CHAPTER-1 PROJECT in BRIEF 1.1 BACK GROUND the Jawai Public Health Engineering Department Tender Document for Jawai Project Pkg-V and Cluster -III CHIEF ENGINEER, PROJECT, JODHPUR Including 10 Years O&M CHAPTER-1 PROJECT IN BRIEF 1.1 BACK GROUND The Jawai- Hemawas -Jodhpur Canal conveyance System was in use up to the year 1998 to meet drinking water needs of Jodhpur city, Pali town, five other towns of Pali district and 372 villages of Pali and Jodhpur District. This system was discontinued for Jodhpur city when RGLC water reached in Kaylana impounding reservoir of Jodhpur City in the month August 1998. The 228 villages & 6 towns of Pali district are covered through Jawai Canal System up to Rohat as source from the year 1999. The total average annual losses in open canal were of the tune of approx. 980 mcft as against net water demand of 1204 mcft in the year 2005-06. On an average, nearly 50% to 60% water quantity drawn from Jawai Dam was being lost due to seepage, pilferage and other reasons. Jawai Pipeline Project was framed with the objective to conserve water to enable additional coverage with the water so saved. The villages/towns of Pali district, which are facing acute potable water shortage due to existing ground water source having gone dry or deterioration in quality of water available, are proposed to be covered through this project. Total 333 no. additional villages and 3 no. additional towns of Pali district have been identified for coverage through this project. The A&F sanction of Jawai Pipeline Project was issued by 164th PPC meeting held on dated 25.6.2005 for Rs. 354.73 Crores. Third revised A&F of Rs. 634.79 Crores was issued in 178th PPC meeting held on dated 11.10.2007.The project was divided in five packages to give flexibility to suit cash flow requirements & ease of implementation, as per approval issued in 409th TC meeting dated 5.10.2005. Each package was arranged in such a way that its completion may derive benefits of the investment. Package-wise brief status of Jawai Pipeline project is as follows: Work of Package-1: It is related to work of dead storage pumping from Jawai Dam . It may not be required as dead storage of Jawai Dam has been reduced to about 1/3rd capacity for which present temporary pumping arrangements would be adequate. Work of Package-2: It is related to Transmission Main works from Jawai Dam to Mandli-Pali. Pipeline from Jawai to Pali of size 2000mm to 1100mm MS/GRP in total length of 88Km has been completed and is in use .The pipe line is working as gravity main. Work of Package-3: It is related to Water Supply Distribution Improvement in Pali City and is complete with construction of two OHSR, about 52 Km pipeline and upgradation of three pumphouse in Pali City and is in use. Work of Package-4: It is related to work of pipeline from Pali to Sojat & Rohat and Khod to Kherwa.The work related to Pali-Rohat pipeline ± 37.3 Km, 350/300 mm dia GRP/MS completed and is in use. Pipeline from Mandli (Pali) to Sojat, -45 Km , 800/750/350 mm DI K-7 is completed. Remaining work of package i.e. pipe line from Khod to Kherwa is taken up along with cluster project-II whose tender are under process. Work of Package-5: It is related to Pipeline from Sojat to Raipur- Bar-Jaitaran-Anandpur Kallu-Nimaj and is part of this contract. 01- PROJECT IN BRIEF updated Vol-II 1 Public Health Engineering Department Tender Document for Jawai Project Pkg-V and Cluster -III CHIEF ENGINEER, PROJECT, JODHPUR Including 10 Years O&M 1.2. THE PROPOSED PROJECT AREA : As briefed above the Jawai Pipeline Project is mainly to convey water through close conduit to benefit committed 6 towns and 228 villages as well as additional beneficiaries 4 towns (3 towns of Pali and 1 of Sirohi district) and 333 villages by way of saving/eliminating canal losses. The additional beneficiaries 333 villages and 3 towns of Pali districts are to be benefited by means of framing cluster packages from various outlets of transmission main. Brief of additional beneficiaries i.e. 333 villages and 3 towns of Pali district is being depicted below. Administrative & Financial Sanction for Jawai Pipeline project Package-V is already available as mentioned above. The Technical Sanction of this Package has been accorded in 587th TC dt. 12.08.2013 for estimated cost Rs. 112.86 Cr. The Administrative & Financial Sanction to Jawai Cluster Project-III for benefitting 133 villages and 1 town Jaitaran of Pali district, comprising work with offtake at SOJAT, 30 MLD WTP and pumping station at Sojat, Chandawal, Haripur, Kalab Kallan, Near Bagari, Bar, Sabalpura, Nimaj, Jaitaran, Ap.Kallu, Lambiya and Balupura along with rising and distribution mains, reservoirs etc. was issued in 190th PPC held on dated 30.05.2013 for Rs. 214.50 Crores. Technical Sanction was accorded to this project by Technical committee of RWSSMB in its 587st meeting held on dated 12.08.2013 for estimated cost Rs.163.07 Cr. As against norms of 70 LPCD laid in the guideline of GoI, the State has decided to supply 55 LPCD water from surface source and rest will be continued through existing ground water based system. So, complete new infrastructure is to be created at Sojat H/W to the benefiting 133 villages and Town Jaitaran. For this purpose 133 villages and one town have been grouped into clusters. Each cluster will have its independent overhead service reservoir (OHSR) from where distribution pipelines are to be laid up to villages of clusters up to the Village Transfer Chamber (VTC) to be developed at each of village to facilitate drawl and metering of water supply. Subsequent management and distribution would rest with the Village Water and Sanitation Committee (VWSC)/Pani Samiti. The scope includes construction of all related works of pumping and transmission system including :DWHU7UHDWPHQW3ODQWV&:5¶V Pumping Stations, Service Reservoirs, Rising and Distribution network up to Village Transfer Chambers, 363¶VZLWK&:7¶VHWFfor the respective water demand of 133 villages & one urban town Jaitaran up to design year 2044. The list of villages now proposed for coverage through Package-V in Cluster Project-III, are tabulated below.     