Observation by the Chair The Chairman expressed his displeasure over unruly scenes and gross disorderly conduct of some Members who stormed into the well of the House in violation of the rules and etiquettes and willfully obstructed the Deputy Chairman to conduct the proceedings of the House in an orderly manner on the 20th September, 2020.

Notice of motion for removal from the office of Deputy Chairman - disallowed The Chairman informed the House that he had received a notice of a 'Motion of No Confidence' from Shri Ghulam Nabi Azad, Leader of the Opposition and 46 other Members of the House against the Deputy Chairman, for allegedly violating the established parliamentary procedures and norms during the proceedings of the House on the 20th September, 2020 and that they have desired to move it for his removal. The Chairman, in the light of provisions of the Constitution and relevant Rules observed that he has disallowed the Notice of Motion as it was not in proper format and inadmissible, in view of the provisions of article 90(c) of the Constitution, which require a notice period of 14 days to move a Resolution for removal of the Deputy Chairman from the office, since the House is going to adjourn sine-die on the 1st October, 2020.
