It outlines how any EU transition related risks will be managed to prevent or control any incident becoming a serious consequence for public health or safety. This plan does not cover EU transition activity beyond the resilience sector. Work aimed at improving business or community readiness is being led through LA EU Transition Lead Officers. 2 AIM The aim of this plan is to outline the mitigation and management arrangements for EU transition on the resilience of Suffolk where public health or public safety are at risk. 3 OBJECTIVES • Set out Suffolk Resilience Forum (SRF) governance arrangement for pre and post EU Transition. • Set out the potential EU Transition risks. • Confirm the EU Transition planning assumptions. • Outline the escalation process to deal with an incident requiring an emergency management coordination structure. • Outline the communications arrangements to multiagency partners and the wider population of Suffolk. 4 RISK 4.1 Risk Assessments HM Govt provided RWCS to guide local risk assessment of EU transition resilience related risks for Suffolk in October 2020. The SRF EU Transition Cell (Working on Wednesdays (WOW)) completed a series of risk assessments based on planning assumptions in relation to their impact on public safety, health and disruption. 1 OFFICIAL OFFICIAL 4.2 Risk matrix 4.2.1 The risks are shown below: Catastrophic (5) Significant (4) Moderate (3) Demonstrations and Disorder. A Covid TCG is also stood up which allows SRF WoW EU Transition Cell to escalate resilience issues. 3 OFFICIAL OFFICIAL 5.6 National engagement 5.6.1 LRF Chairs teleconferences Participation from SRF Chair or Vice Chair, SCG Chair or secretariat and SRF Partnership Manager or deputy. 5.7 EU Transition planning arrangements SRF WOW EU Transition Cell are responsible for any multiagency EU transition resilience planning required to ensure the resilience of Suffolk. SRF WoW will escalate any issues for strategic decision making to the Suffolk Covid SCG. 5.8 EU Transition reporting 5.8.1 The SRF Partnership Manager will collate all reports required to be submitted. 5.8.2 Information for the reports will be obtained by email / telephone confirmation from the members of the reporting team listed in 5.8.3. 5.8.3 The following agencies will be asked to contribute to the central government reporting template: Organisation Ipswich and East CCG and West Suffolk CCG Suffolk Chamber of Commerce Essex and Suffolk Water Ipswich and East CCG and West Suffolk CCG Suffolk Constabulary Anglian Water Suffolk Trading Standards Port of Felixstowe Police Public Health England Environment Agency Suffolk LA Group New Anglia LEP Port of Felixstowe Essex and Suffolk Water East Suffolk Suffolk Coastal Port Health Suffolk Constabulary Suffolk Constabulary SCC – Waste Management Partnership SCC – Business and Borders 4 OFFICIAL OFFICIAL Border Force BTP East of England Ambulance Service Suffolk Fire and Rescue Service 5.4 Mutual Aid Details of Mutual Aid agreements in existence are referenced paragraph 10 of the Suffolk Generic Emergency Response Plan. 6 CONCEPT OF MULTI-AGENCY RESPONSE FOR PRE OR POST EU TRANSITION Suffolk has already established Strategic and Tactical multi-agency coordination structures to manage Covid and has agreed to use these for any further risks. Accordingly, any EU transition response action will be considered by the pre-existing framework. 7 INFORMATION SHARING All EU Transition information is shared on Resilience Direct between partners. 8 ROLES AND RESPONSIBILITIES
