Aligning Oklahoma’s Tax Code with Our 21st Century Economy Equity, adequacy, simplicity, transparency, and administrative ease The 2018 Oklahoma Academy Town Hall November 11–14, River Spirit Conference Center, Tulsa The Oklahoma Academy is a statewide nonprofit, nonpartisan, membership organiza- tion founded by Governor Henry Bellmon to bring public attention to policy issues, provide objective, thorough research and act as a catalyst for positive change. After his first term as governor, Bellmon knew there was a need for open, nonpartisan dialogue in the young state. He sought to create a public policy organization that was independent, nonpartisan and inclusive. The purpose of which was to provide citizens the opportunity to participate in a truly democratic process designed to shape the future of Oklahoma. To this day, The Oklahoma Academy upholds Bellmon’s vision and the organization’s long-standing reputation as the state’s premier citizen-based organiza- tion for nonpartisan public policy development. From its inception in 1967 to its revitalization in 1985 to its adoption of the Town Hall process in 2001, The Oklahoma Academy has maintained its relevance in raising awareness and shaping public policy in Oklahoma. Despite its small staff and limited resources, The Oklahoma Academy generates and manages an impressive amount of public policy information, engages the citizens of Oklahoma in discussing and devel- oping policy recommendations and works ardently with the community leaders and policymakers to implement the resulting ideas through community and legislative ac- tion. To date more than 53 pieces of legislation passed since the adoption of the Town Hall process in 2001. The Academy Process identifies areas of need and problems facing Oklahoma, con- ducts research on identified critical issues, and develops long range goals, consensus recommendations, and agendas for action. Through the Town Hall conference process, citizens are given the opportunity to honestly and openly discuss the issues, determine the solutions, and collaborate to develop public policies that they believe will achieve the greatest good. Then, the attendees are empowered to lobby their legislators and other policy makers about the proposed policies. The Academy has covered a wide range of topics, including education, small business development, government structure, crime, technology and the future, and the state’s constitution. It is a serious opportunity to make thoughtful and significant change to this code to modernize it so that it combines equity, adequacy, simplicity, transparency, and administrative ease. Our current tax code is an amalgamation of individual legislative actions over the past 111 years which has left it hardly strategic in nature and rarely, if ever, tied to a consensus, long-term vision of where the state is headed. By accepting your invitation to participate, you have promised to be prepared. This resource book has been developed to help you do that. It is important that you read the document. With this topic espe- cially, if you have not read the document, you will not be prepared, and you will stifle your group’s Julie Knutson discussion. You have also accepted the responsibility to represent others in your geographic, demo- President and CEO graphic, and vocational area as you discuss and deliberate the discussion questions at Town Hall. It is critical to be prepared. The success of any Town Hall is dependent upon the preparedness of its participants. As a Town Hall member your voice can be heard, should you choose it to be. Your Assignment and Role… Take advantage of your unique opportunity. Be prepared. Listen actively, share your thoughts and ideas, and importantly, learn. The work of the Town Hall is much easier, more satisfying, better done, and more fun to those who have prepared themselves appropriately for the discussions. While there are some plenary session speakers who share information with us during the Town Hall, the real speaker and developer of what comes out of a Town Hall is YOU. The better prepared you are, the richer the discus- sions and the better the consensus recommendations and solutions. So, I say again, Be Prepared! They have collaboratively participated in the work of the research committee in developing the details and specifics of this Town Hall. Throughout late spring, summer and early fall, we held community and organization “listening sessions” on the topic of Oklaho- ma’s Tax Code. By “listening session,” I mean gatherings where we have sought information from people about how much they know and don’t know on our tax code. We have responses from more than 300 Oklahomans across the state. The information they shared with us has been processed and will be provided to you as a Town Hall participant in advance of the Town Hall. II © The Oklahoma Academy for State Goals 2018 Town Hall Leadership Dan Boren, Town Hall Co-Chair Darryl Schmidt, Town Hall Co-Chair Dear Town Hall Member Participant: Oklahoma had had a rich history as a populist state, and Oklahomans have been skeptical of the tax code coming from policymakers at the state capitol. We have relied upon a state income tax, and have also received revenue from the energy industry, or exclusivity fee payments from Native American tribes. In addition, we have further complicated our revenue streams by adding tax credits for various industries and causes while placing exemptions from others where we saw a need. As our economy has diversified and changed over the years, our tax code has not kept pace with these systemic changes. We have seen structural deficits at the State Capitol and some would argue that has occurred because of an over-reliance on cyclical industries for revenue or that we have not looked at broadening the base or reducing exemptions. Much has changed in Oklahoma in the 111 years that have passed since statehood…but not so much our fundamental tax system. These and other factors lead us to come together for this Town Hall to find common sense and reasonable reforms to pro- vide sustained revenues while also creating an environment where businesses can grow and compete in a global economy. The goal of the Town Hall is to develop specific consensus recommendations to modernize Oklahoma’s tax code into one that is more balanced; one that would reduce volatility and the structural imbalances, while improving revenue reliability and sufficiency, so that core governmental services can be funded at appropriate levels annually. I have had the privilege of chairing several Town Halls – and this year I am chairing the plan- ning committee which was an included function for those other Town Halls – and so I can safely say that this Town Hall is going to be a difficult one. While we all pay taxes and most of us pay a number of different taxes to a number of different taxing authorities, we are not required to necessarily understand all of the policy choices that were made by those authorities in deciding what to tax and how much to tax. This Town Hall will require you to do some of that. Over the last few years we have seen that our state’s current “business model” (meaning, for this purpose, the way we raise and spend money as a state) is, if not broken, certainly in need of some work. The other introductory pieces to this Resource Document give you a little flavor for the issues you will face in this Town Hall. Let me just add that we do not expect you to solve all of our “business model” issues.

