A special meeting of ,exford County Council was held in County Council Chamber, County Hall, on 8th July, 1931, for the purpose of considering the -following recommendation of Finance Committee from their meeting of 2nd July. "That, in vie of the fact that .I:.l.essrs Collen Bros. , East Wall, DUblin, ihose tenders for road improvement orks­ Wexford-New RosS Road and nniscorthy-Bunclody road - were a.ccepted subj'ect to the approval of the Local Government J:epal'tment, have failed in the case of the first mentioned road to supply the undertaking reauired by that Department, and as regards the road ~nniscorthy-Bunclody are not prepared to caxry out the ork wi thin the time, viz., by 30th Septem­ ber, 1931, as -orovided by specification, e hereby recommend the Council to cancel provisional award of these contracts to l_essrs Collen Bros., and accept the folIo ing tenders, <:!ubject to the approval of the Local Govern~ent Department, provided that the accepted tenderers are prepared to give the necessaxy undertakings as to completion of the orks in snecified time, viz., pioneer Road Construction Co., East iall, Dublin, Wexiord-Ne Ross Road T.12, Nos. 20 and 22, amount £10,830,- 16 ft by 4 inch slab With ma.cadam sides, and illiam Lee, Arklo, nniscorthy-Bunclody road, T. 16, No. 24, amount

£3,400: Is. - 18 ft by 6 inch sla~ with clay margin, the acceptance of thiS tender being conditional on the Contractor being prepared to deal with such extended length of road as will represent the amount of saving on Ne RosS - Wexford Road bet een the figures for estimate and accepted contract on said road, and at a pro rata price according to his con­ tract for the original ork. for at 40/ - eaCh, gate ays, etc. , (nage l~, Bill of Quanti ties) . An examination of the tender shows that the difference in cost between making up the sides in macadam and extending the 4 inch slab to the full idth of le feet is Gnly £311 . Furthermore, as the tender is about £2,000 less than the estLnate, the

Council would do ell to cOl~ider the advisability of extending the concrete ork the full 18 feet . Having 'regard to the observat ion made by :Lessrs Collen Bros . , on their tender for the Wexford- He Ross Road that the time a110 ed for completion of the work is insufficient, the Council should o"btain confirmation from them that they are prepared to abide by Clause 7 (Time Limit) of the General Gondi tiona of Contract and to execute a bond accordingly. Having regard to the period that now remains for the com­ pletion of the work, it is not pOSSible to afford muCh time

for negotiations, and if ~ssrs Collen Bros . are unable to give the necessary confirmation, the Council should a,ard

Provided that the confirnation required from ossrs Collen Bros ., is obtained, the .inister sees no objection to the Council's accept ing their tender. The several tenders received axe returned here i th. " The County Surveyor held as regards the amount for gate­ ays that as this as not brought into bill it should not be included in the tender, and the Local Govern-nent I:epartment had been so informed. Under date 29th June, 1931, the Department of Local Gov­ ernment rote (R/SGH/32) (Roads) that the item of 40/- each in resnect of gate ays etc ("!Jage 18 Bill of Quantities) as clearly an extra over and above tne sum of £10,094. Under date 27th June, 1931, the follo ing was read from the County Surveyor:-

II i th reference to the letter from the Local Govern­ ment Depart~nt(R/SGH/32) - 26th June, 1931, I beg to point out that there was an eXhaustive discussion at the County Council meeting on the 23rd instant in regard to the altern­ ative Tenders for H:S ft and 16 ft slab. I, personally, recommended adoption of 18 ft slab, but the County Council, on a division by 14 to 10 decided to adopt 16 ft slab i th macadam margins . The reasons influencing the Council ere that the 16 ft slab on this road would be Quite as efficient as the Ib ft slab on the exford- nniscorthy Road, and that the ider margin between the fences ould be of more utility for cattle and animals passing along the road. In regard to the 1tem for making good frate ays, which though priced in Messrs Collen's Bill is not brought into

ll total, I ish to point out that in "Particulaxs of ork , Clause 1 of the General Conditions in Specification, on page 6, it requires that the "Tender· should be at a lump

Under these circumstances, I do not think it necessary to make any'alteration in the Contractor's figure." Copy of this letter was furnished the Local Government Department (RoadS) . before the 1st November next, and I no~ send you a copy of a

Le/ Trunk Road Enniscorthy to Bunclody They state that they are prepared to carry out this Section of the ork in four months from the signing of the Contract, the penalty in each case to be· £lv per week for delay . As neither of these conditions come within the pro­ visions of the Specification it is now open to the County Council to reconsider the matter, and if thought advisable accept any other Tender for the work. II The follo ing under date 1st July, 1931, is copy of letter from} essrs Collen Bros. to :1.r Elgee:-

The County Surveyor said that in his o::pinion it ould De dangerous to leave tne abutment on the nniscorthy side of errycarrig Bridge to re.nain any longer in its present con- dition. He had been in corres-pondence i th 1r telap, En- gineer, \Torthern Bank aha nbers, 115 Grafton St. , Dublin, ho had examined and reported on the bridge generally in 1926 and had received the follo iug letter from him under date 4th July, 1931 :- " e will be very glad to undertake tIle preparation of ::plans, specification, etc., for the work you mention on Ferrycarrig

Bridge . Our fees ould be the usual 5 ~ on cost of work, plus It ~ for Bill of QUantities, with of Course actual out of pocket expenses . As regards the latter, our practice is to charge mileage at bd a mile or 1st Class railWay fare , which ever is least . "If you are to be in Dublin shortly, will you let us lmo date, and coroo in and d1scus matters; but I think it is essential that we should study the problem afresh on the spot , so will arrange for an early visit. e could not get down for a ·eek or ten days, and if you are not to be in Dublin before then we will

give you a fe da¥s ' not ice and hope to see you on the bridge. II The County Surveyor said that in his previous report l.r Delap stated it would cost about £500 to repair the abutment . It ould probably cost more no as the piles ere damaged.

The Chairn~an asked if the County Surveyor could not take the matter on his own snoulders.
