• Five (5) of the previously reported missing persons in Region VIII namely: Abet Posto, Ariel Posto and Climente Umban Jr. were found alive. C. AFFECTED POPULATION (TAB C) A total of 23,439 families/108,021 persons were affected by Tropical Storm "OFEL". Out of which, 2,086 families/10,918 persons are currently staying in 4 designated evacuation centers (ECs). D. COST OF DAMAGES (TAB D) • An estimated amount of PhP55,338,547.50 damages both infrastructure and agriculture was reported in Regions IV-B and V. E. FLOODED AREAS (TAB E) • A total of 2 provinces in Region IV-A are still flooded as of 7:00 AM 28 October 2012 . F. DAMAGED HOUSES (TAB F) • As of 28 October 2012 , a total of 2,525 houses were damaged, 198 of which were totally damaged and 2,327 were partially damaged. G. STATUS OF ROADS AND BRIDGES (TAB G) • A total of 13 road networks ( 6 roads, 7 bridges ) in Regions II, III, IV-A, IV-B and V are not passable as of 28 October 2012 . H. DECLARED UNDER STATE OF CALAMITY REGION CITY/MUNICIPALITY/PROVINCE RESOLUTION NO. IV-A Lobo, Batangas IV-B Oriental Mindoro 1672-2012 Buug, Zamboanga Sibugay 116-2012 IX Imelda, Zamboanga Sibugay 205-2012 I. COST OF ASSISTANCE (TAB H) • A total of Php 8,293,774.42 worth of assistance was provided by DSWD (4,690,434.48) and LGUs ( 1,952,501.80 ). III. ACTIONS TAKEN A. Warning Information Dissemination/Alert and Monitoring NDRRMC • NDRRMC Operations Center was raised from Blue to Red Alert status on 22 October 2012 and has been continuously monitoring and disseminating Weather Bulletins, Gale Warnings, General Flood Advisories, and 24-Hour Public Weather Forecasts to all RDRRMCs/OCDRCs through SMS, facsimile and websites for further dissemination to their respective Local Disaster Risk Reduction and Management Councils (LDRRMCs) from the provincial down to the municipal levels; and directed RDRRMCs concerned through the OCD Regional Centers to undertake precautionary measures in their respective areas of responsibility (AOR). PAG-ASA • Continuously disseminates Weather Bulletins, Gale Warnings, General Flood Advisories, and 24-Hour Public Weather Forecasts to NDRRMC Operations Center and other concerned agencies for further dissemination to their local counterparts. PCG • All Coast Guard Districts ensured that their respective stations and detachments promptly initiate aggressive public information dissemination through wide use of Tri- Media; closely coordinates with the Office of Civil Defense, PDRRMCs/MDRRMCs or LGUs concerned to warn small boats/seacrafts and fishing boats from venturing into the sea. PCG Units in all affected areas are on heightened alert and continuously monitor the development and effects of the weather disturbance; strictly enforce directives on prohibiting and regulating movements of vessels and implement the no sailing policy in affected provinces. • Deployed SAR Team in Lobo, Batangas to assist the MDRRMC in the evacuation of families in the affected barangays AFP • PAF dispatched three (3) vehicles to assist the on-going rescue operations and evacuation at Brgy. Lagadlarin, Lobo, Batangas • PAF conducted rescue operations in Brgy. Sico and Sitio Ugatan, Brgy. Poctol as well as to the affected families in Sitios Tabora and Kampo, Brgy. Janao-Janao, San Juan, Batangas • 19IB 8ID sent response troops for augmentation to the reported landslide incident in Babatngon, Leyte. • Augmented 3 vehicles to assist on the on-going rescue operation and evacuation in Region IV-A. Section led by Lt. Gomez proceeded to Brgy. Lagadlarin, Lobo, Batangas to evacuate the families affected by the Tropical Strom "OFEL". • SSg Baral and A1C Perello PAF proceeded to PDRRMC Batangas City to coordinate the situation update re TS "OFEL" and conducted monitoring to the affected area in the province of Batangas damages. • On 4:15 PM 25 October 2012, Team from Municipal Hall of Lobo proceeded to Brgy. Mabilog, Lobo Batangas to ferry relief goods donated by municipal government of Lobo to the affected families. • 1Lt. Malondon, SC 744th CS together with MDRRMC Rosario conducted rescue operations in Brgy. Sico and Sitio Ugatan, Brgy. Poctol. Lt. Malondon