STUDY ON PLANNING OF WATER RESOURCES OF RAJASTHAN Executive Summary Project Background The State Water Policy of Government of Rajasthan, February 2010, provides for development of its Water resources in a well planned way. All new projects shall be planned based on micro watershed planning basis so as to ensure equity in use of surplus water. It is on this account that the Government of Rajasthan took up study to review and update all River Basin Master Plans for the integrated development and management of all its water resources. In this connection necessary provision of funds were made in EC funded State Partnership Program (SPP) under implementation in Rajasthan State. The earlier comprehensive study on water planning for different river basins in Rajasthan State was carried out by TAHAL-WAPCOS Consultants during year 1994-1998. This study was considered quite old and had much reduced relevance in today’s context. The present study therefore envisages to take-up review and fresh planning of all the water resources of Rajasthan based on updated water resources data and modern techniques now available in this field of study encompassing all necessary provisions made in the new water policy of the State Government. The purpose of this assignment is to prepare a long term plan and policy for development and management of the water resources of the State of Rajasthan, both surface (internal and external) and ground water, on comprehensive and integrated basis. Totally 18 parameters were analysed .In many locations maximum parameters within the permissible limit and about 59% samples sites showed higher concentration of fluoride content than the permissible limit and 36 % of the water samples showed higher range of total dissolved solids than the permissible limit. The hydro-chemical facts of ground water of this area were found to be dominated by sodium bicarbonate and sodium chloride . Key words: Ground water, pollution, fluoride.     District Profile Pali, Rajasthan Pali District has an area of 12,387 km². The district lies between 24° 45' and 26° 29' north latitudes and 72°47' and 74°18' east longitudes. The Great Aravali hills link Pali district with Ajmer, Rajsamand, Udaipur and Sirohi Districts. The district has 10 blocks, as recorded in 2014—Jaitaran, Raipur, Sojat, Rohat, Pali, Marwar Junction, Desuri, Sumerpur and Bali. DEMOGRAPHY As per Census 2011, the total population of Pali is 2037573. The percentage of urban population in Pali is 22.6 percent. Out of the total population there are 1025422 males and 1012151 females in the district. This gives a sex ratio of 987 females per 1000 males. The decadal growth rate of population in Rajasthan is 21.31 percent, while Pali reports a 11.94 percent of decadal increase in the population. The district population density is 164 in 2011. The Scheduled Caste popula- tion in the district is 19.53 percent while Scheduled Tribe comprises 7.09 percent of the population. LITERACY The overall literacy rate of district is 62.39 percent while the male & female literacy rate is 76.81 and 48.01 percent respectively. At the block level, a con- siderable disparity is noticeable in the male-female literacy rate. Pali block has the highest male literacy rate of 82.56 percent and female literacy rate of 57.09 percent. Similarly, the lowest male and female literacy rate is found in Bali (71.58 percent) and Jaitaran (41.62 percent) blocks respectively. Moreover the magnitude of peak floods to be used for the spillway design was based upon rough estimates which do not according to the modern estimates of extreme floods as suggested by experts of the International committee on large dams and the seismic potential was also under- estimated thus there are more chances for the dam to failure and such an accident will result in economic loss of states which mainly depends on river water. So keeping these points in mind an analysis of Jawai dam failure which is situated in Sumerpur town of Pali district Rajasthan and built in 1957 by Raja Umaid Singh has been done with the help of HEC-RAS to get the breach characteristics of dam and with the help of Arc-GIS and HEC-GeoRAS inundation mapping is made of downstream area of dam so that proper hazard prevention and mitigation measures can be taken at the time of such an accident and economic losses can be reduced.And results shown by HEC-RAS describe that for PMF 7267.34 m3/s, maximum stage will be 243.89 meter upto 7 km downstream and from there it reduces to 133.38 meter and it ahead it little varies .from the above results it is proved that flow area is different for different cross section, near the dam flow area is 101697 to approximately 12000 square meter and from 7 km downstream it suddenly reduces to 25929.12 to approximately 15000 square meter area.
