It not only presents unprecedented political, economic, social and diplomatic challenges for this nation, but potentially marks a turning point in Irish destinies on par with Kinsale in 1601. Like it or not, the energies of the Irish state and nation will henceforth be on building political and social ties, diversifying trade links, and establishing diplomatic and, eventually, military alliances within the framework of a multilingual, multipolar European Union that is itself integrating into the rising Eurasian trade networks. Even if English continues as the lingua franca of international trade, the Irish nation will become more comfortable operating within a linguistically, culturally and socially diverse and complex environment. This visible divergence of Ireland from ‘British norms’ will increase the perception of this nation as ‘other’; this will not always be a comfortable reality for our friends in Britain, many of whom are not always accustomed to taking Ireland’s national interests seriously. In the coming decades, then, Ireland will have to balance efforts to reassure British societal and security concerns, while still pursuing an independent foreign policy agenda, up to and including full participation in European defence and security arrangements that may not align with UK grand strategy.

In section I of the present document, the gender-related indicators on programmatic results follow the logical hierarchy of the Strategic Plan results and are mapped across the five Goal Areas. Gender indicators at the outcome and output levels for each Goal Area are aligned to the two focus areas under the Gender Action Plan: (a) gender priorities throughout the life course; and (b) adolescent girls’ leadership and well-being priorities. In section II, the gender-related indicators on institutional results encompass programme strategies and organizational effectiveness and efficiency, and track progress on the integration of gender analysis, the quality of design and implementation of country programme documents, as well as gender-related staffing, capacity and expenditure.

How does place matter for the way people make sense of political affairs? This study examines the use of place, particularly the rural vs. urban divide, among rural residents. It does so through a conception of public opinion as perceptions that are formulated in the midst of interpersonal interaction. It uses observation of multiple conversations among 36 groups in 27 communities sampled across a Midwestern state. The analyses reveal that rural residents imbue the urban/rural divide with perceptions of who has decision-making power, who has values consistent with their own, and who has resources. The anti-urban perspectives the paper reveals are not simply reducible to racism or partisanship. The importance of the rural/urban lens for rural residents suggests that place is a powerful identity on which political mobilization can occur.
