YÜZYILDA BİTLİS SANCAĞI VE İDARECİLERİ Bitlis Province and Its Governors In 18th Century Dr. Mehmet İNBAŞI* ÖZET Bitlis, Anadolu’da Müslüman Araplar müteakiben de Türkler tarafından erken fethedilen bölgelerden birisidir. Türk-İslam hâkimiyetinin sağlanmasından sonra bölgede, dinî ve sosyal yönden büyük gelişme yaşanmıştır. Osmanlı hâkimiyetine girmesinde İdris-i Bitlisî’nin büyük rolü olmuştur. Doğuda bulunan Safevî Devleti’nin yayılmacı politikasına karşı tahkim edilen şehir, Osmanlı idaresine sadık olup bölgede etkili yerel aşiret ve kabilelerin idaresine verilmiş ve onlara hükümet statüsü altında farklı bir idare sistemi uygulanmıştır. Bu çalışmada, Bitlis sancağının idarî yapısı ile bölgede görev yapmış hanedanlar hakkında bilgiler verilmiştir. Anahtar kelimeler; Bitlis, Van Gölü havzası, sancak, hükümet sancaklar, XVIII. yüzyıl. ABSTRACT Bitlis is one of the early conquered places by Muslim Arabs and later Turks in Anatolia. After the Turkish-Islam dominance, significant religious and social developments took place in the city. İdris Bitlisi played an important role in order to put the city under the rule of Ottomans. Fortified against the imperial Safevids who are located in the east, the city always remained faithful to Ottomans and given under the rule of effective tribes and clans in the region by applying a different government system. In this study, information about the ruling system and about the dynasties is given. October 23, 2011 Eastern Turkey, M7.2 Earthquake OVERVIEW On October 23, 2011 at 13:41:21 pm local time, a magnitude 7.2 earthquake struck eastern Turkey. The quake’s epicenter was near the city of Van close to the Iran border. One of the hardest hit area included Ercis, an eastern town of approximately 75,000. The Turkish Interior Minister reported that 80 multi-story buildings in Ercis collapsed including a dormitory. In Van province (population 1 million), the Turkish Disaster Emergency Administration’s current count is 2,262 collapsed buildings, 366 deaths and 1,301 injuries. Many other buildings also collapsed in the district of Celebibag, near Ercis, including student dormitories and hotels. SEISMICITY AND HISTORY The tectonics of Turkey is controlled by the interactions of the Arabian and African plates with the Anatolian and Eurasian plates. The North Anatolian Fault represents the boundary between the west-moving Anatolian Plate and the stable Eurasian Plate. Combined right lateral movement on the North Anatolian Fault and left lateral movement on the East Anatolian Fault, allows the Anatolian Plate to escape westward into the Aegean Sea in response to the northward movement of the Arabian Plate. According to the USGS, yesterday's earthquake epicenter was 16 km north-northeast of Van in eastern Turkey, which places it near the junction of the two Anatolian faults. Here, the tectonic activity is dominated by the Bitlis Suture Zone – a broad zone of compression caused by the collision of the Arabian and Eurasian plates. This earthquake is a reminder of the many deadly seismic events that Turkey has suffered in the recent past. -

TURKEY 2020 HUMAN RIGHTS REPORT EXECUTIVE SUMMARY Turkey is a constitutional republic with an executive presidential system and a unicameral 600-seat parliament (the Grand National Assembly). In presidential and parliamentary elections in 2018, Organization for Security and Cooperation in Europe observers expressed concern regarding restrictions on media reporting and the campaign environment, including the jailing of a presidential candidate that restricted the ability of opposition candidates to compete on an equal basis and campaign freely. The National Police and Jandarma, under the control of the Ministry of Interior, are responsible for security in urban areas and rural and border areas, respectively. The military has overall responsibility for border control and external security. Civilian authorities maintained effective control over law enforcement officials, but mechanisms to investigate and punish abuse and corruption remained inadequate. Members of the security forces committed some abuses. Under broad antiterror legislation passed in 2018 the government continued to restrict fundamental freedoms and compromised the rule of law. Since the 2016 coup attempt, authorities have dismissed or suspended more than 60,000 police and military personnel and approximately 125,000 civil servants, dismissed one-third of the judiciary, arrested or imprisoned more than 90,000 citizens, and closed more than 1,500 nongovernmental organizations on terrorism-related grounds, primarily for alleged ties to the movement of cleric Fethullah Gulen, whom the government accused of masterminding the coup attempt and designated as the leader of the “Fethullah Terrorist Organization.” Significant human rights issues included: reports of arbitrary killings; suspicious deaths of persons in custody; forced disappearances; torture; arbitrary arrest and continued detention of tens of thousands of persons, including opposition politicians and former members of parliament, lawyers, journalists, human rights activists, and employees of the U.S. -

