1.0 Introduction 1.1 This Statement of Community Consultation fulfills the legal obligations of Section 15 (2) of Part 5 of the Neighbourhood Planning Regulations 2012, whereby a Consultation Statement should contain:

a) details of the persons and bodies who were consulted about the proposed neighbourhood development plan; b) explains how they were consulted; c) summaries the main issues and concerns raised by the persons consulted; d) describes how these issues and concerns have been considered and, where relevant, addressed in the proposed neighbourhood development plan.

1.2 Amount of consultation

1.3 The aims of the Feock neighbourhood Development Plan consultation were:

 Keep residents, stakeholders (community) and the media informed about the plan  Oversee development of the various questionnaires and synthesize results  Produce and circulate newsletters and other packages of information about the Plan  Facilitate meetings between the Steering Group and interest groups  Facilitate meetings with other parishes with emerging NDPs to learn best practice  Communicate with the planning authority over conformity with guidance, etc.  Report progress to the Steering Group and the Management Team

1.4 FPC, Community volunteers and consultants, Co-design Place carried out the community consultation to create the Draft FND Plan. Initial community consultation about creating a Neighbourhood Plan started in April 2012, carried out by Feock Parish Council. On appointment of a consultant, Co-design Place, to help facilitate and support the Neighbourhood Planning process, further consultation was carried out during April and May 2013, where a Steering Group and Focus Groups were set-up to consisting of Feock Parish Councillors and members of the community, to carry out the initial tasks of scoping and evidence gathering to inform the Feock NDP.

1.5 The following phases outline the key stages within the process and the proposed work scheduled and carried out in each phase. Evidence and documentation relating to each phase follows in this document.

1.6 Phase 1: August - October 2013 Throughout the Summer months and September 2013 a Communications Team was set-up. The communications work of the NDP Project Team began in the summer of 2013 by publicising the Plan and asking residents for their views at public events in the parish. The events covered included the Feock Homes & Gardens Society Summer Show, two events in Devoran, at the Village Hall Market and ‘Party in the Park’, and a SUBMISSION FEOCK NEIGHBOURHOOD DEVELOPMENT PLAN – CONSULTATON STATEMENT 4 25.04.17 V12

village market in Carnon Downs. In general, the purpose of these meetings was to obtain unprompted suggestions for improvements in the parish to be logged and submitted to the Steering Group for consideration.

The first phase of the communications plan began in August 2013 with the rollout of the Feock NDP website. This website contains information on neighbourhood planning as well as meeting minutes of the Steering Group and Focus Groups. The public were kept informed of meetings via an interactive Calendar of Events and news messages, regularly posted on the site.

In order to capture the maximum of attention on the internet a Facebook site for the NDPhttps://www.facebook.com/Feock-Neighbourhood-Development-Plan- 1423043047908787/?fref=ts was developed in September 2013, to ‘sign-post’ the community, especially in order to engage younger members of the community (this has 19 ‘likes’.

The Parish Council Facebook page https://www.facebook.com/Feockparishcouncil/ is also used to promote the Plan and has 76 ‘likes’ and 114 ‘friends’). However, the team decided against a dedicated NDP Twitter account due to the amount of maintenance time this required, the possibility of ‘abuse’ and in order not to exclude residents who are either not online or who are reluctant to compromise their privacy on the internet. The Parish Council’s Facebook page however is linked to our twitter account @feockpc so this is used to promote the NDP. The Parish Council website also contains information about the Neighbourhood Plan www.feockpc.com/neighbourhood-plan

In October 2013 a newsletter in electronic PDF format, entitled ‘Our Parish, Our Future’ was produced, with the intention of producing at least four editions prior to the anticipated approval of the NDP. Printed copies of the newsletter were made available at community centres (e.g. village halls, doctor’s surgery, dentist, local shop and garages, other businesses) in the parish over the following months. Appendix 4 provides copies of the newsletters, posters and locations of copies of the newsletter within the parish.

