    5.1 Rolling stock and other property, plant and equipment Accounting policy applied Under property, plant and equipment, the Group recognizes rolling stock, real properties (land, buildings and structures) and other items of property, plant and equipment. Property, plant and equipment are measured at purchase price or production cost reduced by depreciation and impairment losses. The initial value of property, plant and equipment consists of their acquisition cost or cost of production, along with any import duties, non-refundable purchase taxes, less any rebates and discounts, plus any costs directly attributable to preparing the asset for its intended use and, if applicable, the costs of external financing, less any subsidies. Government subsidies are recognized as reduction of the assets’ value at the moment when it is reasonably certain that they will be obtained and that all the necessary conditions will be met. Assets used based on a finance lease agreement (where all the risks and benefits are in principle transferred onto the Group) are treated as the Group’s assets and measured at fair value at the moment of purchase but not higher than the current value of minimum lease fees. Construction-in-progress is presented in the statement of financial position at the production cost reduced by recognized impairment losses. An item of property, plant and equipment is removed from the statement of financial position at the moment of sale or when no economic benefits are expected from its use. When it is decided to derecognize an item of property, plant and equipment, its book value is recognized in the profit or loss of the period in which the decision was taken, except for rolling stock items, whose residual values, when it is decided to derecognize them, are posted in the item of inventories.

No part may be reproduced by any process except in accordance with the provisions of the Copyright Act 1968 and the permission of the Essential Services Commission CHAIRPERSON’S INTRODUCTION The Rail Management Act 1996 (RMA) sets out a rail access regime that applies to providers of declared rail infrastructure. The RMA prescribes that the Commission is responsible for administering the rail access regime. Pacific National is the operator and access provider for declared rail track, sidings and lifting services at the South Dynon Terminal located west of the city of Melbourne. Under the RMA, Pacific National must at all times have an approved access arrangement in place. Access arrangements encourage competition and efficiency in the rail freight industry by allowing freight operators to access certain declared infrastructure. This enables freight operators to compete in markets where competition is dependent on such access. On 30 March 2012, the Commission received an application from Pacific National to renew its access arrangement. On 5 April 2012, the Commission published a notice regarding Pacific National’s application and undertook a stakeholder consultation process whereby key stakeholders and the public were invited to make a submission regarding the application. The Commission’s draft decision regarding Pacific National’s proposed access arrangement was published on 31 May 2012 and a further round of consultation was undertaken.

    GCU IN DAILY USE : QUESTIONS & ANSWERS GCU IN DAILY USE : QUESTIONS & ANSWERS 01.06.2009 OBJECTIVE This document is designed to give practical advice for the best possible use of the GCU. Thus it should allow UIP wagon keepers to react in a flexible and adequate manner to the problems often encountered in Europe for the application of the GCU. For all that, it does not claim to give a specific legal interpretation of the articles of the GCU. This practical advice is the outcome of cases or questions submitted to the UIP GCU Forum by its members in 2008. The explanations and comments follow the chapters of the GCU and its appendices. To facilitate understanding, this practical advice is given succinctly. This is why it is recommended to consult the GCU Forum regularly in which more developed submissions are often presented. This document will be permanently updated on the basis of new questions and problems raised in the forum as well as the evolution of the contractual provisions.
