Purpose: To engage in and sponsor artistic and cultural events, to promote the development and to encourage a wider interest in and patronage of art culture and science. To establish and maintain an awareness and appreciation of the cultural arts in Pulaski County, Georgia and its surrounding areas. This aim shall be accomplished by encouraging community participation in a variety of events, which promote the arts and by offering educational opportunities and administrative services in support of artists, art agencies and audiences. It is a non-profit organization under the provisions of the Georgia Non-Profit Code.

The office is staffed by volunteers Monday through Friday from 10:00am till 4:00pm. It is located on the bottom floor of the historic Old Opera House at the corner of Lumpkin and Broad streets.

Membership is open to individuals, businesses and corporations.

The Archway Partnership is a new way to deliver a full range of higher education resources made available through the University of Georgia, and the University System of Georgia, to communities facing community and economic development challenges. Archway builds partnerships to develop a pipeline between the University of Georgia, and its sister institutions around the state to local communities by applying knowledge, research, and other resources of higher education. Pulaski County Government, the City of Hawkinsville, United Pulaski Economic Development, and the Pulaski County Board of Education, and several concerned citizens have committed to partnering with UGA's Office of the Vice President for Public Service and Outreach as well as UGA Cooperative Extension to make Hawkinsville-Pulaski an Archway community

Hawkinsville - Pulaski County is one of only eight counties in the state to participate in this program. Simply put, Archway increases access to UGA faculty and students to address local community needs. The community drives the process through an Executive Committee and Steering Committee of local citizens and community leaders. To see a list of the Executive and Steering Committee members as well as a list of key issues identified by local community members at the public listening session held March 3, 2009 at the Hawkinsville High School Cafeteria.

Higher Education Assistance

Buchan Trust

Robert David Buchan, upon his death, provided in his will for the establishment of the R. D. Buchan Trust. SunTrust Bank of Middle Georgia was named the trustee. The Trust is to provide financial assistance in the making of loans to help deserving and needy students. 1. Amount of loan available: $750 per semester with a maximum of $7,000. 2. Repayment schedule: Begins three months after graduation or one month after termination of your enrollment in the program prior to graduation. Interest at the rate of 6% will begin at the time of graduation or termination and the payments will be a minimum of $50 per month including interest. 3. Applications must be made each semester and furnish GPA from prior semester. Eligibility for Buchan Trust Loan: 1. Must be a resident of Pulaski County and a full time student.

2. Income (adjusted gross income as reported on previous year’s tax return) must not exceed $100,000.

3. Students must have and maintain a C cumulative average (a copy of last semester’s grades must be submitted with the application if you are already enrolled in college). A transcript must be submitted if you are in high school.

4. Loans will be based on need and scholastics with special consideration given to vocational students.

5. Loans are restricted to one student per family.

6. Application must be returned to the Guidance Counselor by April 15th.

7. Final approval will be granted by the local committee. The local committee is made up of the President of SunMark Community Bank, the President of PlantersFirst Bank, and the Superintendent of the Pulaski County Schools.

Low birthweight is when a baby is born weighing less than 5 pounds, 8 ounces. About 1 in every 12 babies in the United States is born with low birthweight.

Some low birthweight babies are healthy, even though they’re small. But being low birthweight can cause serious health problems for some babies.

What causes a baby to be born with low birthweight?

There are two main reasons why a baby may be born with low birthweight:

1. Premature birth. This is birth before 37 weeks of pregnancy. About 7 of 10 low-birthweight babies are premature. The earlier a baby is born, the lower her birthweight may be. About 1 in 10 babies in the United States is born prematurely. Talk to your health provider about things you can do to help reduce your chances of having a premature baby.

2. Fetal growth restriction (also called growth-restricted, small for gestational age and small for date). This means a baby doesn't gain the weight she should before birth. Growth-restricted babies may have low birthweight simply because their parents are small. Others may have low birthweight because something slowed or stopped their growth in the womb. About 1 in 10 babies (10 percent) are growth-restricted. Your health care provider may think your baby isn't growing normally if your uterus (womb) isn't growing. He may use ultrasound and heart rate monitoring to check your baby’s growth and health. In some cases, a baby’s growth can be improved by treating health conditions in the mother, like high blood pressure.

Premature birth and fetal growth restriction may be caused by conditions that affect your baby in the womb. These include:

• Birth defects. These are health conditions that a baby has at birth. Birth defects change the shape or function of one or more parts of the body. They can cause problems in overall health, how the body develops, or in how the body works. They may limit a baby’s development in the womb, which may lead to low birthweight. Babies with birth defects are more likely than babies without birth defects to be born prematurely.

• Infections. Certain infections in the baby can slow growth in the womb and cause birth defects. These include cytomegalovirus, rubella, chickenpox and toxoplasmosis.