As such, they are regarded by advocates and state and federal agencies as a pathway to rural economic development. The implementation of FTS food procurement poses significant challenges, however. Farmers make decisions regarding whether or not to market products to schools after learning about the program and considering an array of signals from multiscalar policies and governance structures. Research to date has left a gap in understanding farmers’ agency as it relates to governance structures and policy signals. This research on farmers’ engagement with the Oklahoma FTS Program contributes evidence to bridge this gap by examining the experiences not only of producers who participated in a FTS program but also of those who ceased participation or who chose not to participate. Employing a phronetic approach to social science, this explanatory, sequential, mixed-methods case study obtained quantitative and textual data from a mail survey, as well as data from two stints of qualitative fieldwork, in fall 2011 and fall 2012, which involved semistructured interviews and participant observation. Archival research completed the study methods used to gain a deeper understanding of farmers’ perspectives, practices, values, and experiences that informed their decisions to participate or not in a top-down-administered FTS program.

Abstract The changes in native forest and grassland management regimes following European settlement, particularly fire exclusion, have prompted the growth of fire intolerant woody tree species such as eastern redcedar (Juniperus virginiana). Eastern redcedar is a native species that has encroached into the prairies and forests of the southern Great Plains of the United States. Over the past few decades, the state of Oklahoma has witnessed considerable ecological and economic losses due to the widespread encroachment of eastern redcedar. This study performed an economic impact analysis in conjunction with a spatial analysis to understand the impacts of the introduction of new eastern redcedar-based bioproducts industries on the economy of Oklahoma. The results suggested that the new eastern redcedar industry manufacturing particleboard, mulch, and oil would contribute an additional USD 96 million per year to the economy of Oklahoma, while generating 319 employment opportunities. In addition, the spatial analysis identified two hotspot clusters suggesting that the existing biomass in the northwest and southeast counties of the state could sustain the bioproducts industry for two to ten decades based on the annual feedstock requirement of different operations.

