A. PROGRAM SUMMARY

On September 21, 2011, the United States Agency for International Development (USAID) signed an Activity Agreement with the Government of Sindh (GOS) to implement the Sindh Basic Education Program (SBEP). This initiative is one of several donor interventions that support the Government’s broader Sindh Education Reform Program agenda. SBEP is focused on increasing and sustaining student enrolment in primary, middle, and higher secondary schools. SBEP centers on seven districts in northern Sindh: Dadu, Jacobabad, Khairpur, Kashmore, , Qamber Shahdadkot, and the five towns Bin Qasim, Gadap, Kemari, Lyari and Orangi of City in Sindh Province. SBEP is comprised of seven component parts: 1) Construction of schools in the areas affected by 2010 floods; 2) Support to GOS policy reforms to merge, consolidate, and upgrade schools through construction of schools; 3) Improvement in early grade reading in primary schools; 4) Community mobilization, with a focus on increasing girls’ enrolment and improving the nutritional status of children; 5) Technical assistance (TA) to the GOS’s Education and Literacy Department (ELD); 6) Architecture and engineering support for school construction, and 7) Monitoring and Evaluation. The Sindh Community Mobilization Program (CMP), implemented by International Relief and Development (IRD), is a five-year program that commenced in August 2013. It forms a cornerstone of SBEP, particularly component four of the program. CMP itself has four key components: 1) Increase communities’ involvement in the GOS reform of merging, consolidating, and upgrading schools; 2) Improve community and District administrations coordination for increased girls’ enrolment; 3) Improve child nutrition in selected communities and government schools through research that informs innovation and good practice; and, 4) Pilot component: Launch of the Education Management Organizations (EMOs). In addition, CMP has three cross-cutting themes (CCTs) that will significantly add value to these objectives: 1) Gender: Mainstreaming of program activities; 2) Water and sanitation (WATSAN): Improved facilities, knowledge and practice; and, 3) Disaster Risk Reduction (DRR): Improved awareness, knowledge, preparation, and practice. Additionally, CMP will be giving small grants to neighboring schools to address needs identified in the school improvement plans (SIPs). The program tracks and supports the construction, merging, consolidation, and upgrading of SBEP schools. Also, CMP works with neighboring schools that fall within designated areas around new schools being built under SBEP and that accord with the specific criteria set by USAID for CMP activities. CMP inclusive community activities are designed to make these educational improvements sustainable by increasing community support for their local schools and advocacy for better educational provision generally.

B. OVERVIEW OF ACHIEVEMENTS THIS REPORTING PERIOD

During the third quarter of Project Year (PY) III, CMP continued to execute the community mobilization interventions to contribute to Sindh Basic Education Program (SBEP) educational reforms, which includes increasing enrolment ensuring optimum retention by fostering conducive and child centered learning environments in all targeted schools. While continuing the uninterrupted collaboration with Education and Literacy Departments (ELD) at district and provincial level, SBEP’s other components and other non-profit organizations, the CMP team is ensuring that all the deliverables are creating lasting outcomes at the grass-roots level. In this reporting period, CMP team facilitated the ground-breaking ceremony followed by signing of Memorandum of Understanding (MOU) between seven School Management Committee (SMCs) and contractor to kick off the construction of schools in district Qamber Shahdadkot. Besides the construction of schools, the CMP team signed 34 grant agreements with School Management Committee (SMC) to implement the small grants program. CMP continued with its efforts to engage communities through their involvement in the celebration of community recognition days, implementation of SMPs, SIPs and other activities. In this reporting period, 152 annual school days, World Environment Day, and Mother’s Day were celebrated in various schools. Events like these demonstrate enhanced community participation and strong involvement in local decision making. Also, these events provide excellent opportunities to engage communities for increased role of women regarding girls’ enrollment. CMP continued to provide capacity building support to SMCs and facilitated the process of making and updating Social Mobilization Plans (SMPs) and School Improvement Plans (SIPs). During the quarter the SMCs updated 38 SIPS and drafted 58 new SIPs. In addition, 44 new SMPs were developed and 38 updated. During the reporting period, CMP in collaboration with other SBEP partners organized inauguration/opening ceremonies of four newly constructed schools; three in district Khairpur and one in district Sukkur. CMP provided trainings to SMC on “Financial Management and Small Grants” to equip the committees to better identify needs and efficiently allocate and spend resources. Sub-committees of 97 schools participated in the trainings. A total of 837 (657 male and 180 female) participants were trained and consequently 52 grants vetting meetings took place to develop grant applications. SMC general body members also participated in this process. The CMP team is playing a critical role in resource mobilization by influencing and encouraging community to revive and enhance philanthropic traditions. CMP team organized school based events for local resource generation in 61 schools and sought in-kind and cash contribution from community members, local notables and philanthropists which is one of the great achievements of the CMP. During the quarter, 176 CMP focused schools were supported in conducting school cleaning activities. Process was initiated for identification and establishment of health and nutrition corners in 333 schools. During the quarter, CMP team continued focusing on gender mainstreaming in all program activities including reviewing small grants applications from gender perspective and dialogues held with communities for inclusion of women in SMCs and subcommittees. 42 dialogues were conducted in which 1,724 female and 772 male participated. Additionally, a district networking meeting was held in Sukkur in which various stakeholders from local and international NGOs and district health and education officials working in the nutrition sector participated. In addition, health and hygiene sessions with students and teachers were conducted in Khairpur and Kashmore districts. CMP completed paperwork to sub contract Aga Khan University for the execution of nutrition activities. CMP also conducted meetings with district manager People’s Primary Healthcare Initiative - PPHI in Qamber Shahdadkot and District Health Officer DHO in Kashmore.

CMP continued to provide technical assistance to develop Request for Proposal (RFP) #3 for potential Education Management Organization - EMOs. The RFP#3 will include a cluster schools model. Another significant accomplishment of the reporting period is that through technical assistance of CMP, Education and Literacy Department-ELD-GOS proposed for the allocation of PKR 1.0 Billion (Equivalent to US$ 10 Million) for EMO reforms in Government fiscal year 2016-2017. This kind of huge investment from Government of Sindh demonstrate the commitment, which would assist to ensure the scalability and sustainability of the intervention beyond the life of program.