Loss estimation analyses have an important place at the assessment stage of earthquakes and in estimation of losses that earthquakes may lead to. With these analyses, it is possible to access information that is relevant to potential damages and losses. In this paper, loss estimation analyses were carried out by using the earthquake scenario which foresaw a previous earthquake that was experienced in an around Kırşehir which is seismically active and located in the Central Anatolia Region in Turkey. The 1938 Akpınar earthquake which occurred in and around the province of Kırşehir was taken into consideration as an earthquak escenario, and loss estimation analyses were conducted for this earthquake scenario. In this paper, significant contributions will be made for preparation of an earthquake master plan and risk management plan for Kırşehir. Besides, studies on reduction of earthquake losses in the region may utilise these results. When Persecution Bleeds into Mass Murder: The Processive Nature of Genocide Ug˘ur U¨.U¨ngo¨r Center for Holocaust and Genocide Studies, Amsterdam In the rapidly developing historiography of the Armenian Genocide, the processive character of pre-genocidal persecutions has received less attention than the genocidal process itself. This article treats the persecution of Ottoman Armenians as a cumulative process leading up to a mass-murder campaign in the summer of 1915. It addresses the evolution of CUP policy toward the Armenians through the prism of escalating persecution and the relationship between center and periphery. In order to illustrate the concrete implementation of this process, the province of Diyarbekir will serve as an example to clarify the history of the persecutions. Introduction This article will address the evolution of CUP policy toward the Armenians through the prism of escalating persecution and the relationship between center and periphery, within the context of the development of general Ottoman population policies between 1913 and 1915. -

Ticks collected from reptile species on Small Nemrut Mountain (Tatvan/Bitlis/Turkey) Summary This study aims to identify the ticks living on reptiles of Small Nemrut Mountain as ectoparasites. Field work was carried out between May and November 2016. The mountain which attracts a lot of visitors is an extinct volcano. There are settlements close to the mountain. Furthermore, the area is the upland for the local fauna. 12 reptile species live on the mountain. In the scans on reptiles living in the area, the Hyalomma aegyptium type tick is identified on Testudo graeca (Common Tortoise) and Darevskia valentini (Valentin’s Lizard) species. The infestation rate was found to be 66.66% on tortoises and 28.57% on lizards. In the resources, it was reported that Borellia turcica, Theileria spp, Borellia burgdorferi, Anaplasma phagocytophilum, which are microorganisms with high pathogenicity in humans and animals, are isolated from H. -

It was a Mw7.2‐7.3 event located at a depth of around 10 km with the epicentre located directly between Ercis (pop. 75,000) and Van (pop. 370,000). The province of Van has around 1.035 million at the last census. The Van province is one of the poorest in Turkey and has much inequality between the rural and urban centers with an average HDI (Human Development Index) around that of Bhutan or Congo. The earthquake is estimated to have caused around 700‐1000 casualties (601 currently as of 2nd November 2011; mostly due to falling debris and house collapse), and around 1 billion TRY to 4 billion TRY (approx. -
Ahlat - Adilcevaz Bölgesinin Jeolojisi (Van Gölü Kuzeyi)
AHLAT - ADİLCEVAZ BÖLGESİNİN JEOLOJİSİ (VAN GÖLÜ KUZEYİ) Erdoğan DEMİRTAŞLI - Carlo PISONI Maden Tetkik ve Arama Enstitüsü, Ankara ÖZET.— İnceleme alanı Van gölü kuzeyinde olup, ortalama olarak 600 km2 lik bir saha kaplar. Bölgedeki en yaşlı kayaçlar Üst Kretaseye ait olup, Ahlat - Adilcevaz kompleksini meydana getirirler. Ofiolitler, konglomeralar, kumtaşları, marnlar, şeylli kalkerler, kalkerler, piroklastikler ve resiflerden mey- dana gelen bu kompleksin üzerinde, diskordan olarak, muhtemelen Eosen-Oligosen yaşlı, karasal Ahlat kon- glomerası bulunur. Alt Miosen yaşlı sedimanlar, transgresif Adilcevaz kalkeriyle temsil edilirler ki, yaşı genel olarak Burdigaliendir. Adilcevaz kalkeri üzerinde de diskordan olarak Aktaş konglomerası ve kumlu, marnlı ve şeylli sedimanlardan teşekkül eden Develik formasyonu bulunmaktadır. Gölsel kökenli Çukurtarla kalkeri konkordan olarak Develik formasyonu üzerinde bulunur. Son üç formasyonun yaşı Orta Miosenden Alt Pliosene kadar çıkmaktadır. Kuaternere ait traverten, taraça ve alüvyon vardır. Sahanın birçok kısımları, çeşitli lâv ve piroklastiklerle kaplıdır. Bu volkanik malzeme Senozoik sonunda teşekkül etmiştir. İnceleme alanının yapısının başlıca özelliği Ahlat - Adilcevaz yükselimi olup, bu yükselim kuzey- doğu-güneybatı gidişlidir. Üst Kretase zamanında, sahaya jeosenklinal ortam şartları hâkimdi. Eosen - Oligosende karasal şartlar hüküm sürmüştür. Miosen başlangıcında bölgesel bir transgresyon olmuş, bu epok sonunda ise, deniz bölgeden çekilmiştir. I.