1.7 Phase 2: October - December 2013 The priority for Autumn 2013 in terms of communications were the questionnaires. These were:  Housing Needs Survey (in co-operation with ; September 2013)  Community Questionnaire (18th November 2013)  Youth Questionnaire (November 2013)  Business Questionnaire (October 2013)

There are other consultations, especially with school aged children, that will be managed by Team members and educational establishments in the parish. All of the

SUBMISSION FEOCK NEIGHBOURHOOD DEVELOPMENT PLAN – CONSULTATON STATEMENT 5 25.04.17 V12 questionnaires will be developed by the Communications Team and ratified by the Steering Group, but members of the Steering Group will be designated to carry out face to face interviews and circulate questionnaires as needed.

Entry of the questionnaire data will be performed by a small team of volunteers using simple templates in Microsoft Excel. The Communications Team will oversee the timely entry of the data and its analysis in order to generate potential policies and projects for the draft NDP. In addition all the statutory and other key stakeholders will be emailed in order to ascertain their interest and availability for meetings with the Steering Group in early 2014.

1.8 Phase 3: January - May 2014 In the first half of 2014, the Team will be engaged in displaying the questionnaire results and gathering feedback from the community. One main exhibition will be held at a weekend centrally to update residents on the work on the Plan to date. A detailed analysis of the questionnaire results will be made available via the website, but the goal of the exhibitions is to showcase flagship policies that have community backing to win support for the Plan and combat apathy. Also in early 2014, the Communications Team will facilitate exploratory discussions between delegates of the Steering Group and outside interests. The Team will liaise with Cornwall Council regarding housing needs and the Cornwall Local Plan.

1.9 Phase 4: June 2014 to October 2015 In July 2014 we aim to have the draft NDP in hand and aim for the Parish Council to give the Draft Plan approval at their November 2014 meeting following which formal consultation with statutory stakeholders will take place. The Team will also ensure that any supporting documents (e.g. Habitats Regulations Assessment) will be delivered and published prior to a wide-ranging community consultation on the draft NDP. The Team will also launch a formal consultation on the draft NDP with statutory stakeholders (e.g. Southwest Water, Natural England etc.). Once the draft has been approved by the Parish Council, the Community and Commercial groups to be consulted will include voluntary societies, charities, educational establishments, sporting groups and any local bodies in the parish, however small, who use community facilities including natural assets. The Communications Team will undertake a mapping exercise in order to identify parish stakeholders before this time, so as to maximise local input and enhance the legitimacy of the NDP. Consultees will be invited to submit two-page written statements on the draft and suggestions for improvement, before submission of the final Draft Plan. Towards the end of the consultation period, the Team will advertise the consultation period by way of a mailshot to every resident, links on the Feock Parish Council and Feock Neighbourhood Development Plan websites and hard copies of the plan documents being available to look at in the Parish Council Office, as well as meetings being available with the Chairman of the Steering Group. During this period the Team will also put out a number of press releases via the Feock Parish Council Twitter site, the Facebook page and the NDP website. If requested, team members will give interviews about progress on the plan in the local

and/or national media.

Phase 5: October 2015 – September 2016 The Communications Team will offer support in publicising the Examination and relaying comments by the Examiner to the Steering Group. The team will also liaise with Cornwall Council to ensure that the referendum question is clearly phrased, and that logistics run smoothly. The team will also aim to give the referendum the maximum publicity via noticeboards and a leaflet drop to every household. A referendum date of late Summer 2016 is envisaged at the moment. If the plan is approved, the team will dissolve unless any work is needed. If the NDP fails to win approval at referendum, a consultation on revisions to the draft will be launched.

