Citizen's Charter Citizen’s Charter For The Town & Country Planning Department, Government of Goa, -Updated 2017- 2nd Floor Dempo Tower, Patto Plaza Panaji, GOA INTRODUCTION The Town & Country Planning Department functions under the provisions of Town & Country Planning Act, 1974. The Department with its headquarters at Panaji is having two district level offices i.e. one at Mapusa town having jurisdiction over North Goa District and another at Margao town having jurisdiction over South Goa District. There are seven branch offices located at Taluka headquarters of Talukas of Tiswadi, Pernem, Bicholim, Mormugao, Ponda, Quepem and Canacona. The Town & Country Planning Department regulates the development in a planned manner in order to achieve better living environment. ROLE OF TOWN & COUNTRY PLANNING DEPARTMENT The role of Town & Country Planning Department is statutory under Town & Country Planning Act 1974. The Department plays a vital role in guiding physical development in planned manner by way of preparation of various plans and thereafter implementing the same. The major functions of the Department are given below: 1. Preparation of Regional Plan of Goa. 2. Preparation of Outline Development Plans through Planning & Development Authorities for planning areas. 3. Preparation of detail Town level plans. 4. Placing various planning issues including appeals before Town & Country Planning Board. 5. Preparation of new Regulations/ Ammendements to Regulations as and when required. 6. Processing of applications received from various Departments pertaining to Section 16-A of Town & Country Planning Act. 7. Issue of Technical Clearances for Development proposals excluding planning areas. 8. Submission of report in respect of conversion of use of Agricultural land . 9. Issue of NOC for cutting of sloping land / filling of low lying land. 10. Issue of zoning certificates. 11. Issue of clearances from conservation point of view. 12. Processing of applications received for addional 20% F.A.R for 4 and 5 stars hotels. 13. Initiating actions against illegal constructions. LEGAL FRAMEWORK The legal frameworks under which the department functions are given below: • The Goa Town & Country Planning Act, 1974. • The Goa (Regulation of Land Development and Building Construction) Act, 2008. • The Goa Town & Country Planning (Public projects/schemes/development works by the Government ) Rules, 2008 • The Goa Land Development and Building Construction Regulations 2010 and subsequent amendment carried out time to time. • The Goa Tax on infrastructure Act, 2009 and subsequent amendment carried out time to time. SERVICES Following services(G2G,G2C) are provided by Town & Country Planning Department. i) Town & Country Planning Board functions as an appellate body as per provisions of Town & Country Planning Act, 1974 and in other matters relating to Regional Plan/Outline Development Plans and Zoning plans. (G2C/G2G Service)(Application to be made to the Chairman / Member Secretary, Town & Country Planning Board). Time limit: as per provisions of Town & Country Planning Act1974 ii) issue of Technical Clearances from planning point of view for proposed development/construction/ subdivision of land in respect of area beyond planning area. Time limit: 45 days from the date of submission of complete application iii) Submission of report in respect of applications pertaining to conversion of use of land received from Additional Collector/Deputy Collector. Time limit: 30 days from the date of receipt of complete application iv) Issue of N.O.C from Conservation point of view on the basis of clearance recommended by the Conservation Committee appointed by the government. (G2G service) (Reference from Taluka level offices of the department and the Planning & Development offices. Time limit: One month from the date of Conservation Committee meeting v) Issue of permission for cutting of sloping land and filling up of low lying land under 17 A of TCP Act. (G2C service)(Application to be made to respective District/Taluka Level office) Time limit: 45 days from the date of receipt of complete application vii) Providing information under Right to Information Act 2005. (G2C service)(Application shall be made with fee to the Public Information Officers appointed under sec 6 of the Act / Appeal under sec 19(1) to be made to First Appellate Authority). Time limit: As per the provisions of Right to Information Act 2005 viii) Providing technical assistance/ advice to other Government departments as well as local bodies/corporations regarding location of various activities pertaining to their organization. (G2G service) (Reference shall be forwarded by concerned department / agency) ix) Issue of N. O. C from planning point of view for proposed acquisition of land by various Government Departments/ local bodies.(G2G service) (Reference from concerned department / Agency). Time limit: One month from date of receipt of the application x) Issue of N.O.C from planning point of view for storage of petroleum products and explosives.(G2G service) (Reference from concerned District Magistrate). Time limit: One month from date of receipt of the application xi) Issue of zoning certificate/zoning Information based on existing plans in force.