At the very outset, I on behalf of Doomdooma College family welcome you to this premier institution of higher education. Doomdooma College was established in the year 1967 through the pioneering efforts of a team of visionaries led by Late Jogendra Nath Deka. It is a provincialisd college affiliated to Dibrugarh University and recognized by the University Grants Commission. Right from its inception the college has held the pride in disseminating knowledge and skills to the learners of this culturally vibrant area, which comprises of different ethnic groups. The college presently has an enrollment of over 3700 students. As there are no other degree colleges nearby, the students’ enrollment increases every year, which adversely affects the academic environment of the college. Keeping with the increasing student enrollment and the rising interest in our undergraduate programmes coupled with the emerging global trends towards the market-driven educational system, the college has introduced various professional and career oriented courses along with the traditional degree courses.

The college has very good and modernized infrastructure with sophisticated administrative building and conference hall, well-equipped Science Laboratories, Computer Laboratory, Language Laboratory, Educational & Psychological Laboratory, Digital Classrooms, a multi-purpose Play Ground, Handball, Badminton & Basketball Courts, Multi-Gym(Fitness Hub), Spacious Auditorium (Kallol), Canteen, Botanical Garden, Historical & Cultural Museum, Hostels for both Boys & Girls. The college has a very effective Students’ Support Services Centre with Students’ Union office, NCC (Boys’ & Girls’) and NSS offices, Women cell, Health Cell, Career Counseling & Guidance Cell, Equal Opportunity Centre etc. The college provides scholarship to economically disadvantaged meritorious students, Students travel concession, Mentoring facility, Remedial coaching etc. Besides, the college has various cells & committees like Anti-Ragging & Disciplinary Action Committee, Committee Against Sexual Harassment (CASH), Grievance Redressal Cell to provide disciplinary support to the students. The study centers of Krishna Kanta Handiqui State Open University (KKHSOU) and Dibrugarh University Open and Distance Learning (DODL) offer diverse post-graduate, Undergraduate and Career Oriented programmes.

The newly opened Central Library of the college with more than 29000 books and a good number of magazines, newspapers and journals, Digital Lounge, Book Bank, Mini Conference Room etc provides another dimension in the academic support to the students. Through N-List programme students and faculty members can search more than 100 national and international journals. The college family offers sincere thanks to the Govt. of Assam for its financial support in enriching the library.

The college is committed to its vision and mission in all its endeavours and seeks to materialise into reality the great concept of accomplishment through knowledge “Gyane Parisamapyate”.

The college is accredited by National Assessment and Accreditation Council (NAAC) for the first time in the year 2004-05 and re-accredited in the year 2011-12. Now the college is all set for inviting NAAC peer team for the third cycle of accreditation. The college celebrated the concluding ceremony of its Golden Jubilee on 7, 8 and 9 December, 2017 in a very befitting manner with the combined efforts of all the stakeholders. REQUIREMENT AND PROCEDURE FOR ADMISSION As per the initiative taken by the Government of towards “Digital India”, the Doom Dooma College implemented on-line form fill up and admission system from the academic session 2017-18.

Applicant will have to put his/her profile details like – Name, Date of Birth, Mobile No., e-mail id and Click on REGISTER After this Applicant will get a validation Code in his/her registered Mobile No. After entering the Validation Code in the specified space, Click on VALIDATE After validate PAY NOW OPTION will appear. Click on PAY NOW, then Payment page will be displayed where applicant will have to select PAYMENT METHOD to pay the Prospectus fee Rs. 120/- through Credit Card/Debit Card/Net Banking. Click on PAY NOW button then an OTP from the bank will come to the registered Mobile No. Put the OTP in the specified place. Then Click on MAKE PAYMENT. Then online payment status will be displayed on screen. After successful payment student can download Prospectus/Payment Receipt or can CONTINUE to FILL UP the ONLINE FORM (Download the Prospectus and go through the Prospectus before filling up the online form). Step-2 Click on CONTINUE Applicant will have to put all required details and click SAVE & NEXT Step – 3 Put your address for correspondence Step – 4 After this Applicant will have to put all required information related to his/her educational qualifications and click SAVE & NEXT Step – 5 Put last examination marks in the subjects opted for Step – 6 In this step, Applicant will have to upload Photograph and Documents (Pass certificate, Mark-sheet, Caste Certificate). Step - 7 Course Applied for: Here the applicant will have to put subject/Course details that he/she wants to apply for and click SUBMIT Then preview of the filled in form will appear. If anything is wrongly entered the applicant can correct the same by clicking on BACK button then Click on SUBMIT . After successful payment take the Print out of the receipt of payment and submit the college copy to the College office immediately.

