CHAPTER 1: INTRODUCTION

1.1: BACKGROUND Ensuring safe water supply is the key to public health. Contaminated water is a major problem especially in rural areas of . Water gets contaminated due to various reasons, the most critical being organic and bacterial contamination caused by discharge of untreated domestic and industrial wastewater in water bodies. Agricultural run-offs, adequate water flow for dilution, chemical contamination of ground and surface water, geogenic causes, etc. are also major water contaminants.

Some of the health hazards caused by water contamination are spread of epidemics like cholera, jaundice, diarrhoea, typhoid, gastroentiritis etc.; nervous disorders and other disabilities, disruption of biological processes, etc.

Many activities are being conducted for water safety under water quality control and surveillance of NRDWP. Lots of data is being generated at the district level which can be further analysed and a baseline plan document for the district can be prepared. The water safety planning process at a village level has also been designed. However, many issues related to water quality still prevail in Maharashtra. There is improper water handling in many households, lack of water quality testing and monitoring at village level, provision of mitigation measures by the district level, policy issues regarding industrial pollution and effluent discharges by big towns and cities, etc.

Most of the issues need to be tackled at village/ block and district level. Considering water supply arrangements from catchment to consumer, urban polluters, industrial polluters, geogenic chemical contaminations, need was felt for a ‘district level plan for water safety’.

This is a pilot of ‘district water safety plan for district’. This plan provides a robust decision support system at the district level for management of water quality. Along with the plan for better water quality in the district, it also identifies major hotspots of water contamination which need to be focused on priority. The roles and responsibilities of various stakeholders are also identified in the plan.

1.2 PROJECT COMPONENTS The following are the main components of the District Water Safety Plan:

I. Framework for district water quality situation assessment

The plan demonstrates a water quality situation assessment methodology. The situation assessment will look at the following factors: i. Affected areas and population ii. Typologies of contamination These will be delineated based on Chemical / Biological, reasons for contamination etc. iii. Existing mechanisms for remediation and mitigation Roles of various stakeholders will be assessed. Service delivery with respect to ensuring drinking water safety will be the focus. Mitigation measures such as the framework for water quality testing, provision of TCL etc will be assessed along with remediation measures such as providing RO units, piped water supply etc. iv. Issues High risk areas (Hot spots) will be identified using a scoring system to be based on the criticality of issues faced by population in the planning units.

II. District level plan for improving water quality management

The plan deals not only with the water quality but also addresses the management framework that is in place to ensure safe drinking water. To that end the following will be done: i. Intervention packages for villages Interventions are designed for each typology as against for each village individually. A village may have multiple contamination typologies, in which case a bundle of interventions (a combination of intervention packages) are applicable to it. ii. Prioritization A schema for prioritizing the worst affected areas has been provided. This is based on the criticality scores calculated in the situation analysis (issues section). iii. Management changes This will address the systemic and functional issues that require a change in the management and procedure

III. Decision support system for district level administration

This planning framework is designed to help the district level administration streamline its resource allocation for water quality management, i.e. to serve as a decision support system. It also aims to provide a replicable and scalable template that can be used again in the future for evidence-based water safety planning.

CHAPTER 2: RESEARCH METHODOLOGY

The research methodology followed for preparing the plan is described below in brief-

After finalization of objectives of the plan, the data needs and possible data sources were identified. Based on the needs, a comprehensive data collection framework was designed to collect the data in required format. Data was collected either from government websits or from the district level officials of the concerned departments.

The collected data was compiled at village level and a base data sheet was formed. The sheet was further analysed to understand the present situation of biological and chemical contamination. The villages which are not presently affected but have a high risk of future contamination were also identified through the data.

A criticality score was given to each village based on the nature of contamination, risk factor and mitigation measures. The purpose of assigning criticality score was to identify the problem areas/ focus villages. Based on the typology of contamination, a set of intervention for combating cobtamination were identified.

The following sections present planning components / terms and data sources.

2.1 PLANNING FRAMEWORK

Brief description of planning components and terms:

1. Norms and Standards The IS: 10500 (Indian standards for drinking water quality) have been used to assess the drinking water quality parameters. The particulars of these standards, as well as the effluent quality norms from the CPCB (Central Pollution Control Board) have been presented in annexure 1.