Appendix 5 – Community Questionnaires, Surveys, Events and Press Releases Community Questionnaire

A Community Questionnaire was launched on Monday 18th November 2013, with a closing date of Wednesday 4th December 2013. The questionnaire was designed by the FNDPlan Project Team, both the Focus Groups and Steering Group designed the questions based on the consultation events held at various community events during the summer of 2013 and through their work collating evidence base information. The questions were arranged in sections covering the following topic areas: General Information, Getting Around, Local Facilities/Amenities, Education, Environment, Renewable Energy, Housing, Design of New Development, Jobs & Business, General Overview, Feock Parish Precept and Additional Comments. The basis for the questions had been identified through the project teams work as being the main priority areas for the focus of the FNDPlan.

November 2013 Neighbourhood Plan News We have been very busy with all kinds of surveys in the past couple of months – we are excited to have finished the Housing Needs Survey, which nearly 400 people filled out! Right now we are putting the results together and it is very clear that many residents feel passionately about housing. In the middle of November we will be sending you another survey, the Community Questionnaire. This will ask you for your views on where and what to build, as well as how we can deliver better transport, jobs, education and facilities for local people. If you are a parent you may have heard about the Youth Survey for children who live in the parish, or our Wishing Tree for the little ones.

September 2014 Feock Neighbourhood Development Plan News All residents comments from the Public Exhibitions have now been collated and taken into account and the Draft Neighbourhood Development Plan will be presented to the Parish Council at the October Council meeting for their approval. Once approved, the Draft Plan will then be sent to Cornwall Council and there will be a further 6 weeks consultation period, prior to the plan being submitted for independent examination at the end of this year/early 2015, with a referendum being held in Spring 2015.

November 2014 Feock Neighbourhood Development Plan News At the meeting on Tuesday 7th October 2014, the full Parish Council adopted the Draft Neighbourhood Development Plan. The Draft Plan is now available on the website for all to read (under the Plan tab) or in the Parish Council office.

The fundamental principles and policies which we have evolved with your help in the responses which you as Parishioners have given us in our questionnaires, exhibitions and in many other forums are, however, quite clearly stated in the draft together with the evidence based detail which has led us to this stage.

This represents a major step forward towards our goal of bringing your Plan to you as a robust statement of your wishes and aspirations for the Parish of Feock over the coming years.

Although we have said it many times before it is worth repeating, this is Your Plan, Your Future!

A 6 week public consultation period will start shortly, during the consultation period a public exhibition will be held, together with a public meeting for residents to give us their views on the draft plan. Look out for the dates of the consultation period on the website and on the noticeboards around the parish.

January 2015 Feock Neighbourhood Development Plan News As it is now some weeks since the adoption of the Draft Plan by the full Parish Council, the Parish Council felt it was time to update residents on what has been happening with the Neighbourhood Plan and the stage we have currently reached.

It was hoped to begin the six week Community Consultation period at the beginning of November but this has unfortunately been delayed because of a query received from Natural England, who we have to consult as a stakeholder. We have also consulted the Environment Agency and English Heritage, both of whom were in favour of our plan and its policies.

Natural England’s queries centre mainly around the environmental and housing policies contained in the Draft Plan. In particular that any increase in housing development may mean an increase in water related activities and waterside development.

The Environment and Housing teams spent a long time working on policies and related issues to ensure that they are geared to saving and enhancing that which we all hold very dear around the parish shoreline and right across the whole parish area.

The Parish Council has held a meeting of a small delegated group of Councillors and other members of the Steering Group and we have now responded to Natural England and their concerns. The Parish Council do not want to commission an Environmental Impact Assessment, which

Natural England may request is carried out, as this will take time, delay the process further and cost a substantial amount of money. We are not alone in this situation. Roseland’s Plan has received similar comments from Natural England, as have others, including Cornwall Council. Natural England have suggested that alternatively the Cornwall Local Plan could provide a strategic solution to their concerns, however this approach would have the effect of delaying our Neighbourhood Plan until the full Cornwall Local Plan is approved.

The Parish Council and Steering Group are hopeful that we can resolve this without too much further delay and be back on track with our Neighbourhood Development Plan process.

