1 Introduction

INTRODUCTION

This document defines the routine annual Flood Defence works programme for Catchment for the period 1 April 2007 - 31 March 2008. The following activities are covered by this Performance Specification: Blockage Clearance & Amenity Maintenance (inc Routine Obstruction Removal from urban watercourses) Vermin Control Bank Mowing Electrical Installation Inspections M&E Maintenance Weed Control Flapvalve Inspection & Maintenance Water supply to sites

2 Blockage Clearance & Amenity Maintenance

BLOCKAGE CLEARANCE AND AMENITY MAINTENANCE

• Provision of blockage clearance and amenity maintenance to locks, weirs, sluices, pumping stations. • Provision of inspection and routine maintenance services to remove flood defence obstructions from Main River Watercourses.

• Sites shall be kept clear of debris and rubbish. (NOTE: obstruction removals from specified watercourses extends only to obstructive objects, removal of litter from open rivers is not an Agency responsibility). • All debris removed from site must be dealt with in compliance with the Waste Management Duty of Care Code of Practice. • Access as required shall be maintained at all times. • The gauge board readings and telemetry outstation readings where applicable shall be recorded during each site visit together with the date and time of reading.

3 Blockage Clearance & Amenity Maintenance

DETAILED TASK SPECIFICATION - SCHEDULE OF TASKS

1 Cut grass within compound or in general site area, monthly between April and October, i.e. 6 occasions per year unless otherwise stated.

5 Clear weed screen and deposit trash in skip or remove from site.

6 Arrange skip emptying as necessary.

7 Spray off weed growth adjacent to Cabinet/Working area and on paved or gravelled areas including access roads/tracks (spray using glyphosate based herbicide).

8 Clear obstructions from watercourses in the vicinity of structure and remove from site.

9 Check free movement of sea doors/flap if tidal conditions allow.

10 Run diesel pumps for 30 minutes minimum each – April, July, October and January.

11 Clean gauge boards

12 Clear from site compound all litter or rubbish.

13 Check security and condition of all fences, gates & locks. Clean all site & safety signs. Repair fences/gates NOT requiring services info

14 Operate gate, sluice, penstock as necessary

15 Clear obstructions monthly from specified watercourse and remove from site.

16 Spray off invasive weeds (Japanese Knotweed, thistles, nettles etc) growing in/adjacent to channel (spray using glyphosate based herbicide).

17 Send test fax to Manby Office Reception (fax no 01507 328737), phone to confirm receipt (phone no 01507 328102) and request return fax.

18 East Coast sand removal as required.

19 Maintain Winter/Summer Retention levels

VERMIN CONTROL • Provision of vermin control services to raised earth embankments as specified in the attached document. • Carry out routine maintenance at specified sites at frequencies and to the general standards specified. • Notify of any failure or dereliction of the sites which cannot be rectified by normal routine maintenance. Eradicate and repair damage caused to raised earth flood embankments by certain burrowing animals.

All lengths of embankment identified in the schedule contained in Appendix 2 shall be treated at the frequency and in accordance with the specification detailed below.

All lengths of embankment identified in Appendix 2 shall be treated by carrying out separate passes each year during the winter/spring months as below. The Fourth Pass shall only be for treatment of lengths that required follow-up/weekly inspections to ensure continued infestation control. Treat every hole in the whole embankment from the toe of the landward slope to the waters edge on the riverward slope. Every hole shall be treated using talunex, except holes dug by protected species such as badgers, water voles and foxes.

WEED CONTROL

1. The services to be provided are as follows: • Provision of weed cutting services to main river watercourses as specified below. • Carry out routine maintenance at specified sites at frequencies and to the general standards specified.

Carry out weed cutting operations on various main river watercourses throughout the catchment. The works will be undertaken at the frequency and within the times specified in section 5 and the Appendices . Method of cut will also be as contained in the specification. . 1. ENVIRONMENTAL REQUIREMENTS The method of operation is to be in compliance with the system of environmental options agreed with the Area Conservation Officer. The environmental options to be adopted are contained in a separate document. Extreme caution must be exercised while carrying out weed cutting operations under hot, no flow conditions. Dissolved oxygen levels can become depleted to dangerously low levels endangering fish populations. Regular inspections of the watercourse must be made. Should any observations of fish in distress be made, weed cutting must cease immediately .

2. DETAILED TASK SPECIFICATION

The watercourses to be cut and the methods of cutting are listed in the following appendices.

The time for completion of the works identified in this agreement, including for all holiday periods and subject to the requirements set out in Appendix 5, shall be:

Schedule of Works A Schedule of Works in Appendix 5 indicates the method of work to be undertaken, by breaking the activities down into weed control by either WEEDRAKE BY MACHINE, BRADSHAW CUTTING, HAND RODING or by WEEDBOAT. In any weed control option/method where the bank face is to be cut this may be by means of tractor flail or excavator mounted cutter at the Providers discretion, SUBJECT to no bank face being cut (other than as part of the Grass Cutting Specification) before 14 July 2007 See Work Task Programme. Weed cutting operations by cutter or rake along embanked lengths of watercourse will involve flail mowing of the embankment crest in advance of weed cutting unless the embankment is grazed, subject to no bank face being cut (other than as part of the Grass Cutting Specification) before 14 July 2007.