(G2C Service)[Application in prescribed form with documents and processing fees as applicable debited to Govt. Treasury by way of Challan, to be given to respective Taluka/District offices of the department] Time limit: 15 days from date of receipt of complete application along with fees. xii) Issue of Registration for Architect Engineer, Landscape Architect, Structural Engineer, Town Planner & Urban Designer under Goa Land Development and Building Construction Regulations, 2010. Sudhir Kerkar, Director, DIP Goa, the tiny State of Indian Union which attained liberation from the clutches of Colonial Portuguese Rule is now celebrating 60th year of its liberation starting from December 19, 2020 to December 19, 2021. To mark the commencement of this momentous occasion the Head of the nation, Shri. Ramnath Kovind is arriving in Goa on December 19, 2020. It was on December 19, 1961 that the Portuguese Governor General of Goa Manuel António Vassalo e Silva – in a formal ceremony held at 8.30 p.m. in Panaji – signed the instrument of surrender of all Portuguese soldiers in Goa, Daman and Diu. This brought to an end 451 years of Portuguese colonial rule in India. It ended the last vestige of colonialism on Indian soil, making India’s independence complete. The Portuguese were driven out 14 years after India gained independence from the British, and seven years after France ceded control of Pondicherry and its other territories to India. The fact is that the unfortunate colonial phase in India’s history both started and ended with Goa. This was the very first colony of any western European power in India. The Portuguese conquistadore Afonso de Albuquerque captured the Island of Goa (now known as Tiswadi taluka) on 25 November 1510, as many as 16 years before the Emperor Babar, founder of the Mughal dynasty, conquered Delhi on 21 April 1526. ..2/- ..2.. This has been a common practice among the tribal communities in several parts of India. It has been called by different names, for example jhum cultivation in North India, slash and burn, swidden agriculture etc. In Goa, shifting cultivation is locally known as kumeri cultivation or kaamat in Konkani. This paper is an attempt to document the daily struggles of the women in my own community the Velip community, which is considered as one of the Tribal communities of Goa. Tribal communities seem to be closer to nature because of geographical settlement and therefore they are highly dependent on nature as a means of livelihood. But now days because of government policy, forest laws, etc., the community has been denied access to land and other natural resources making survival by this traditional source of livelihood difficult. The present paper deals with the necessity of the tribal people especially poor Velip women who are more dependent on natural resources as means of livelihood and whose search for alternates is the highlight of this paper.

    Mission Rabies Goa Monthly Report – March 2018 Vaccination Total number of dogs vaccinated in March 2018 = 9,090 The temperatures in Goa have really started to rise but it has not deterred the Mission Rabies teams from vaccinating over 9,000 dogs in March 2018. Both the North and South squads have worked extremely hard and are progressing really well through the regions. The South squad (Figure 1) are expected to complete Ponda Taluka at the beginning of April 2018 and the map below (Figure 2) shows the vaccination coverage achieved in Ponda during March 2018. The North squad (Figure 3) are also hoping to complete Tiswadi Taluka towards the end of next month and the map in Figure 4 highlights the total vaccinations administered during March 2018. Three were confirmed positive on post mortem and six were negative. One dog was placed in quarantine and as no signs of rabies developed the dog is due to be returned to its original location next week.

Influence of Naga people brought rich tradition of serpent worship in Goa. In the course of time, there was gradual change in iconography of serpent deities and pattern of their worship. There exist a few writings on serpent worship in Goa. However there is much scope to research further using recent evidences and field work. This is an attempt to analyse the tradition of serpent worship from a historical and analytical perspective.     Mission Rabies Goa Monthly Report – April 2018 By Julie Corfmat, Project Manager Vaccination Total number of dogs vaccinated in April 2018 = 4,603 During April 2018, the pre-monsoon temperatures continued to rise making working conditions extremely difficult. The number of teams also decreased this month – April is peak season for Hindu weddings and many of the staff travelled back home to attend family marriages. However, the four to five working teams still managed to complete three talukas in Goa during April 2018. The South squad completed Ponda taluka (Figure 1) with a total of 9,800 vaccinations and moved to Dharbandora (Figure 2). Dharbandora taluka is a rural area which the teams also managed to complete within three weeks (Figure 3). A total of 1,442 vaccinations were administered in Dharbandora. The North Squad have completed Tiswadi taluka (Figure 4) and moved to Pernem. A total of 8,228 vaccinations were administered across Tiswadi taluka from February to April 2018.