C. STATUS OF ACTIVITIES AS PER COMPONENT

COMPONENT 1: Increase Communities’ Involvement in the GOS Reform of Merging, Consolidating and Upgrading Schools Coordination Meetings for the Review and Finalization of CMP Targeted Schools During the reporting period Sindh Community Mobilization Program and Program Management and Implementation Unit (PMIU) revised the list of 409 targeted schools of Sindh Basic Education Program (SBEP). Initially there were 421 schools in that list but after consolidation and merging of some neighboring schools this number was reduced. Implementation of Consolidation, Merging and Upgrading Policy In order to ensure effective implementation of GOS reform of consolidation, merging and upgrading, the CMP team of worked with SMCs, staff and communities of five schools to facilitate schools consolidation in these communities. A similar exercise was carried out in two schools in Bin Qasim town Karachi where community and SMCs welcomed the idea and agreed on school merging. CMP field team Jacobabad clarified the EMO system to the SMC members during interactive discussions and demonstrated the importance of EMO system. In Jacobabad District SMC, School staff and community of GGPS Abad expressed concern that the schools was merged with GBHS Abad. They mentioned that it is culturally challenging for girls that the girls’ primary school to be merged with a boys’ high school, which might affect girls’ enrollment and retention. Therefore, SMC of GGPS decided to submit an application to education department to reverse this merger. Pre-Construction Meeting with Stakeholder of Package-One Schools Prior to the inception of construction related activities, CMP field team of district Qamber Shahdadkot facilitated the pre-construction coordination meeting at Deputy Commissioner’s office in Qamber Shahdadkot. PMIU’s senior management, Halcrow, DEO and the SMC chairpersons and head teachers of schools in the construction package participated. At the meeting CMP briefed participants about the SBEP, its components, especially CMP and its objectives, activities and targets. Halcrow also briefed participants on the process of schools construction, methodology and roles and responsibilities of PMIU, school staff, district education department, CMP, communities, other stakeholders, and its own role CMP team also shared information on the temporary arrangements that would be made to ensure that the children’s education remain uninterrupted. ELD officials and other participants, thanked USAID for supporting the construction of a new state-of-the-art school building. CMP emphasized the support it can provide by mobilizing SMCs and communities during the transitioning period when the school will be moved to a temporary location. Halcrow-Pakistan showed proposed school model through video clips and introduced itself to the group. The participants appreciated SBEP initiative and agreed to provide required support to the contractor to complete the construction work. Ground breaking Ceremony of Government High School, Monder Lakha, District Qamber Shahdadkot During the reporting period, CMP in coordination with USAID, PMIU, and Halcrow, organized a ground-breaking event that marked the official kick- off for the SBEP-funded construction of schools in the district. The event was chaired by the Deputy Commissioner district Qamber Shahdadkot and witnessed by officials of ELD, PMIU, media, community notables, other civil society Deputy Commissioner, Qamber Shahdadkot representatives, school teachers, and students. SMC Chairperson shared brief history of the school and surrounding communities. He also expressed gratitude to the Government of Sindh as well as USAID for dream come true by making long term developmental investment in their village, which will benefit successive generations. Deputy Commissioner District Qamber Shahdadkot appreciated the efforts of USAID and SBEP partners in modernizing the education in the province and district. He assured his maximum support and full cooperation to community, SBEP team, and other stakeholders. Notably He stated “I am confident that this program will play vital role in providing quality education in remote areas of Sindh”. On the occasion of ground breaking, chief guest and other guests planted trees at the construction site and expressed their commitment to the SBEP educational reforms. The event received significant press coverage by local and national TV and print media. Memorandum of Understanding (MOU) Signing Ceremonies During the reporting period, CMP team in coordination with PMIU facilitated the signing of seven Memorandum of Understanding (MOU) between contractor and SMCs of seven new schools to be constructed under package I. Large community participation was witnessed at these MOU signing ceremonies. 1,508 participants, including parents, community members, ELD officials, teachers, students, and district government representatives attended these MOU ceremonies. During these ceremonies, the SMCs and construction contractor agreed to abide by the SMC Chairman GBHSS Warrah signing MOU outlined roles and responsibilities before, during, and after construction of the schools.

Conflict resolution meetings with community/school administration for smooth execution of schools construction activities During reporting period, CMP field team district Qamber Shahdadkot facilitated four coordination meetings on the request of Halcrow as the contractor was facing some difficulties in construction work, especially pertaining to the land issue of GGPS Ghazi Khan Markhand. CMP engaged school SMCs and Assistant Commissioner and as a result issues were resolved and the construction work resumed smoothly. School Inauguration and Opening Events During the reporting period, CMP facilitated the inauguration and opening events of the first four schools constructed under USAID funded SBEP. The school inauguration of GHS Kouro Goth, district Khairpur, dated April 7, 2016, was attended by high profile dignitaries including the Chief Minister Sindh, Consul General US in Karachi, renowned politician Bakhtawar Bhutto (daughter of former Prime Minister of Pakistan Benazir Bhutto), Senior Minister, USAID Mission Director, Secretary Education, other officials of US Government, GOS, SBEP stakeholders and partners, notables and large number of community members and school children and teachers. During the school inauguration Secretary Education and Literacy Department, Government of Sindh appreciated the efforts of USAID and SBEP partners in modernizing the education in the province. On the same Senior dignitaries offering prayer after plaque unveiling occasion Mission Director of USAID Pakistan at GHS Kouro Goth, District Khairpur highlighted the importance of education and how USAID is partnering with the GOS to improve the quality of education in the province. During the inauguration ceremony, SBEP documentary, made by the CMP was screened encapsulating the efforts and successes achieved in this program. On the occasion US Consul General Brian Heath mentioned that, “USAID endeavor to provide quality of education to prepare adolescents and youth for challenges of 21st century. USAID is not only contributing in primary and basic education but also investing health, energy, skill development and infrastructural development.” Bakhtawar Bhutto Zardari acknowledged the devotion, commitment, and hard work of ELD to complete this state of the art building in record time. She said “there is no better way to turn a new page in the history other than educating our children.” CM Sindh paid gratitude to USAID for their generous contribution and remarked that education for both girls and boys is an absolute way forward to cope with social and economic challenges. Sania, Student of GHS, Kouro Goth of the newly constructed school mentioned that, “The inauguration ceremony and this well-equipped school is nonetheless than a celebration of bright future for us.” Followed by the inauguration of GHS Kouro Goth, district Khairpur, CMP organized school opening ceremonies in GHS Tando Mir Ali, GHS Arain and GHS Jhajh Regulator. These school opening ceremonies were chaired by Deputy Commissioner Khairpur, Commissioner Sukkur, and Additional Deputy Commissioner Khairpur, respectively. During these events, students expressed their excitement of construction of new schools and were very happy to see wonderful and well equipped school buildings for them. Electronic and print media provided significant coverage during these events. Following the inauguration and opening ceremonies, CMP organized health, nutrition and hygiene sessions with the students and parents to raise awareness and inculcate the behavioral change among the communities towards nutrition and best hygiene practices. Sessions were well -received by parents and students.