As soon as it is resolved, the Parish Council will start the Community Consultation process, which will include a parish-wide publicity campaign and an exhibition in the Parish Council Office. The Plan will then be at the stage where it is ready for submission to Cornwall Council for their formal scrutiny and a further consultation period. Once this has been completed successfully, a Referendum will be held, hopefully sometime around the second anniversary of the Plan launch. Details of the consultation process will be published on the noticeboards around the parish, in this newsletter and on the website.

Recent information and a study of Neighbourhood Development Plans across the country by researchers at Reading University suggests that two years plus is an average time for an NDP to go from launch to referendum, and our plan is within this timescale. The Parish Council are currently working on an Implementation Strategy Document which will help to drive forward projects arising from the Neighbourhood Plan.

May 2015 Feock Neighbourhood Development Plan Update Representatives of the Neighbourhood Plan Steering Group met at the end of April with Cornwall Council to try to resolve the issues that Natural England have raised in regards to our draft Neighbourhood Plan regarding aspects of our housing policies and around the river and creek areas which have protection under various legislation, including Area of Outstanding Natural Beauty and World Heritage Site.

Cornwall Council have contracted an Environmental Consultant to establish if Strategic Environmental Assessment and Housing Resource Allocation reports are required for our plan, as suggested by Natural England in our consultation with them, a decision on this is expected early in May. The Steering Group will be working with the AONB with regards to the sensitive settlement edges we have identified in our plan and we will continue to work with Cornwall Council to progress our Neighbourhood Plan to enable the public consultation to be carried out prior to examination. The Truro & Kenwyn Neighbourhood Plan team and others are experiencing similar difficulties with Natural England regarding their plans.

July 2015 Feock Neighbourhood Development Plan Update Progress is being made to resolve the issues raised by Natural England. Cornwall Council’s legal opinion is that our plan does not require the Strategic Environmental Assessment that Natural England have requested (this is not only time consuming it is also costly). The other issue raised regarding housing numbers within our plan which are related to the Cornwall Local Plan numbers have been discussed, it is hoped that even if the overall Cornwall housing numbers increase significantly this will have very little effect on our Parish area and be mainly absorbed by Truro. Work is also being carried out by Cornwall Council on the issue of settlement boundaries and sensitive edges and we are awaiting Cornwall Council’s advice on these issues.

Once these issues have been resolved, then the plan will be ready to be issued for pre-examination submission, which is the last public consultation. After this it will be submitted to Cornwall Council and for examination. A realistic timetable is that the Plan should go to public referendum by the end of 2015.

September 2015 Feock Neighbourhood Development Plan Update We have recently made some significant advances towards the final public consultation on our Neighbourhood Plan. We have had further meetings and other contacts with Cornwall Council and ironed out several issues of concern. Many of these relate to how we set about retaining the unique character and beauty of our parish from unwanted, inconsiderate and inappropriate housing development.

Among other things we have identified what we consider to be the “settlement boundaries” and “sensitive edges” around our settlements, those for example which back onto local, national and international designated sites such as the Area of Outstanding Natural Beauty, Devoran Conservation Area, the World Heritage Site and other areas along the creek and countryside boundaries within the Parish which we do not want to see spoiled by development.

With most of the building blocks now in place, we are anxious to proceed to the final stages of the acceptance of the Neighbourhood Plan as quickly as possible.

There is still a lot of work to be done which will take a few more weeks before we are ready for the final public consultation to begin. We need, for example to review all our documentation, update it where necessary and add a few final details and then we need to be able to edit the huge amount of documentation to make it a manageable document which can not only be “user friendly” but also retain all the necessary ingredients which you, our Parishioners, wish to see in the final Plan.

Our current timetable is for further meetings in September and a commencement of the final public consultation process as soon as possible after that, hopefully in early October. It is now likely that the final referendum will be in early 2016, but as with all things, there are sometimes delays outside our control and we are working, as a voluntary body, on the hugely complex process of setting out a fully comprehensive Neighbourhood Plan, which will be a tool for development across a wide spectrum of Parish life for many years to come. Better then to get it right first time, even if it takes a while longer, than forge ahead with something which is not fully fit for purpose.

