LETTER OF RESOLUTION AMONG NEW YORK STATE OFFICE OF PARKS, RESTORATION AND HISTORIC PRESERVATION NEW YORK STATE DEPARTMENT OF ENVIRONMENTAL CONSERVATION NEW YORK STATE ADIRONDACK PARK AGENCY NEW YORK STATE LAKE GEORGE PARK COMMISSION REGARDING: CONSTRUCTION OF A NEW SMALL OFFICE BUILDING ON THE LAKE GEORGE BATTLEFIELD PARK, WHICH IS A REGISTERED HISTORIC PLACE, PLUS REMOVAL OF EXISTING OFFICE STRUCTURE WHICH IS LISTED AS A ‘CONTRIBUTING RESOURCE’ TO THE PARK WHEREAS, the People of the State of New York, acting by and through the Commissioner of the New York State Department of Environmental Conservation (Department), have previously acquired title to certain real property located in the Town of Lake George, Warren County known as the Lake George Battlefield Park and Day Use Area (Battlefield Park); and WHEREAS, pursuant to Environmental Conservation Law (ECL) § 9-0901 the Department has care, custody and control of the Battlefield Park and pursuant to ECL § 41-0105 manages historic sites and services within the Sixth Park Region; and WHEREAS, pursuant to Executive Law § 816 the Adirondack Park Agency (APA) is responsible for determining whether proposed management actions on State lands of the Adirondack Park are consistent with the Adirondack Park State Land Master Plan (APSLMP); and WHEREAS, the Battlefield Park includes a building known as the Ramsey House which has served as the administrative headquarters of the Lake George Park Commission (LGPC) since 1988 under agreements with the Department; and WHEREAS, due to its current condition -
Psychiatry and Anti-Psychiatry: History, Rhetoric and Reality
2 (4) 2018 DOI: 10.26319/4717 Daniel Burston, Psychology Department, Duquesne University, Pittsburgh PA [email protected] Psychiatry and Anti-psychiatry: History, Rhetoric and Reality Abstract: The term “anti-psychiatry” was coined in 1912 by Dr. Bernhard Beyer, but only popularized by Dr. David Cooper (and his critics) in the midst of a widespread cultural revolt against involuntary hospitalization and in-patient psychiatry during the 1960s and 1970s. However, with the demise of the old-fashioned mental hospital, and the rise of Big Pharma (with all its attendant evils), the term “anti-psychiatry” has outlived its usefulness. It survives merely as a term of abuse or a badge of honor, depending on the user and what rhetorical work this label is expected to perform. Those who use the term nowadays generally have a polemical axe to grind, and seldom understand the term’s origins or implications. It is time that serious scholars retire this term, or to restrict its use to R.D.Laing’s followers in the Philadelphia Associates and kindred groups that sprang up in the late 1960s and 1970s. Keywords: psychiatry, anti-psychiatry, psychoanalysis, DSM V, Big Pharma, normalization, psychopolitics On November 16, 2016, Dr. Bonnie Burstow, Associate Professor of Adult Education and Community Development at the Ontario Institute for Studies in Education, which is affiliated with the University of Toronto, launched the first (and thus far, only) scholarship in North America to support doctoral theses on the subject of “anti-psychiatry.” Predictably, this bold gesture garnered praise in some quarters, but provoked a barrage of criticism from both in and outside the university. -

Ethical criteria engender assumptions about the actors by focusing on their responsibilities. Instead of relying on criteria, Michel Foucault’s writing and lectures contributed to an awareness of the activities we take upon ourselves as ethical subjects. Foucault’s ethics seeks to examine the possibilities of the constitution of the subject and the transformation of subjectivity. The topic of this conceptual research is the contribution of “care of the self” and parrhesia to ethics in education. Local Government Records Useful in Family History Research by Warren F. Broderick Archives Technical Information Series #31 2002 Researchers of family history and genealogy generally are aware that some local government records may contain information concerning their ancestors. These researchers are often unaware, however, of the wide array of local records that they may consult, and where these useful and important records may be found. This information leaflet was prepared to inform the ever increasing number of persons engaged in family history research, and to illustrate for local officials which sorts of records comprise the most valuable sources of genealogical information. Some series of both federal and state records contain important family history information as well. For information on records held by the State Archives, consult Leaflet #1 for Records in the New York State Archives Useful for Genealogical Research or contact State Archives’ Reference Services Unit, Albany, NY 12230; phone: (518) 474-8955. The following types of records are found at local governments in New York State and are useful for local community historians and scholarly researchers: Birth, Death and Marriage Records (1847–1852, 1880–present) While these officially are considered state government records, official birth, death and marriage records (often referred to as “vital records or vital statistics”) are maintained locally by clerks and/or registrars of vital statistics, acting as agents of the State Commissioner of Health. Other than during a brief period between 1847 and 1852, these records generally were not created by local governments in New York State until 1880. Some cities hold vital records dating from the 1860s and 1870s. -

Sheila Wildeman* Agonizing Identity in Mental Health Law and Policy (Part II): A Political Taxonomy of Psychiatric Subjectification This is the second part of a two-part essay exploring the function of identity in mental health law and policy or more broadly the function of identity in the politics of mental health. Part one began with the Foucauldian exhortation to undertake a "critical ontology of ourselves," and adopted the methodology of autoethnography to explore the construction or constructedness of the authors identity as an expert working in the area of mental health law and policy. That part concluded with a gesture of resistance to identification on one or the other side of the mental health/ illness divide (the divide of reason and madness), affirming instead an aspiration to carve out a space of contemplation-or rather multiple spaces: fleeting, episodic manifestations of what the author terms "spectral identity"-supportive of reflection on the relational determinants of one's position along a continuum of shared vulnerabilities and capacities, shifting over time and across bio-psycho- social settings in defiance of simplistic binary categories. -

