RUNNING HEAD: Paramilitary Police Paramilitary Police Organizations Abstract After providing the reader with examples of paramilitary structures and formalizing a definition of paramilitary, this manuscript analyzes the literature available and discusses several important themes, including: the rise of police militarization, international perspectives, community policing, hierarchy, subculture, and training. As the topic of community policing reemerges, the philosophical appeal remains, despite its use as a form of face saving and as a means to fund tactical units. On a subtler level, this study proposes that police subculture in the United States contrasts the general populace significantly, which could explain tensions between the police and public. Examination of the characteristics of this subculture shed some light onto the policing paradigm and on how communication unfolds inside and outside of police organizations. Through this synthesis, the appropriateness of a quasi-military paradigm and its resulting structure, language, and behavior, is brought into question. Most people, across all cultures, have some notion of what policing is and some opinion of what it should be. In the past three decades a rise in the militarization of policing in the United States has been speculated, observed, and critiqued by many scholars in academia and professionals in law enforcement. -

Critics question the constitutionality ofjoint-training between the military and civilian police, as well as the Fourth Amendment considerationsraised by SWAT tactics. This Note examines the history, mission, and continuing needfor police SWAT teams, addressingthe constitutionalissues raisedconcerning training and tactics. It explains how SWATjoint-training with the military is authorized by federal law and concludes that SWAT tactics are constitutionallyacceptable in a majority of situations. Though these tactics are legal andconstitutionally authorized, this Note acknowledges the validfearscritics have regarding the abuse of such police authority, and the limitations of constitutionaltort jurisprudence in adequately redressingresulting injuries. ICCT Policy Brief October 2019 DOI: 10.19165/2019.2.06 ISSN: 2468-0486 A Schema of Right-Wing Extremism in the United States Author: Sam Jackson Over the past two years, and in the wake of deadly attacks in Charlottesville and Pittsburgh, attention paid to right-wing extremism in the United States has grown. Most of this attention focuses on racist extremism, overlooking other forms of right-wing extremism. This article presents a schema of three main forms of right-wing extremism in the United States in order to more clearly understand the landscape: racist extremism, nativist extremism, and anti-government extremism. Additionally, it describes the two primary subcategories of anti-government extremism: the patriot/militia movement and sovereign citizens. Finally, it discusses whether this schema can be applied to right-wing extremism in non-U.S. contexts. Key words: right-wing extremism, racism, nativism, anti-government A Schema of Right-Wing Extremism in the United States Introduction Since the public emergence of the so-called “alt-right” in the United States—seen most dramatically at the “Unite the Right” rally in Charlottesville, Virginia, in August 2017—there has been increasing attention paid to right-wing extremism (RWE) in the United States, particularly racist right-wing extremism.1 Violent incidents like Robert Bowers’ attack on the Tree of Life synagogue in Pittsburgh, Pennsylvania in October 2018; the mosque shooting in Christchurch, New Zealand in March 2019; and the mass shooting at a Walmart in El Paso, Texas in August -

Testimony of Lecia Brooks Chief of Staff, Southern Poverty Law Center before the Subcommittee on National Security, International Development and Monetary Policy Committee on Financial Services United States House of Representatives Dollars against Democracy: Domestic Terrorist Financing in the Aftermath of Insurrection February 25, 2021 My name is Lecia Brooks. I am chief of staff of the Southern Poverty Law Center (SPLC). Now in our 50th year, the SPLC is a catalyst for racial justice in the South and beyond, working in partnership with communities to dismantle white supremacy, strengthen intersectional movements, and advance the human rights of all people. SPLC lawyers have worked to shut down some of the nation’s most violent white supremacist groups by winning crushing, multimillion-dollar jury verdicts on behalf of their victims. We have helped dismantle vestiges of Jim Crow, reformed juvenile justice practices, shattered barriers to equality for women, children, the LGBTQ+ community, and the disabled, and worked to protect low-wage immigrant workers from exploitation. The SPLC began tracking white supremacist activity in the 1980s, during a resurgence of the Ku Klux Klan and other organized extremist hate groups. Today, the SPLC is the premier U.S. nonprofit organization monitoring the activities of domestic hate groups and other extremists. In the early 1990s, the SPLC launched its pioneering Teaching Tolerance program to provide educators with free, anti-bias classroom resources, such as classroom documentaries and lesson plans. Now renamed Learning For Justice, our program reaches millions of schoolchildren with award-winning curricula and other materials that promote understanding of our nation’s history and respect for others, helping educators create inclusive, equitable school environments. -
