid from Auction Houses and then upon successful bidding the subject vehicles would be purchased. The purchased vehicles positioned with different Auction Houses situated in different cities of Japan. Collection of vehicles from different cities is a time consuming activity.  As per policy and practice, Auction Houses shall take normally 2 weeks to handover the vehicle related documents to the purchaser.  Placement of vehicles at warehouse situated at Nagoya Japan (port of departure) to onward departure to the port of destination (Karachi - Pakistan).  Before going to ship the vehicles shall be containerized @ 4 Sedan (max) per 40 ft TEU adhering all safety measures.  Cumulatively it shall take 12 working days where vehicles are ready to shipped from port of Nagoya to port of Karachi - Pakistan.  Average travelling time for shipment from Nagoya - Japan to Karachi - Pakistan is 25 days through first class shipping line.  So from the procurement of vehicles, than collection of vehicles from different sites than acquisition of vehicle(s) related documents, further placement of vehicles at common warehouse located at Nagoya Japan than containerization of vehicles and finally shipment to Karachi - Pakistan would take time of 38 to 40 workings days.  Once the vehicle arrived at port of destination (Karachi-Pakistan) the following procedure shall be applied to the respective vehicles. ’s from US Consulate and Customs Aut i. Documents Processing horities shall take 3 to 4 working days with minimum time frame. ii. Vehicles shall be transited through road transportation from Karachi to Kabul by maximum 10 working days. iii. 5 days shall be inserted for safe zoning with respect to road transportation from Port of Karachi to Kabul Afghanistan now totaling 60 days shall be required to complete the business transaction.

Project Team Offeror hire a specialized project driven team to deliver Client business transaction in a risk diversified way. Project team has the operational capacity to execute the Client transaction. For Client lenience Offeror shall sub-schedule its task assignments. i. Execution: Offeror shall execute the transaction through its project team which consist of its in-house personnel force vis - a - vis co-source personnel, out-source personnel, and external consulting team. Offeror shall adhere meticulous compliance on the task being assigned to team the project by the Offeror for and behalf of the Client. The arrangement of the project team with exceptional and international ’s expertise and experience. Hence Offeror rest assure to the Client for the fulfillment of the Client business transaction. ii. Monitoring: ’s transaction shall be monitored through de Client -centralize approach. Once the vehicles being purchased from Auction Houses through Offeror Auction Agent(s) Japan, the vigilant monitoring mechanism shall adhere by the Offeror.
