The public session of the Property Management Committee meeting was held at 4:58 p.m. in Room 200 at the Aurora Education Centre on Tuesday, October 16, 2018 with the following trustee members present: P. BUSINESS ARISING

Senior Manager, Planning and Property Development Services D. Adams provided an update on the Education Development Charge (EDC) By-Law review process. She outlined the impact of Regulation 438/18, Education Development Charges - General passed on October 12, 2018 which replaces Ontario Regulation 20/98, Education Development Charges - General.

Action Trustees requested regular updates and that the information be communicated directly to Required developer stakeholders.

NON-ROUTINE BOARD REPORTS

Senior Manager, Planning and Property Development Service D. Adams provided an overview of the revised structure to address routine non-routine Board reports. Trustees agreed with the change in practice to facilitate effective meetings and decision making on critical matters.

Proposed Development Application, City of Markham

Associate Manager, Land Use Planning G. Luk provided an overview of a proposed development application in the City of Markham. The purpose of this report is to request approval of the comments that will be submitted to the City of Markham regarding the Board’s requirement for a school site within the proposed development applications.

1) That the York Region District School Board will require a public elementary school site within the proposed development application 19TM-14006, City of Markham.

2) That the conditions of draft plan approval in Section F, Draft Plan Conditions be imposed upon the subject Draft Plan of Subdivision 19TM-14006, City of Markham.

3) That the Director of Planning for the City of Markham be advised of this action.

Proposed Development Application, City of Markham

Associate Manager, Land Use Planning G. Luk provided an overview of a proposed development application in the City of Markham. The purpose of this report is to request approval of the comments that will be submitted to the City of Markham regarding the proposed development application.

Senior Manager, Planning and Property Development Services D. Adams provided clarification that as the City of Markham updates the Official Plan, the Board’s interest in school sites would be protected. The new school sites within Markham Centre would be urban school sites. Planning staff will continue to provide updates to trustees in the future.

Proposed Development Application, City of Vaughan

Associate Manager, Land Use Planning G. Luk provided an overview of a proposed development application in the City of Vaughan. The purpose of this report is to request approval of the comments that will be submitted to the City of Vaughan regarding the proposed development application.

Senior Manager, Planning and Property Development Services, D. Adams referenced the Board’s current model for new schools and indicated that further discussion and consultation would be required prior to considering a vertical school model in high-density development areas.

Planning staff clarified the size of school sites designated within the Vaughan Metropolitan Centre development area.

Associate Manager, Land Use Planning G. Luk provided an overview of the Draft Berczy Glen Secondary Plan in the City of Markham. The purpose of this report is to request approval of the comments that will be submitted to the City of Markham concerning the Board’s requirement for school sites within the Secondary Plan.

2) That the school sites be located as shown in Appendix C; Draft Berczy Glen Secondary Plan - Community Infrastructure, Service Facilities Plan, City of Markham.

3) That the Director of Planning for the City of Markham be advised of this action.

Associate Manager, Land Use Planning G. Luk provided an overview of a proposed development application in the Town of Georgina. The purpose of this report is to request approval of the comments that will be submitted to the Town of Georgina regarding the proposed development application.

Staff clarified the purpose of school site designations with regard to future student accommodation needs.

DISCUSSION ITEM

Extreme Hot Weather - Facilities, Equipment and Communication

A trustee requested that staff consider options with regard to ensuring safe school environments for students and staff on extreme hot weather days. It was suggested that a Board procedure addressing extreme hot weather days be established.

Superintendent of Education, School and System Operations, Plant and Planning T. Dungey provided clarification and information regarding the Board’s Inclement Weather Days policy and procedure and outlined the requirement for schools to have hot weather action plans.

Plant Services is currently reviewing schools for cooling options and that a summary of this review will be shared at a future meeting.

6.1 YORK REGION DISTRICT SCHOOL BOARD PROPOSED DEVELOPMENT APPLICATION DA.18.074/OP.18.018/Z.18.030 CITY OF VAUGHAN

Background: The purpose of this report is to request approval of the comments that are to be submitted to the City of Vaughan concerning the Board’s requirement for a school site within the proposed development application.

