Vice Chancellor personally thinks that overall personal development of student is more important than mare bookish merit. Therefore more fundamental facilities are being provided to the students. We believe that University is making students more perfect for the world-competation. University granted autonomy to the educational schools so that they may necessarily change syllabus whenever they need and may form more transparency in it. In this way we believe that merit of students will increase day by day. Various scholarships are being granted to students on University level. Today we can see many students are working on various research projects. Now we can see that schools of Language, Literature and Cultural Studies, Media Studies, Education Studies, etc are working in separate buildings.

The Speaker also made references to – (i) Loss of lives of 4 persons and injuries to 22 others when the New Delhi-Dibrugarh Rajdhani Express derailed in Saran District of Bihar on 25 June, 2014. 2 (ii) Loss of Lives of 15 persons and injuries to several others when the trunk pipeline of Gas Authority of Indian Limited (GAIL) exploded following a gas leak near Nagaram in East Godavari district of Andhra Pradesh on 27 June, 2014. (iii) Loss of lives of 10 persons including 5 children and 3 women and injuries to 2 others when a four-storied building collapsed in Delhi on 28 June, 2014. (iv) Loss of lives of 60 persons and injuries to several others when an eleven-storied under construction building collapsed due to heavy rains in Chennai on 28 June, 2014.

CHAIRMAN: I have to inform Members that I had received a communication from the Minister of Parliamentary Affairs informing me that Shri Piyush Goyal, Minister of Commerce & Industry; Consumer Affairs, Food & Public Distribution and Textiles has been appointed as the Leader of the House in the Rajya Sabha by the Hon'ble Prime Minister. Shri Goyal, who has been a second rank holder in the All India C.A. Examination, is a second term Member of this House, comes with a political career spanning more than three decades and a wide ranging ministerial experience. He has held several portfolios such as that of Mines, New and Renewable Energy, Power, Finance & Corporate Affairs, Coal and Railways as a Minister in the Union Council of Ministers. During Shri Goyal's tenure as Minister of Railways, Indian Railways achieved its best ever safety record in 2018-19. Shri Goyal is also the recipient of 4th Annual Carnot Prize in 2018 in recognition of spearheading pathbreaking transformations in country's energy sector which included electrification of nearly 18,000 unelectrified villages in some of the remotest and inaccessible parts of the country. I personally feel that this House will surely be benefitted by his rich political and administrative experience. His cordial and cheerful nature would further help him in discharging his duties as the Leader of the House efficiently. I would also like to take this opportunity to place on record the remarkable contribution made by Shri Thaawarchand Gehlot, Governor of the State of Karnataka and former Leader of this House, in enriching the quality of debates in the House with his knowledge and expertise, and in ensuring the smooth functioning of the House.