We will keep everyone informed over the coming weeks of progress and details of how we will go about the final public consultation, so please, watch this space, keep an eye on Parish Council minutes and notice boards and, as I have said before, don't be afraid to ask us any questions if you are not sure what is going on.

February 2017 It has been several months since my last update on our Neighbourhood Development Plan, but that does not mean that we have been idle.

Much of the delay in finalising our Plan for submission to the Inspection and Referendum stages has been for reasons over which we have had no control. It must be appreciated that our Plan has to be compliant with the Cornwall Local Plan, particularly in some very important issues which surround our Housing Policies.

A great deal of work has gone into this in recent months.

Matters such as agreeing the number which forms our “fair share” of the overall requirement for new dwellings envisaged across the whole of Cornwall to the year 2030. The requirement and need for new development in the “affordable homes” bracket and considerations of size and siting of any new development proposals. Balancing these with the expressed aspirations and wishes of you, as Parishioners has taken a lot of time and effort on the part of many people within both the Parish Council’s team and Cornwall Council.

Some towns and parishes who pushed through their own Neighbourhood Plans before the Cornwall Local Plan was finally approved in November 2016, have found that they are now having to re-visit their Housing Policies and are having them challenged by prospective developers as they are not compliant with the Cornwall Local Plan in matters such as projected housing figures and that whole elements of their housing policies are inaccurate or inappropriate.

To avoid having to possibly revise some elements of our Plan, which would have been a time consuming and costly process, we took the decision to delay until matters relating to Housing and one or two other aspects were much clearer.

I am very pleased to report that, since Christmas, we have been able to make further significant progress and that our Plan is now back on track and progressing towards the time

Full details of this will be posted in due course but meanwhile, please be assured that we have not forgotten the Plan, in fact most of our current projects from our Local Transport Scheme to our Feock Trails Project, our new Health and Wellbeing agenda and our stance on large new development proposals and others, all stem from your ideas and your aspirations as expressed in questionnaires and other public consultations within the overall Neighbourhood Plan process. So even before our Plan is adopted, your voice is being heard and listened to by your Parish Council in formulating and developing the many and varied projects which we take forward on your behalf.

It may seem a long time ago now that our Neighbourhood Development Plan was launched at Carnon Downs Village Hall.

It is in fact about two and a half years and in the context of Neighbourhood Planning, is a bit less than the average time taken to get to this, the final pre-submission consultation stage.

It was a very brave decision by a very new Parish Council, elected just a couple of weeks after the launch of the Neighbourhood Plan, to continue with the process set in motion by the previous administration and my most grateful thanks go to all of them as well as to our Parish Clerk, Debra Roberts and the many Parishioners and members of staff at Cornwall Council who have helped to take things forward to this, the final stages of the Plan.

The setting up of a Steering Group and Focus Groups together with householder questionnaires, public open events and a host of other opportunities for your input have resulted in the Draft Plan which it is now my pleasure to present to you for comment before it is submitted to Cornwall Council for a further period of consultation, its independent inspection and the final stage of being voted on by you, as Parishioners, in a referendum. In setting out our policies within the Plan, we have followed not only the information gained from you, but also all necessary legislation, procedures and guidance, including the emerging Cornwall Local Plan and the National Planning Policy Framework.

We also realise that the Cornwall Local Plan is still not yet formally adopted and recognise that whilst our Plan reflects the most up to date information which is available from Cornwall Council in that regard, there may need to be some minor amendments and changes in relation to some of the Draft Cornwall Plan references within our own Plan.

This should not result in any policy changes but simply amendments in references to other documents.

This forms just one part of our pre-submission consultation process and in addition, both myself and other members of the Parish Council and Steering Group will be available over the coming six weeks to answer any questions or concerns you may have regarding any aspect of the Plan.