Social Mobilization Plans During the quarter, CMP team facilitated SMCs in process of developing 44 new Social Mobilization Plans and worked with 33 communities to update their existing SMPs to prioritize community based activities. SMP includes activities such as; SMC general body meetings, celebrating schools annual days and international & national days as well as organizing activities to ensure students enrollment and retention.

COMPONENT 2 – Improve Community and District Government Coordination for Increased Girls’ Enrolment

Capacity Building of SMCs and Sub Committees SMCs & Sub-committees Training on Financial & Grants Management: Capacity building of SMCs and its sub-committees is one of the vital components of CMP as it enables communities and SMCs to lead the developmental interventions at the grass-root level. In order to efficiently and effectively manage grants and financial record keeping, three days of training was delivered to SMC’s and sub-committees on Financial & Small Grants Management. A total of 837 (657 male and 180 female) participants from 97 schools participated in these trainings. Some salient features of the training were: 3-day SMC and sub-committee training on Financial  Help SMC executive body and sub-committee and Grants Management at GBPS Sindhi Jamait members in understanding their role & Cooperative Housing, Karachi responsibilities in small grants and financial management;

 Enable SMCs to understand the overall scope of SMC in grant making process;  Provide guidelines and technical assistance to participants for maintaining financial record, such as; Cash Book, Ledger, Stock Register etc.;  Introduce SMC’s with the small grants cycle;  Orientate SMC members on how to write grant application, implement, and report. School Improvement Plans School Improvement Plan (SIP) is very important document for any school. Before training sessions. The SMCs were however not aware about its importance and did not have required skills to develop an effective and implementable SIP for their school. CMP provided trainings to SMC executive and subcommittees in order to build their capacities to prioritize needs in the development of an effective SIP. Because of these trainings and capacity building efforts SMCs are now able to identify, analyze and prioritize school needs and estimate resources required to execute the work. Through gender mainstreaming efforts the communities are now able to consider the importance to cater needs of girls’ students in SIPs and resource allocations. During the quarter, SMCs with the supporting role of subcommittees developed 58 SIPs and updated 38. Through these activities, the SMC subcommittees helped to vitalize the community and enhance their participation in SBEP activities.

Implementation of School Improvement Plan through small grants Under the CMP small grants program the SMCs of SBEP targeted schools are eligible to apply for a small grant of up to US$ 1,500 to implement school improvement activities identified in the SIPs. Facilitated SMCs through Vetting Meeting in Developing Proper Small Grant Application: During the reporting period, CMP received 57 grants applications. As per standard operating procedure outlined in grants manual, general body meetings were conducted to prioritize needs in accordance with the available resources and pass resolutions to endorse activities included in the SIP. In districts Khairpur, Larkana, Qamber Shahdadkot and Sukkur, CMP teams facilitated SMCs and sub- committees to correctly fill the grant application forms, attach relevant documents and showed how to prioritize needs according to available and allowable resources. CMP field team Larkana also facilitated SMCs to open Easy Paisa Accounts (A corporate service for financial transaction) for timely funds transfer.

Small Grants Application Review: All applications are reviewed to assess feasibility, impact and gender mainstreaming. After thorough review and analysis, CMP teams coordinates with the SMC to open easy paisa account to receive grants funds. This is very thorough process and involves input from different departments of CMP. During the reporting period, 43 applications were reviewed while 14 applications are under review. Approval of Small Grant and Signing of Agreement: During the reporting period CMP approved 34 grant applications and signed 34 agreements with SMCs. The signing ceremonies were witnessed by SMC general body, parents and community notables. CMP shared the approved amount along with the details of activities to be carried out utilizing the grant. CMP team also used this opportunity to give a brief refresher to the sub-committee members about their roles and responsibilities, especially about proper utilization and recording keeping of grant funds. Disbursement of Grant Funds and Implementation of Small Grants: SMC Chairman GBHS Mouladad, District Jacobabad signs Small Grants Agreement During the reporting period 16 SMCs of neighboring schools received small grants to implement activities such as: to improve drinking water and sanitation systems; making school toilets functional, provision of furniture that includes students’ desks and teachers’ tables and chairs; repair of electric system with provision of ceiling fans etc. These details are provided in the following table and in Annexure-V. Special Initiatives Orientation sessions with Teachers and Students on Intel Education Science Fair (ISEF) Program In continuation of the MOU signed between USAID and Intel to use Information and Communication Technology - ICT as an effective tool in everyday learning especially for science subjects, orientation sessions were held with students from grade 8-11 and with teachers and head teachers in SBEP focused schools. Intel master trainers and CMP district teams jointly facilitated the sessions. The main purpose of these sessions was to provide orientation about the categories, registration process and stages of Science Fair and how Intel Pakistan Orientation session with students and students can design and submit their abstracts for teacher. GBSS, Juma Himayati, Karachi the upcoming Intel National Science Olympiad. Facilitators also presented profiles and successes of participated students in national and international science fairs. A total of 415 (365 male and 50 female) teachers and 2,344 (1,517 boys and 827 girls) students from 22 schools of district Qamber Shahdadkot, Khairpur and Karachi attended the orientation sessions.

