INTRODUCTION: Being in the border area of Arunachal Pradesh the place has very high unemployment problem coupled with low income and other socio-economic problems. Nampong is a census town in the in the easternmost part of Arunachal Pradesh bordering Myanmer at an elevation of 308 meters.

Nampong is small hilly town along the Indo-Myanmar border and Namchik basin is covered with evergreen tropical rain forest. Where life moves at leisure pace and the howling of hillock gibbons wake up in the morning. Mother Nature has been generous to bequeath abundant natural resources to this terra firma. It is a wonderful place to be in. though, the journey through the serpent roads might be tough for some but it is worth when you reach the destination. In this part of the planet, time standstill, life moves at snail pace, worries refrain to meddle, and mind, disdain to overwork.

The Tangsas are dominant tribe of these four Circles under the area which is one of the major tribe of Arunachal Pradesh. There are different sub tribes within the Tangsa, namely Tikhak, Muklom, Havi, Longchang, Mossang, Jugli, Kimsing, Ronrang, Mungrey, Longphi, Longri, Ponthai, Sangwal, Yongkuk, Sakieng, Thamphang etc. They are of Mongoloid decent. According to the legends The Tangsas originated in a hill called MasoiSinarupam, (Myanmar). They migrated to in the 1740s from the north of Myanmar and migrated to the present habitat only in the early 18th century. Traditionally, they are believer of Born Faith which is portrayed by spirit and ceremonial animal slaughters. Nonetheless over the years may have converted to Buddhism and Christianity. The Tangsas are Laborious and peace loving community. They are experts in handicrafts particularly in woodcarving. The major populations of the Tangsa are agriculturist by occupation. Lifestyle is uncomplicated. Survival is simple. Their warm smiles compel to forget the freezing temperature of January and the hospitality for the guest are the best in the word.

Nampong was one of the towns on the infamous Ledo Road, known also as “Stilwell Road” after General Joseph Stilwell, and a bridge was build over the river. Owing to frequent landslides and harsh working conditions the pass was nicknamed “Hell Pass” during the war and a place known as “Hell Gate” is located in the town. The Winter Festival is a global village event organized every year in Nampong.

Nampong and its adjoining areas have Geographic and Climatic conditions conducive of Horticulture, Plantations and Animal Husbandry. The people in these places do not use any kind of fertilizers in their crops and the place is totally pollution free. This gives an opportunity to promote organic horticulture and animal husbandry in the place at a large scale.

The primary livelihood function of the tribes here in the area has the potential to become a major economic activity if proper inputs and support is provided to the youths of the locality.

LIVELIHOOD SCHOOL: OBJECTIVES  The proposed livelihood school at Nampong will cater to all the services that will align the various capacity building and youth development system, so that the youths of the locality are better prepared for promising careers in their selected trade. At the initial stage, this school will introduce pilot programs on Animal Husbandry and Horticulture/Plantations, the experience of which will be examined and on the basis of which extended programs shall be introduced at later stages.  As regards the quality of the program, the Nampong livelihood school will design courses in such a way as to ensure the quality of content, including practical training and effective modes of delivery and on – the – job training etc. This will be done in close coordination with the experts. Apart from assisting trainees, the school shall remain in close contact with employing establishments for job placements of trainees.  The school will award Certificate of Competency from the Directorate of Capacity Building (proposed) on successful completion of the course based on actual testing of skills that a student has attained by administering test/examinations. This Livelihood School shall cater to all categories of youths from School Leavers & Dropouts, Physical disabilities, residing in rural and urban areas.

With an average engagement of 3 persons in each unit the number of employment generated would be around 600 persons. This would result in churning out of almost Horticulture and Animal based products sufficient enough for the entire Changlang district.

FOCUS AREAS OF NAMPONG LIVELIHOOD SCHOOL NYP would work towards achieving the following areas of focus for the Nampong livelihood school:  Build Knowledge related principles, process and method of promoting livelihood of disadvantaged section of the society;  Development training modules;  Conduct Training of Trainers ( TOT);  Synergies Capacity for Market linkages;  Creation of Placement Cells;  Encourage good practices;  Collaboration with reputed Institutions like IIE;  Partnership with successful identified local livelihood practitioners;  Creation of Counseling-cum-Opportunity Cells,  Convergence with other Schemes of state and Central Government’s.  The age for getting admission in the Livelihood Schools, the Candidates must be between the age group of 15 to 35 years on the day of admission.  The intake of Trainees for a course is 30 (Thirty) each batch  All enrolled Trainees of Nampong Livelihood School must undergo a counseling classes before admission to a particular trade which will facilitated by NYP to enable them understand and easily choose their trade of interest.  Before selection of the trainees a open circulars and advertisement will be published  Selection of the trainees will be conducted by NYP on first come first serves basis with close coordination with the administration and local leaders.  Enrolled trainees of livelihood schools will be provided a support of Rs 2500 per month for fooding and lodging.  NYP will provide six months hand holding support for trainees of one year course and four months those of six months course for establishments of self unit or placement in the service sectors for all the eligible trainees.  Trainees enrolled in the hostels will not provide any support. Others will provided stipend after verify their attendance of minimum 80% per month basis.  All the students needs to attend at least 80% classes to avail all the facilities including stipend, foods, uniform, and most importantly after training monitoring and hand holding support to start their enterprise.  Trainees of each module will be provided on job training/ industrial training within state or outside before providing certificates.  No fee will be charged from the trainees undergoing various courses at different livelihood schools and at the institute.  The trainees would be provided uniforms during the training programme.  The minimum duration of each module will be 6 months and maximum 1 year courses.
