2 Hello All - it’s Joe Wall again! Yes, I know, you are asking yourself “where is Doreen our favourite Editor?”. Well, as some of you may know Doreen is due surgery on a painful knee as I write this. I am sure you will want to join me in wishing her all the best with the surgery itself and for a speedy and full recovery. This month we give readers plenty of notice (growing time ! !  ) for the 2015 Gardens in Bloom competition - see page 5 for details. The competition is a tangible aspect of our community, our shared social values and responsibilities. Such shared customs and the agencies that run them become part of our wider social history, that also includes trades and establishments (fishing, shops, pubs and other buildings such as village halls, churches, houses and archaeological remains) and most importantly the people living and working in the area. In one sense we are all a product of our past so the importance of our social history cannot be over-emphasised. This is why I joined Kingsdown Conservation Group (KCG - and on the topic of flowers thanks to the KCG Committee for the help they provided with bulbs and hanging baskets for Kingsdown village - see page 9) and will support other groups involved in our social history or heritage. It is fantastic that interest and involvement in local history is healthy (see the front cover as well as below and the Kingsdown History website full of old pictures at http://www.kingsdownhistory.org.uk/). I am also aware from my wife Jenny that there is a growing interest amongst the various groups and individuals toward collaborating with one another - it is worth the effort ! This meeting was the last to be held by the Parish Council in its present form. Three members are not standing for re-election, Chairman Councillor Patrick Macwilliam, Rev Cathy Sigrist and Mark Thomas. There are fifteen local residents standing for election to the Parish Council on May 7th including six existing councillors. The retiring chair expressed disappointment that none of the new candidates had been able to attend the meeting to see something of the work of the council. Councillor Clark reported that preparations for this year’s Garden in Bloom competition are well in hand and full details can be can be found in Rural Round- up. Members commended the Kingsdown Conservation Group for the hard work which they put in to help prepare the Kingsdown Conservation Area Character Appraisal consultation which recommends extending the conservation area in the village. The chairman informed members that the Kent coastal access report setting out details of a coastal footpath from Ramsgate to Folkestone had been published. Because of cliff falls and other safety issues the rifle range will not be included in what is termed as spreading room, which normally includes any land to seaward of the coast path. The path from Kingsdown towards St Margaret’s will be along the cliff tops as originally planned. Members were reminded that the Parish Council had already decided not to create a neighbourhood plan as part of their response to the community rights questionnaire on neighbourhood planning, assets of community value and general power of competence. Full reasons for this decision are available on the Council’s website. Councillor Broadley reported that at a recent meeting of the Council’s Planning Committee which he had attended the work of the Parish Council’s Planning Committee was commended. Councillor Bucknell outlined plans for the Annual Village meeting which he and Councillors Jackaman and Broadley had organised. The next time the Parish Council meets will be after the election on May 11th when the retiring chair will open the meeting by welcoming the new members and then supervising the election of a new chair after which he will step down. Save the Children Emergency - Vanautu Appeal Up to 75,000 children in Vanuatu are in desperate need of clean water, food and shelter following Cyclone Pam, the worst storm to hit the Pacific. Our teams have been working in the country for 30 years so were able to respond immediately. Save the Children is one of the 14 charities that makes up the Disasters Emergency Fund and respond whenever a joint appeal of those charities is announced. However, we also have our own Emergency Fund that allows us to act quickly when disasters like this strike. The quicker we respond with this fund, the more lives can be saved. We have given £67,000 from our Emergency Fund to help provide children in Vanuatu with the help they need. Our teams are distributing emergency supplies including food, equipment to provide clean water to communities, emergency shelter kits for home repairs, hygiene equip- ment to keep communities clean, safe and healthy and essential household items including blankets and mattresses. Just £21 will buy five mosquito nets that will allow 5 families to sleep soundly to protect themselves from malaria. 