DOCUMENTS TO BE SUBMITTED Student will have to submit the following particulars along with the Printed Application Form generated from on-line admission:

• Two copies of recent passport size photograph • Self attested copies of . Age proof Certificate . Marks-sheets from HSLC . Pass Certificates from HSLC . Caste Certificate from the competent authority wherever necessary . Certificate on Differently Able Person (if applicable) . Documents in support of Extra-Curricular Activities (if any) • Character Certificate from the Head of the institution last attended. • Gap Period Certificate wherever applicable. (An applicant passing the qualifying examination earlier than the current year will have to submit a gap period certificate from the Head of the institution last attended or Officer-in-Charge of the nearest Police station or Government Gazetted Officer testifying his/her activities during the interim period. If the gap period of study is more than 3(three) years he/she will not be eligible for admission.

DOCUMENTS TO BE SUBMITTED FOR WAIVING OF FEES: Following documents are mandatory to submit in the form of Hard Copy for waiving of fee along with the documents mentioned above subject to the approval of Director of Higher Education, Govt. of Assam.

• Original Annual Income Certificate of parents from the Revenue Circle Officer or Mouzadar. • Declaration of parents regarding occupation. • Photograph of plantation of sapling in places like home/road side/school/college premises. Note: The income certificate, Declaration of parents and photograph of tree plantation will be verified by the Board constituted by the college authority as per the instruction of Director of Higher Education, Govt. of Assam for waiving of fees. If the Board is not satisfied by the documents, applicant will have to pay the requisite fees.

RESERVATION OF SEATS: There is a provision for reservation of seats for students belonging to SC, ST(P), ST(H), OBC/MOBC/TGL category and Differently Able Persons as per Govt. of Assam rules. Quota seats for Co-curricular activities like cultural, sports, NCC, Scouts & Guides will be allotted to the applicant subject to the clearance from the Board constituted by the College authority.

CHANGE OF SUBJECTS

Normally, a student will be allowed to change his/her subject or stream up to the date fixed by the Council/University for admission or within 15 days from the date of admission of the student whichever is later.

COLLEGE UNIFORM It is strictly compulsory for every student to come to the College with proper uniform which is as follows: (a) Uniform for Boys: Summer: White Shirt and formal Black Trouser. Winter : White Shirt and formal Black Trouser with maroon coloured V-necked full or half Sweater. (Jeans pant & Shirt of any other colour is not allowed). (b) Uniform for Girls: Summer : Navy Blue Blouse and white Chadar-Mekhela or Saree with Navy Blue Border. Winter : Navy Blue Blouse and white Chadar-Mekhela or Saree with Navy Blue Border and Maroon coloured Sweater N.B. The blue apron for science students is mandatory during their Practical classes.

COLLEGE IDENTITY CARD AND BADGE College Identity Card and College Badge are issued to every student annually at the time of admission. Old identity card is to be surrendered at the end of each academic session for renewal otherwise new identity card will not be issued. Every student must wear the College Badge and carry the identity card while entering in the College premises.

Student found without uniform and identity card will be liable for disciplinary action.

ATTENDANCE The college strictly adheres to the percentage of attendance of the students as per University regulation. (see University Regulation 9)

EXAMINATION AND EVALUATION The College authority strictly adheres to the examination and promotion rules of the University/AHSEC. Tests and Sessional examinations are compulsory and no appeal for exemption shall be considered. Examinee must fill up the examination form for the concerned examination as and when notified by the College authority. The College authority will not be held responsible for any discrepancy in this respect.(see University Regulation 10)

COLLEGE PROVISIONAL PASS CERTIFICATE Following Documents must be submitted along with the filled in application form for issuing Provisional Pass Certificate- • Clearance certificate from the President, Doom Dooma College Students’ Union and Prof-in-Charge in case of an office bearer of the Union. • Clearance Certificate from the college office regarding surrender of College Identity Card and College Badge. • Clearance certificate from the Hostel Warden in case of Hostel Border.

TRANSFER CERTIFICATE Any students seeking transfer from the college will have to apply to the Principal for Transfer Certificate. The application must be countersigned by his/her parent or authorized guardian. No certificate shall be issued to those leaving the College without permission. Refund of fees is not permissible. Following documents must be submitted along with the application. (see University Regulation 12, 13)

