Where there is a comparison figure for the same periods in the previous year this is given in brackets alongside. Production and reporting of these figures is an integral element within the Council’s Best Value performance management system. Free use bookings are not shown for East Court. As previously advised quantitative figures are relatively meaningless in isolation. Those relating to building lettings need to be studied in conjunction with the income figures reported in the previous agenda item. It is pleasing to report that this free brochure was published in July in accordance with the timetable agreed at the last meeting and that this has received good publicity and critical acclaim. All Members have received a copy of the brochure and copies are now available from East Grinstead Library, the Town Council offices and various other outlets in the Town. Members are asked to formally note. Agenda Item 8: EAST COURT COMMUNITY CENTRE (PSC Min 57 10.6.04 & Council Min 32.5.04) Committee will recall that one of the key objectives identified in the East Grinstead Action Plan 2003, arising from the Health Check, was the need to meet the needs of an ageing population by increasing day care facilities within the Town. This was specifically identified in the context of the provision of a new day centre. Existing provision at Swan Mead, the East Grinstead Age Concern Day Centre, was identified as clearly inadequate for current needs, both in terms of premises and the range of activities. The Health Check report advised that this must be improved if East Grinstead and the surrounding villages are going to cater for the needs of their whole community. Subsequent to publication of the East Grinstead Health Check report the East Grinstead Community Partnership was established and delivery and responsibility for progressing the need for an enhanced day care facility within the Town was vested in the Social and Community Working Group. That Group, under an independent voluntary facilitator, Mr Bobby Hamilton, have subsequently been moving this project forward. At the meeting of Public Services Committee in June 2004, following consideration of a report on "Health Care Issues for an Ageing Population", that Committee gave specific consideration to day care facility needs in East Grinstead. The appropriate minute extract is as follows:- “Members appreciated that the East Grinstead Community Centre in Railway Approach is already under construction and that this will be primarily serving the needs of the statutory sector. What is still required are suitable facilities to meet the needs of East Grinstead Age Concern and other voluntary groups and organisations locally whose needs may not ultimately be met within the Railway Approach Community Centre. “Members wished to support the initiative for the development of a dedicated day care centre in East Grinstead for the voluntary sector along with suitable accommodation for other local voluntary groups. Whilst it was recognised that East Court might not be the most suitable or appropriate location it was also appreciated that this might be all that is available as no other accommodation anywhere else close to the town centre has currently been identified. Having noted that all that is required at the present time is an “in principle” 2 agreement to making land available at East Court should a formal written request subsequently be submitted, and also subject to this being acceptable on planning terms and conditions generally, the Committee did duly recommend this course of action.” That recommendation was formally agreed at Council in July 2005. Subsequently the Social and Community Group of East Grinstead Community Partnership has been addressing a range of issues including those pertaining to day centre needs in order to ensure that any future solution is looked at in an holistic manner. Issues pertaining to the future accommodation needs of the CAB, inadequate accommodation provision in the Town for charitable organisations, the inadequacy of facilities for young people and the possible relocation of CVS so that they are at the hub of voluntary activity have all been looked into. Subsequently an approach has been received from New Life Church who are currently based, for services and meetings, in Chequer Mead. They wish to develop their own church/community outreach facility within East Grinstead and have suggested a partnership whereby they would construct a facility at East Court for wide community use that would also specifically meet their own Church needs. Subject to the agreement of East Grinstead Town Council, and any decision would need to be made through recommendation of this Committee and Finance & General Purposes Committee to full resolution at Council, the Church would wish to develop an East Court Community Centre on land adjacent to the Old Court House. This would be subject to the Town Council's agreement on terms and conditions as landlord and to satisfactory planning approval being granted. New Life Church has appointed Architects to prepare preliminary designs and copies of these are, without prejudice, being sent to all Members under separate cover and will be displayed at the meeting.

The aim of the event was to provide social care and health professionals with new and different ways of supporting people with dementia and hearing about good practice. It was an opportunity for the Leader to talk about the work which the County Council has been involved in and to explain more about Age with Confidence. This is the title for the integrated approach that it is hoped will be used by all partners in the county: to help people plan for and experience old age with dignity and respect, to be able to continue to make a positive contribution and to remain healthy and independent for as long as possible. 2 The Leader has obtained support from the Select Committee Chairmen for Adults’ Services and Children and Young People’s Services for the appointment of lead members from each Select Committee to act as Safeguarding Guardians. The purpose of the role is to act as a member champion, to build stronger, visible links between the members of the Council and all County Council staff and facilitate a more informed focus on safeguarding through the Select Committees’ work. Further details on the role and expectations will be considered by each of the two Select Committees to enable them to make appointments at their formal meetings in November 2011.