Policy Summary

Objective 1 - Natural Environment, (Bio-diversity, flora and fauna)

Our policies will: • Safeguard and enhance the Natural Environment • Protect and manage designated trees • Improve wildlife areas and green spaces

Our policies in this area meet both local and national planning and other policies and seek to preserve and enhance the quality of the natural environment which is exemplified by our beautiful natural surroundings along the creeks and in the open countryside of our Parish.

Parts of our Parish are covered by national and international designations such as Special Areas of Conservation, Sites of Special Scientific Interest, Area of Outstanding Natural Beauty, Tree Preservation Orders and others.

It will be our policy to ensure that these are protected for present and future generations to enjoy.

Objective 2 - Historic Environment (Heritage)

Our policies will: • Safeguard and enhance the Historic Environment.

Within the Parish we have areas designated under the World Heritage Site legislation.

We have 6 Scheduled Monuments, including a pre-historic fort and ancient burial mounds.

We enjoy the benefit of 88 Listed Buildings, including 3 of Grade II star at Trelissick House, Feock Church and Creekvean, Pill Creek.

Trelissick Gardens are recognised and protected as Registered Parks and Gardens. The older parts of Devoran are a Conservation Area.

We have also identified a list of 173 significant extant and undesignated historic buildings and structures within our Parish which, although they do not enjoy national or international protected status, are nonetheless of sufficient importance to justify recognition and protection at a local level. It will be our policy to ensure that these unique assets are protected for present and future generations to enjoy.

Objective 3 - Landscape and Seascape (including creeks and coast)

Our policies will: • Protect and enhance the seascape biodiversity, wildlife and habitats. • Protect and enhance the landscape.

Our many questionnaires and other community consultations confirmed that the community of Feock Parish value very highly the natural environment in which they live.

We are concerned to protect and enhance the unique nature and diversity of our creeks and shorelines as well as our rural views and landscapes. We will use our own policies in tandem with relevant national and international legislation covering these areas to ensure that they are protected and enhanced for present and future generations to enjoy.

Objective 4 - Green and Open Spaces

Our policies will: • Protect, enhance and manage existing and new green and open spaces to meet local needs.

In recognition of their special landscape, townscape, historic and community value we have drawn up a list of green and open spaces which we have designated as Local Green Space. These include all our village play areas and parks, Point Green, Orchard and Quay, ancient monuments, Penpol Pond, Narabo Creek and other public waterside spaces and the Carnon Valley Flats.

Objective 5 - Quality of Design

Our policies will: • Ensure that new development is informed by and reflects local character and identity in its style, scale and use of materials and respects guidance such as the Cornwall Design Guide, Carnon Downs Design Guide, Devoran Conservation Management Plan and other relevant guidance. • Protect the quality of public views within, from and between settlements, conserving the visual qualities of the farmed and wooded landscape. • Provide garden and amenity space to reflect the character and context of the development.

We recognise that design and architectural tastes evolve and will continue to be fluid and whilst we do not seek to be overly restrictive, we would seek to ensure that new development is appropriate and fitting for its location.

Objective - 6 Housing

Our policies will: • Retain existing settlement boundaries and identify and preserve settlement edges which are critical or sensitive. • Support small scale infill sites and conversions within settlement boundaries and rural hamlets. • Support small scale (up to 15 dwellings per site) affordable led schemes on “exception sites” dispersed throughout the Parish. Such schemes must comply with the guidance for “exceptions sites” which includes the availability and proximity of local amenities and services.

• Support new development of an appropriate scale and size to offer a range of accommodation sizes, tenures and affordability including a mix of 1, 2 and 3 bedroomed “lifetime homes”. • Support proposals for replacement dwellings within settlement boundaries and in the open countryside where sustainability criteria are met and where the proposal does not exceed the footprint of the existing dwelling, excluding the footprint of ancillary buildings and outbuildings.

