279 4 Shire of Carnarvon Municipal Inventory 2015 EXECUTIVE SUMMARY Local Government Inventories can best be described as ‘local heritage surveys’. As such they are common practice in Western Australia as the foundation of sound local heritage planning. They identify heritage assets in a systematic fashion, and provide the base information needed for local heritage planning to achieve consistency, strategic direction, and community support. In accordance with Section 45 of the Heritage of Western Australia Act 1990, each Local Government shall review its inventory of heritage places every four places. There is a need to ensure that the existing inventory meets the minimum standards set out by the State Heritage Office. The purpose of a Municipal Inventory review is to; ‐ Ensure that the existing inventory meets the minimum standards of the State Heritage Office and to bring the findings in line with the minimum standards, if deficient. ‐ Review changes in the local heritage in the preceding period such as demolitions of places, changes in their condition or the availability of other new information. The Shire of Carnarvon adopted its Municipal Inventory in 1995 prepared by Hocking Planning & Architecture Pty Ltd. 70 sites were assessed and included on the Inventory. Many places on the 1996 Municipal Inventory have been subject to changes since adoption that have affected their heritage value such as demolition, changes in their condition, misinformation and updated inclusion criteria. In late 2014, the Shire of Carnarvon initiated a review of the Municipal Inventory with the identified stages being as follows; ‐ Review of all places within the adopted 1996 Shire of Carnarvon Municipal Inventory. ‐ Giving each affected owner the opportunity to comment on their property listing and the level of significance assigned to their property within the adopted 1996 Municipal Inventory. ‐ Public advertising of the reviewed 1996 Municipal Inventory to allow the community to nominate new places to be considered for inclusion. ‐ Assessment of all public submissions and nominated places not included within the 1996 MI. ‐ Giving each affected owner the opportunity to comment on their proposed listing and the level of significance assigned to their property within the draft 2015 Municipal Inventory. This document outlines the culmination of the review process comprising the following elements; ‐ Review and updated thematic history, thematic framework and legislative basis. ‐ Updated site details to include Landgate Pin Number and accurate lot numbers. ‐ Updated assessment of the current condition, authenticity and integrity of each place, including details of any major alterations/demolitions since the 1996 Municipal Inventory. ‐ Updated statements of significance based on information to come out of from the review. ‐ Updated place type, usage, construction materials and historic theme information to align with the Heritage Council of Western Australia’s standard categories. ‐ Assigning a management category to each place to align with the Heritage Council of Western Australia’s standard categories. ‐ Indexing and pagination, including listing places by location, by number and by management
