A total of 23,439 families/108,021 persons were affected by Tropical Storm "OFEL". Out of which, 2,086 families/10,918 persons are currently staying in 4 designated evacuation centers (ECs).

• An estimated amount of PhP55,338,547.50 damages both infrastructure and agriculture was reported in Regions IV-B and V.

• A total of 2 provinces in Region IV-A are still flooded as of 7:00 AM 28 October 2012 .

• As of 28 October 2012 , a total of 2,525 houses were damaged, 198 of which were totally damaged and 2,327 were partially damaged.

• A total of 13 road networks ( 6 roads, 7 bridges ) in Regions II, III, IV-A, IV-B and V are not passable as of 28 October 2012 .

NDRRMC

• NDRRMC Operations Center was raised from Blue to Red Alert status on 22 October 2012 and has been continuously monitoring and disseminating Weather Bulletins, Gale Warnings, General Flood Advisories, and 24-Hour Public Weather Forecasts to all RDRRMCs/OCDRCs through SMS, facsimile and websites for further dissemination to their respective Local Disaster Risk Reduction and Management Councils (LDRRMCs) from the provincial down to the municipal levels; and directed RDRRMCs concerned through the OCD Regional Centers to undertake precautionary measures in their respective areas of responsibility (AOR).

PAG-ASA • Continuously disseminates Weather Bulletins, Gale Warnings, General Flood Advisories, and 24-Hour Public Weather Forecasts to NDRRMC Operations Center and other concerned agencies for further dissemination to their local counterparts.

PCG • All Coast Guard Districts ensured that their respective stations and detachments promptly initiate aggressive public information dissemination through wide use of Tri- Media; closely coordinates with the Office of Civil Defense, PDRRMCs/MDRRMCs or LGUs concerned to warn small boats/seacrafts and fishing boats from venturing into the sea. PCG Units in all affected areas are on heightened alert and continuously

monitor the development and effects of the weather disturbance; strictly enforce directives on prohibiting and regulating movements of vessels and implement the no sailing policy in affected provinces. • Deployed SAR Team in Lobo, Batangas to assist the MDRRMC in the evacuation of families in the affected barangays

AFP • PAF dispatched three (3) vehicles to assist the on-going rescue operations and evacuation at Brgy. Lagadlarin, Lobo, Batangas • PAF conducted rescue operations in Brgy. Sico and Sitio Ugatan, Brgy. Poctol as well as to the affected families in Sitios Tabora and Kampo, Brgy. Janao-Janao, San Juan, Batangas • 19IB 8ID sent response troops for augmentation to the reported landslide incident in Babatngon, . • Augmented 3 vehicles to assist on the on-going rescue operation and evacuation in Region IV-A. Section led by Lt. Gomez proceeded to Brgy. Lagadlarin, Lobo, Batangas to evacuate the families affected by the Tropical Strom "OFEL". • SSg Baral and A1C Perello PAF proceeded to PDRRMC Batangas City to coordinate the situation update re TS "OFEL" and conducted monitoring to the affected area in the province of Batangas damages. • On 4:15 PM 25 October 2012, Team from Municipal Hall of Lobo proceeded to Brgy. Mabilog, Lobo Batangas to ferry relief goods donated by municipal government of Lobo to the affected families. • 1Lt. Malondon, SC 744th CS together with MDRRMC Rosario conducted rescue operations in Brgy. Sico and Sitio Ugatan, Brgy. Poctol. Lt. Malondon also reported heavy current water flows at Brgy. Palingowak, San Juan, Batangas. • Team led by Sgt. Delo Santos conducted rescue operations to the affected families at Sitio Tabora and Sitio Kampo, Brgy. Janao-Janao, San Juan, Batangas. • 740th Combat Group led by Major Lubaton provided additional manpower to support in the clearing operations in Lobo, Batangas. • 702 IB provided rescue assistance to Gabaldon of Region III.

PNP • PNP , Leyte of Region VIII secured the perimeter at the landslide area and controlled the traffic due to the stranded passengers and vehicles.