20 Dear Friends The General Election – The Bishops’ Pastoral Letter The Fixed Term Parliaments Act means that we have known the date of the next General Election, May 7th, for a long time and in this context the House of Bishops has had an opportunity to reflect on some of the social, political and spiritual challenges facing our nation today – and I would like to share just some of these with you. The Bishops’ Pastoral Letter does not indicate preference for any single political party or programme. It does, however, encourage Christians to engage positively in our political processes, to use their vote and to value hard won democratic freedoms. More specifically it reminds Anglicans of some important features of Christian belief, namely that God’s creation is good, that human being are made in God’s image and likeness, that Jesus Christ came to live alongside us, and that we are called to follow His teaching to love one another as He has loved us. Christians engage in acts of service to the wider community as a natural consequence of their faith. In recent years the food banks which have sprung up all over the country have largely been established by Christians of all denominations and traditions. Equally people in the Church of and other churches have supported the homeless, the unemployed, those affected by drug and alcohol misuse and many other social issues. In another field the Church of England has employed many more youth workers in the past decade whilst such workers paid from public funding have diminished considerably. These things are not done to criticise lack of provision by government, whether national or local, but because there are needs which should be recognised and met. Such active service means the Church of England has first-hand local experience of the challenges in our communities throughout the country. Our society needs intermediate institutions such as our churches which serve the common good and build strong community life. Everything cannot be left to government. Yet we often seem to assume governments are onmicompetent. As we approach a General Election, Christians should not place upon any government wholly unrealistic expectations. We recognise every government is imperfect but Christians are not put off politics by that. We believe the world is good and created by God but disordered by human faults (sin). Christians can therefore cope with defective institutions. Viewed in simply human terms the Church herself is far from perfect. Yet Christians are always inspired by the vision of the Kingdom of God, which in the Lord’s Prayer, we pray will one day come “on earth as it is in heaven”. It is that vision of peace and unity which means that in this Pastoral Letter we warn that we must not become a “society of strangers” to one another but that, in our diversity, we should be a “community of communities”. Our Lord came to serve and not to be served. Let us pray that those who will be elected to our local Parish Councils and National Government will serve for the good of all. Yours in Christ, Cathy

Dover and Deal Decorative and Fine Arts Society Our Society is part of NADFAS – the National Association of Decorative and Fine Arts Societies, a registered charity since 1972 with over 90,000 members. We meet on the first Tuesday in the month (except July and August) in The Guildhall in Sandwich in the morning. After a convivial cup of coffee, we are treated to a lecture given by very professional speakers on topics under the umbrella of fine and decorative arts which are of interest to both men and women. Our programme is very varied and wide-reaching: May, Faber and Faber – 90 years of Excellence in Cover Design June, Pioneering Women Photographers 1840-1920 September, The Cult of the South Pacific – Cook to Gaugin We also organise outings, study days and visits. St John’s Church It is sad news of Joyce Baker’s Garage Safari and passing. Following the retirement of Alan Prior as a Parish Councillor, the vacancy is being filled by Keith Morrison, who will be co-opted to the Council in May. This will mean that no election will be needed in Ripple. The Annual Parish meeting was held in the Village Hall on Thursday, April 9th and was attended by a dozen parishioners. Cllrs. Watkins and Mannion each gave a brief synopsis of recent issues occurring in the district and within Kent County Council. The parking problems on the footpath in Mongeham Road have been resolved by the installation of bollards and a bus stop post by KCC Transport Department. Although aesthetically these are not ideal, the Parish Council is still in talks with KCC and KHS to see if further improvements can be made.

