UNITED STATES – AFRICA SUMMIT NATIONAL STATEMENT OF THE ARAB REPUBLIC OF EGYPT ____ The convening of the first USA- Africa Leaders’ Summit attests to the vibrant and traditional ties that link Africa to the United States. With the recent unprecedented economic growth in many of our countries, these relations gain more momentum and new horizons. Egypt appreciates the important role that the United States plays in Africa, in particular with regard to investing in Africa’s future generations by contributing to conflict prevention and resolution, counterterrorism and mediation efforts in African conflicts, as well as by empowering African youth and women. Increased American private sector investment in Africa and the many examples of successful Public-Private partnerships point to commendable endeavors on both sides to achieve their common interests. Our summit coincides with a challenging chapter of Egypt’s long history. Egypt has witnessed two unprecedented popular revolutions in less than three years, and is now on the threshold of a future that promises great opportunities, yet it is fraught with numerous challenges. In this respect, Egypt has embarked on two interrelated paths; on one hand by consolidating its national political, economic, and social infrastructure to meet the aspirations of its people, and on the other hand by fostering existing relations and envisioning new horizons of cooperation with our partners at the bilateral, regional and international levels. On the national level, and following the successful conduct of the referendum on the constitutional amendments last January and the Presidential elections last May, the Egyptian people are moving steadily in implementing the remaining milestone of the “Roadmap for the Future” they have chosen to achieve justice, freedom, respect of human rights, namely holding the parliamentarian elections in the next fall. -

KWAME NKRUMAH, HIS AFRO-AMERICAN NETWORK AND THE PURSUIT OF AN AFRICAN PERSONALITY EMMANUELLA AMOH 105 Pages This thesis explores the pursuit of a new African personality in post-colonial Ghana by President Nkrumah and his African American network. I argue that Nkrumah’s engagement with African Americans in the pursuit of an African Personality transformed diaspora relations with Africa. It also seeks to explore Black women in this transnational history. Women are not perceived to be as mobile as men in transnationalism thereby underscoring their inputs in the construction of certain historical events. But through examining the lived experiences of Shirley Graham Du Bois and to an extent Maya Angelou and Pauli Murray in Ghana, the African American woman’s role in the building of Nkrumah’s Ghana will be explored in this thesis. -

The Journal of Social Encounters Hegel’s Philosophy of History-A Challenge to the African Thinker: The Thought of Leopold Sedar Senghor Basile Sede Noujio North Carolina Agricultural and Technological University Abstract Philosophy of History, as an academic discipline, challenges the choices that we make, motivated by our respective historical circumstances. Hegel considers Africa as an unhistorical continent, whose inhabitants can only be equated to animals or worthless article, bound to remain in slavery and in subhuman conditions. On the other hand, Léopold Sedar Senghor, in his Négritude ideology, portrays the values embedded in the African cultural and traditional practices. The intellectual aptness of the Africans, in this work is manifested in the very ideas of Senghor which we are using to contest those of Hegel. -

Pan-Africanism and West African Nationalism in Britain Hakim Adi Abstract: This article outlines some aspects of the history of West Africans in Britain during the colonial era in the first half of the twentieth century. In particular it focuses on the emergence of West African nationalism in Britain and highlights some of the political activities of those African sojourners abroad, who were also temporarily part of the diaspora. Their political organizations, especially the West African Students' Union and the West African National Secretariat, were influential in West Africa and throughout the diaspora and reflected changing political iden tities, consciousness, and historical conditions. Most important, they show that West Africans developed and maintained their own distinctive political aims, conscious ness, and ideologies, while at the same time contributing to and being influenced by those of the diaspora. These aims and ideologies also reflected the particulari ties of political and social conditions in Britain, conditions that were shaped by the African presence itself. West African nationalism provided a distinctive philosophy and orientation even for West Africans' pan-African activities. Indeed they saw the future of Africa and the diaspora as determined by political and other advances in the West African colonies. Resume: Cet article retrace quelques uns des aspects de l'histoire des Africains de l'Ouest en Grande Bretagne pendant l'ere coloniale de la premiere moitie du vingtieme siecle. Nous nous penchons en particulier sur l'emergence du national- isme ouest-africain en Grande Bretagne et mettons en relief certaines activites poli- tiques de ces africains en sejour a l'etranger, qui firent egalement momentanement partie de la diaspora. -

Nokoko Institute of African Studies Carleton University (Ottawa, Canada) 2017 (6) The Hermeneutical Paradigm in African Philosophy Genesis, Evolution and Issues Louis-Dominique Biakolo Komo The aim of this reflection is a diachronic analysis and an appreciation of the hermeneutical paradigm in African philosophy. This paradigm raises the problem of the relationship between culture and philosophy and sub- sequently, the problem of the relationship between universality and partic- ularity. In fact, it seems evident that if philosophy is not a cultural product, it is nevertheless a critical reflection which always manifests in its contents a specific cultural and historical experience. Thus, African philosophy nec- essarily evolves within African cultures. Therefore, universality and particu- larity are necessarily connected in the sense that culture manifests human potentialities. If African cultures must be the starting point of African phi- losophy, African philosophers must not forget to engage critically with cul- ture; and that, definitely, it is our historical context that determines the ap- preciation of both our culture and others’. The Hermeneutical Paradigm is one of the most important trends in modern and contemporary African Philosophy. This is due to the fact that philosophy is inherently interpreta- tive. It is the product of language, context, and history, and hence inextricably linked to culture. Culture is the expression of human thought or creativity, as wherever human beings exist, they express their thought in language and culture. It thus becomes absurd to 82 Nokoko 6 2017 affirm that some human beings or human societies, who have their own cultures and languages, do not think. Therefore, one can under- stand the important development that the Hermeneutical Paradigm in African philosophy has taken. -

‘My life is One Long Debate’: Ali A Mazrui on the Invention of Africa and Postcolonial Predicaments1 Sabelo J. Ndlovu-Gatsheni2 Archie Mafeje Research Institute University of South Africa Introduction It is a great honour to have been invited by the Vice-Chancellor and Rector Professor Jonathan Jansen and the Centre for African Studies at the University of the Free State (UFS) to deliver this lecture in memory of Professor Ali A. Mazrui. I have chosen to speak on Ali A. Mazrui on the Invention of Africa and Postcolonial Predicaments because it is a theme closely connected to Mazrui’s academic and intellectual work and constitute an important part of my own research on power, knowledge and identity in Africa. Remembering Ali A Mazrui It is said that when the journalist and reporter for the Christian Science Monitor Arthur Unger challenged and questioned Mazrui on some of the issues raised in his televised series entitled The Africans: A Triple Heritage (1986), he smiled and responded this way: ‘Good, [...]. Many people disagree with me. My life is one long debate’ (Family Obituary of Ali Mazrui 2014). The logical question is how do we remember Professor Ali A Mazrui who died on Sunday 12 October 2014 and who understood his life to be ‘one long debate’? More importantly how do we reflect fairly on Mazrui’s academic and intellectual life without falling into the traps of what the South Sudanese scholar Dustan M. Wai (1984) coined as Mazruiphilia (hagiographical pro-Mazruism) and Mazruiphobia (aggressive anti-Mazruism)? How do we pay tribute