DPWH • DPWH IV-A 2nd District deployed teams in Lobo-Malabrigo-San Juan Road, Brgy. San Miguel to assess the extent of damage. • DPWH V performed clearing operations on Masbate-Milagros-Cataingan roads due to fallen trees.

DOH • DOH-CHD IV-A provided medical check up and assistance to the victims/ affected families in Batangas City. • DOH HEMS provided logistical support to the following CHDs amounting to PhP1,650,838.14 broken down as follows:

DILG • NCR, III, IV-A, IV-B, V, VI, VII, VIII, CARAGA and X directed all LDRRMCs to activate their respective centers and alerted all provincial, city and municipal fire stations to assist the LDRRMCs in the conduct of evacuation and SAR operations in their AORs. • DILG III: Cabituclan MDRRMC initiated both pre-emptive and forced evacuation in Cabituclan West and Cabituclan East for 65 families. LGU also provided relief assistance such as food and medication. • Aurora PDRRMO assisted Maria MDRRMO by sending Quick Reaction Team

PIA • PIA assisted OCD in the dissemination of warning advisories to the general public in preparation for any possible effects of TS "OFEL"

DSWD • All DSWD-Field Offices lying along Tropical Storm path were alerted and advised to closely monitor the situation. • Batangas CSWD provided food for the affected families in Batangas City. • Prepositioned PhP 4.04 million standby funds and PhP 28.40 million worth of relief supplies in all DSWD-FOs along the typhoon path, amounting to PhP 32.44 million.

BFP • Boac Fire Station Marinduque of Region IV-B performed declogging of canal and clearing operations for major roads, helped distribute relief goods from DSWD, joined rescue operation at Brgy. Maligaya and assisted the evacuation together with Gasan Fire Station and Buenavista Fire Station. • Mogpog Fire Station, Marinduque of Region IV-B assisted in towing a truck along the highway. • Odiongan Fire Station, Romblon of Region IV-B joined the search and rescue team re drowning incident at Brgy, Canduyong and brought relief goods to affected families. • San Agustin Fire Station. Rombon of Region IV-B assisted the relief operation of MDRRMC in the long beach of San Agustin. • Conception Fire Station, Romblon and Magdiwang and San Andres Fire Station of Region IV-B were engaged in clearing of roads. • Calapan City Fire Station, Oriental Mindoro of Region IV-B was engaged in cleaning and clearing of roads, canals, esteros and ditches in all barangays and monitored the water levels of some areas. • Region IV-B conducted rescue and evacuation operations to flood victims at Brgy. Buri, Capoocan, Leyte. • BFP personnel on board Seagrave Fire Truck conducted evacuation operations in Brgy. Wawa and Recodo, Zone I of Oriental Mindoro. • Pinamanayan Fire Station, Oriental Mindoro performed clearing operations and assessment of damages in various affected areas.

OCD • RDRRMCs-OCD Regions NCR, IV-A, IV-B, V, VI, VII, VIII and CARAGA OPCENs are activated under BLUE Alert Status; continuously disseminating Weather Bulletins, Gale Warnings, General Flood Advisories, and 24-Hour Public Weather Forecasts to RDRRMC member agencies/support agencies and Local DRRMCs through SMS, Info board and local media for further dissemination to their respective areas of responsibility (AOR); alerted respective emergency responders; prepositioned respective resources in terms of manpower (various teams), supplies (food and non food items) and logistics (equipment and SAR assets)

OCDRC III • PDRRMO-Aurora informed the DPWH Engineering District Office and requested to send crews and heavy equipment to remove the landslides debris • Clearing operations of landslide debris in Aurora by DPWH personnel and crews is ongoing. Road signs were installed. • Vehicles going Northbound and Southbound are advised to take the alternate Aurora - Pantabangan Road. • OCD3 coordinated with Palayan Rescue volunteers for community.