Princess Beatrix of the Netherlands, Governor Nelson Rockefeller and Mayor Erastus Corning, September, 1959. “The South Mall will be the greatest single governmental office complex history has ever known.” – Mayor Erastus Corning 2nd In September of 1959, Princess Beatrix of the Netherlands came to Albany, New York to commemorate the 350th anniversary of Henry Hudson’s exploratory voyage on the Hudson River at the Hudson-Champlain Celebration. While giving the young royal a tour of downtown Albany, Governor Nelson A. Rockefeller felt embarrassed by the deteriorating South End neighborhood referred to by some as “The Gut,” an area of many dilapidated buildings and vacant structures. Albany Mayor Erastus Corning 2nd told the Knickerbocker News in 1979 that: “Rockefeller thought [the] buildings the Princess and those with her saw were not as good-looking or appropriate for a capital city as he thought they should be.” In an attempt to revitalize Albany and transform it into a city outsiders would deem worthy of being New York’s capital, Rockefeller proposed the construction of a large, modern governmental complex. In order to create this lavish site he envisioned, Rockefeller seized 98.5 acres of land in Albany’s South End through eminent domain in 1962 and demolition soon began. As a result, thousands of families and business owners lost their properties and were forced to relocate. -

A Strategic Plan for Documenting Mental Health in New York State The story of mental health in New York State is a compelling and critical part of our history as New Yorkers. But significant elements of that history are in danger of being lost. We have very limited information that reflects the lives and perspectives of people diagnosed with psychiatric conditions or their families; the social workers, medical personnel, and support staff, who provide services and assistance; the state, local, private and community institutions and organizations run by professional, non-professional, and recipient-controlled groups; the range of research and treatment philosophies and approaches; and policy and legislation. Significant developments happened in New York during the 19th and early 20th centuries, but critical developments also follow World War II, and continue today — for example, widespread use of psychiatric medications, deinstitutionalization, establishment of civil rights and legislation to protect mental health service recipients, and the emergence of self-help strategies.. Changes in scientific and popular perceptions of mental health have merged with the economic and political forces of each period to shape mental health policy and legislation, diagnosis and treatment, organizations ranging from large, state-operated institutions to community support groups, and the private lives of millions of New Yorkers. -

II || June 2020 || PP 48-51 Foucauldian Madness: A Historiographical Anti-psychiatry Bhaskar Sarkar M.A, Department of Sociology, University of Hyderabad ABSTRACT- Foucault has been criticized as anti-psychiatric in nature yet his scepticism toward madness is actually based on its institutionalized treatment not in its academic reception. This paper tries to trace back Foucauldian inspirations in historiography of psychiatry and its power relations in asylum. Presuming madness as social construction, the paper tries to establish the limitations of pseudoscientific, moral assumptions toward insanity. Historiographical examination has been suggested here to reduce the psychiatric predispositions with threat for the civilization while it proves that insanity is a product of civilization.Everywhere the capitalist world order is associated with established religious morality. Presuming this, the reception toward insanity, academically and socially, has been challenged in this paper in order to theorize anti-disciplinary insanity into consideration. Powell: Powell: Right to Treatment-A Fabled Right Receives Judicial Recognition 1980] RECENT CASES Bargaining units comprised solely of RNs are appropriate under the traditional community of interest test as well as under the St. Francis disparity of interest test, if it means taking into account public interest in avoiding undue proliferation of bargaining units. RN only units should be presumptively appropriate to discourage unnecessary delay and expense in litigation. If a disparity of interest or public interest factor is to be added to the Board's determinations of appropriate units in the health care industry, the Supreme Court needs to direct the Board to use such a test, after explaining what it is, and how to use it. The present disagreement between the Board and the courts of appeal is harmful to employees, em- ployers, and the public they serve; it benefits only labor lawyers. -

Intersect, Vol 10, No 1 (2016) “We’re All Mad Here”: Power and Identity in the Modern Era of Mental Illness Nicolas Hogan University of Virginia Abstract Mental illness is the modern term for the classification of conditions originally referred to as madness prior to The Enlightenment. Before the Enlightenment, madness was identifiable by the outwardly deviant behavior of individuals acting out of unreason. This definition manifested in the absence of expert knowledge or organized efforts to study the nature of the condition. During this time, madness was seen as a condition of divine origins with the afflicted being blameless. This perception changed during the Enlightenment when madness became associated with moral error. This perception caused the widespread isolation of the mad from the general public. Confinement indirectly catalyzed the study of madness as a condition because it isolated the afflicted into a setting where they could be independently observed. This study spurred the development of systems that classified specific mental illnesses based on symptoms, thereby officially labeling madness as an illness. As advances in the field of psychology have led to an increased number of recognized conditions, modern diagnostic systems can diagnose any individual with a form of mental illness. While this broad system contains the ability to extend care to any who may benefit from it, stigmas associated with mental illness can restrict the social power of diagnosed individuals. To combat stigma and extend treatment opportunities to a wider population of need, a system that recognizes each individual as existing on a continuum of mental wellness must be adopted.