Are some women more likely than others to have a low-birthweight baby?

Yes. Things that make you more likely than others to have a low-birthweight baby are called risk factors. Having a risk factor doesn’t mean for sure that your baby will have low birthweight. But it may increase your chances. Because many low-birthweight babies are born prematurely, many risk factors for having a low-birthweight baby are the same for preterm labor and premature birth.

Talk to your health care provider about what you can do to help reduce your risk for having a low-birthweight baby.

Medical risk factors for having a low-birthweight baby

• Preterm labor. This is labor that starts too soon, before 37 weeks of pregnancy.

• Chronic health conditions. These are health conditions that last for a long time or that happen again and again over a long period of time. They need treatment from a health care provider. Chronic health conditions that may lead to low birthweight include high blood pressure, diabetes and heart, lung and kidney problems.

• Infections. Certain infections, especially infections in the uterus (womb), may increase your chances of having a premature baby.

• Problems with the placenta. The placenta grows in your uterus and supplies your baby with food and oxygen through the umbilical cord. Some problems in the placenta can reduce the flow of blood and nutrients to your baby, which can limit your baby’s growth.

• Not gaining enough weight during pregnancy. Women who don’t gain enough weight during pregnancy are more likely to have a low-birthweight baby than women who gain the right amount of weight.

• Having a low-birthweight baby in a previous pregnancy

Risk factors in your everyday life for having a low-birthweight baby

• Smoking, drinking alcohol, using street drugs and abusing prescription drugs. Pregnant women who smoke are nearly twice as likely to have a low-birthweight baby than women who don’t smoke. Smoking, drinking alcohol, using street drugs and abusing prescription drugs during pregnancy can slow your baby’s growth in the womb and increase the risk for premature birth and birth defects.

• Having little education, low income or being unemployed

Other risk factors for having a low-birthweight baby: Age and race/ethnicity

Being younger than 17 or older than 35 makes you more likely than other women to have a low-birthweight baby. And race/ethnicity is a risk factor, too. In the United States, black women are more likely than others to have a low-birthweight baby. A little more than 13 percent of black babies are born with low birthweight each year. As for other races/ethnicities in this country, 8.4 percent of Asian babies, 7.6 percent of Native American babies, and about 7 percent of Hispanic and white babies are born with low birthweight. We don’t know why race plays a role in having a low-birthweight baby; researchers are working to learn more about it.

Low-birthweight babies are more likely than babies with normal weight to have health problems as a newborn. Some need special care in a hospital’s newborn intensive care unit (also called NICU) to treat medical problems like:

• Respiratory distress syndrome (also called RDS). This breathing problem is common in babies born before 34 weeks of pregnancy. Babies with RDS don’t have a protein called surfactant that keeps small air sacs in the lungs from collapsing. Treatment with surfactant helps these babies breathe more easily. Babies with RDS also may need oxygen and other breathing help to make their lungs work.

• Bleeding in the brain (also called intraventricular hemorrhage or IVH). Bleeding in the brain can affect low-birthweight premature babies, usually in the first 3 days of life. Brain bleeds usually are diagnosed with an ultrasound. Most brain bleeds are mild and fix themselves with no or few lasting problems. More severe bleeds can cause pressure on the brain that can cause fluid to build up in the brain. This can cause brain damage. To reduce the fluid, your baby may be treated with medicine. In some cases, a surgeon may insert a tube into the baby’s brain to drain the fluid.

• Patent ductus arteriosus (also called PDA). PDA is a common heart problem for premature babies. Before birth, a large artery called the ductus arteriosus lets the baby’s blood bypass his lungs. This artery usually closes after birth so that blood can travel to the baby’s lungs and pick up oxygen. When the artery doesn’t close properly, it can lead to heart failure. Providers use tests like ultrasound to check for PDA. Babies with PDA are treated with a drug that helps close the artery. If the drug doesn’t work, a baby may need surgery.

• Necrotizing enterocolitis (also called NEC). This is a problem in a baby’s intestines. The intestines are long tubes below the stomach that help digest food. NEC usually develops 2 to 3 weeks or later after birth. It can be dangerous for a baby. It can lead to feeding problems, swelling in the belly and other complications. Babies with NEC are treated with antibiotics (medicines that kill infections) and fed intravenously (through a vein) instead of by mouth while the intestine heals. In some cases, a baby may need surgery to remove damaged parts of intestine.

• Retinopathy of prematurity (also called ROP). ROP affects blood vessels in the eye. It mostly affects babies born before 32 weeks of pregnancy. Most cases heal themselves with little or no vision loss. Some babies need treatment, though, to prevent vision loss.

What health conditions can low birthweight cause later in life?

Babies born with low birthweight may be more likely than babies born at a normal weight to have certain health conditions later in life, including:

• Diabetes

• Heart disease

• High blood pressure

• Metabolic syndrome. This is caused when you have high blood pressure, diabetes and heart disease all together.

