Strategija Razvoja Općine Erdut Za Razdoblje 2017-2022 Strategija razvoja općine Erdut za razdoblje 2017-2022 Dalj, veljača 2017. 1 Predgovor Strategija razvoja općine Erdut za razdoblje 2017. do 2022. godine projekt je svih nas, okvir za lokalna nastojanja na stvaranju i održavanju budućnosti, a koji preporučuje pojedine prioritete za provedbu u idućih pet godina. Posebno priznanje i zahvalnost pripada predstavnicima Poduzetničko-razvojnog centra općine Erdut lokalne razvojne agencije d.o.o., zaposlenicima Općine Erdut i članovima Radne skupine za izradu Strategije razvoja Općine Erdut za razdoblje2017. do 2022.g., koji su svojim stručnim i praktičnim znanjem doprinijeli kvaliteti ovog dokumenta sudjelujući u izradi svih analiza i planiranju lokalnog razvoja. 2 Riječ načelnika Svjesni potencijalnih opasnosti nedovoljno usmjeravanog, a time i nedovoljno kontroliranog razvoja odlučili smo se za izradu dokumenta čija će neposredna provedba, na održiv i prihvatljiv način, pridonijeti ne samo ukupnom gospodarskom rastu i razvoju Općine Erdut, već i ukazati na vrijednosti cjelokupnog raspoloživog prostora i pomoći njegov razvoj. Donošenjem primjerene vizije i ciljeva razvoja općine Erdut, ovim dokumentom definirali smo dugoročno održive i većini razvojnih dionika prihvatljive odrednice razvoja ključnih gospodarskih, ali i društvenih djelatnosti, predloženi su konkretni projekti u nadležnosti kako javnog, tako i privatnog sektora te utvrđeni prioriteti. S obzirom da se nalazimo na području koje nisu zaobišli problemi kao što su gospodarska kriza, a u sadašnjem vremenu problem odlaska stanovništva svih dobnih skupina želim da ovaj dokument doprinese vjeri u razvoj i stvaranje bolje budućnosti koju želimo, jer svoje potencijale možemo potpuno razviti samo ako vjerujemo da ćemo se na taj način održati i unaprijediti svoju sredinu. Općina Erdut može se pohvaliti aktivnim djelovanjem po pitanju Europskih fondova. Krajnji cilj svih nas je razvoj naše općine kroz projekte i utvrđene planove. Tu nam je od iznimne važnosti suradnja s civilnim sektorom , gospodarstvenicima i mjesnim odborima, kao i pojedincima koji svojim radom žele učestvovati u razvoju lokalne zajednice. Na kraju, hvala svima koji su učestvovali u samoj izradi ove Strategije.     IZVJEŠĆE O STANJU U PROSTORU OSJEČKO-BARANJSKE ŽUPANIJE I. POLAZIŠTA I.1. Ciljevi izrade Izvješće o stanju u prostoru (u daljnjem tekstu: izvješće), je osnovni i jedini dokument, te snažan alat stalnog i neprekinutog, praćenja stanja u prostoru. Ono omogućuje Županu, Skupštini Osječko-baranjske županije (u daljnjem tekstu: Skupština) te stručnoj i široj javnosti cjelovito praćenje stanja u prostoru na temelju analize i ocjene osnovne prostorne strukture, trendova prostornog razvoja, zaštite i korištenja posebno vrijednih prostora kao i analize i ocjene provedbe prostornih planova i drugih strateških dokumenata koji utječu na prostor. Svrha izrade Izvješća je dobivanje sveobuhvatnog pregleda prostornog razvoja i prostornog planiranja sa sustavom prostornog uređenja. Ovim dokumentom nastoji se prikazati cjelovita, argumentirana i objektivna spoznaja o prostoru Osječko-baranjske županije (u daljnjem tekstu: Županija) kao neobnovljivom temeljnom dobru. Povezivanjem svijesti o vlastitom prostornom potencijalu s praktičnim djelovanjem u području zaštite i uređenja prostora potrebno je snažnije afirmirati vrijednosti prostora Županije te zaustaviti negativne pojave u prostoru. Izvješće prioritetno prikazuje utvrđene probleme u prostoru, postojeća rješenja za poboljšanje stanja te ukazuje na mogućnosti daljnih usmjerenja prostornog razvoja, odnosno analizira stanja i promjene u prostoru koje nastaju pod utjecajem različitih društvenih procesa i imaju veći ili manji neposredan utjecaj na prostor. Report of the Committee of Experts on the Charter B. Recommendation of the Committee of Ministers of the Council of Europe on the application of the Charter by Croatia The European Charter for Regional or Minority Languages provides for a control mechanism to evaluate how the Charter is applied in a State Party with a view to, where necessary, making Recommendations for improvements in its legislation, polic y and practices. The central element of this procedure is the Committee of Experts, established in accordance with Article 17 of the Charter. Its principal purpose is to report to the Committee of Ministers on its evaluation of compliance by a Party with i ts undertakings, to examine the real situation of the regional or minority languages in the State and, where appropriate, to encourage the Party to gradually reach a higher level of commitment. To facilitate this task, the Committee of Ministers adopted, in accordance with Article 15.1, an outline for the initial periodical report that a Party is required to submit to the Secretary General. The report should be made public by the State. This outline requires the State to give an account of the concrete app lication of the Charter, the general policy for the languages protected under its Part II and in more precise terms all measures that have been taken in application of the provisions chosen for e ach language protected under Part III of the Charter.
