  • Esher and Walton Conservatives
Elmbridge Electoral Review 2015 Submission to the Local Government Boundary Commission for England by Esher & Walton Conservative Association 1 Elmbridge Electoral Review This document is the Official Submission of the Esher & Walton Conservative Association (EWCA) in response to the consultation being held by the Local Government Boundary Commission for England (LGBCE) on future warding arrangements for Elmbridge Borough Council (EBC). The Conservative Group that forms the administration of Elmbridge Borough Council asked for this review with an aim to reduce the number of Borough Councillors. We are therefore pleased that the LGBCE is minded to recommend a reduction to 48 Councillors. The Esher & Walton Conservative Association notes the Commission’s guidance in relation to Councils that elect by thirds. Elmbridge Borough Council took the decision on 17th November 2014 to retain the by thirds electoral system. Considering the Commission’s guidance and the law, we consider that all new wards should have three members in order to ensure electoral equality for all voters in the borough. In addition to creating inequality, having a few wards that do not vote when the rest of the borough is voting causes confusion with the electorate. Elmbridge is made up of a number of towns and villages each with its own identity and, ideally, these would remain separated amongst electoral wards. However, this is not possible under the by thirds electoral system and it would take more than two or three exceptions to keep all the community boundaries. We believe that different communities can join together in electoral wards – like some do in the Surrey County Council divisions that cover the borough – without affecting or damaging the identities of those communities.

Introduction Why produce a Settlement Strategy? One of the primary aims of establishing a settlement strategy is to promote sustainable communities by making sure that the scale of new development is appropriate for the settlement in question and that it can be supported by adequate infrastructure and services. Ideally, the aim is to bring housing, employment and services closer together, reducing the need to travel by private car. However, it is not always possible to do this and as such it is important to plan so that existing settlements can become more sustainable and, where appropriate, accessed by means other than the private car. Elmbridge contains a wide variety of settlements ranging from urban town centres to small rural villages. A clear planning approach needs to be adopted, based on an understanding of their current characteristics and function, as well as likely deliverable development opportunities that exist for providing new development and improving infrastructure where necessary.

  • Streets Apart: Growing up on the Margins in Elmbridge
Streets Apart: Growing up on the margins in Elmbridge 1. Introduction For most children and young people Elmbridge is a great place to grow up. There are numerous leisure and recreational facilities, low levels of youth crime and good schools with high numbers of young people succeeding in education, training and employment. In addition, Elmbridge has a buoyant local economy, on average its residents experience better health outcomes and better employment prospects than in most places in the country, and it is largely made up of sought after neighbourhoods where people are keen to bring up their children. These are just some of the features which explain why Elmbridge has repeatedly been identified as one of the best places to live in the UK. 1 Our shared interest is to ensure that the opportunities afforded to the majority of children and young people in Elmbridge can be accessed and enjoyed by all. Commissioned by Surrey County Council and Walton Charity, with the support of Elmbridge Borough Council, ‘Streets Apart’ is the start of ongoing work to find innovative approaches to support vulnerable young people and their families in Elmbridge. The Streets Apart report looks specifically at the impact of social exclusion and wider inequalities on young people in Elmbridge and considers what we can do differently to improve the situation of the most disadvantaged. Through partnership we want to create an overarching strategy which joins together organisations from the public, private, voluntary and faiths sector, to align resources to provide timely, quality support for vulnerable children and families in Elmbridge.
