Four World Heritage sites, monumental Roman buildings, the Imperial Cathedrals in Speyer, Mainz and Worms, the SchUM towns that were of major importance to the European Jewish community in the Middle Ages, numerous fortresses and castles, various museums and archaeological treasures are all outstanding monuments of our state’s history and of its importance in a European context. Generaldirektion Kulturelles Erbe (GDKE) brings this great story to life. It not only makes the state-owned fortresses and castles accessible, but also is the roof organisation of the state authorities of monument protection, archeology and the three State Museums in Koblenz, Mainz and Trier. A wealth of exhi- bitions, events and educational programmes allows people to engage in cultural heritage. The main focus hereby is both on detailed documentation as well as on attractive presentation, for instance using scientific publications or audiovisual guiding systems. Its castles, watchtowers, walls and palisades once shielded the former Roman Empire against free, “barbarian” Germania. SchUM cities – this is how Jews in the Middle Ages referred to the largest Jewish municipalities at that time, i.e. Speyer, Worms and Mainz. In 2020, the final decision will be taken on whether the joint request of the three cities will be successful and whether the SchUM cities will one day bear the title of “UNESCO world heritage sites”.     LUXEMBOURG AGREEMENT On April 21, 1921, there was completed a contract whereby the Grand Duchy of Luxembourg, for a specified sum, agreed to settle all claims of whatever nature that remained outstanding against the United States. The arrangements were made in conference between G-1 and the Direcotr of the R.R.& C. Service on one side and representatives of Luxembourg on the other. The contract was signed for the United States by the Judge Advocate of the A.F.G., who acted for the Commanding General, and by the Minister- President of the Grand Duchy for Luxembourg.1 ' The contract was, in part, as follows: Luxembourg hereby substitutes itself for the United States in reference to and guarantees the latter against all claims, demands, obligations, rights, actions, suits and controversies, of every kind and nature, arising in Luxembourg during the period stipulated in this agreement, which it, the said Duchy of Luxembourg, or any inhabitant, or any person subject to the sovereignty of Luxembourg, or any organization, association or corporation, commune or department of Luxembourg, may now have or which may hereafter accrue for damage to, use or loss of property, or injuries to or death of persons, caused by or resulting from acts, or omissions, of members of the said American Military Forces, or of any one connected therewith, during the period embraced in this agreement, whether the same are listed below or not, but with particular reference to the following: (a) All claims which the United States is authorized to pay to the inhabitants of Luxembourg, known more explicitly as "private claims".- (b) All claims for the use and occupation of railroads, cars, tracks, and for transportation of troops, supplies, and material.

    Eifel Initiative for the Future, Germany Urban-rural linkages enhancing European territorial competitiveness - Mini case study on business clusters Short description of the setting The Eifel region is a low mountain range in western Germany, bounded on the north, east, and south by the rivers and vineyards of the Ahr, Rhine, and Moselle, and by the forest of the Ardennes of Belgium and Luxembourg in the west. It covers an area of nearly 700.000 ha total, comprising 10 districts in two German Federal States (three districts in North Rhine-Westphalia and seven in Rhineland-Palatinate). All in all, the Eifel region gives home to about 900.000 inhabitants in 53 cities and towns. Amidst the cities of Aachen, Koblenz and Trier which mark the borders of Eifel, the region is rather lacking in infrastructure, with few industrial clusters, but mining, agriculture, viniculture, forestry and dairy farming predominating, and tourism as a growing sector. Savage beauty was and is one of the features of Eifel, and since 2004 about 110 km² of the Eifel have been protected as the nature reserve “Eifel National Park”. Vis à vis these conditions, the need for a joint strategy and co-operation for the development of Eifel as a competitive region was recognised by many actors across borders, and first implemented for the field of tourism. Innovative activity "Eifel - We are future" – with this motto, 10 Eifel districts, 53 local governments und 8 regional chambers of commerce in the two neighbouring German Federal States of Rhineland-Palatinate and North Rhine-Westphalia and the German-speaking Community of Belgium have affiliated in the association “Eifel Initiative” in 2005, and thus established a remarkable regional partnership for creation of value.

Huningy and Nikolaus Wolfz Abstract We analyze the formation oft he German Zollverein as an example how geography can shape institutional change. We show how the redrawing of the European map at the Congress of Vienna—notably Prussia’s control over the Rhineland and Westphalia—affected the incentives for policymakers to cooperate. The new borders were not endogenous. They were at odds with the strategy of Prussia, but followed from Britain’s intervention at Vienna regarding the Polish-Saxon question. For many small German states, the resulting borders changed the trade-off between the benefits from cooperation with Prussia and the costs of losing political control. Based on GIS data on Central Europe for 1818–1854 we estimate a simple model of the incentives to join an existing customs union. The model can explain the sequence of states joining the Prussian Zollverein extremely well. Moreover we run a counterfactual exercise: if Prussia would have succeeded with her strategy to gain the entire Kingdom of Saxony instead of the western provinces, the Zollverein would not have formed. Six juvenile bats were found on the ground underneath the roost. They were raised by hand and released under observation as soon as they were able to fly. 1.