Tea and Chat in Ripple Tea and Chat met on March 9th in Ripple Village Hall for a ‘Celebration of Easter’, which included Easter hymns and readings, some familiar, some not so familiar. Some comments arising from Sutton-by-Dover Parish Council Meeting.  The overgrown brambles growing on the grass verge at the side of Downs Road are to be cut back. They are obstructing people from walking along the grass verge and they have to walk out into the road to get passed them.  The salt bin situated on the Stoneheap/Willow Road cross roads has been reported by parishioners as it is obstructing their highway view. The Parish Clerk said she would report the problem to Highways and ask for the salt bin to be located in a differ- ent position at the cross roads.  There is dispute as to whether the road drains in Chapel Lane, Ashley were cleaned out completely by KCC Highways at the beginning of the year when KCC Highways did some major repairs to the drainage system. The manager of KCC Highways is to be contacted about this problem.  Due to Government changes Parish Councils with a turnover of less than £25,000 will be exempt from routine external auditing but will be subject to new transparency requirements which started on the 1st April 2015. The new Transparency Code requires Parish Councils to publish their yearly and monthly accounts, minutes and agendas on the Parish Website. For the next three accounting year’s parish council’s will also be accountable to an external auditor who will provide support for the change to the Transparency Code.  PCSO Tony Edwards sent a monthly report for March. There were 7 reported crimes in the ward. In Eastry washing lines were stolen causing permanent damage. In East Studdal an elderly male was forced to pay for services he did not require. There have been some reports in the country of men entering isolated properties, chopping down tree’ and demanding unreasonable sums of money for their work. PCSO Edwards said if you are in doubt call the police on 101.  The AGM meeting will be held on Tuesday 12th May at 7pm and the AMP meeting is on Tuesday 26th May at 7.30pm. We were lucky to have sunny Spring weather to add to the enjoyment. A full village hall showed how many members and their guests enjoyed this yearly event. Our next meeting is on Monday 11th May at 2.00 pm at Ringwould Village Hall and is our Resolutions Meeting when we will discuss the assessment of the needs of individuals in long-term care. We are looking forward to our June visit to Batemans, a 17th century house in East Sussex, where Rudyard Kipling lived from 1902 until his death in 1936. Hopefully the sun will shine on us. It’s Easter Sunday 4pm in the afternoon and I am writing this sitting in a comfy chair in the back garden in the sun after a gentle walk to the Bluebird Café in St Margaret’s where we enjoyed a toasted tea cake and a pot of tea for two. This was followed by a cliff-top ramble home in the sunshine – most enjoyable and welcome after the weather of the previous days. The afternoon was spent pottering in the garden. Plants are now arriving on a daily basis. The Head Gardener has informed me that these early plants are only the tip of the iceberg. How many have been ordered we are not sure but all are essential, I am told. The annual plant sale will be held on Sunday 10th May in conjunction with the Kingsdown Garage Safari. Our thanks to Sue and Leon Martin for letting us use their driveway for this event. If you are growing plants for the sale can you please label them up? Help will be needed on the day to manage the stall; just an hour or two of your time would be helpful. Remember this is our main fund raising event! On the18th May Brian Nobbs will be giving a talk entitled “Gardening for Wildlife”. At the 29th June meeting we will be hosting a question and answer session. Imogen Kitching will be available to deal with plant identification, give tips on garden design and answer questions on pruning techniques. There will also be an opportunity to deal with any vegetable related questions you might have. Meet at the Zetland Car Park - Only six spaces left. Please book and pay £5 by Thursday 14TH May. Sunday 21st June: A visit to Old Bladbean Stud Gardens CT4 6NA (directions will be mailed out) from 2.30 - 4.30pm. This is a private visit to a spectacular garden, designed, created and maintained by the current owner. For more information on the garden www.oldbladbeanstud.co.uk. Members and members’ guests welcome, £7.50 per person (includes tea/coffee and cake). Regrettably the garden is not suitable for wheelchairs or push- chairs as the paths are narrow. Own transport is required but if any members without transport would like to go, it is possible we could arrange some lifts. Please book and pay by Friday 12th June. KCG is a member of the Marine Conservation Society and is delighted to report that the stretch from Deal to Dover is one of 23 candidate sites nationally (out of the original 127) that the Government has opted to consult on. Below the White Cliffs is a hugely important stretch of rich chalk reef, on the shore and out to sea. We hope that following the consultation period it will become a designated area www.mcsuk.org In July two members of the committee are stepping down - David Harding who has been the Treasurer since 2010 when KCG was formed, and Rosie Bolton who has organised events for the last 3 years. The committee is looking for volunteers to take on these roles, so do please contact Philip Evemy on 01304 366 628 if you are interested.