OCDRC IV-A • OCD IV-A Regional Director together with Batangas PDRRMO and DSWD IV-A met with Batangas Gov. Santos regarding the impact of TS "OFEL" in the province. • An inspection was conducted at Brgy. Lobo, Batangas. It was noted that the experienced forty (40) landslides along the mountainous slopes of the area. OCD IV-A vehicle had faulty brakes that delayed the team's travel. • Coordinated with CALABARZON PDDRMOs, MDRRMOs Lobo, San Juan and CDRRMO Batangas re flooding and coordinated with PCG-STL, PPO Batangas and DPWH IV-A to assist on the situation in Lobo.

Batangas PDRRMO • Closely coordinating with Lobo Batangas re flooding in the area. • Augmented 2 trucks to assist on the evacuation and rescue.

Batangas ° Batangas CDRRMO held an emergency meeting with PCG, BFP and PRC Batangas to assess the situation. Deployed all staff to monitor the affected areas and take appropriate action if needed. ° Coordinated with PPA regarding status of the port and vessel trips and prepositioned life saving and rescue equipment. ° Troops of Nagtaluntong Lobo, Batangas was dispatched to provide rescue and evacuation ° Closely coordinating with Lobo Batangas re flooding in the area ° San Juan - MDRRMC Chairperson/ Municipal Mayor Rodolfo Manalo provided leadership in the evacuation of the residents from the flooded barangays ° Alerted all school principals to open their schools to be used as evacuation centers for the affected individuals. ° Coordinated with PRC Batangas Chapter to provide augmentation of personnel to assist in the on-going evacuation. ° Augmented two (2) trucks to assist in the evacuation and rescue ° Prepositioning of life saving and rescue equipment

Lobo ° Troops of Nagtaluntong Lobo, Batangas detached and populace continue bayaniyan/rescue. ° MDRRMO continuously monitoring and assisting on the on-going rescue operation and evacuation.

San Juan ° MDRRMC Chairperson/Municipal Mayor Rodolfo Manalo is providing leadership on the evacuation from the flooded barangays in the municipality. ° Alerted all school principals to open their schools to be used as evacuation center for the affected individuals. ° Coordinated with Philippine Red Cross Batangas to provide augmentation of personnel to assist in the on-going evacuation.

Quezon PDRRMO • Tayabas City Response Team placed on alert stand-by position for possible deployment and evacuation due to strong rains. • Infanta MDRRMO conducted damage assessment in the barangays hit by the tornado and advised the community to take pre-emptive actions. • Coordinated with PNP and MPRRMO Sariaya re the vehicular accident. • PDRRMO ERT together with Barangay Officials of Canda, Sariaya PNP, Rescue 117 of Sariaya, 1st SF Phil. Army, 4th Light Armor Brigade PA and Phil. Maritime Group responded to the incident. Laguna PDRRMO • ERT Team assisted in the evacuation of the residents in Lobo, Batangas and advised all response teams of the Municipalities and Cities near the Laguna Lake to be on standby alert as need arises.

Cavite • Tagaytay City advised BDRRMCs to take precautionary measures, monitor situation in their areas of responsibility and do pre-emptive evacuation in hazard prone areas, conduct clearing operations and advised CSWDO to prepare food and non-food items for possible evacuees.

OCDRC V • Coordinated with CDRRMC Legazpi and PNP Legazpi re the Sitio Taysan Incident • Coordinated PCG District Bicol re stranded passengers. • All flights in Camarines Sur resumed on 26 October 2012, 4 PM.

OCDRC VIII • Coordinated with Coast Guard and PNP re fisherman from Nueva Estrella Sur, Pintuan, Southern Leyte. • MDRRMO St. Bernard assisted in the evacuation of the affected families. • Coordinated with PCG and TOG8-PAF Response Team for the conduct of Search and Rescue Operations. • Coordinated with DPWH 2 nd LED re clearing operations • CDRRMC facilitated the conduct of emergency evacuation of the affected families to their designated evacuation areas. • OCD-8 and Mayor Federico Carolino St. of Capoocan, Leyte coordinated with DPWH 2nd LED re clearing operations. • ARD Gozon proceeded to the landslide incident at Babatngon, Leyte to assess the situation and to make appropriate recommendation. • The City Government of Tacloban extended relief assistance to the evacuees.

