Ambassador Otto is a physician, former Director of Public Health in Palau before retiring from the Ministry of Health in 2003. He served one term as a Senator in the National Congress. Before coming to New York he was Chairman of the Board of the Palau Conservation Society, a member of the Palau National Olympic Committee and was the team physician for the Palau National team at the London Olympics in 2012. Ambassador Otto is the founder of the Coalition for a Tobacco Free Palau and was the negotiator representing Palau on the Framework Convention on Tobacco Control, for which he received the WHO Director General Award in 2003. He championed the ratification of the Convention on the Rights of the Child in Palau, translated the Convention into Palauan and was one of the authors of the first report of implementation of the Convention. His advocacy for human rights includes work on the Implementation of the Code of Marketing of Breastmilk Substitutes as the means to ensure the rights of infants to breastmilk, work on Rights of Persons with Disability, Women’s rights under CEDAW and rights of the Indigenous People, including protection of traditional and cultural heritage.

    National Marine Sanctuary of American Samoa

    July 1 – September, 30 2013 ACCOMPLISHMENTS NMSAS & National Park of American Samoa – Memorandum of Agreement – Joint Work NMSAS and National Park of American Samoa (NPAS) entered into an MOA to work on joint tourism projects and opportunities. Areas of joint work will include village-based marine protected areas ecotourism development opportunities, coordinated education and outreach, the sanctuary advisory council, and additional opportunities for collaboration. Strong interagency coordination works towards identification of common goals and priority issues, community engagement, and more effective in natural resource conservation. Astronaut Honored by the National Marine Sanctuary of American Samoa The National Marine Sanctuary of American Samoa was proud to host a public seminar by Christina Hammock, member of NASA's newest astronaut class. Christina, Chief at the NOAA Climate Observatory on the island of Tutuila, presented to a packed house at the Tauese P.F. Sunia Ocean Center on her previous work as an engineer at NASA and at remote outposts across the world, including Antarctica, Greenland, northern Alaska, and American Samoa. The audience included a large proportion of local high school students, who peppered her with questions about how to become an astronaut and what she will be doing as a part of the space program. Christina inspired youth and adults alike and commended the work of the National Marine Sanctuary in American Samoa. Christina is one of eight astronaut candidates selected from a pool of over 6,000 applicants. She starts astronaut training in August 2013 and will be wearing her sanctuary shirt and cap while she "tinkers" on the International Space Station.

    Kiribati National Biodiversity Strategies and Actions Plan 2005 NATIONAL BIODIVERSITY STRATEGIES AND ACTIONS PLAN (KIRITIMATI ISLAND 2005) PREPARED BY ENVIRONMENT AND CONSERVATION DIVISION MINISTRY OF ENVIRONMENT, LANDS AND AGRICULTURE DEVELOPMENT October, 2006. 1En vironment & Conservation Division- MELAD Kiribati National Biodiversity Strategies and Actions Plan 2005 EXECUTIVE SUMMARY The Biodiversity in this context means all terrestrial and marine ecosystems, all plants and animal species and varieties found in these ecosystems including the knowledge, uses, beliefs and language that the people of Kiribati have in relation to their ecosystems and species. Biodiversity Conservation is always considered along with sustainable use. It has been confirmed that the present state of biodiversity in the Republic of Kiribati is being degraded socially, economically, politically and even judicially. As a nation with very limited resources we just cannot afford to sit back and let this serious degradation continues. If the biodiversity is not conserved or used on a sustainable basis, and if traditional sustainable management practices, and the knowledge and relevant language are not maintained or strengthened then future development would not be able to sustain the people in the long term. The main key in the whole process is the resource owners and users at the community level who hold the long- lasting key to biodiversity conservation. The development of Kiribati National Biodiversity Strategy and Action Plan (K-NBSAP) has been highly consultative. The process of collecting data and information has been guided by the Steering Committee, a multi-disciplinary committee that comprises of representatives from different stakeholders. The diverse representation of the Steering Committee and the collaborative incentive of the grassroots people reflected a shift towards a multi-sectoral collaboration and the need to establish stronger social and institutional infrastructure to make local community co-management actually work in practice.
