    ISRAEL 2015 HUMAN RIGHTS REPORT EXECUTIVE SUMMARY Israel is a multiparty parliamentary democracy. Although it has no constitution, the parliament, the unicameral 120-member Knesset, has enacted a series of “Basic Laws” that enumerate fundamental rights. Certain fundamental laws, orders, and regulations legally depend on the existence of a “state of emergency,” which has been in effect since 1948. Under the Basic Laws, the Knesset has the power to dissolve the government and mandate elections. The nationwide Knesset elections in March, considered free and fair, resulted in a coalition government led by Prime Minister Benjamin Netanyahu. Civilian authorities maintained effective control over the security services. (An annex to this report covers human rights in the occupied territories. This report deals with human rights in Israel and the Israeli- occupied Golan Heights.) During the year according to Israeli Security Agency (ISA, also known as Shabak) statistics, Palestinians committed 47 terror attacks (including stabbings, assaults, shootings, projectile and rocket attacks, and attacks by improvised explosive devices (IED) within the Green Line that led to the deaths of five Israelis and one Eritrean, and two stabbing terror attacks committed by Jewish Israelis within the Green Line and not including Jerusalem. Saidel Founder and Director, Remember the Women Institute Remember the Women Institute has created this Women, Theatre, and the Holocaust Resource Handbook as a service to educators and others for whom this information is relevant and necessary. The information here is also intended to be incorporated into two larger projects: the Holocaust Theater Catalog of the National Jewish Theater Foundation, as well as a virtual Holocaust Theatre Online Collection (currently only in Hebrew) for All About Jewish Theatre. We are pleased to be part of both of these larger projects, the former based in the United States and the latter, in Israel. We launched the first edition of this resource handbook in April 2015, at a Yom HaShoah commemoration co-sponsored by Remember the Women Institute, American Jewish Historical Society, and All About Jewish Theatre, and held at the Center for Jewish History, New York. The event coincided with the Remembrance Readings Day of National Jewish Theater Foundation, which encourages using theatre to keep the memory of the Holocaust alive. This new updated 2016 edition of the resource handbook is also being released in conjunction with Remembrance Readings Day on May 2, with a program of readings at the Center for Jewish History in New York, co-sponsored by the American Jewish Historical Society. Israel should not make concessions solely for information on its citizens and the bodies of its soldiers being held in Gaza, but strive to bring them back while also working to bring about a better security reality for after the coronavirus crisis. On April 2, 2020, Yahya Sinwar, the head of the Hamas political bureau in the Gaza Strip, was interviewed on the Hamas-controlled al-Aqsa TV channel. During the interview Sinwar sought to dispel public fears about COVID-19, make it clear that Hamas is managing the situation effectively, and strengthen public trust in the organization's leadership. Sinwar also directed a message at Israel regarding a possible deal for releasing prisoners. He insisted that there has been no change in the official Hamas stance demanding the release from Israeli prisons of its operatives who were freed as part of the Shalit deal and rearrested during Operations Brother's Keeper and Protective Edge of 2014.