The application is located within the Vaughan Metropolitan Centre (VMC) Plan area which includes an ultimate build-out of just over 23,000 residential units with a target of 12,000 residential units completed within the next 15 years. The VMC Plan establishes land use policies and urban design guidelines for future development and investments in this new community anchored by the new VMC subway station which opened in late 2017. It is anticipated that build-out of the VMC will occur over several decades. The Board has identified the need for two elementary school sites to serve future development from this area. Rationale: A. Application: DA.18.074/OP.18.018/Z.18.030 by Penguin-Calloway (Vaughan) Inc. Agent: Paula Bustard, c/o Smart REIT B. Location: The proposed development is located on the west of Jane Street and south of Portage Parkway (Appendix A). Three residential towers with ground floor commercial uses are proposed. C. Proposed Housing Units: Condominium Apartments 1,560

Total 1,560 D. Total Pupil Yield: Elementary 87 – 140 Secondary 31 – 62

The pupil yield range reflects regional and community high density yields. E. School Accommodation: Elementary Current Attendance Area At the elementary panel, the proposed application is located within the Maple Creek Public School boundary and is currently holding at Blue Willow Public School. Blue Willow Public School is a Junior Kindergarten to Grade 8 school with a capacity of 685 and an October 31, 2018 enrolment of 624.

Staff will review accommodation in the family of schools once timing of development is determined to ensure there is adequate student accommodation. Future Attendance Area The Board has designated two elementary school sites to serve the VMC Secondary Plan. Students will be held in existing schools until there is a student threshold and funding from the Ministry to proceed with a new school. Secondary Current Attendance Area At the secondary panel, the proposed application is located within Maple High School boundary and currently holding at Woodbridge . Woodbridge College has a capacity of 756 and four portables on site bringing the effective capacity to 848 and an October 31, 2018 enrolment of 524.

Due to the number of future residential units, proximity to Woodbridge College and the lack of space at Maple High School, VMC was designated to hold at Woodbridge College. Relationship to Board Priorities: This report reinforces the Board’s commitment to foster well-being and mental health, by striving to create safe, healthy and inclusive learning and working environments, for students and staff. Estimated Cost: Not applicable at this time. Timeline: The City of Vaughan had requested the Board’s comments concerning the proposed development application by November 16, 2018. Staff has requested an extension of time in which to comment. Recommendations: That the York Region District School Board approve the following recommendations:

YORK REGION DISTRICT SCHOOL BOARD POTENTIAL NAMES AND COMMUNITY ENGAGEMENT STRATEGY NEW ELEMENTARY SCHOOL CITY OF MARKHAM

Background: As outlined in the Policy and Procedure #445, School Names, Property Management Committee (PMC) is responsible for considering potential school names and the community engagement strategy prior to seeking input from the community. Rationale: York Region District School Board is scheduled to open a new elementary school in the City of Markham in September 2019. The site is at the intersection of Riverlands Avenue and Stackstone Road. The attendance area for this new elementary school was approved by the Board on March 24, 2011. The school will be built on the treaty lands of the First Nations of the Williams Treaty and on the traditional territories of the Wendat, the Haudenosaunee and the Anishinaabe peoples.

The process for naming new schools is outlined in Policy and Procedure #445, School Names. A community consultation process will be initiated, through the local Trustee and the proposed process will involve a letter to the families of students who reside within the boundary area of the new school and an on-line voting process posted to each holding school’s website, outlining the purpose and process along with the following three proposed names:

 Rouge Park Public School

 Locust Hill Public School

 Dr. Joseph Wong Public School

Please see Appendix A for additional information for each of the proposed names and Appendix B for a draft letter including the choice of names. 16 Appendix A – Potential Names and/or Biographical Information Rouge Park Public School

The school is close to the Rouge National Urban Park. A rich assembly of natural, cultural and agricultural landscapes, Rouge National Urban Park is home to biodiversity, some of the last remaining working farms in the Greater Toronto Area, Carolinian ecosystems, one of the region’s largest marshes, hiking opportunities, and human history dating back over 10,000 years, including some of Canada's oldest known Indigenous sites. There is the intention to create a Reception Centre near the corner of Highway 7 and Reesor Road.