2. Situation analysis This section describes the existing situation vis-à-vis water quality in . The assessment is delineated by whether the contaminant is chemical or biological. Further delineation is done based on type of contaminant such Fluoride/Nitrate/Iron etc in case of chemical and E.coli/Coliforms/Turbidity in the case of biological contamination. In the case of biological contaminants, a macro-level approach has been taken to identify possible sources of contamination. A spatial approach is also adopted to identify village-clusters suffering from similar typologies of water contamination. This will help in identifying problem areas visually and spatially, which will further refine the situation analysis.

3. Criticality score To identify the worst hit villages, it is important to weigh all these parameters and devise a nominal scale to rank the villages. This was done by assigning criticalioty score to each village based on nature of contamination, risk factor and mitigation measures.

4. Interventions This section contains the works and interventions to achieve the goals and ultimately the vision set out in this project. The interventions are modular and designed based on typology of contamination and other related factors. Thus each village has been assigned a bundle/package of interventions based on its current situation and the mitigating or aggravating factors present there.

2.2 DATA COLLECTION

CHAPTER 3: SITUATION ANALYSIS

3.1 LOCATION

Chandrapur is the easternmost district of the Maharashtra state, located between 18°41' to 20° 50' north latitudes and 78°48' to 80°55' east longitudes.The location of Chandrapur district is figuratively represented below (figure no.1). The district is bounded by , and on the northern side, Yavatmal on the western side, on the eastern side and Adilibad district of Andhra Pradesh on the southern side. Physiographically, the district is situated in the Wainganga and basin.Wardha river froms the western boundary, whereas froms the eastern boundary of the district. Chandrapur district occupies an area of 11,443 km² which constitutes 3.72 percent of the total area of the state.The district headquarters is located at Chandrapur town, for administrative convenience the district is divided in 15 talukas.

Chandrapur district is blessed with about 3810 sq.km.forest cover, which accounts for 35.75 % of the total geographical area of the district. Tadoba National Park near Chandrapur is one of 's 28 tiger reserves. It is famous for Super Thermal Power Plant, one of the biggest in Asia, and its vast reserves of coal in Wardha Valley Coalfield. Chandrapur also has large reservoirs of limestone. Abundance of lime and coal supplies many cement factories like L&T (now UltraTech Cement), Gujarat Ambuja (Maratha Cement Works), Manikgarh, Murli Cement and ACC Cement in the district.

3.2 DEMOGRAPHICS

The population of the district according to 2011 census was 2204307 out of which 1123834 male and 1080473 were females. The population of district is tabulated in the table below. Its population growth rate over the decade 2001–2011 was 5.95% and the literacy rate was 81.35%. The sex ratio in the district is 959 females per 1000 males.Out of the total population 68% resids in rural area and 32% in urban area.The population density of the district is 192 per sq.km. Gond is the major tribe of the district lives in samall groups in forest and also well settled in developed urban places. The rural gonds are either farmers or agriculture labour.

3.3 GEOLOGY

Chandrapur district is occupied by a host of geological formations ranging in age from archean to recent Alluvium and Laterites. The formation exposed in the order of antiquity are basement archaen gneisses, Vindhyan supergroup, Gondwana supergroup, Lameta formation,Deccan Trap,Laterite and Alluvial deposites.Major part of the district is occupied by Talchir and Kamthi formation of Gondwana Supergroup.Geologycal formation of district is represented in figure no.2. The district is rich in Mineral wealth and contributes about 29% of the value of total mineral production of the state. The district has natural deposite of the various minerals like iron ore in Sindevahi taluka, limestone in Rajura & Korpana talukas and cole in Chandrapur taluka. Availability of coal has led to opening of increasing number of cole mines and power plant and limestone has prompted cement industries due to these industries surface water quality is decreasing day by day.