Includes weed, algal growth and side batter vegetation where applicable. The resulting cut weed material (other than flail mowings) to be deposited outside of the channel area. Cut weed material to be removed to a suitable disposal site through identified town centre locations. Appendix 5 contains a list of watercourses covered by this document detailing the method to be employed for each particular section

BANK MOWING The services to be provided are as follows: Carry out Bank Mowing operations on various main river watercourses and sea defence embankments throughout the catchment. The works will be undertaken at the frequency and within the times specified in Appendix 7. Method of cut will also be as contained in the specification. • Carry out routine maintenance at specified sites at frequencies and to the general standards specified. ENVIRONMENTAL REQUIREMENTS The method of operation is to be in compliance with the system of environmental options agreed with the Area Conservation Officer.

DETAILED TASK SPECIFICATION All raised flood embankments of main rivers and sea defences within the catchment which are not grazed shall be mown to land level. The time for completion of the works identified in this agreement, including for all holiday periods and subject to the requirements set out in Appendix 7, shall be :-

17 Bank Mowing

Schedule of Works Banks to be mown are shown on the schematic/GIS plans. The schematic plans indicate the lengths on which work is to be undertaken. The top of the bank and berm shall be cut before the slopes of the bank. Any slopes to be cut shall be completed within 2 weeks of the top and berm being completed.

Work Method Where “rear cutting” has been identified in the schematics this shall mean the top and any berm of the bank. Where “side cutting” has been identified this shall be taken to include the landward side of the embankment as well as the riverward face as detailed on the diagrams in Appendix 8 Obstructions Work will be carried out around existing trees, bushes and reeds at the water’s edge and avoid any obvious nesting bird sites. Obstructions to machine work such as fencing, bridges, pylons and land drain outfalls etc shall be finished off using appropriate means.

TIMING AND FREQUENCY OF BANK MOWING Water course lengths identified in the Schedules/Schematics without raised embankments will be cut once after 14 July 2007. Raised embankments and grassed berms which are not grazed will be cut 6/8 times between 1 March and 31 October. This frequent cut will be restricted to the berm and embankment crest and approximately 0.6 metres down each slope. Appendix 7A identifies where slopes will be cut three times, once during April and twice after 14 July 2007 with 2 months between cuts. Appendix 7B identifies where slopes will be cut 4/6 times or at 4 weekly intervals between 1 March and 31 October 1 metre of vegetation above water level will remain uncut until the final cut on each side. Grazed banks will not under normal circumstances be cut. Grass cutting by flail mower will be undertaken on all earth embankment sea defences along the south bank of the Humber and coastal sea defences unless the embankment is grazed or cut for hay. The following lengths of embankment will have the crest and approximately 0.6 metres down each slope cut at 4 weekly intervals between 1 March and 31 October:- Whitton to South Ferriby Cliff New Holland to East Halton Skitter Humberstone Fitties to Pye’s Hall All other embankment lengths and the sloping faces and berms of the above lengths will be cut twice after 14 July with at least 2 calendar months between cuts. Cutting on embankments between Donna Nook and Saltfleet Haven must be restricted to areas of the embankment inaccessible to owners for hay cutting purposes.

20 Electrical Inspections

ELECTRICAL INSTALLATION INSPECTIONS

A listing of all sites, including the NGR, within the Flood Defence Lincolnshire Catchment of Northern Area requiring inspection and testing is attached as Appendix 9. INSPECTION AND TESTING The Agency’s Code of Practice (COPES) is to be used as the reference guide. a) To ensure the continued safety of the fixed electrical installations they must be inspected and tested on a regular basis. A list of the sites is attached as Appendix 9. A certificate of test is to be issued in a format approved by I.E.E.

ANNUAL SAFETY INSPECTION The inspection carried out shall be a visual inspection of the entire fixed electrical installation from the safety point of view. No electrical tests would be carried out. No electrical enclosures would be opened to expose live parts. Inspect all switchgear locations for obstructions preventing clear, safe operating space being available. Inspect all electrical cupboards and enclosures to ensure that flammable or corrosive substances are not stored in the same cupboard or enclosure. Inspect labelling of distribution equipment to ensure duty is clearly marked. Inspect all surface mounted electrical equipment to ascertain that it has not been subjected to:- - Physical damage - Corrosion from chemicals - Rust from damp - Damage to door or other seals - Heat damage from external sources - Overheating from internal fault overload COMBINED INSPECTIONS AND TEST The combined Inspection and Test is a comprehensive range of inspections and tests to determine the total health of the electrical distribution system and connected permanent equipment. Because of the scope and type of testing involved it is necessary to arrange for a complete electrical shutdown of the system, the work must be carried out by an electrically competent person:- Carry out all inspections as in Annual Safety Inspection to demonstrate that the installation is not so deteriorated or damaged as to impair safety. Test to demonstrate that persons and livestock are protected against risk of shock and burns and that property is protected from fire as required by IEE Regulations 120-01, this shall include, but not be limited to:- - Continuity of protective conductors - Insulation resistance - Polarity of fuses, sockets, lamp holders etc - Earth fault loop impedance - Lightning conduction continuity and earthing - Operation of all switches and isolators - Earth electrode resistance - Residual current circuit breakers - Fuse ratings and overload s
