RPT 19-629 Suspension of the Street Naming Policy and Street Name List, and Adoption of an TITLE: Interim Street Name List DATE: December 12, 2019 TO: Executive Committee PUBLIC: X INCAMERA: RECOMMENDATION: 1. That the following names be identified for priority use as street names in the City of Prince Albert, in the following order: a. Settee, Thomas; b. Laird, Edwin G.; c. Meadows, Amy; d. Smith, Loyd; e. Gosselin, Albert E.; f. Hall, John; g. Nelson; h. Sutherland, George; i. Martin, Glenn; j. Kowalsky, Myron; k. Lautermilch, Eldon; l. Cody, Don; m. Atkinson, Lee; and, n. Dionne, Greg; and, 2. That the existing Street Name List and Street Naming Policy be suspended from use, until the names identified for priority use have been used. TOPIC & PURPOSE: To discuss and potentially support a list of 14 names identified for priority use as street names in the City of Prince Albert, which would also require the suspension of the Street Name List RPT 19-629 Page 2 of 6 and Street Naming Policy until names identified for priority use have been used and the Street Naming Policy has been revised. BACKGROUND: As per Council Resolution 0163 of the April 5th, 2016, Council meeting: “That the Report from Executive Committee dated March 22, 2016, with respect to Street Naming Policy and Procedure be received; and, that the following recommendation of the Executive Committee, as contained therein, be approved: “That the Street Naming Policy and Street Name List, as attached to the report from the Planner 1 dated March 14, 2016, be approved” ”. As per Council Resolution 0090 of the February 25th, 2019, Council meeting: “That RPT 19-35 be referred to the Management, Community Services Advisory and Planning Advisory Committees to review and provide recommendations for consideration by members of Council in regards to reducing the number of possible names and adding different criteria for the naming of streets and parks”. As per Resolution 0004 of the May 22nd, 2019, Management Committee meeting: “That Administration provide the following to an upcoming Management Committee meeting for review: 1. A map identifying all unnamed Civic Facilities, Parks and Park Amenities that may be possible to name; and 2. A list of ten (10) names identified as priorities”. As per Resolution 0012 of the October 9th, 2019, Management Committee meeting: “That once Administration meets the Legion and Army & Navy to determine the list of priority Street Names, a report be forwarded to Management Committee for consideration”. As per Resolution 0019 of the December 2nd, 2019, Management Committee meeting: “That the following be forwarded to an upcoming Executive Committee meeting for consideration: RPT 19-629 Page 3 of 6 1. That the following names be identified for priority use as street names in The City, in the following order: a. Settee, Thomas; b. Laird, Edwards G.; c. Smith, Loyd; d. Meadows, Amy e. Gosselin, Albert E.; f. Hall, John; g. Nelson; h. Sutherland, George; i. Martin, Glenn; j. Kowalsky, Myron; k. Lautermilch, Eldon; l. Cody, Don; m. Atkinson, Lee; and, n. Dionne, Greg; and, 2. That the existing Street Name List and Street Naming Policy, as attached to RPT 19-584, be suspended from use until the names identified for priority use have been used”. PROPOSED APPROACH AND RATIONALE: At the May 22nd, 2019, Management Committee meeting, Administration was directed to identify ten names to be made a priority for street naming, which would be used while the Street Naming Policy and Street Name List are revisited and revised. Based on that direction, Administration identified three names from the “Mayors” and “Councillors” section, those being Mayors and Councillors who have served the longest, which includes: 1. Cody, Don – Don Cody served as an MLA for the Watrous riding from 1971 – 1975, and MLA for the Kinistino riding from 1978 – 1982. Don Cody then served as Mayor of Prince Albert from 1994 – 2003, and has served as an elected Councillor since 2012; 2. Atkinson, Lee – Lee Atkinson served as Councillor for the City of Prince Albert from 2000 – 2016; and 3. Dionne, Greg – Greg Dionne served as Councillor for the City of Prince Albert from 2003 – 2012 and has served as the Mayor elect since 2012. The following names from the “PM/MP/MLA/Other” section of the Street Name List have been identified based on their contributions to the City Of Prince Albert: RPT 19-629 Page 4 of 6 1. Kowalsky, Myron – Myron Kowalsky was MLA for the Prince Albert Carlton riding from 1986 – 2007 and served as the Speaker of the Legislative Assembly of Saskatchewan from 2001 – 2007; and 2. Lautermilch, Eldon – Eldon Lautermilch served as MLA of the Prince Albert Duck Lake riding from 1986 – 1991 and then as MLA for the Prince Albert Northcote riding from 1991 - 2007. Administration has also met with the Army, Navy and Air Force Veterans in Canada and the Royal Canadian Legion, who have provided six recommendations: 1. Laird, Edwin G. – Ed Laird has continued to serve his community since returning in 1946. The Army, Navy and Air Force, and Royal Canadian Legion both support Ed Laird for having a street named after him; 2. Smith, Loyd – Loyd was a serving member of the Royal Canadian Legion Br. #2 for 50 plus years. He continues to service the community through volunteer work at the Legion; 3. Gosselin, Albert E. – Served in World War II in the Black Watch (Royal Highland Regiment) of Canada and was a member of the Prince Albert Royal Canadian Legion; 4. Hall, John – Served in World War II in the Regina Rifles; 5. Nelson – The last name Nelson represents eight different individual Veterans. It is not known if these Veterans were from the same family. All served during either World War II, Korea, or the United Kingdom; and 6. Sutherland, George – George was an active member of the Legion until his passing. Decoration Day and Remembrance Day were some of the areas in which he volunteered his time. Two additional Veterans names were recommended for inclusion through other sources: 1. “Martin, Glenn” for his service during World War II, and community service in Prince Albert; and 2. “Meadows, Amy” was recommended during discussions at the December 2nd Management Committee Meeting. Amy was born in Prince Albert and joined the Canadian Women’s Army Corps in 1942 at the age of 26. She rose to the rank of Sergeant in her three year service. After the war, she married Jack Hadley. Under Council Resolution 0035 of the January 19, 2015, City Council meeting the name “Settee, Thomas” has been identified for priority use, and has been included as the first name to be used. Thomas Settee was a Veteran who fought in WWII. After returning to Prince Albert he became a barber and established a well-known boxing club. RPT 19-629 Page 5 of 6 As noted in the attached Street Name List, under Council Resolution 0053 of the October 14, 1987, Council Meeting, “Vickers, Jon” is to be used for a street near Vickers School in Stage 3 of Crescent Acres. CONSULTATIONS: The Prince Albert Historical Society was contacted to verify if those under the “PM/MP/MLA/Other” section resided within Prince Albert when they represented the City. In addition, the Royal Canadian Legion and ANAVETS have been contacted to assist in determining which Veterans names should be given priority. COMMUNICATION AND/OR ANNOUNCEMENT PLAN: All relevant Departments will be notified of any changes made to the Street Naming Policy and Street Name List. POLICY IMPLICATIONS: If an interim Street Name List is to be used, this would require the suspension of the Street Name List and Street Naming Policy. During this time, the Street Naming Policy will be revisited and revised. OTHER CONSIDERATIONS/IMPLICATIONS: There are no other options to the recommendation, or financial or privacy implications to consider with this report. STRATEGIC PLAN: In conformance with the Strategic Plan, all steps in the process of reviewing the Street Naming Policy and Street Name List have been conducted openly and transparently. In addition, in reviewing the Street Naming Policy Administration has worked collaboratively and involved external organizations in developing the recommended names. OFFICIAL COMMUNITY PLAN: Section 7.1 of the City of Prince Albert Official Community Plan states that, “on a local scale, Prince Albert’s transportation system should be safe, effective, efficient and equitable for its citizens”. Establishing an effective and efficient Street Naming Policy for the City makes the transportation system easier to navigate.