3.4 CLIMATE

The climate of the district can be classified as tropical hot climate with high range of temperature through out of year.Primarily there are two prominent seasons in the district i.e. very hot summer and moderate winter.The summer months are very hot and prolonged while winter is short and mild.The monsoon season starts immediately after summer till late September.The southwest monsoon bring lot of rainfall during rainy season and there is no drought prone area in the district.The Chandrapur district having 49°C & 11°C maximum and minimum temperature respectively.The relative humidity is very high during monsoon season,which exceeds 70 %, but after monsoon season it falls down rapidly and in summer it is only 20%. Chimur and Korpana talukas having less than 1000 mm average annual rainfall and remaining talukas varies from 1000 to 1500 mm. Talukawise average annual rainfall is figuratively shown in figure no.3. The variability in the precipitation is also quite high; overall co-efficient of variation for year to year average rainfall in Chandrapur district is in the range of 0.35 i.e. there is a roughly 35 % change in the average year on year rainfall in the district.

3.5 PROCESS MAPPING (CURRENT PRACTICES AT VARIOUS LEVELS)

This section describs the inter-linkages of the processes to give a complete picture of the machinery from GP to ZP.

1. Sample & Data collection At the GP level, the Jalsurakshaks collect water samples from the drinking water sources. Samples for biological contaminant testing are collected at least 4 times a year while Samples for chemical testing are collected at least once a year. These samples are forwarded to the respective taluka Public Health Labs (PHLs). At the taluka level, MPWs conduct source surveys twice a year: a pre-monsoon survey in April and a post-monsoon survey in October. These surveys are to assign cards based on the status of the sources. The parameters studied are TCL availability, TCL dosing, cleanliness of the surroundings, leakages/breakages and disease outbreaks among the population dependent on each source. Scores are assigned to each parameter for each source, and these are added to calculate the criticality of the risk posed (total score out of 100). District level personnel are not involved in sample collection directly.

2. Sample testing Water samples collected by the Jalsurakshaks (both for biological and chemical testing) are tested by the PHLs. Currently there are 4 taluka PHLs, a District PHL in Chandrapur and the GSDA lab also located in Chandrapur. Originally, the testing was carried out by rural hospitals and PHCs. This however has been discontinued after the establishment of dedicated water testing labs. Jalsurakshaks test residual chlorine using the OT testing protocol weekly. Testing of TCL powder after it is acquired by the GP is done by PHCs. When field testing kits (FTKs) are available, the MPWs are to use Bio-FTKs for on-site biological contamination testing. According to the latest state government guidelines one Jalsurakshak is to be assigned to each PHC for conducting on-site chemical contamination testing using FTKs. FTKs are distributed by the DWSM to each block, which further distributes them to the MPWs and Jalsurakshaks.

3. Reporting, analysis, dissemination of data Jalsurakshaks communicate the OT test results to the PHC in charge of the village. The PHC forwards a copy to the Taluka Medical Officer (TMO) and consequently to the Block Development Officer (BDO). The PHC communicates TCL testing results to GP (whenever applicable) and advises the GP on appropriate dosing. The PHL reports the biological contaminant testing results to the respective GP and TMO/BDO (hard copies), and also uploads the data into the online NRDWP database. The TMOs/BDOs report the findings to the DHO and DWSM. These data are compiled and collated by the DWQC for review and planning at the district level. The TMO/BDO keeps track of the villages having above permissible biological contaminants, and advises the GPs on the matter (process explained in the next sub-section). The survey forms from the source surveys conducted by the MPWs are forwarded to the TMO for analysis. Depending on the data received from the MPWs, the TMO assigns a red/yellow/green card to each source. Sources posing a high risk (score > 65) are given a red card, sources with medium risk (score 65-30) are awarded a yellow card and those posing a low risk (score < 30) are awarded a green card. If a village has even a single source that is red (i.e. high risk) it is awarded a red card as a whole, and the reason for awarding the red card is recorded. This source-wise red card data are forwarded to the DHO and DWQC and the surveyors at the Health Department compile it into a blockwise list of red card GPs. In the case of chemical contamination, the PHLs only report to the TMO, not the GPs. They also upload the water quality data into the NRDWP online database.