also reported heavy current water flows at Brgy. Palingowak, San Juan, Batangas. • Team led by Sgt. Delo Santos conducted rescue operations to the affected families at Sitio Tabora and Sitio Kampo, Brgy. Janao-Janao, San Juan, Batangas. • 740th Combat Group led by Major Lubaton provided additional manpower to support in the clearing operations in Lobo, Batangas. • 702 IB provided rescue assistance to Gabaldon of Region III. PNP • PNP Capoocan, Leyte of Region VIII secured the perimeter at the landslide area and controlled the traffic due to the stranded passengers and vehicles. DPWH • DPWH IV-A 2nd District deployed teams in Lobo-Malabrigo-San Juan Road, Brgy. San Miguel to assess the extent of damage. • DPWH V performed clearing operations on Masbate-Milagros-Cataingan roads due to fallen trees. DOH • DOH-CHD IV-A provided medical check up and assistance to the victims/ affected families in Batangas City. • DOH HEMS provided logistical support to the following CHDs amounting to PhP1,650,838.14 broken down as follows: DILG • NCR, III, IV-A, IV-B, V, VI, VII, VIII, CARAGA and X directed all LDRRMCs to activate their respective centers and alerted all provincial, city and municipal fire stations to assist the LDRRMCs in the conduct of evacuation and SAR operations in their AORs. • DILG III: Cabituclan MDRRMC initiated both pre-emptive and forced evacuation in Cabituclan West and Cabituclan East for 65 families. LGU also provided relief assistance such as food and medication. • Aurora PDRRMO assisted Maria MDRRMO by sending Quick Reaction Team PIA • PIA assisted OCD in the dissemination of warning advisories to the general public in preparation for any possible effects of TS "OFEL" DSWD • All DSWD-Field Offices lying along Tropical Storm path were alerted and advised to closely monitor the situation. • Batangas CSWD provided food for the affected families in Batangas City. • Prepositioned PhP 4.04 million standby funds and PhP 28.40 million worth of relief supplies in all DSWD-FOs along the typhoon path, amounting to PhP 32.44 million. PRC • PRC Chapters are on alert status and in close coordination with LGUs and Barangays. • PRC Southern Leyte Chapter deployed 143 Volunteers with the PDRT members. • PRC Masbate Chapter alerted 143 Teams in Monreal and San Fernando • PRC San Pablo assisted and provided medical assistance on the vehicular accident that occurred in Sariaya, Quezon. • PRC Batangas City Chapter ° Served hot meals and biscuits to 1,536 stranded passengers in Batangas Port and other 157 individuals ° Catered to an estimated twenty (20) stranded students at the Batangas State University - Rosario campus ° Rescued nine (9) individuals in Brgy. Masagitsit, Lobo, Batangas and were brought to Masagitsit Elementary School BFP • Boac Fire Station Marinduque of Region IV-B performed declogging of canal and clearing operations for major roads, helped distribute relief goods from DSWD, joined rescue operation at Brgy. Maligaya and assisted the evacuation together with Gasan Fire Station and Buenavista Fire Station. • Mogpog Fire Station, Marinduque of Region IV-B assisted in towing a truck along the highway. • Odiongan Fire Station, Romblon of Region IV-B joined the search and rescue team re drowning incident at Brgy, Canduyong and brought relief goods to affected families. • San Agustin Fire Station. Rombon of Region IV-B assisted the relief operation of MDRRMC in the long beach of San Agustin. • Conception Fire Station, Romblon and Magdiwang and San Andres Fire Station of Region IV-B were engaged in clearing of roads. • Calapan City Fire Station, Oriental Mindoro of Region IV-B was engaged in cleaning and clearing of roads, canals, esteros and ditches in all barangays and monitored the water levels of some areas. • Region IV-B conducted rescue and evacuation operations to flood victims at Brgy. Buri, Capoocan, Leyte. • BFP personnel on board Seagrave Fire Truck conducted evacuation operations in Brgy. Wawa and Recodo, Zone I of Oriental Mindoro. • Pinamanayan Fire Station, Oriental Mindoro performed clearing operations and assessment of damages in various affected areas.
