MHPSS Working Group in Severodonetsk 10.06.19

1. Welcoming and presentation of the attendees, agenda of the day 2. Updates from the partners: • WHO: ✓ as a result of the reorganization one field office in Severodonetsk to coordinate Lugansk and Donetsk regions ✓ Health cluster will be renewed from the next month, 19th of June national health cluster is planned ✓ Infection control, equipped two centralized sanitary department of regional children’s and adult’s hospitals (autoclaves and the rest of the needed equipment) ✓ Provided trainings on prevention of infectious diseases in Lugansk region ✓ Provided trainings on trauma for the specialists of ambulance, hospital admission unit, surgery department in Donetsk region ✓ Improvement and support to the centers of sanitary treatment in Donetsk region ✓ Preparation of medication kits to share with regional departments of health in case of emergencies + development of the evacuation plan • MSF: ✓ Trainings for ambulance staff on basic and advanced life support and assessment mission is about to finish in Lugansk region and will start in Donetsk region (MH component is not included) ✓ More attention is needed for the capacity building of the ambulance staff departments as well as PHC staff and staff support trainings ✓ Assessment report (access to health services and gaps) will be shared in July, MHPSS was not assessed in depth, no big gaps identified due to other NGOs covering the needs. A lot of gaps have been identified in emergency service provision. ✓ MSF plans for future operation will be based on the assessment report, a couple of key area will be identified and potential projects developed

• Dorkas International: ✓ Socia-financial education of teen agers in Lugansk oblast ✓ Agricultural and cash grants in Donetsk region • TdH: ✓ Provision of psycho social services to children, youth, parents at the line of contact by the end June, expected extension for one year more through mobile unit approach (4 MUs) ✓ Staff support and trainings within the organization • Vostok SOS:

✓ Two projects are expected: mobile unit (psychologist and social worker) and provision of trainings at the office on non violent communication for teenagers and for adults on stress management at the office, more detailed information about the plans and location can be shared by the end of June ✓ Individual consultations for teenagers and their parents, developing exercises for children ✓ In-kind support of chemical cleaning materials in Lugansk region

• “Proliska” ✓ Emergency support to the affected population during shelling ✓ Long term psychological individual consultation, including trauma therapy ✓ Soft component: support with equipment for different activates ✓ Three main offices in region (Stanytsa-Luhanska, Shiastie, )

• Help Age International ✓ Two regions: Donetsk and Lugansk (Stanytsa-Luhanska, and Novoaidar districts), the project “Emergency support to elderly people based on protection” ends by the end of July, covered more than 6000 beneficiaries ✓ 6 Safety Space Centers (SSC) are operational in Lugansk region for active elderly people, technical and material support to the center ✓ Provision of supportive devices (steaks, walking frames, pampers) • Caritas: ✓ Problem Management Plus in Krymske, Muratove and Borovske ✓ Mobile units (a social worker and psychologist) along line of contact ✓ Medical component (a doctor, a social worker, psychologist) is planned to be introduces from August, 20 km distance to LoC, FP – Sergei Zuev (066 596 82 47) ✓ 4 specialist on provision of expertise regarding the impact of violence on children (to provide certificate at the court hearing, to differentiate problem, to identify the reasons). The contacts of developers of the methodology will be shared by Social Protection Department. ✓ The issue of overlapping activities in the same locations is raised, more coordination is needed ✓ Provision trainings for PHC staff regarding issuing recipes of morphine is a big need • MdM: ✓ Provision of primary medical service including SRH and MHPSS through mobile unit approach (a family doctor, nurse, midwife, psychologist) in Popasna and Stanytsia-Luhanska raions, covering 18 locations, the updated list can be shared on request. ✓ Planning activities in STL (MHPSS individual and group consultations), the office has been opened, 1 psychologist. The assessment is in the process, the report might be shared by the middle of July. ✓ Problem Management Plus implemented in partnership with Ministry of temporary occupied territories, funded by World Bank Training and supervision for 47 consultants who work with three main groups of beneficiaries: IDPs, JFO veterans and their family members, host population. The program is implemented in 3 cities of Lugansk region: Severodonetsk, Lisichansk,

Rubizhne and 4 cities of Donetsk region: Kramatorsk, Druzhkivka, Kostiantynivka and Bakhmut. ✓ GBV response project has been implemented in in cooperation with Social Protection Department. Within the project active local population (Focal Points) have been trained on GBV, PFA to be able to provide first support to GBV survivors. The project is planned to be supported within the next program cycle.

• Center of Social Services for Family, Youth and children ✓ The center is represented in 15 raions and 5 joint communities (OTG) and provides guaranteed by state minimum package of services regardless of age • The center provides a status/certificate for children of the ones being affected by the armed conflict. Official figures say that there 11500 children affected by psychological violence, no need of medical records proof, parents file the documents that a child is affected. 2000 of children receive the status every month in Lugansk region, there is no tendency about decreasing of the number children affected. https://zakon.rada.gov.ua/laws/show/268-2017-%D0%BF Children need long term, planned individual psychological support. All resources available within state sector focuses on these children but human resources are not enough. Parents of the affected children also seek support of a psychologist. ✓ There is no records or mechanisms on a number of adults affected by the armed conflict in place ✓ Staff support for helping professions is a big gap

• Psychological crisis service ✓ Mobile unit (psychologist, social worker) operates in Zolote, Popasna, Stanytsia - Luhanska and Novoaidar raion providing group and individual consultations. Centers of psychosocial adaptation in Shastie and Kramatorsk (Donetsk region). The project finishes in June, will be extended but exact format is not know yet. Telemedicine (consultation with psychiatrist) is in place. • MTOT ✓ Gratitude to MdM for the project PM+ being implemented in the affected regions. On the 12th of June PSS training for the staff of the centers of administrative services provision is planned.

• UNFPA ✓ 6 mobile units of Psychosocial support and GBV response, funded by UNICEF, implemented by Ukrainian foundation of Public Health, supervised and technically supported by UNFPA ✓ Advocacy work regarding integration of MUs into centers of social services for youth, family and children ✓ Shelter for GBV survivors to be opened in Rubizhe in autumn (rehabilitation work) ✓ Forum on intersectoral response to GBV is planned for August/September, more information to come ✓ Training on legislation updates regarding the law on prevention of domestic violence for local authorities including OTG

✓ Medical-psychological cabinets by the raion hospitals are operational 3. Presentation from the Swiss Agency for Development and Cooperation, Mental Health for All: Implementation Plan of the MH4A Project – linking East and West for better mental health 4. MHPSS WG Administrative Updates: • MHPSS Forum Event and Global MHPSS TWG Meeting will take place in Kiev on the 27th of June. Local NGOs are encouraged to participate, the vent is a chance to bring experience from the field. Transportation costs will be covered, 1 night accommodation is under question mark. The organizations who are willing to have a booth at the event have to inform the Focal Point, Andrew Jones. • IMC has translated the materials for the list of conditions into Ukrainian. There will be guidelines for organizations to follow the references to copyright when reprinting. These are the booklets that have been translated and will now go through the contextualization process- A) ADHD B) Conduct Disorder C) Depression D) Grief E) Psychosocial Stressors F) Other somatic complaints G) PTSD

The attendees are asked to provide information regarding criteria of service provision, M&E tools, pre/post testing of the beneficiaries and referrals od acute case (where)