Locust Hill Public School

Locust Hill was first settled about 1799 by Samuel Reynolds and a brick schoolhouse was built in 1864, a post office was opened in 1886, and the present church structure was built in 1890. Locust Hill became a place of significance with the arrival of the Ontario and Quebec Railway in the 1884, linking Toronto with Peterborough. The hamlet and station were named after the farm of William and Esther Reesor Armstrong, where locust trees were a prominent featured. The old Locust Hill school is just up Reesor road, north of Highway 7.

Dr. Joseph Wong Public School

Dr. Wong has been known as a fighter for social justice since 1979 when he started his 30 years of volunteering. Moved by the plight of the Vietnamese Boat People in this year, he set up an organization to help the refugees get settled in Metro Toronto. He founded Yee Hong Centre for Geriatric Care in 1987, which provides culturally appropriate services to thousands of seniors of Chinese descent and other minority ethnic groups. He founded Toronto ALPHA in 1997 with the mandate to seek justice for the victims and foster humanity education. He was named Toronto Star Man of the Year in 1986; and one of Toronto's most influential people in 1991 and 1992 by Toronto Life magazine; Order of Canada in 1993, and the Canadian Red Cross Humanitarian Award in 2005.

A new elementary school is being built in your community, scheduled to open in September 2018. The school will offer English-track Kindergarten to Grade 8, with primary dual-track French Immersion in Grade 1, expanding to Grade 2 in September 2020. Each new school goes through a naming process led by the local trustee. As stated in Policy and Procedure #445, School Names, “Establishing school names provides a unique opportunity to enhance the identity of the Board and its schools…The name of a school is carefully chosen to provide an inspiration to learning…and should be a positive influence for all members of the school community.” As members of this new school community, we are inviting you to participate in the process by providing feedback on the list of potential school names below. The list includes background information on each name. Please review this information with your child and submit your feedback by having your child return the form to their current school by TBD.

YORK REGION DISTRICT SCHOOL BOARD POTENTIAL NAMES AND COMMUNITY ENGAGEMENT STRATEGY NEW ELEMENTARY SCHOOL CITY OF VAUGHAN

Background: As outlined in the Policy and Procedure #445, School Names, Property Management Committee (PMC) is responsible for considering potential school names and the community engagement strategy prior to seeking input from the community. Rationale: York Region District School Board is scheduled to open a new elementary school in the City of Vaughan in September 2019. The site is at the intersection of Farrell Road and Via Romano Boulevard. The attendance area for this new elementary school was approved by the Board on March 31, 2005. The school will be built on the treaty lands of the Mississaugas of the Credit and on the traditional territories of the Wendat, the Haudenosaunee and the Anishinaabe peoples.

The process for naming new schools is outlined in Policy and Procedure #445, School Names. A community consultation process will be initiated, through the local Trustee and the proposed process will involve a letter to the families of students who reside within the boundary area of the new school outlining the purpose and process along with the following three proposed names:

 Clara Hughes Public School

 Silken Laumann Public School

 Elaine Tanner Public School

Background: The George Bailey Building was originally constructed in 1953 with additions in 1955 and 1967. It is located on a 6.18 acre site on Keele Street south of Major Mackenzie Drive in the City of Vaughan.

The George Bailey Building has not been utilized for regular student accommodation since the 2001/2002 school year when it assisted Joseph A. Gibson Public School in holding students until the opening of Maple Creek Public School in September 2002. Since that time, Maple High School Alternative Education classes and the Access program have utilized the George Bailey Building until it was determined that the condition of the building required it to be vacated. These programs were relocated to new locations over the summer of 2018. Rationale: The George Bailey Building requires $4,000,000 in renewal over the next 5 years of which $1,500,000 will be required immediately if the facility is maintained to a standard so that it can accommodate students. The existing George Bailey Building is not required for regular long term student accommodation.

Because of the immediate and long term renewal required at George Bailey, it is recommended to proceed with a demolition permit application. The George Bailey site will be retained for future flexibility in providing student accommodation options in the intensification communities of Centre and Vaughan Metropolitan Centre south of the George Bailey site.
