Episcopal Vicars The Episcopal Vicar plays a supportive role in the Bishop’s overall governance of the diocese. He is a close collaborator with the Diocesan Bishop in the pastoral care of the faithful who make up the local Church and is a support for the priests in the deanery entrusted to him, especially those who are ill or in difficult circumstances. By reason of his closeness to the priests of the deanery, he can anticipate problematic situations as well as provide crisis intervention. He contributes to the pastoral welfare of the local or deanery region and exemplifies a leadership that is exercised in a supportive, collaborative and facilitative manner. Member of and participates in the Council of Priests, as well as serving on the College of Consultors.

Dwayne Adam | 519-734-8044 | [email protected] The Vicar General serves as an extension of the Bishop, at least in his executive authority. His main and indispensable purpose is in offering counsel. He acts as the Bishop’s chief counsel and trusted advisor. In particular, the Vicar General collaborates with the Bishop in regard to spiritual leadership, strategic planning and financial planning. He offers his assistance and counsel through membership in the College of Consultors and on the Council of Priests. If an issue cannot be resolved by the Episcopal Vicar at the deanery level, then it would be brought to one of the Vicars General. Knowing the mind of the Bishop, he would be well placed to address the concern; and if he were not able to do so, only then would it be brought to the Bishop. He may have a full-time position in a parish or diocesan ministry, but he may also act as delegate for the Bishop on an interim basis.

Ensures the implementation of the Revitalization Plan and the implementation of the Five-Year Integrated Financial Plan. Chairs and coordinates the meetings of the Senior Leadership Team, Diocesan Centre Leadership and Diocesan Centre Staff to create an environment of cohesiveness.
As Bishop’s Delegate, has responsibility for oversight of the Safe Environment Policy, along with aspects of the Called, Gifted, and Sent Program, and all matters dealing with sexual misconduct cases brought forward in the Diocese, along with continuing development, implementation, and promotion of protocols for these matters. The Bishop’s Delegate collaborates with the Director of Safe Environment Services, and chairs the Safe Environment Advisory Committee.

Liaisons with bank, including arranging banking and credit facilities. Signatory on all parish and diocesan construction related contracts. Monitors investment fund performance and meets with investment advisors. Responsible for recording and maintaining spreadsheets for costs associated with civil claims and insurance recoveries. Supports the diocesan accounting team when needed. Schedules appointments, prepares materials for meetings, updates reports and maintains Diocesan Centre office supplies.

Episcopal Vicar for Canonical Services Oversees the canonical area within the diocesan structure. While not implicit to this role, the Episcopal Vicar for Canonical Services also acts as the Chancellor and Judicial Vicar of the diocese. Distinct from these offices, however, the Episcopal Vicar for Canonical Services possesses a share in the executive authority of the Diocesan Bishop for matters within his competence, as for example, the executive power to grant canonical permissions and dispensations and to perform other acts proper to a local Ordinary, as are appropriate within the scope of his concern.
Office of the Chancellor Oversees the canonical administration of the diocese. Specific tasks can be many and varied but always center on or concern the correct application of canon law to the governance activities of the diocese. The Chancellor draws up all canonical documentation, (e.g., decrees, canonical permissions, dispensations, etc.), acts as the chief notary of the diocese, communicates canonical acts to those to whom they pertain, and serves as the Archivist of the diocese. In addition, the Chancellor serves as a canonical resource and support to the Diocesan Bishop, the diocesan administration, the consultative bodies in the diocesan governance structure and parish ministers regarding questions that involve canon law or have canonical implications.
Judicial Vicar, Tribunal of the Diocese of London The Judicial Vicar is the chief judge of the diocese, acting on behalf of the Diocesan Bishop in the administration of justice. Oversees all judicial proceedings mandated by the Code of Canon Law, including penal trials and, in particular, trials to decide the validity of marriage. Responsible for the Tribunal of the Diocese of London and acts as an Associate Judicial Vicar within the Toronto Regional Marriage Tribunal (i.e., the Catholic Marriage Tribunal), which is charged to process cases of possible invalidity of marriage for reasons of defect of consent (i.e., “annulment”). Reference for those in parish ministry in questions involving marriage, the resolution of marriage situations and possible second marriages in the Church.