• Clearance Certificate from the college office regarding surrender of College Identity Card and College Badge. • Library clearance certificate from the Librarian. • Clearance certificate from the President, Doom Dooma College Students’ Union and Prof-in-Charge in case of an office bearer of the Union. • Record of percentage of attendance duly signed by Heads of the concerned Departments. • Clearance certificate from the Head of the department in case of students having Major programme. • Clearance certificate from the concerned N.C.C. COLLEGE RULES & REGULATIONS 1. General Rules for maintaining discipline: (a) Great emphasis is laid on discipline, character building and college decorum and students are expected to maintain a high standard of discipline. (b) Students admitted to the college must abide by all rules and regulations as prescribed by the College authority. Violation of rules, unsatisfactory academic progress, irregular attendance, irregular clearance of College and Hostel fees and dues, showing discourtesy to the teachers and to the non-teaching staff in any form, adoption of unfair means during examination etc. are some of the offences which may make the student liable for disciplinary action like termination of scholarship, non-issuance of college Diploma/Certificate, forced transfer and even expulsion from the college and hostel. (c) All forms of ragging inside the Hostel and College premises are strictly prohibited. Strong disciplinary action will be taken if anyone is found to be involved directly or indirectly in ragging. (d) Using mobile phones inside the classroom and examination hall is strictly prohibited. 2. Library Rules : (a) Every student must come to the library with college uniform. (b) Books and other belongings should be kept in the Property counter of the library. (c) Library is open from 9.00 A.M. to 5 P.M. on all days except holidays. (d) If any book borrowed from the library is lost, torn or damaged in any form, the value of the book will have to be borne by the borrower as per library rules. (e) Books are issued for all classes on all working days. (f) Non-Major students will be allowed to borrow 2(Two) books at a time and Major students will be allowed to borrow 4 (Four) books at a time. (g) In no case a student can keep a book for more than 15 (Fifteen) days from the date of issue. A fine of Re 1/- per day will be charged for every delayed day. In case a student does not return the book until 1 (One) month from the date of issue, the Library Committee will take disciplinary action.

3. Rules for Network Resource Centre (Digital Lounge) (a) Only regular students, teaching and non-teaching staff of the college are eligible to use the Network Resource Centre (Digital Lounge). (b) Library card is to be produced before entering into the Network Resource Centre. (c) Downloading and printing is available at the Network Resource Centre. (d) At a time 10 (ten) students can avail the benefits of Network Resource Centre. (e) Time allotted for each student is fixed and is to be strictly maintained. (f) Shoes should be kept outside while entering into the Network Resource Centre. (g) Access to entertainment sites in not allowed. (h) Silence inside the Network Resource Centre (Digital Lounge) is mandatory. (i) To avail the Network facility student must register his/her name. 4. Hostel Rules : (a) Married students are not allowed to avail hostel seats. (b) Borders must abide by all the rules & regulations imposed by the College authority and Hostel warden. 5. Other rules : (a) Students must follow the rules notified at the main entrance of the College (b) Every bona fide student of the college must participate at least in 3 (three) events in the College week. (c) Consumption of any form of Tobacco product is strictly prohibited inside the college premises. Violation of any of the rules mentioned above will make the student liable for strong disciplinary action.

MORNING SHIFT FOR DEGREE COURSE (ARTS STREAM) Doomdooma College, the only institution for higher education in a very large area of 35 kilometer radius, has to cater to the need of an increasingly large number of aspiring students every year. In order to address this growing demand, the college has been running Morning Shift for the students of B.A. non-major programme since 2013- 14 academic year. It can be mentioned that the introduction and continuation of the Morning Shift in the Degree level of the college is hailed as a landmark step in disseminating higher education in the area. Further, it generates scope to provide employment to a number of unemployed educated youth on contractual basis. INTRODUCTION OF CHOICE BASED CREDIT SYSTEM (CBCS) Dibrugarh University, to which Doomdooma College is affiliated, proposes to introduce the CBCS in under graduate programmes from the academic session 2019-20. There is no denying the fact that CBCS will really be a herculean task for a rural college like us which is situated in the academically backward region of the state. Nevertheless, hopefully we will be able to cope with the challenging situation with the help and support of the concerned stakeholders and well wishers. ANNUAL AWARD CEREMONY Doomdooma College organizes an annual award function with much pomp and glory with a view to boost up the morale of both its students and teachers of the college for their achievement and excellence in different scholastic and non-scholastics fields. The awardees are honoured with incentives like Certificates, Memento and scholarship as well. GOLDEN JUBILEE CELEBRATION Established in 1st July 1967, Doomdooma College, the only institution of higher education in the densely populated North-Eastern corner of the of Assam, has traversed a long course of history. The college family celebrated its closing ceremony of Golden Jubilee from 7 December to 9 December, 2017 in a very befitting manner. THIRD CYCLE OF NAAC RE-ACCREDITATION Doomdooma College is one of the few colleges in the state which is proudly and triumphantly rushing forward to complete the third cycle of accreditation. The college is all set for inviting the NAAC peer team in the month of October-November, 2018. It can be mentioned that the college was reaccredited with B grade in 2011-12 in the second cycle of NAAC assessment and accreditation.