4. Planning, Implementation, Fund Allocation The TMO, upon compiling a list of GPs with sources having biological contamination, issues directives to the GP to remedy the situation. The suggested interventions may be in the form of correcting TCL dosage, or ordering retesting of TCL powder etc. Depending on the MPW survey, if a GP is given a red card, the health dept issues directives to take corrective action to the GPs through the TMO. The GPs are given one week to comply and send new water samples for testing. If the GP receives a red card again, the Gram Sevak / Jalsurakshak is issued a warning and another span of 1 week is given to remedy the situation, and a sample testing conducted at the end of it. If the sample still shows contamination, the Gram Sevak / Jalsurakshak is made to forfeit some portion of his salary for every week that effective remedial measures are not taken. For issues related to leakages and breakages, unclean surroundings, TCL powder procurement the GP has to bear the cost out of the O & M fund that comes from water-tax collection. For issues related to disease outbreaks, the health dept intervenes through the PHC, while the root cause is addressed.

A monthly review of quality affected habitations is conducted by the BDO in conjunction with the Jalsurakshaks / Gram sevaks, BRCs, TMO and panchayat extension officer. Appropriate measures are planned and directives are issued to quality affected GPs. A similar review and planning meeting is conducted at the district level by the CEO, Dy. CEO for Water Supply and Sanitation, Executive Engineer of RWS, DWSM members, and BDOs. These meetings take stock of both biological and chemical contamination. However, at the district level, only measures for chemical contamination are planned. Remedial measures for biological contamination are the domain of the BDOs and TMOs.

For chemical contamination, the affected GP co-ordinates with the RWS and DWSM. First the RWS directs the GP to identify an alternative source; if such a source is available the RWS implements a piped water supply scheme through the NRWDP fund for the district. The O&M costs for a piped water supply scheme are to be borne by the GP from the O&M fund generated from water-tax collection. If a suitable alternative water source cannot be found, the GP has to allocate/acquire a plot of land for a reverse osmosis (RO) water treatment unit (usually a 40 ft X 40 ft plot of land). A gram sabha resolution with a request to install a water treatment plant and an affidavit attesting to the availability of a site is then presented to the RWS. The RWS then installs a suitable water treatment plant in the GP. Now-a-days usually RO units are installed instead of units for removing specific contaminants (i.e. De-fluoridation, Nitrate removal plant etc.). If neither of the two options is possible or feasible, then the village is supplied water through an RRWSS. The RWS prepares an annual action plan with outlays for these works; they are undertaken after the approval of the CEO during the monthly review and planning meetings.

At the district level, new guidelines issued by the state government are being implemented for better monitoring of fluorosis afflicted villages. Currently the only detection is through visual observation of teeth and bone structure. Regular urine testing in fluoride affected villages will be implemented in the future, as per the new guidelines.

3.6 TYPOLOGIES OF CONTAMINATION (RURAL) The villages of Chandrapur district are affected by chemical as well as biological contaminants in drinking water sources. Out of total 1809 villages in the district, 216 are affected by chemical contaminants while 153 are affected by biological contaminants. Talukawise no. of chemical and biological affected villages with total population of affected villages is tabulated in table no.1 and figuratively shown in figure no.5. Highest percentage of chemically affected villages was seen in Chandrapur taluka (29% villages). This may be due to coal mining and industrial development. None of the villages from Brahmapuri and Sawali talukas are affected by any type of chemical contaminant.Maximum biological contaminants occurred in Sindewahi taluka (27% villages). In Ballarpur, Jiwati, Korpana and Mul talukas, not a single source is affected by biological contamination. 3.6.1 CHEMICAL CONTAMINATION

Total 216 villages in the district are affected by chemical contaminants. Chemical Quality Affected villages in Chandrapur Taluka wise chemical quality affected villages are tabulated in table no.2 and 12.0% 10.7% figuratively represented in figure no.6. 10.0% Maximum villages are affected by nitrate 8.0% contamination (194 villages) followed by hardness (67 villages) and fluoride (59 6.0% 3.7% villages). Minimum villages are affected 4.0% 3.3% by chloride (7 villages). Highest number 2.0% 0.9% 0.9% 0.8% 0.4% 0.4% of chemically affected villages is found in 0.0% Nagbhir taluka (33 villages). Acidity, iron, TDS, alkalinity, and chloride are the other contaminants affecting the quality of the drinking water in the affected villages.

