ELECTORAL REVIEW OF SOUTH RIBBLE BOROUGH COUNCIL 1 Electoral Review of South Ribble Borough Council Introduction Each year, the Local Government Boundary Commission for England audits the levels of electoral imbalances arising in each English local authority area in order to establish whether there is a need for an electoral review. Imbalances can arise from changing demographics and new developments, and movement of electors between local authority areas, as well as within individual areas. There are two elements that the Commission takes into account when assessing the need for an electoral review. Both relate to the level of electoral representation within a local authority area. Electoral inequality exists when voters are either over-represented or under-represented by their local councillor(s) in relation to average levels of representation for the authority as a whole. Under the criteria adopted by the Commission, if either of the following conditions is found to exist, then consideration is given to the need for a review: • Any local authority with a division or ward that has an electoral variance in excess of 30%. This means a division or ward having at least 30% more (or less) electors in it than the average for the authority as a whole; and/or • Any local authority where more than 30% of the divisions or wards have an electoral variance in excess of 10% from the average for that authority. On the basis of the latest data available, our authority appears to meet the selection criteria, with 9 of our 27 wards (33%) having an electoral variance in excess of 10%. -

Network Planning for Walking The future walking network has been derived through identifying those areas which would benefit from creating a sustainable link between trip origins and trip destinations within a reasonable walking distance of approximately 2km. Trip origins predominantly include densely populated residential areas and trip destinations include educational, employment and retail areas which are likely to attract a significant number of trips. As part of this process, funnel routes have been identified which incorporate the route which most pedestrians will follow to access a particular destination, however given the diverse nature of pedestrian movements, the routes do not extend into particular destinations since the route of each individual user will vary depending on their individual trip origin/end. In alignment with LCWIP guidance, Core Walking Zones have also been identified from identifying the area within each town which encompasses the greatest amount of trip attractors and therefore likely the generate the greatest levels of walking. The Four Core Walking Zones (CWZ) identified are: • Preston CWZ; • Lostock Hall CWZ; • Leyland CWZ; and • Chorley CWZ. 41 Central Lancashire Walking and Cycling Delivery Plan 5.1 Proposed Walking Routes 5.1.1 Preston Core Walking Zone Figure 5-1 Preston CWZ / Funnel Routes The Preston CWZ proposals will improve facilities for both pedestrians and cyclists alike, making it safer and easier to access Preston inner city centre, UCLAN, Cardinal Newman College, and transport hubs such as Preston Railway and Bus Stations. Measures predominantly involve pedestrian priority / informal streets, to improve the safety and accessibility of the town centre for pedestrians. -

Notes for compilers: 1. The RIS should be completed in accordance with the attached Explanatory Notes and Guidelines for completing the Information Sheet on Ramsar Wetlands. Compilers are strongly advised to read this guidance before filling in the RIS. 2. Further information and guidance in support of Ramsar site designations are provided in the Strategic Framework for the future development of the List of Wetlands of International Importance (Ramsar Wise Use Handbook 7, 2nd edition, as amended by COP9 Resolution IX.1 Annex B). A 3rd edition of the Handbook, incorporating these amendments, is in preparation and will be available in 2006. 3. Once completed, the RIS (and accompanying map(s)) should be submitted to the Ramsar Secretariat. Where developments are less than 20 dwellings or on sites where it is nor reasonable to expect a developer to provide on-site facilities, and where there is a deficiency of open space, the Council can require a commuted sum for the provision and maintenance of improvements to nearby open space or for the creation of new leisure related facilities in the area. -

HESKETH WITH BECCONSALL PARISH COUNCIL Shoreline Summary Edition Number 23 ~ April 2011 Spring has arrived at last – it doesn’t mean the end of the cold and wet weather but it does mean longer days with a promise of warmer weather and sun shine to come. Hesketh Bank Allotments Update Hesketh Bank Allotments and Leisure Gardeners Association are delighted to announce that the beginning of April saw the newly created Hesketh Bank Allotments site fully open to all plot holders. With the much needed support from our very committed local sponsors the former ‘Poor Marsh’ site has been transformed into the brand new Hesketh Bank community allotment site. With a total of 57 large plots and some smaller raised beds it is set to become one of the largest community allotment sites in West Lancashire and is a great asset for the village. In these times of austerity and with the demand for growing space at an all time high this is a magnificent achievement and is a symbol of the air of optimism within Hesketh Bank. HBALGA have worked tirelessly with the Parish Council for over 2 years to create a space where local residents can grow their own fruit and vegetables and the 17 lucky plot holders who were able to move on site in June last year are starting to see all their hard work paying off. On the plots you can tell that Spring has most certainly ‘Sprung’ and there is a real feeling amongst many that the village is truly beginning to sprout new shoots of growth in all aspects. -