OCDRC IX • Joint MDRRMO Tulunan and PDRRMO immediately conducted DANA and distributed food assistance to the victims • Tulunan Rescue Team with the assistance of North Cotabato Emergency Response Team conducted search and rescue/retrieval operations .

OCDRC CARAGA • LGUs are closely monitoring status of water level in all waterways and tributaries that might cause or trigger flashfloods and landslides in their respective AORs. • Local DRRMCs of Agusan del Sur, Agusan del Norte including Butuan City are closely monitoring the water level of Agusan River Basin. • PCG, PDRRMC-Dinagat Islands, Local DRRMCs and CDRRMC-Surigao City advised the fisher folks not to venture into the sea. • PCG-Surigao City cancelled the trips of passenger boats/vessels and other seacrafts plying the route Surigao City to Dinagat Islands, Siargao Island and Leyte. • PDRRM Office Staffs of Surigao del Sur are convened for the 24-hour monitoring of their AOR. • Search and Rescue Team of Surigao City (QART), Butuan City (BUSART), Agusan del Sur (SARAS), Dinagat Islands (DISART) and Agusan del Norte (ADNERT) are on standby and ready for deployment, if needed.

IV. DAMAGE ASSESSMENT AND NEEDS ANALYSIS

REGION IV-A • A meeting transpired last 23 October 2012 regarding the effects of TS "OFEL". It was called to order by Mr. Jun Dijan of PDRRMC Batangas and followed by Gov. Vilma Santos-Recto reporting some typhoon incidents. • As per report, the governor addressed issues concerning the differences of reports sent by affected municipalities, to assess the damages of the TS and to extend help to immediate victims. Also, several analysis have been discussed regarding the incidents such as the casualties from Barangay Cuta, the stranded passengers in Barangay Sta. Clara, the river inLobo that overflowed, the first flooding incident in the district hospital of San Juan, the eminent landslide in Rosario and sending assistance to the affected areas. • As mentioned by Mayor Efren Diona of Lobo, heavy amount of rainfall had caused river to overflow, 43 landslides and livestock and agriculture damages. Moreover, he stressed that mountains and forests are not denuded. He also reported that they

were able to rescue 1,000 evacuees with no casualties and they evacuated prisoners of Municipal Police Station. Lastly, he requested for additional loaders to be deployed in the affected areas. • Philippine Coast Guard rescued 976 victims and deployed 3 rubber boats while WASAR trainers were pulled out to help the rescue operations. • Philippine Air Force deployed 25 personnel to help the operations. • Mr. Ronald Generoso of Philippine Red Cross reported that they deployed WASAR teams and rubber boats in areas like Loboc, Rosario, San Juan and Batangas City and borrowed 6 X 6 trucks to penetrate the said areas. They also provided meals to the stranded passengers in Batangas Port and continue to monitor Calumpang River. • DepEd prepared three (3) schools to be used as evacuation centers and instructed teachers to assist in case of emergency. • Mr. Chester Villafuerte of Batangas City reported that they conducted pre-emptive evacuation and assessment to the affected areas and continued to monitor the Calumpang River. • Vice Governor Mark Leviste reported that as a recommendation of the Sangguniang Panlalawigan, affected municipalities should declare a State of Calamity. • Director Wilma Naviamos of DSWD4A brought mosquito nets, blankets and clothing and mentioned that they will send additional 1,540 food packs, will join in the damage assessment in Lobo, Batangas, casualties are entitled to get Php 10,000 each, that social workers are available for counseling and that non-food items are available. • Ms. Joy Montalbo of PSWDO mentioned that relief goods are ready for distribution, however, roads are still impassable. • Mayor Diona led the damage assessment of the affected areas and as per recommendation from DSWD 4A, food for work will not be applicable as they need heavy equipment to clear the debris. Upon the arrival, the MSWD personnel are packing the relief for distribution. On other barangays, affected residents are busy cleaning their houses and others are still looking for their lost livestock. • RDRRMC 4A was not able to proceed to Rosario and San Juan Batangas due to mechanical issue of the vehicle and they were also trapped due an on-going landslide. ______