The village wise data of each contaminant and village-wise data on RO, RWS alternate supply/source schemes can be found in the annexures.

3.6.1.1 NITRATE AFFECTED VILLAGES

Total 194 villages and 718 sources in the % of nitrate affected villages district are affected by nitrate contamination. Nitrate contamination 29% can be either geogenic or anthropogenic 30% 23% 24% in origin. Figure no.7 and table no.4.present the fluoride affected villages in Chandrapur district. Of these, 4 villages have received defluoridation units through Water Life India Ltd, but none of these are functioning. There were a total of 35 units installed in the district, most of which are in villages not currently listed as fluoride affected, and of which only 2 are functional. 1 village is slated to receive RO/EC unit under Bharat Nirman and 7 villages are slated to receive supply from alternate sources or piped water supply under the RWS action plan.

3.6.1.4 ACIDITY (I.E. PH) AFFECTED VILLAGES

The 17 villages in the district have sources affected by % of Acidity (Ph) affected acidity i.e.Ph. Acidic water could contain metal ions villages such as iron, manganese, copper, lead, and zinc. In other words, acidic water contains elevated levels of Warora toxic metals. Acidic water can cause premature 2.7% damage to metal piping, and have associated Chandrap aesthetic problems such as a metallic or sour taste. It ur Sindewahi 6.3% can also stain laundry and cause "blue-green" color 3.4% staining on sinks and drains. Acidic water is often an

Rajura Chimur indicator of large-scale air pollution; acidic gases such 0.9% 0.4% as CO2, SO2 and NO2 dissolve in water to produce acids.

There are 17 villages in the district which have total 38 sources affected by TDS contamination. % of TDS affected villages

Total dissolved solids (TDS) is a measure of the Warora, 1 combined content of all inorganic and organic % substances contained in a liquid in molecular, ionized or micro-granular suspended form. Generally the Sindewah operational definition is that the solids must be small i, 4% enough to survive filtration through a filter with two- Chandrap ur, 9% micrometer or smaller pores. Although TDS is not generally considered a primary pollutant (e.g. it is not Korpana, 2% deemed to be associated with health effects) it is used as an indication of aesthetic characteristics of drinking water and as an aggregate indicator of the presence of a broad array of chemical contaminants.

Primary sources for TDS in receiving waters are agricultural and residential runoff, leaching of soil contamination and point source water pollution discharge from industrial or sewage treatment plants. The Figure no.10 and table no.7 summarize the villages which have sources affected by TDS. Out of these, 1 village is slated to receive a piped water supply scheme under RWS action plan.

3.6.1.6 IRON AFFECTED VILLAGES

In the district there are 14 villages with total 20 sources affected by iron contamination. The primary sources of iron in drinking water are from natural % of Iron affected villages geologic sources and 3% 3% 2% corroding distribution 3% 2% 2% 1% systems and household 2% 1% pipes. In the case of 1% 1% 1% Chandrapur the source is 0% likely geogenic, considering that the district is rich in iron ore.

Unlike lead and copper, % of Iron affected villages ingesting iron from drinking water is not directly associated with adverse health effects. Although trace impurities and microorganisms that are absorbed by iron solids may pose health concerns. Elevated iron levels can cause drinking water to be a rusty color. This can stain laundry or household items. Discolored water is one of the most frequent consumer complaints about drinking water. These are the aesthetic effects; physical effects are damages to water equipment and reduced effectiveness of water treatment for other contaminants. This may cause additional costs water utilities. Corrosion of distribution system pipes can produce sediment or loose deposits that blockor slow down water flow.

Figure no.11 and table no. 8 represent the villages affected by iron contamination. Out of the affected villages, none are slated to receive an RO unit under BN or alternative water supply schemes under RWS water quality action plan under NRDWP.