We are very aware that the Parish of Feock must accept its fair proportion of new development over the coming years, derived from figures to be agreed nationally and under the Cornwall Local Plan.

At present these figures are the subject of ongoing discussion and debate in the consultation and examination stages of the Cornwall Local Plan but we have worked on the latest available information in making our policies.

Our open consultation and other discussions with bodies such as Cornwall Homechoice have identified a substantial and pressing need for affordable housing across the tenure range. Our policies are designed to meet this need.

We are mindful that the local infrastructure such as shops, doctor, utilities and other public services should not to be overburdened by new development.

We acknowledge that our local consultations suggested a lower figure for “dwellings per site” but discussions with relevant bodies recommended a higher figure, hence the figure of 15 noted above.

Objective 7 - Economy and Jobs

Our policies will: • Protect and enhance existing employment land and sites and create new employment opportunities. • Support proposals for new and improved employment opportunities where they meet local needs.

We are very aware that a vibrant local economy is vital to the overall wellbeing of the Parish and its future.

We will safeguard existing employment sites, promote a diverse mix of business across the Parish including tourism, retail, education, health and service sectors.

We would not wish to see the loss of any current business premises, unless it can be clearly demonstrated that the business use in that location is no longer viable.

We would seek to provide small scale start-up premises on existing employment sites and support training, apprenticeship and other business opportunities.

We will ensure that any new or expanding business premises provides adequate arrangements for access and traffic issues, including parking for staff and customers of the business.

Objective 8 - Getting around

Our policies will: • Support and promote public transport provision to meet local need. • Improve existing pedestrian, cycle and other non-motorised traffic connections and support new connections both within the Parish and links to the wider area such as the Mineral Tramway and National Cycle Route 3. • Support traffic safety initiatives which improve pedestrian, cycling and other non- motorised traffic. • Protect and enhance existing parking facilities and ensure that adequate parking provision is provided for housing, business and leisure use.

Our Parish area provides a huge and well used footpath and public access facility with many miles of footpaths, bridleways and other publicly accessible routes allowing free access to enjoy the tranquillity, beauty and natural environment of the area. We are committed to maintaining and enhancing this network to increase usage, understanding and enjoyment of the area and at the same time promoting a healthy lifestyle.

Objective 9 - Village hearts and gateways

Our policies will: • Support enhancements to village hearts and gateways.

Our policies meet the aims of local and national planning policy and seek to enhance the visual appearance and character of the individual settlements within the parish.

This can be achieved by measures such as tree planting, grass verges and other methods of softening the appearance of these areas to regain their rural aspect.

Objective 10 - Community health and well-being

Our policies will: • Protect existing and support new community and cultural facilities and services to meet local needs.

Proposals to improve or enhance existing public facilities to meet an identified local need will be supported where they are for the benefit of the whole of the local community.

The loss of existing facilities will not be supported unless appropriate replacement facilities can be provided of an equal or improved value to the community.

We will promote an active community engagement in a range of health, well-being, educational and cultural activities, facilities and services.

Objective 11 - Sustainability and climate change

Our policies will: • Ensure that all new development is designed to avoid polluting rivers and the sea. • Development will not generally be supported in areas vulnerable to flooding as identified in the National Planning Policy Framework and Environment Agency’s policies and guidance on Flood Zones. • Proposed development must be compliant with the Environment Agency’s mitigating precautions against sea level rise.

• Our policies will support small scale and domestic renewable energy production where the siting, scale and design respect the local character of the area and the environment and meets the requirements of the emerging Cornwall Renewal Energy SPD.

Climate change and potential flood risk are high on the agenda of matters which must concern us all and our policy objectives are to meet current and future development needs whilst adhering to all relevant legislation in this area. Development is not supported in areas vulnerable to flooding as identified in the National Planning Policy Framework and subsequently agreed and identified as Flood Zones 1 & 2 by the Environment Agency. We would support these national policies and guidance.