Registration and submission of Science Projects by CMP students As a result of the orientation sessions of current as well as previous quarters and continuous support and follow up by field teams to students, CMP received and forwarded 56 science project abstracts from 127 students of 20 SBEP focused schools. Intel Pakistan will conduct further shortlisting for the qualification of provincial level Intel Education Science Fair. Community to Community Exchange Visits  CMP piloted community to community exchange visit initiative in district Larkana. The main purpose of this intervention is to provide an opportunity to the communities of getting benefits from peer to peer learning through exchange of ideas and interaction at various levels. Under this initiative community’s visit to another community enables them to understand how they have undertaken steps to improve smooth functioning of schools, increase enrolment, attendance and retention of students, maintain school and financial record, better utilization of SMC funds and take efforts towards quality education. Community Recognition Days Celebration of World Environment Day: As June 5th marks World Environment Day (WED) in accordance with declaration by the United Nations in 1972, it has become one of the globally celebrated days to take practical actions and raising awareness for the protection of environment and earth. The theme for 2016 World Environment Day was “Zero tolerance for the Illegal Wildlife trade”. In order to enhance awareness of children and communities about the importance of environment and its conservation CMP in Students are planting a tee sapling during World collaboration with communities and Environment Day. District Dadu Government Forest Department, organized World Environment Days in some of the SBEP focused schools in Dadu, Karachi, Larkana and Qamber Shahdadkot. Celebration of World Environment Day provided an opportunity to inculcate knowledge about environment protection among children and encourage them to take practical actions for environment protection, such as; personal, domestic and environmental hygiene and plantation. During these events, CMP also highlighted how important is to have proper WATSAN facilities for environment conservation and its effect on our health. Celebration of Annual School Days During the reporting period CMP team organized 152 annual school days in 152 schools of its focused districts and towns where 31,143 (17,676 male/boys and 13,467 female/girls) participated. The main purpose of ‘Annual School Days celebration is to:  Recognize and reward performance of students in annual examinations  Recognize and reward students who regularly attended school throughout the academic year. Annual School Day celebration at GBPS Arain,  Provide an opportunity to parents to see District Sukkur the academic performance of their children.  Encourage School Management Committees/Sub committees to organize special events and activities which can enhance interest of parents and community towards promotion of educational activities in the locality and surrounding of schools. The activity also provides an opportunity to teachers, SMCs and parents to motivate students, parents and communities to build their confidence and enhance presentation skills. All main stakeholders of education including school children, teachers, parents, SMCs/subcommittee members, community members and district education officials and notables participated in the events. Different competitions like debate, quiz singing, drawing, tableaus, interactive performances etc. also were part of these events to build the confidence of students and teachers. Prizes for winning children and top position holders and appreciation certificates were given to the students who performed well in their class and secured high grades. Impact of interventions on Access and Quality Education. CMP continued implementing the strategy designed for promoting and advancing girls’ enrolment as a cornerstone of its activities. The program continued to focus on the importance of this component in meetings and coordination with all stakeholders. In addition to bring out of school children back to schools, CMP is also contributing to improve school infrastructure and learning environment, which can ensure the quality aspect and help in high retention.

COMPONENT 3 – Improve Child Nutrition in Selected Communities and Government Schools through Research that Informs Innovation and Good Practices

Stakeholders’ Coordination Meetings for Improving Children’s Nutrition CMP continued to maintain coordination with district as well as provincial level stakeholders working in the areas of health and nutrition. In this regard, CMP organized a Stakeholder Coordination Meeting in district Sukkur and invited district health and education departments and other non-government organizations working on child nutrition in the district. CMP component lead facilitated the meeting and engaged more than 30 participants to identify areas of mutual collaboration. The main purpose of the meeting was to share CMP’s interventions, particularly in the areas of children health, nutrition and hygiene with the participants and also to seek information about their interventions, strategies and inputs in the same thematic and geographic areas. In addition to the exchange of information, the networking meeting aimed to foster the working relationship with different stakeholders and organizations and leverage support for CMP and its Stakeholders’ Coordination Meeting for implementing partners. Improving Children Nutrition at IBA, Sukkur During the meeting Dr. Habib-ur-Rehman, focal person from district health office Sukkur offered cooperation in organizing medical camp if CMP identifies the malnourished children and share the information with department of health.

Coordination Meeting with other Stakeholders in Health Sector Beside the district level stakeholders’ coordination meeting, CMP nutrition component lead and field team also continued coordination with People’s Primary Healthcare Initiative (PPHI), one of the significant non-government organizations, which manages primary public sector health facilities. During the meetings with District Manager, PPHI, component lead of CMP shared brief introduction of CMP with relatively more details on health, nutrition and hygiene interventions. The meeting also focused to map primary health facilities in geographical areas of SBEP so that the referral system can be established for malnourished children, once the screening process is in place. Health Corner Established in GBES, Khan School Cleaning Activity Muhammad, Gadap Town, Karachi School cleaning is one of the major activities, where CMP teams engages children, the community, and teachers and school administration to ensure that they are aware about the personal, domestic and environment hygiene and keep their schools clean and conducive for learning. During the reporting period, CMP facilitated communities to organize “School Cleaning Activity”. Significant number of children, parents, teachers and SMCs joined in cleaning the schools. CMP provided cleaning kit and also rewarded the students who performed well in the activity. The purpose of this activity was to inculcate knowledge and raise awareness about health, nutrition and hygiene, which will lead to behavior shift to keep school safer and cleaner. CMP facilitated 176 schools to celebrate school cleaning activity. CMP believes that raising awareness to children and the community regarding health and hygiene is equally important as setting up of health screening corners as the awareness raising will lead to behavioral change. During the reporting quarter, CMP conducted seven health and hygiene awareness raising sessions in three schools of districts Kashmore and Khairpur and reached to 128 participants (19 male and 109 female) including school teachers, SMC members, parents and students. The objective of the sessions was to enhance awareness of teachers, students and parents Nutrition session at opening ceremony of GGHS regarding healthy and unhealthy food, personal and Arain Sukkur domestic hygiene, and environment cleanliness. PPHI also support CMP team in organizing some sessions. During the sessions facilitators used interactive methodology to keep audience involved and responded to their queries regarding the selection of locally available nutritious food items. CMP field team in district Jacobabad also facilitated four communities to form school health and nutrition committees so they can lead nutrition related interventions on the ground.

