Advance Manager

1. JOB PURPOSE

In July 2022, will host the XXII , the largest multi- sport event to be held in in 10 years. Approximately 6,500 athletes and team officials from 72 nations and territories across the Commonwealth will come together in a 12-day celebration of sport and culture. Events will take place across Birmingham and the West Midlands, entertaining more than one million ticketed spectators and reaching a global broadcast audience of more than one billion.

Each of the signatories to the Host City Contract (HCC); the Commonwealth Games Federation (CGF), UK Government, and Commonwealth Games England (CGE) together with the Organising Committee (OC) have key roles role in the planning and delivery of the , both individually and collectively to ensure that the 2022 Commonwealth Games and the host community legacies derived from hosting the Games are a huge success.

The parties to the HCC have established Birmingham Organising Committee for the 2022 Commonwealth Games Ltd as the Organising Committee (‘OC’). The scope of the OC’s role is broad and complex and ranges from ensuring the physical readiness of the venues and temporary facilities, to the planning, coordination and delivery of more than 40 operational functions such as transport, security and catering to meet

the needs of the Games, including the athletes, technical officials, spectators, press, broadcasters and other Games Family and stakeholders.

The OC and partners are committed to delivering the Games as efficiently and effectively as possible to ensure the event is sustainable and accessible to all in the long term. The CCQ (Ceremonies, Culture and Queen’s Baton Relay) division of the OC is responsible for the Opening & Closing Ceremonies, the Queen’s Baton Relay, Sport Presentation, Athletes Welcome, Learning Programme, Cultural Festival, and Live Sites.

The first Queen’s Baton Relay took place in 1958 in and since then has become a tradition and curtain raiser unique to the Commonwealth Games. The Baton will journey around all Commonwealth nations and territories; containing a message from Her Majesty the Queen to the athletes, to be read aloud at the Opening Ceremony to mark the start of the Games.

This role will work closely with the Senior Project Manager, and regional stakeholders to plan and develop a programme of regional events including 1) road-based Baton relay, 2) activations in established venues and 3) community celebrations.

Reporting to the Senior Project Manager, Queen’s Baton Relay the role will work closely with Local Authorities and other key stakeholders. The position will define, measure, and plan the QBR route throughout England, as well as supporting plans across Scotland, Northern Ireland and Wales, and all advance operations. The Advance Managers are a critical

The position works closely with the Batonbearer Operations Manager, who is responsible for managing all project streams related to Batonbearers - the recruitment, selection, uniform and information distribution and communication with all stakeholders that have Batonbearer positions.

During the delivery of the Relay, the Advance Managers take a pivotal role in ensuring the Relay passes safely, on time and aligned to planning, delivering the best outcomes for the Organising Committee and all stakeholders.

The Queen’s Baton Relay is a prestigious part of the Commonwealth Games and the Advance Managers will be the face of the Relay for a number of key stakeholders during the planning and delivery; able to work independently and communicate with authority. There will be a number of stakeholder requirements to manage and balance throughout the life of this role, so an understanding of managing stakeholders through a complex project is critical. We are looking for strong event project managers, who are great team players and excited to represent the Organising Committee and to be a key part of delivering the Queen’s Baton Relay.

2. KEY RESPONSIBILITIES AND ACCOUNTABILITIES

Responsibilities of the role will evolve during the lifespan of the Organising Committee and it is likely that the role profile will evolve with the changing needs of the OC.

Responsible for the development, management, and coordination of the QBR route through England according to operational logistics, timings, risk criteria, budget and planning parameters. This role will also support the planning and delivery through Scotland, Northern Ireland and Wales. Ensure regional activity is undertaken in line with all policies and procedures of the OC. Work with legal and brand teams to produce guidelines for the route and regional community celebrations.

Route Planning

• Assist Responsible for the development of the QBR route according to operational logistics, timings, risk criteria, budget and planning parameters • Includes methodically documenting the route, including the identification of changeover points, collection points, time adjustment locations, lunch and

evening locations, road conditions and terrain, convoy and runner speeds and timings • Working closely with West Midlands Police planning team to identify the route and mitigate risks

Local Authority Liaison

• Responsible for liaison and communication with Local Authorities including providing event planning guidance and assistance both during the planning and delivery phases

Event Planning and Operations

• Source and acquire support facilities for the convoy, including break sites, lunch locations, refuel locations, photo opportunity locations and other logistical requirements • Identify, select, and negotiate the involvement of alternate modes of transport (planes, trains, boats) • Support local authorities in the planning and delivery of community celebrations, ensuring they remain in line with the OC’s aims and objectives • Champion health, safety and security throughout the planning and delivery of the Relay, ensuring the safest and most appropriate route and programme • Perform the role of Advance Operations Manager, during the QBR, responsible for event coordination and Local Authority liaison • Manage Advance Coordinator and Pilot/Pace Coordinator.
