Since 2008, many local governments have deferred the plan of adjusting minimum wages due to the financial crisis. As economic results are improving, the government of Jiangsu Province has decided to raise the minimum wages. On January 23, 2010, the Department of Human Resources and Social Security of Jiangsu Province declared that the minimum wages in Jiangsu Province would be increased from February 1, 2010 according to Interim Provisions on Minimum Wages of Enterprises in Jiangsu Province and Minimum Wages Standard issued by the central government. SUMMARY The Department of Commerce (Commerce) is conducting an administrative review of the antidumping duty (AD) order on certain steel nails (nails) from the People’s Republic of China (China) for the period of review (POR) from August 1, 2018 through July 31, 2019. We initiated this administrative review with respect to 308 companies.1 We subsequently selected two of these companies as mandatory respondents, Shandong Oriental Cherry Hardware Group Co. Ltd. (Shandong Oriental) and Tianjin Zhonglian Metals Ware Co., Ltd. (Zhonglian). We preliminarily determine that Zhonglian made sales of subject merchandise at prices below normal value (NV). In addition, we preliminarily determine that nine companies, including Zhonglian, are eligible for a separate rate, 10 companies had no shipments, and 287 companies, including Shandong Oriental, are part of the China-wide entity. Finally, we are rescinding this review with respect to The Stanley Works (Langfang) Fastening Systems Co., Ltd. and Stanley Black & Decker Inc. (collectively, Stanley). 1 We note that we inadvertently initiated a review of one company twice, once as “Tianjin Jinghai County Hongli Industry & Business Co., Ltd.“ and again as “Tianjin Jinghai County Hongli Industry and Business Co., Ltd.” We are treating these companies as the same entity for purposes of this segment of the proceeding.

The problem was highlighted in 2014 by an unprecedented explosive outbreak, where the number of cases was larger than the total cases in previous 30 years. The present study aimed to clarify the spatial and temporal patterns of this dengue outbreak. Methods: Based on the district/county-level epidemiological, demographic and geographic data, we first used Moran’s I statistics and Spatial scan method to uncover spatial autocorrelation and clustering of dengue incidence, and then estimated the spatial distributions of mosquito ovitrap index (MOI) by using inverse distance weighting. We finally employed a multivariate time series model to quantitatively decompose dengue cases into endemic, autoregressive and spatiotemporal components. Results: The results indicated that dengue incidence was highly spatial-autocorrelated with the inclination of clustering and nonuniformity. About 12 dengue clusters were discovered around Guangzhou and Foshan with significant differences by district/county, where the most likely cluster with the largest relative risk located in central Guangzhou in October. Three significant high-MOI areas were observed around Shaoguan, Qingyuan, Shanwei and Guangzhou. It was further found the districts in Guagnzhou and Foshan were prone to local autoregressive transmission, and most region in southern and central GD exhibited higher endemic components.

Hong Chengchou was the Ming Viceroy of Jifu and Liaoning 薊遼 總 督 from 1639 until his capture by the forces of Hungtaiji in the fall of Songshan 松山 in 1642. After the rebel occupation of Beijing and the death of the CZ emperor, Hong assumed official appointment under the Qing and went on to become the most important former Ming official to assist in the Qing conquest of all of China (see Li Guangtao 1948a; Wang Chen-main 1999; Li Xinda 1992). Many of his very numerous surviving memorials have been published in MQSL and MQDA. In the present col- lection of 67 memorials, 13 represent his service as Viceroy of Jiangnan and “Pacifier of the South” 招撫南方 from 1645 through 1648.