3.6.1.7 ALKALINITY AFFECTED VILLAGES % of alkalinity affected villages There are 8 villages in Chandrapur district have 9 sources affected by alkalinity. Alkalinity of water Bhadrav ati, 1% may be due to the presence of one or more number Warora, of ions. These include hydroxides, carbonates and 2% bicarbonates. The sources of alkalinity in natural Pombhur na, 1% water are usually geogenic. Hydroxide ions are always present in water, even if the concentration Sindewa is extremely low. However, significant hi, 3% concentrations of hydroxides are unusual in natural water supplies, but may be present after certain types of treatment. Small amounts of carbonates are found in natural water supplies. They may also be found in the water after lime soda has been used to soften the water. Bicarbonates are the most common sources of alkalinity. Almost all natural supplies have a measurable amount of this ion, ranging from 0 to about 50 gpg.

Strong alkaline water has an objectionable "soda" taste. Highly mineralized alkaline waters also cause excessive drying of the skin due to the fact that they tend to remove normal skin oils.

3.6.1.8 CHLORIDE AFFECTED VILLAGES

There are 7 villages that have 7 sources affected by % of chloride affected chloride contamination in Chandrapur district. villages Almost all natural water contains chloride and sulfate ions. Their concentrations vary considerably according to the mineral content of the earth in any Sindewahi given area. In small amounts they are not , 3% significant. In large concentrations they present Chandrapur, problems. Usually chloride concentrations are low. 4% Sulfates can be more troublesome because they generally occur in greater concentrations. Low to moderate concentrations of both chloride and sulfate ions add palatability to water. In fact, they are desirable for this reason. Excessive concentrations of either, of course, can make water unpleasant to drink. Chloride is commonly found in streams and wastewater. Chloride may get into surface water from several sources including, wastewater from industries and municipalities, wastewater from water softening, and agricultural runoff. The drinking water sources of 153 villages are affected by only biological contamination that includes E- coli, Coliforms and Turbidity. Highets number of villages was affected by coliforms, followed by ZE-coli. Turbidity was seen to be very low (7 villages). It was observed that Sindewahi and Gondpimpri talukas were affected the most by biological contamination.

3.6.2.1 RISK FACTORS: RED CARD VILLAGES, DOWNSTREAM VILLAGES

As stated earlier, red cards are given to villages based on MPW’s surveys. Although red cards are not a direct indicator of contamination, they point to a potential source of contamination as well as a potential symptom of biological contamination. Therefore red card villages can be construed as being at risk of contamination. There are 44 villages received red cards from April 2013 to April 2014 couses of unclean surrounding, technical problems, irregular TCL and disease outbreak. Taluka wise numbers of villages that have received red cards with their reasons for receiving red card (number of red cards given for that particular reason) are listed table no. 12.and figure no.16.

The cities in Chandrapur district have grown over the years but neither organized planning process nor were sewage treatment plants adopted in any of the cities/towns. As a result, raw sewage flows directly into the closest natural streams and rivers. This state of affairs puts the villages downstream of the cities at risk. Such villages have been identified with the help of Geographical Information System (GIS) these are presented in the table no.13 and figure no 16.

3.6.2.2 RISK FACTORS: TOILET COVERAGE STATUS

Open defecation can have a significant impact on the water quality of a village. Fecal coliforms from excreta can contaminate in drinking water sources and lead to outbreaks of diarrhoeal diseases. Individual household without toilet coverage in the district are tabulated in table no 13.

Ther are 216 villages affected by chemical contaminants and 153 villages affected by biological contaminants out of 1809 villages of district. Besides these there are villages that are at risk but do not currently have any contamination in their drinking water sources. Factors such as the villages being downstream of ULBs or having red cards are risk factors in the case of village not currently facing water quality issues, and serve as aggravating factors in the case of villages which do have water quality issues. In the case of some villages, there are mitigating factors at play which reduce or have the potential to reduce the impact of contamination i.e. already installed water treatment plants, proposed water treatment plants, and already identified alternative drinking water sources are examples of mitigating factors.