    Oil and Natural Gas Stimulate Oklahoma Economic and Job Growth Oil and natural gas are driving the U.S. economy through a major energy boom and that boom is rippling through the economy of Oklahoma, supporting business activity across the state. This finding grows out of a new American Petroleum Institute survey of domestic oil and natural gas $39 BILLION vendors,1 which offers a glimpse into the job and business creation engine that THE INDUSTRY CONTRIBUTES is the current oil and natural gas industry.     Overview and Summary of Recent Initiatives In the summer of 2003, Governor Brad Henry initiated the Economic Oevelopment Generating Excellence (EDGE) project, which included the recommendation to "Transform Oklahoma into the w Research Capital of the Plains ." The EDGE plan proposed to achieve this by establishing a $1 billion research endowment. Under the leadership of the Governor, plans to fund the $1 billion EDGE endowment and structure and operate the endowment to support research and technology transfer in the private and public sector are progressing. During the 2005 legislative session, in a flISt step toward this objective, HB 1193 created the Dynamic Economy and Budget Security Fund, which promotes research and development of critical sectors of the statc's economy. The Legislature and Governor authorized the deposit of approximately $93 million into the fund. In the 2006 legislative session, that $93 million was used to fund other projects, but the money was replaced with new funding in the amount of$150 million. In March, 2005 Governor Brad Henry signed legislation establishing a $475 million bond issue for a slate of higher education projects, much of which targets research and laboratory facilities. The Oklahoma Higher Education Promise of Exce1lence Act of2005 also provided $25 million wthe foml ofa bond bank to fmance future improvements at the state's colleges and universities. The final $125 million in bonds of the $475 million total is scheduled to be sold in the spring of 2006. Among the projects to be funded with bond proceeds are the following: • University of Oklahoma: A long-proposed cancer center; the first phase of a multiphase project for a new, freestanding, Chemistry and Biochemistry teaching and research-laboratory complex; and constnlction of a College of Allied Health Phase II building.

    The Birth and Persistence of Cities: Evidence from the Oklahoma’s First Fifty Years of Urban Growth∗ John C. Brown and David Cuberes December 2020 Abstract This paper examines the influence of first- and second-nature forces on the process of city formation in Oklahoma from 1890 through 1930. The natural experiment offered by the opening up of previously unoccupied land for settlement in central Oklahoma in 1889 and the rapid initial settlement reveals that population density was highest near railroads and pre-existing sites of (modest) habitation. Persistence or second-nature forces dominate in explaining population growth over the first decade of settlement. The oil boom of 1900 to 1930 altered the productivity potential of many locations in Oklahoma. Oil shocks increased population in those areas most profoundly affected. We also find evidence that the effect of the shock is larger in areas with higher initial population density and places with a higher initial population. The adverse impact of erosion is clearly apparent in the place regressions while it has no impact on township population density. As Fujita et al. (1999) show, in a featureless plane, without some sort of increasing returns, there should be no reason why population would optimally choose to agglomerate in a specific location. At the same time, there is plenty of evidence that human settlements have long been very much influenced by natural advantages such as proximity to the sea or to a river or a moderate climate.

The dis­ trict became a major force in Oklahoma after successfully gaining recognition by the mine owners of Oklahoma, Arkansas, and Texas in 1903. Its greatest moment came in the Oklahoma constitutional conven­ tion of 1907 where Pete Hanraty of the miners served as vice-president. For two decades, the union was a major factor in the Oklahoma Federa­ tion of Labor and helped to gain significant benefits for the working men and women of the state. In the 1920s, the miners' organization began the long period of decline in which the lessening demand for coal and internal and external problems resulted in the loss of the district's autonomy in 1929. After that year, the district became de­ pendent for its survival on the strength of the national organization. The history of District Twenty-one is important because the union was so influential in the early development of the state and because it reflects national trends in the United Mine Workers of America.
