COMMUNICATION PLAN TINSUKIA ELECTION DISTRICT Directrory of Phone Numbers 2016 All poling stations of 122 – Tinsukia, 123 – Digboi & 125 - Doom Dooma LAC are covered by either telephone/celluler networks. Contact numbers of all Polling personnels are listed and kept ready for communication. Phone numbers of one local person of polling station locality is also being collected. Proposal has also been sent by Superintendent of Police, Tinsukia for providing 70 High Frequency and 170 Low frequency sets with 85 manpower for meeting any kind of excigency and easy transmission of information between important election officials. A Transport Cell has been set up to facilitate the movement of the polling personnel. Sri Diganta Saikia, ACS, Addl. Deputy Commissioner (M: 9435030337) will be the In-Charge of Transport Cell. DUTIES AND RESPONSIBILITIES OF THE TRANSPORT CELL To finalize Petrol Depot for supply of POL for Parliamentary Election purpose To make proper planning of placement of vehicles at Sarvananda Singha Stadium as per routes and ensure ease of spotting for polling parties The Transport Cell will assess the actual requirement of different category of vehicles for movement of polling parties as well as Central Observers, LAC Magistrates, Zonal Officers, Sector Officers and other Election related officials. To prepare of Route Chart and Route Maps with the assistance of Zonal and Sector Officers, In case of remote and sensitive pockets, Transport Cell will identify a suitable location for camping polling personnel on the day before poll day and movement of the poll parties to their respective polling stations on poll day. The same should be fixed only after consultation with DEO, Police Department, Personnel Cell and Constituency Magistrates The Cell will work out the availability of requirement of govt. vehicles and accordingly hire / Requisition or obtain the remaining vehicles from other sources well ahead of the Poll including Recovery Vans as per provisions laid down under sections 160 of R.O.P. Act’1951 and obtain the ‘Road Worthiness’ Certificate from DTO, Tinsukia after due inspection by MVI. Preference should be given to get the vehicle on hire basis to avoid LIC insurance claim. A Master Register for Vehicles used for election will be maintained separately for govt. & other requisition vehicles showing the actual date & time of requisition and release. The cell will maintain proper register of vehicles hired and Log sheet of POL issued, meter reading of hired vehicles on log sheet 2 Directrory of Phone Numbers 2016 Proper MVI checking should be done at the time of requisition and at the time of de- requisition of vehicles. No major repairing of vehicles should be undertaken except under exceptional circumstances after obtaining prior approval of the Deputy Commissioner. The minor repairing may be done at a minimum cost, as and when required after observing all required formalities to avoid any future audit objection. Registers for requisitions/hire of vehicles & repairing vehicles should be maintained properly and separately. A register of damaged separate parts will also be maintained and damaged parts should be deposited after election is over for audit purpose. The cell will identify petrol depot for supply of POL for Parliamentary Election, 2014 purpose The Cell will arrange for issue of POL on credit from the local petrol depot as well as outlying depots as may be required. The issue of POL from local depot should be done equitably considering the distance as well as consumption of POL by a particular vehicle for that proper register should invariably be maintained along with log sheets, duly signed by the officers / staff as the case may be who will perform the journey. The cell will also contact the local depot in advance and ensure that they maintain a RESERVE STOCK of POL for exclusive use for the purpose of election. The transport cell will asses tentative requirement of budget for payment of wages to driver and handymen of hired vehicles and submit a proposal to District Election Officer with details of approximate no. of vehicles, types etc. The cell will maintain a Wage Payment Register and submit to Election Branch after election. Details of wage payment may also be recorded on the body of Hiring Form so that bills can be processed smoothly and payment released to the vehicle owners/suppliers. The Cell will arrange to receive all bills related to requisition and repair of vehicles and issue of POL bills within 10 days of completion of counting & submit to the Election Officer for payment after due checking and endorsing certificate by the Cell In-charge on the body of the bills to the effect that the vehicle was used for the purpose of conduct of General Election to the Legislative Election 2011.All vehicle hiring related bills must be supported by a copy of Registration Certificate of the vehicle. Hand over all records, accounts, registers and vouchers if any to the Election office immediately after the end of the Election Process. The Transport Cell will co-ordinate with PWD Roads and related departments for urgent repairing of roads and bridges to ensure smooth and safe movement of Polling Parties. The Transport Cell, in consultation with Personnel Cell will identify some points for picking up of polling personnel on material distribution day.
