Derella also currently serves as the Second Vice President of the New Jersey Associa- tion of Counties (NJAC) and recently served as the President of the South Jersey Freeholders Association. Prior to being elected to the Commissioner Board, Derella served for 15 years as a City Commissioner and Vice Mayor for the City of Millville. Derella also previously served on the Millville Board of Education as Presi- dent, the Millville Planning Board, the Millville/Vineland UEZ Board and the Cumberland County Improve- ment Authority Board. He is a 1978 graduate of West Chester University with a degree in Health and Physical Education. Derella is employed by the Inspira Health Network and serves as Executive Director of Inspira Ur- gent Care and Occupational Medicine. Derella’s civic engagement passion is mentoring Cumberland County’s youth, particularly at-risk youth through programs such the Cumberland County Positive Youth Development Coalition. Derella is a member of the Elks Lodge #580, Shekinah #58, the Millville Kiwanis and the Thunder- bolt Hall of Fame Committee. He is a 2017 Walter Rand Institute South Jersey Public Sector Award winner, a 2018 recipient of the NAACP Community Service Award, a 2018 SJFA Southern Star Award recipient and a 2018 Youth Alliance Community Service Award. Derella is a life long resident of Millville where he resides with his wife Susan, son Jake, daughter Casey and family dogs, Daisy and Lola. Barber serves as Chairperson of the Cumberland County Insurance Commission and member of the County’s Finance Committee. Barber came to the Commissioner Board after serving as CCTEC’s Superin- tendent. Her over 30 year education career - in several county districts - included all aspects of education from adult edu- cation teacher, school business administrator and assistant superintendent. As business administrator and superintendent, Barber was active in state organizations and worked closely with legislators to promote public education in New Jersey. At CCTEC, Barber developed a passion and commitment to technical education. Barber was an early enthusiastic sup- porter, and continues to be, of Cumberland County’s full time technical high school. Barber played a key role in the alli- ance with Rowan College of South Jersey. She is especially proud of the high school early college and the new eds to meds opportunities for Cumberland County’s children. Barber holds a Master’s Degree in Educational Administration and a B.S. in Human Resource Management from Rowan University. She is also a proud graduate of Cumberland County College and was inducted into the College’s Distinguished Alumni Gallery in 1997. Her commitment to her community has included service to many professional, business, charitable and civic organizations. She has served on many perma- nent and ad hoc committees including the South Jersey Healthcare Advisory Committee, New Jersey Education Council, Cumberland County College Business and Industry and Strategic Planning Committees. Barber has sponsored the crea- tion of the STRIVE Scholarship, awarded annually to one female and one male special needs student attending CCTEC. She resides in Upper Deerfield Township with her husband George. Together they have two children and five grandchil- dren. DOUGLAS A. Albrecht is serving his first term on the Commissioner Board, taking office in January of 2020. Mr. Albrecht grew up in Vineland, graduating from Vineland High School in 1982. Mr. Albrecht holds a B.A. in Political Science and Economics from the University of Maryland and a M.B.A. from Rowan University. He is the president and manager of Bob Albrecht Tire & Service, a family-owned business. From 2008 to 2012, Mr. Albrecht served on the Vineland City Council, where he was the liaison to the Municipal Electric Utility, Plan- ning Board, and Urban Enterprise Zone. He has served as the Director of the Vineland Downtown Improve- ment District, as well as serving in a variety of volunteer capacities throughout Cumberland County. He is a member of Saint Anthony’s Greek Orthodox Church. Mr. Albrecht, his wife Sophia and their son Samuel re- side in Vineland. GEORGE M. Castellini is beginning his second term as a County Commissioner, first taking office on January 2, 2018. He graduated from Vineland High School and attended Cumberland County College where he studied business administration. A Graduate of the Camden County Police Academy, he served a combined 13 years in law enforcement with the Vineland Police Department and the Cumberland County Sheriff’s Department. Mr. Castellini has served as a volunteer for the Vineland Rescue Squad. While serving in law enforcement, he was recruited by Wheaton Industries and, during his 11 years at Wheaton, served as risk manager, alarm company manager, director of security and director of facility services. Currently, Castellini is President of Biondi Insur- ance Agency where he has been employed for over 21 years. Castellini is a Licensed NJ Private Detective, Li- censed Insurance Producer, Licensed NJ Burglar & Fire Alarm Contractor, Certified Fire Inspector and a former ASIS Certified Protection Professional (CPP). He is a member of the North Italy Club, Vineland Recreation Club, Diamond Social Club, and the Electronic Security Association. He served on the board of the SPCA and is a member of Christ the Good Shepherd Church. For over 20 years, he was a drummer in several local bands and, for many years enjoyed spending time with his sons racing RC Cars in multi-state competitions. Castellini has four children, Stephanie, Brian, Christopher and Andrew, losing his oldest son Brian suddenly on Jan 1, 2013. Married for over 30 years, George and his wife Kim (Sprague) reside in Vineland.