COMPONENT 4 – Launch of EMOs System

Handing over of SBEP schools to EMOs: During the reporting period CMP facilitated the handing over of first four schools, constructed under USAID funded SBEP, to two selected EMOs, i.e. Institute of Business Administration (IBA Sukkur) and Charter for Compassion (CFC) under the Government of Sindh (GOS) policy reform of EMOs. These four schools were inaugurated by senior dignitaries. Following the schools’ inauguration ceremonies in April and May, 2016 a comprehensive exercise for inventory checking and procedural handing over was carried out. Handing over ceremony of SBEP School, GBHS Kouro CMP ensured extensive coordination with all Goth, District Khairpur, to CFC (the EMO) relevant stakeholders and provided continued support to ELD-GOS, both selected EMOs – IBA Sukkur and CFC, PMIU, Halcrow, District Administration and District Education Departments of Khairpur and Sukkur, SMCs, parents and communities. IBA Sukkur and CFC have taken over managerial responsibilities and they have also shared the progress reports, which also been shared with PPP Node of ELD-GOS and USAID. These four schools will offer access of quality education to 3870 children in four villages in district Khairpur and Sukkur. Second batch of EMOs Request for Proposal (RFP) for five SBEP Schools: During the quarter, CMP assisted the PPP Node in conducting a pre-bid meeting for the second RFP for EMOs. The participants included the pre-qualified bidders, PPP Unit of Finance Department, PPP Node of ELD, and Halcrow. In the 13th meeting of SBEP Program Steering Committee (PSC) held at PMIU on April 26, 2016, chaired by Secretary Education the second batch of EMOs RFP consisting of five SBEP schools in districts Khairpur and Sukkur got approved. CMP conducted continuous follow- up with all 20 prequalified EMOs and engaged their interest for applying, and also provided technical guidance to help GOS acquire bids for all schools in the package. CMP also provided technical assistance to the PPP Node for responding to the queries of the prospective bidders, and for the issuance of an addendum to the second RFP incorporating the suggestions of the prospective bidders. It is worth mentioning that the addendum was approved in a meeting of TFEC chaired by Secretary Education, ELD-GOS. In the result of these efforts six prequalified EMOs (IBA Sukkur, CFC, IRC, HANDS, Beacon house and SocioEngineering Group) submitted 14 bids that covers all five SBEP schools. During the reporting period, the GOS Technical and Financial Evaluation Committee (TFEC) opened the bids submitted against the second RFP for EMOs on May 11, 2016. CMP also provided assistance to the TFEC for technical evaluation of the bids and for developing the technical evaluation reports (TERs). In its meeting dated May 11, 2016, chaired by Secretary Education, the TFEC approved the TERs for second RFP. According to the evaluation reports four prequalified organizations (IBA Sukkur, CFC, Beacon house, and IRC) qualified the technical criteria. Following the round of technical evaluation, the financial bids of technically qualified bidding organizations were opened in a meeting of the TFEC on June 28, 2016, chaired by Secretary Education. CMP is providing technical assistance to the TFEC for conducting detailed financial evaluation of the bids. It is expected that in next quarter CMP will be able to support GOS-ELD to finalize EMOs for second batch of five schools.

Expansion of EMOs Policy Reform: Based on the tremendous potential of enhanced efficiency of educational management and immediate results of USAID and GOS partnership for the pilot of EMOs policy reform in SBEP targeted schools and building on the policy and procedural successes achieved so far GOS has decided to expand the EMOs reform, beyond the SBEP target area, to non-SBEP schools and districts in Sindh. In a letter addressed to USAID, the GOS appreciated the technical support provided by CMP for the pilot of EMOs reform and also requested USAID to Pre-Bid meeting on second RFP for EMOs extend this support for expansion of EMOs reform in other (non-SBEP) districts and schools of Sindh. In the response to request of GOS, and the sequential proceedings for approval of required support, the USAID has given its approval for assistance through CMP for the expansion of EMOs model to non-SBEP schools. The assistance role of CMP for expansion of EMOs reform is centered on conducting outreach programs with stakeholders and to provide technical assistance for evaluation and procurement processes involved in outsourcing the management of selected non-SBEP public sector schools to EMOs. This intervention will a.) Institutionalize the implementation of EMOs reform in education sector, b.) Strengthen relationship between USAID and the Government of Sindh and c.) Most importantly also sustain and scale up impacts of the SBEP. During the reporting period and after approval by USAID, CMP provided assistance to PPP Node of ELD for shortlisting of applications submitted against the second Expression of Interest for EMOs for non-SBEP schools, advertised by GOS.

Financial Allocation for EMOs by GOS in Budget for FY 2016/17: CMP is delighted to report that the Government of Sindh (GOS) has pitched in for a significant allocation of PKR 1 Billion (Equivalent to USD 10 Million) in the GOS fiscal year 2016 - 2017 budget for the implementation of EMOs policy reform. This is yet another step which demonstrates the commitment of GOS to promote and sustain the EMO Policy Reform whilst ensuring smooth operations and trust from the private sector to remain engaged with the reform in the coming years. The GOS Budget will be effective from 1st July, 2016, after approval of the Sindh Provincial Assembly. CMP provided technical support to the ELD and Finance Department of GOS in designing and pitching for this allocation. In the Provincial Assembly of Sindh, the Minister of Finance also highlighted the significance of EMOs reform during his budget speech. This commitment from Finance Department and ELD GOS has resonated very positively in public and private sectors and it will help to foster the reform.