To identify the worst hot spot villages, it is important to weigh all these parameters and devise a nominal scale to rank the villages. The scoring system which is used to identify critical villages is as follows:

1. Contamination score (out of 5): a. A score of 0 is awarded to any village that has no contaminated water sources b. If the village has biological contamination alone it is awarded a score of 1 c. If the village has one type of chemical contamination alone the village is awarded a score of 2 d. If the village has more than one type of chemical contamination it is awarded a score of 3 e. If the village has biological and one type of chemical contamination it is awarded a score of 4 f. If the village has biological contamination and multiple chemical contaminants as well it is awarded a score of 5 2. Aggravation / Risk Score (out of 5): a. If a village is downstream of a city, the village is awarded a score of 1 b. If the village has received a red card once in the past year it is awarded a 2 c. If the village has received red cards on multiple occasions in the past year it is awarded a score of 3 d. If the village has received a red card not more than once and is also downstream of a city it is awarded a score of 4 e. If the village has received red cards on multiple occasions and is downstream of a city it is awarded a score of 5 f. In all other cases it is awarded a score of 0 3. Mitigation score (out of 5): a. If the village has no mitigation measure it is awarded a score of 0 b. If the village has a defunct DFU it is awarded a score of 1 c. If the village has a functioning DFU it is awarded a score of 3 d. If the village is slated to receive an RO or other water purification unit in the near future it is awarded a score of 4 e. If the village is slated to receive an alternative source for drinking water or a piped water supply scheme in the near future it is awarded a score of 5 4. Calculation of criticality score: The criticality score is calculated by adding the contamination score and aggravation/risk score and subtracting the mitigation score from this value. Consequently a village with a higher score is in a direr situation than one with a lower score.The villagese with positive criticality score are being presented in table no.14 and figure no. 15. The villages with negative criticality score are may be recived a safe drinking water due to existing or proposed remedial measures so these villages are left out.

Highest positive criticality score is occurred in Shindewahi taluka i.e.3.94. CHAPTER 4: PLAN

The objective of this plan is to serve as a decision support system for the district administration. What that implies is that it will serve mainly as a guiding tool to fine tune the mechanisms used for targeting the most vulnerable villages. Through the previous chapters we have systematically analyzed and trimmed our data set of 1809 villages to arrive at the 318 most vulnerable villages. The next step is to devise appropriate interventions for each typology of contamination, as well as for systemic and functional issues.

4.1 TARGETS/GOALS

1. Water quality: Chemical, Biological standards The drinking water quality standards to be used are given in the annexure 1. The goal of this plan will be to ensure safe drinking water to the entire population of Chandrapur. 2. Process optimization This plan aims to optimize the processes that are currently in place and to increase inter- departmental co-ordination to ensure reliability of data and effective monitoring.

4.2 INTERVENTIONS

4.2.1 CONTAMINATION TYPOLOGY-WISE INTERVENTIONS

The data show that all the quality affected sources are groundwater-based. The following points will serve as a guideline for interventions for each typology.

In the case of chemical contamination, some physical interventions that are common to all typologies such as:

 Providing an alternative source of drinking water  Dilution of contaminated sources to make the water potable  Installing RO units to treat contaminated water

If RO units are to be installed, it is important that a dual system be implemented whereby the treated water is used only for drinking and some other water source is provided for washing purposes. This will minimize the installation and operational costs. Also, RO the source selected should be such that maximum number of households is served by installing one unit. In the case of sparse habitations multiple RO units may be required.

CHAPTER 5: WAY FORWARD

This exercise has to be carried out every year to maximize the utility of this methodology. A few things that are critical to the process are as follows:

1. Inter-linking of all relevant departmental databases and joining them to GIS based maps, creating a master database for water quality planning. The following databases need to be part of this (all data village-wise): a. NRDWP – water quality affected villages delineated by typology b. NBA/SBA – individual household toilet coverage c. RWS – action plan, village-wise mitigation/remedial measures implemented and planned d. Health dept – red card / green card villages e. GSDA – geology and GIS maps

The linking should be done using the village census codes as the reference. A single reference will allow easier updation and processing of data.

2. After organizing and linking the data (i.e. creating master database for planning), the criticality scoring table needs to be generated every year. This will serve both as a planning tool as well as monitoring tool. High priority villages can be identified, thus enabling the district administration to focus on the most vulnerable/needy areas. The progress and impact of previous year’s interventions can also be determined by examining the year on year change in criticality score.

3. This process of calculating criticality scores year on year will also enable the administration to identify villages that have recurring issues despite implementation of remedial measures. These “hotspots” can then be given special attention after further investigation into the causes of repeated contamination.