Settlement, Land-use and Communication at Cuerden, Central Lancashire: An Archaeological Case Study Oliver Cook and Ian Miller Abstract An archaeological investigation undertaken by Salford Archaeology in 2016-18 ahead of a large development at Cuerden in Central Lancashire yielded significant evidence for land use in the area from the prehistoric period through to the present day. In particular, the excavation uncovered a probable roundhouse and a well-preserved section of the Roman road between Wigan and Walton-le-Dale, together with rare physical evidence for medieval agriculture and settlement dating from the twelfth to the sixteenth centuries that appears to have developed along the alignment of the Roman road. The remains of a cottage dating to the seventeenth century were also excavated, together with a regionally important assemblage of medieval and post- medieval pottery. -

Concentrations and movements of waterbirds with potential to spread Avian Influenza 2.1 Introduction 2.1.1 Waterbird numbers, distribution and key sites The International Waterbird Census (IWC), Coordinated by Wetlands International and its predecessor organization, IWRB, was established in Europe and West Asia in 1967 and in Africa in 1990. Every year in January, over 20 million waterbirds are counted in the Western Palearctic, and up to 10 million in Subsaharan Africa by a network of about 14,000 largely voluntary waterbird counters (Gilissen et al. 2002, Dodman & Diagana 2003). The use of standardized methods and recording forms and modern computer software ensures that a continental-scale time series of data on waterbird numbers, distribution and population trends is available as the scientific basis of waterbird conservation (e.g. Wetlands International 2002, 2005 Delany et al. 2005). Counts are conducted in January because this is when many waterbird species congregate conspicuously at a relatively small number of sites where they can be readily counted. The January count is supplemented in Subsaharan Africa by a second annual count in July, and there are plans for additional counts throughout Europe, Africa and Asia, in March-April and September-October, to collect information from sites important during migration. 2.1.2 Interpretation of IWC data More than 100 countries now participate in IWC around the world. The Census is coordinated at National Level by a wide variety of organisations and institutes and there are differences in approach which should be borne in mind when interpreting the resulting count data. The census is site-based, and defining sites in a standard way is problematic. -

HESKETH WITH BECCONSALL PARISH COUNCIL Shoreline Summary Edition Number 20 October 2010 ~ I can’t believe that it is now very nearly October, whatever happened to July and August (and for that matter September), in fact where has summer gone? The old saying ‘the older you get the faster time passes’ is proving to be very true in my case! My memory of summers were long hot sunny days throughout the summer ‘months’, now summer seems to be two weeks in June followed by weeks of warm, wet, humid weather and believe it or not, a water shortage and hose pipe ban! You can normally guarantee rain when it’s Southport Flower Show week and it is to be hoped that the winner of the Parish Councils ‘Win Tickets for the Flower Show’ competition, featured in the last edition of Shoreline Summary, benefitted from a dry day. Seven entrants got the correct answer to the question ‘what is the botanical name of the Pot Marigold?’ - Calendula officinalis; it’s a member of the daisy family Asteraceae and is commonly used in cooking. Congratulations go to Mrs Holly Kirkham of Holwood, Shore Road, Hesketh Bank whose entry was the first drawn from the hat. All the Councillors hope that you enjoyed your visit. THANKS TO ……….. Arden Lea Nurseries Ltd who has again kindly donated the hanging baskets that brightened up the village during the summer and for stocking the large planter on the corner of Moss Lane which has added a splash of colour to that area. Booths and the Eric Wright Group for the care and consideration they have shown to the local community in minimising disruption during the construction of the new store. -