In addition to the PKR 1 Billion, following are some other important financial allocations in GOS Budget 2016-2017 relevant to SBEP: CMP also assisted the ELD, GOS in pitching for other financial allocations relevant to SBEP. These include:  Block SNE allocation for teaching/non-teaching staff for SBEP schools: PKR 250 million  Electrification / Transformers for SBEP construction schools: PKR 27.3 million  Provision of furniture for SBEP construction schools: PKR 248 million  Provision of furniture and renovation of existing (old) blocks of SBEP schools: PKR 57 million  Renovation and provision of basic facilities in cluster (neighboring) schools: PKR 240 million CMP conducted a strong follow-up with the relevant offices of ELD, Finance Department, and Planning and Development Department, GOS for these allocations. Release of EMO Funds allocated in GOS Budget FY 2015/16: Another significant achievement of the reporting period is that due to regular follow up, technical assistance for documentation and continuous coordination of CMP, the Finance Department of GOS has released PKR 500 Million under the allocated funds for EMOs reform in GOS Budget of FY 2015/16, to ELD, GOS through an EMOs Viability Gap Fund (VGF) for 1escrow account mechanisms. The first release of funds to EMOs is anticipated in the next quarter, which is expected to send a very encouraging message to the EMOs and the larger private sector involved in education management about the commitment of the Government for the EMOs reform. CMP is also providing support and assistance to PPP Unit of Finance Department, ELD-GOS and prospective banks in deciding the escrow account mechanisms for release of funds to EMOs under the contract terms. Under proposed financial structure, separate escrow accounts will be opened for each contract. The escrow mechanism will be governed by a tri-partite escrow agreement, which will be executed between the ELD GOS, EMO and the escrow Bank. Subject to the escrow agreement and the standing instructions set out therein, including clearance from the IE and IA, the payment for every quarter will be released by the escrow bank from the respective escrow accounts to the EMOs bank accounts Hiring of Independent Auditor (IA) and Independent Expert (IE) for GOS- EMOs: During an agreement signing ceremony held in the office of Secretary Education, ELD- GOS, agreements among Deloitte Yousaf Adil, IBA Sukkur and ELD, and Earnest and Young, CFC and ELD, respectively were signed. Independent Auditors will help opening of escrow accounts for EMO contracts for the release of GOS funds to EMOs under the contract terms for management of public sector schools. During this quarter, CMP provided Ceremony for Signing of Independent Auditor Agreements comprehensive assistance to the ELD-GOS for first batch of SBEP schools outsourced to EMOs

Sindh Community Mobilization Program (CMP) Year III Quarterly Report III: April 1– June 30, 2016 Contract Award No: AID-391-C-13-00006 for hiring of IAs and IEs under tripartite agreements to ensure transparent, accountable and efficient implementation of the EMOs reform. Hiring of IA and IE is also a condition precedent under the contracts for procurement of EMOs. CMP provided assistance and coordination to ELD-GOS, EMOs, the proposed audit firms, Finance and Law Departments, GOS, in drafting the IAs scope of work, developing the tripartite agreements, and defining their roles and responsibilities under the contract terms. CMP held various meetings and comprehensive back-and-forth interaction with all involved parties firms to finalize the agreements. CMP also performed coordinated efforts with IBA, CFC, PPP Node of ELD, and proposed IEs to define the roles of IEs under the concession agreements signed for management of public schools. CMP held several meeting with the involved stakeholders to define and develop understanding of the EMOs and potential IEs about the measurement of Key Performance Indicators (KPIs) and other involved mechanisms to smoothly operationalize the implementation of a transparent and accountable oversight system. The IEs are expected to be signed with both current EMOs (IBA Sukkur and CFC) during the next quarter.

Cluster based model for EMOs: The SBEP Steering Committee in its 13th meeting granted approval to implement cluster based model for EMOs. Under this approach, the management of SBEP construction schools along with its neighboring/cluster schools will be outsourced to EMOs. This model will greatly help address the demand side challenges posed at the cluster schools by utilizing the experience and expertise of EMOs. This model is also expected to bring efficiency at various levels of management, economy (as measured through per-child cost), Consultative Session on Cluster Based Model for EMOs infrastructure improvement, curriculum enrichment and staff capacity development. One of the primary advantages of this model is the sustainability of improvements brought and impact generated by the SBEP in the cluster schools. CMP worked extensively during this quarter to develop the concept for cluster based model, delivered presentations to different stakeholders; including GOS, USAID and private sector potential partners (prequalified EMOs). CMP also conducted a stakeholders’ consultative workshop on cluster based model to seek the inputs, comments, concerns and recommendations of the involved stakeholders which included representation of the prequalified EMOs, ELD and Finance Department, GOS, RSU, USAID, PMIU and SBEP components. The participants also perform group work to structure the changes required in the current EMOs model for catering to cluster schools like infrastructure challenges, administration, selection criteria, measurement of KPIs, etc. CMP consolidated the recommendations of the participants into a report of the session and shared with USAID. Sequential to the approval of SBEP-PSC, CMP is now working to assist GOS in incorporating the changes required in RFP, concession agreements, KPIs, etc. and mapping the condition of cluster schools for implementation of the cluster model starting with the third RFP for EMOs, which is expected to include six SBEP construction schools in Khairpur and Sukkur.

Engagement with private sector for Public Private Partnerships (PPPs): Building upon the previous quarter’s developments, CMP continued its efforts to harness private sector support for SBEP targeted schools. These efforts included meetings with potential partners to discuss and explore areas of collaboration to support SBEP targeted schools. CMP is pleased to share the success of its partnership with Pfizer Inc.; a donation of USD 15,000 has been received to procure health-room equipment and supplies for 13 SBEP construction schools. In addition to this, Pfizer Pakistan has also confirmed provision of equipment and supplies (already procured by Pfizer) for health-room of one additional SBEP school; totaling 14 SBEP target schools. CMP conducted a strong follow-up with Pfizer after submission of its PPP proposal, provided technical guidance and held continuous interaction to realize the support committed under this partnership. During this quarter CMP also held interactions with SBEP private sector partners; INTEL Pakistan, Rotary International, Engro Corporation, and Telenor in efforts to realize support pledged under the signed MOUs. CMP held interaction with Rotary to seek updates on their commitment for provision of equipment for computer labs in SBEP construction schools. Rotary indicated that they will initiate the process of funding in July 2016 and it may take 6-8 weeks for the process to be completed. Rotary has also notified CMP about plans to apply for funding to support subsequent batches of SBEP schools during FY 2016-2017. Intel Pakistan team is facilitating orientation sessions in CMP schools of selected districts. The students, who will attend these sessions, will have opportunity to register their abstracts for this year’s Annual INTEL Science Fair. CMP has also shared list of selected schools with Intel for ICT trainings which will be conducted by INTEL in coordination with Sindh Capacity Development Program SCDP. CMP is following up with Telenor for its commitment of PKR 2.5 million to provide support for computer and science labs, uniforms, shoes, internet connectivity and other required support for SBEP schools. CMP is also following up with Engro which shared plans with CMP in the last quarter to launch social media campaign for SBEP schools. Additionally, CMP is following up with Engro to share sample proposals for CMP target schools to be uploaded on IATC website for crowd funding during the next quarter. CMP will continue following up with these parties to realize their pledged support. During the reporting period, CMP followed up with Maersk and submitted a proposal to seek their support in setting up digital libraries and science labs in SBEP targeted schools. The proposal is under the review by Maersk. CMP has also initiated a round of discussion with National Bank of Pakistan (NBP) to discuss potential of a partnership to support SBEP schools. CMP conducted a follow up meeting with Universal Service Fund (USF) to explore possibility for provision of computers and internet connectivity to SBEP schools. This meeting was next step to an initial meeting of USF with SBEP team led by Secretary Education. USF has asked for a letter from Senior Minister Education to Minister of State, IT & Telecom for seeking support to improve SBEP schools. CMP is providing technical assistance to ELD, GOS, for this understanding with USF and the required correspondence. Other similar interactions with private sector include meetings with Network of Organization Working with People with Disabilities’ Pakistan (NOWPDP) which briefed about potential measures for the inclusion of the special education for disable students in government schools; and interactions with Nizam Energy for solar electrification of SBEP targeted Uniforms, shoes and stationary donated by local construction and neighboring schools. Under the campaign to encourage contributions from local businesses, communities and other stakeholders, CMP tracked 61 in-kind and cash contributions in CMP targeted schools in the districts Dadu, Jacobabad, Khairpur, Karachi and Sukkur. The contributions include water coolers, rewards to acknowledge achievements of students and to hire local teachers, school uniforms and shoes, furniture, ceiling fans, sun shades, books, etc. CMP also organized school-based events in these districts to acknowledge the contributors.

