All interested bidders shall pay EMD and submit their Technical responses and Financial responses electronically through e-Procurement platform i.e www.apeprocurement.gov.in This RFP document comprises of 3 sections namely; Section 1 : Scope of Work and Technical requirements Section 2 : Instructions to Bidders & Bid Process Section 3 : Draft Contract Agreement Bidders are advised to study this Tender document carefully before submitting the Bids in response to the Tender notice. Submission of a Bid in response to this notice shall be deemed to have been done after careful study and examination of this document with full understanding of its terms, conditions and implications. This Tender document is not transferable. Before submission of bids, bidders must ensure that scanned copy of all the necessary documents have been attached with the bid. The Agriculture Department is not responsible for delay in Bid submission due to any reason. Bidders are advised to submit the necessary EMD, and Bid documents on the e-Procurement Portal well in advance. Bidders are requested to attend a pre-bid meeting as per details provided on the e-Procurement Portal. Bidders should take note of the fact that the procurement would be in a staggered manner. Special Commissioner of Agriculture shall issue Purchase Orders (POs) to supply the Digital Kiosks as and when the Rythu Bharosa Kendralu are ready. Bidders should note that all prices quoted shall remain unchanged for duration of 11 months from the date of issue of Letter of Intent (LoI). Introduction The Government of Andhra Pradesh is establishing Rythu Bharosa Kendralu (RBKs) in all Gram Panchayat Secretariats by integrating Agri Input shops and Farmer Knowledge Centers with an aim to supply quality inputs in the village and to disseminate the knowledge pertaining to Agriculture and Allied departments to the farmers through these centers. The RBK centers make available multi-brand Quality Agricultural inputs to farmers at right price, right time at their village secretariats. The Agri Input Shop in RBK is a Virtual Shop with a Digital Kiosk for taking orders from interested farmers. Model products will be on display in these shops. In every District 5 Hubs (Godowns) are being established to maintain physical stock of Agri Inputs and to supply to the RBKs based on Indent. The total Villages Secretariats in the State are 11,158 and it is proposed to establish Rythu Bharosa Kendralu in staggered manner. The RBK rollout plan is as follows. 3300 RBKs by Jan’2020 1700 RBKs by Feb’2020 3000 RBKs by Mar’2020 3158 RBKs by Apr’2020 Total : 11, 158 (As per Annexure - A) In view of the above, Special Commissioner of Agriculture, Department of Agriculture, Government of Andhra Pradesh intends to procure Digital KIOSKS for this purpose. An agency shall be selected through a tender process, to supply, install and maintain (for a period of 5 years) these Digital KIOSKS at 11,158 Rythu Bharosa Kendralu. 2. Scope of Work The following activities are to be carried out by the bidder under this assignment; a) Supply, Install and Configure the Digital KIOSKS as per the Technical specifications of this tender document. It is the responsibility of the bidder to ensure that all other related components such as, but not limited to; patch chords, cables, etc. are fully populated for the Digital Kiosks. Page 7 of 53 File No.AGC02-35029/3/2020-AGRI-LABS Selection Tender for Supply, Installation & Maintenance of Digital Kiosks for Rythu Bharosa Kendralu b) Bidder should install and configure licensed software on the Digital KIOSK and ensure that all the connected devices function properly including network configuration to access the web applications. c) Provide 3 years Onsite Comprehensive Warranty Support and 2 years AMC for Digital Kiosks. Note: It is the responsibility of the bidder cum OEM to ensure that the Onsite Warranty Support during the entire duration of the project. d) Bidder is responsible for ensuring that the Digital Kiosk supplied have not or do not reach end-of-life / end-of-support during the entire duration of the project. e) Digital kiosks have to be supplied at the locations stated under Annexure - A of this Tender document. It is the responsibility of the bidder to arrange for the necessary logistics and ensure the smooth transportation of Digital Kiosks to the locations stated under Annexure - A of this Tender document, at their own cost. Bidder is responsible for any damages caused during the transportation or installation and configuration of items. Any, such damaged items have to be replaced by the bidder at no additional cost to Spl Commissioner of Agriculture, AP, Guntur.