D. STATUS OF ACTIVITIES AS PER CROSS CUTTING THEME

CROSS CUTTING THEME 1: Gender Mainstreaming Let Girls Learn: To move further on Let Girls Learn - LGL initiative, during this quarter Advisor Gender Mainstreaming conducted a meeting with adolescent girls in a school of district Khairpur on challenges they face for getting education. 85 girls participated in the meeting and shared their challenges. Some of the major challenges mentioned were mobility, distance from home to school, menstrual hygiene management (MHM), early marriages, puberty, cultural norms, domestic work, low priority for girls' education, lack of facilities at school level like wash rooms, lack of female teachers, and lack of transport. Based on the finding of the meeting, Advisor Gender Mainstreaming developed the concept note to address the issues of adolescent girls. CMP started to address the issues of adolescent girls through different activities like repair of washroom facility through small grants and increasing girls’ students’ participation in extra curriculum activities like Intel exhibitions. Community Dialogue on Women Inclusion in SMCs and Sub Committees Objectives and steps for the community dialogue are as under:  To increase women membership and participation in SMCs and subcommittees.  To take community perspective on women's inclusion in SMC  To raise awareness on woman's role in education. In this respect, 38 community dialogues were conducted separately with men and women. In few schools and where possible joint sessions were also conducted. During these dialogues, challenges that can be faced by women if they become a member of SMC sub committees were discussed in detail. Participants shared their concerns that most of the women were illiterate, they do not know about the SMCs and its role and responsibilities and due to social norms it is difficult for women to go outside of the village to attend trainings. CMP team informed that training for women will be organized at the village level and will be conducted by female staff to train them on social mobilization, SMC process, gender mainstreaming and their role and responsibilities. The communities’ representatives both male and female are very excited regarding the role of women in education and they realized that women have very important role in child education and especially for girl’s education. Women perspective on community dialogue

Before Community Dialogue, we were never asked to participate in any decision making body. All community members, even including ourselves used to believe that we can’t provide any input for the betterment of education of our children.

Now, after joining the community dialogues, we as well as male community members have realized that our input regarding the challenges towards girls’ education is more valid then male members’ point of view.

We also feel that we should be part of SMC to contribute our ideas for betterment of education. Women active role in the resource Hawa Suprio, SMC sub-committee member generation: Due to continue efforts for gender mainstreaming by the field team women are taking initiatives and ensuring their participation in School and CMP different activities. They are providing support for the effective working of School management with the community participation. Qamber Shahdadkot team reported that during reporting period 6 Local resource generation sessions were conducted in GBPS Qaim Khan Sheikh, GBPS Noor Muhammad Suprio, GBPS Rab Rakhyo Lakho, GBPS Dhani Bux, GBHS Chakiyani, GBHS Arzi Bhutto at community level. 62 females and 96 males participated in these sessions and it was first time that females were also approached for the contribution. As a result, the below mentioned items were announced as a contribution by female members for their community schools and they were very happy serve as contributors for good education services. Contribution announced by female members during local resource generation sessions at community level are Cash, Water Cooler, Hand Fans and Quilts. Female contribution is higher than male contributions. This is very positive change in CMP focused schools/communities. Before this significant contribution from female community members, CMP field team used to pay more attention to male community members for resources generation activities. Gender integration in CMP activities: It was observed that the female Students and Teachers participated in Boys School during Environment Day at Qamber Shahdadkot in GBHSS Warah and not only they became the part of the ceremony but the large number of female students participated in different activities like; speeches, drawing competition, tableaus and dance and song performances as well. Hence girls also took the first and third position in speeches and 1st position holder of the drawing was also a female student. However, the male members also First position holder in drawing showed their support and encouraged for the female teachers competition and students to participate in such kind of educational activities.

Assessment sessions of gender WATSAN and SMC: During the midyear review, participants emphasised that the role of subcommittees needed to be clearer so these committees could play an active role in community mobilization and supporting the education system. Secondly, it was discussed during the midyear review meeting that CMP will concentrate on the capacity building of SMCs by trainings and refreshers. Advisor Gender Mainstreaming conducted a meeting with COP on the active role of Gender/DRR/WATSAN committee and SMC Executive body. It was decided during the meeting that an assessment will conducted by gender advisor and field team on the gender sensitivity of these two committees and then a capacity building workshop will be scheduled and action plan will be developed for the activation of these two committees. Gender advisor took initiative for the assessment of Gender, DRR and WATSAN committee and SMC Executive body and how to activate them through capacity building and involve them for their own monthly action plan so they will be more involved in community mobilization for good education. In this regard, Gender advisor conducted two sessions with the field team. The objectives of the sessions were:  To share the midyear review findings with field team.  Take their feedback on midyear review action point, formation of assessment toll for Gender, DRR and WATSAN committee and SMC Executive body.  Review the TORs of subcommittees.  Development of assessment tool for Gender/DRR/WATSAN committee and SMC on their role and responsibilities. The group further divided in to two groups. Two sessions were conducted with Group A: Sukkur, Khairpur, Larkana and Jacobabad on June 14, 2016 and Group B: Karachi, Qamber Shahdadkot, Dadu and Kashmore on June 15, 2016 at Serena Guest House Sukkur. Gender Advisor shared the midyear review finding with the field team and record their feedback. Participants shared with the gender advisor that it is very necessary to describe the role and responsibilities of subcommittees and involve them in different activities. Participants also shared that capacity building of these committees is very necessary. Advisor Gender Mainstreaming developed a draft tool with the support of participants that will be shared with M&E and senior management. After final review, the tool will be shared with the field team for implementation. Celebration of Mothers’ Day: Mother's Day is celebrated globally to commemorate the dedication and unconditional love of mothers for their children. During the reporting quarter, 4 Government Girls Schools of districts Khairpur, Karachi, Larkana and Qamber Shahdadkot in collaboration with SMCs, Communities and CMP decided to celebrate Mother’s Day. The event encouraged huge female participation, especially mothers and recognized their contribution in nurturing their children. Participants of Intenational Mothers’ Day at CMP invited participants from different walks of Government Girls Middle School Bhambo Khan life, including department of education, civil Chandio, District Qambar Shahdadkot

During these events students paid tribute to mothers by singing, delivering speeches and reciting Hamds and Naats. Chief guests also emphasized the role of mother in character building of a child. The communities acknowledged CMP’s for organizing such programs as well as for the efforts in improving education in their villages. At the end of the event, prizes were distributed to the students that took part in different segments of the day. Gender sensitive activities, under Small Grant: On-Going Grants: For gender mainstreaming, it is necessary that both girls and boys benefit from resources on equal basis. Provision of drinking water in girls’ school; repair of female toilets, and repair of two classrooms aims to provide good learning environment to girls. Boundary wall was repaired in a school to provide enabling environment to the girls as their parents were not sending their girls to schools due to lack of security and privacy.

CROSS CUTTING THEME 2: Water and Sanitation - WATSAN Ensuring the proper awareness and facilitating the possible support to improve the access to water and sanitation is one of the cross cutting themes of CMP. It is observed that improved WATSAN enable students, especially girls to attend schools regularly. CMP facilitated seven schools in district Khairpur and Sukkur to improve the access of water and sanitation through provision of small grants. Details are attached in annex-V.

CROSS CUTTING THEME 3: Disaster Risk Reduction – DRR Improved Awareness, Knowledge, Preparation and Practice Attended coordination meeting at UNICEF Karachi and USAID at Karachi During reporting period CMP along with USAID representatives, participated in a coordination meeting of District Disaster Management Authority, organized by Deputy Commissioner, Khairpur. The main purpose of this meeting was to conduct the mapping of NGOs working in the district as well as to discuss the duplication of DRR interventions in 26 CMP/SBEP construction schools of district Sukkur and Khairpur with the DRR interventions of UNICEF funded “Resilient, Informed and Safer Schools and Communities Program” implemented by Pakistan Fisher Folk Forum (PFF). During the DDMA meeting, CMP also briefed about the DRR interventions in CMP targeted districts. In meeting, it was decided that PFF and CMP shall meet at the district level and UNICEF and USAID will also have a bilateral meeting to avoid the duplication of efforts between similar programs and/or interventions.

E. SUCCESS THIS PERIOD  List of CMP targeted schools were reviewed and finalized. List is also submitted to ELD. Explanation note for the whole process of selection of schools also developed.  Four newly SBEP constructed schools were handed over to district education department and EMOs in districts Khairpur and Sukkur.  Inauguration ceremony of 1st newly reconstructed state of art school organized in district Khairpur.  Organized school based activities for students in four newly constructed schools.  Kick off re-construction work under SBEP started in district Qamber Shahdadkot and organized a successful Ground Breaking ceremony in very challenging hot weather.  127 students of 20 CMP schools submitted 56 Science project abstracts to Intel Islamabad for upcoming Provincial Intel Science Fair.  CMP Advisor for Community Mobilization got appreciation award from Intel Science Education  Identification of health corners in CMP schools was done and provided health screening material to 333 schools  Liaison with different stakeholders on child nutrition were conducted in Kashmore and Qamber Shahdadkot  Health and hygiene session were conducted in schools  Four SHNCs were formed in district Jacobabad  Coordination with PPHI and non-government stakeholders on nutrition  AKU contract was reviewed by IRD headquarters and USAID and finalized  Following the schools’ inauguration ceremonies in the reporting quarter, GOS has formally handed over management and operation of first four reconstructed SBEP target schools to EMOs under the Government of Sindh (GOS) policy reform of EMOs.  Government of Sindh (GOS), with the technical assistance of CMP, has pitched for a significant allocation of PKR 1 Billion in the GOS fiscal year 2016-2017 budget for the implementation of EMOs policy reform.  CMP through its successful partnership with Pfizer Inc.; received a donation of USD 15,000 to procure health-room equipment and supplies for 13 SBEP construction schools. In addition to this, Pfizer Pakistan has also confirmed provision of equipment and supplies for one health-room of SBEP School; totaling 14 SBEP target schools.  Another significant achievement of the reporting quarter is that, through follow-up and technical assistance of CMP, the Finance Department of GOS has released PKR 500 million under the allocated funds for EMOs reform in GOS Budget of FY 2015/16, to ELD, GOS through a EMOs Viability Gap Fund (VGF) for escrow account mechanisms. Timely release of funds will provide a positive message to current and potential EMOs and demonstrates the commitment of the Government for the EMOs reform.

F. CHALLENGES  Staffing of the PPP Node is still a challenge, yet to overcome by the ELD-GOS. The Finance Department has released budgeted amount of PPP Node but a slow recruitment process is hindering the pace at which the strengthening of PPP Node is expected. As government progresses further in procurement of EMOs for the subsequent batches of schools, implementation of the reform is already spreading through policy and operational branches, both horizontally and vertically across various government departments and tiers of administration. Strengthening and institutionalization of PPP Node is now critically essential for foreseeable functions like development of PPP projects, contracts’ administration, contracting, ensuring legal and contractual compliance, financial management, projects’ visibility, and performance monitoring functions, which will require significant additional human, technical, financial, capital, and ICT resources.