• Obesity. This means being very overweight. If you're obese, your body mass index (BMI) is 30 or higher. To find out your BMI, go to www.cdc.gov/bmi.

Talk to your baby’s health care provider about what you can do to help your baby be healthy. As your child grows, make sure she eats healthy food, stays active and goes to all her health care checkups. Getting regular checkups throughout childhood can help your baby’s provider spot health conditions that may cause problems as your baby grows older. These checkups also help make sure that your child gets all the vaccinations she needs to stay protected from certain harmful diseases.

Who We Are

Helping the Children In 1997, the State of Georgia decided to make a real difference in the lives of its children by establishing what was known as the Fatherhood Initiative. The goal of this program was to help the children by helping the parent who could not or would not support them. In partnership with the Department of Human Resources, Office of Child Support Enforcement, the Department of Technical and Adult Education Special Workforce Services began the Fatherhood Initiative as a pilot program at seven technical institutions. Its goal was to educate non-custodial fathers who were not paying child support. Specifically, it targeted low-income, non-custodial parents, those who lacked a high school diploma or GED, and those who had children receiving TANF benefits. It now functions successfully in 33 technical colleges and 3 colleges with technical divisions.

Helping the Fathers In 1998 the Georgia Fatherhood Program was working under a new name and with a new vigor. It had served over three thousand participants in its first year in operation statewide. Parents were being educated and trained in life management and survival skills, while being supported emotionally.

Its Purpose What this unique program does is provide education, training, and job placement for non-custodial parents with court- ordered child support. It does so through the technical colleges and colleges throughout Georgia. This allows the parent to contribute to the economic well being of his children and to the economy of the state.

Services Offered The Georgia Fatherhood Program has a high standard of services which includes broad assessment of academic skills and workshop competency. Transitional employment is sought for the participant while he takes part in life management and survival skills workshops. Job readiness and workforce preparation are also taught to promote success once the participant has completed the program. Back to table of content

TANF In order for adults to receive TANF, they must participate in a work program. There are other circumstances where adults who are receiving Supplemental Support Income (SSI) disability or other caretakers of children can receive TANF as a payee and not be included in the cash assistance grant. Food Stamps Applications can be submitted online via www.compass.ga.gov or paper applications can be filed to any local DFCS office by mail, fax or in person. If you have difficulty completing the application, someone will be available to assist you. A phone interview will be required and you may need to verify your income and other household information. This program provides assistance to individuals as well as families in the purchasing food. Medicaid Many categories of Medicaid are available for families and children. Medicaid provides payment for most types of health care and prescription drugs. Georgia also offers two other types of health care assistance that are not program related: Peachcare for Kids- Applications are available at DFCS offices and the local Health Department in each county. Georgia Partnership for Caring Foundation, Inc. – Apply directly with local Right from the Start Medicaid workers at the local Health Department. Each of the above programs has its own set of guidelines and requirements. While a person may not be eligible for one program, he/she may be eligible for one of the other programs. Local staff determines eligibility based on state and federal policies. PLACEMENT SERVICES When a child has been neglected or abused and was removed from the home due to continued risks. DFCS case manager works with both parent and child to reduce the risk which brought the child to the agency’s attention. If the child cannot be returned to the home, the agency works toward permanent placing for the child through other resources (relative placement, adoption or long term foster care). The Division of Family and Children Services is committed to educating the public, private partners and DFCS field staff in regards to best practices in adoption and to facilitate and support the adoption of children in the permanent custody of the Department of Human Services. Providing homes for children whose parent(s) rights have been terminated and need permanent placement. The prospective adoptive couple or single parent is required to go through 30 hours of training. The agency provides supervision once placement is made as well as post-finalization services. Requirements: prospective couples or single parents must complete training; have a critical history check and home consultation. Prospective parents complete fingerprint check, CPS, Sexual Offenders Registry, Pardons and Parole, Department of Corrections, the child abuse and neglect registry in any other state that the prospective foster/adoptive parent or any adult household member over eighteen has resided in within the past five years and a medical exam. Foster parents provide a temporary home for children while DFCS case managers and parents work together to reduce the risk so that children can return home. Foster families are needed for children of all ages, social- economic levels and ethnic groups. The greatest need is for school-aged children, brothers and sisters who need a home together, children with special needs and teenagers. Requirements: 30 hours of pre-service program, criminal background check, and home safety inspection. You can be married, divorced or single, and you do not have to own your home. 75

PULASKI COUNTY 4-H Services provided by the Pulaski County 4-H Club for Youth ages 9-19 Georgia 4-H, a partner in public education, is comprised of youth and adults learning, growing, and working together to experience and accomplish the extraordinary. 4-H assists youth in acquiring knowledge, developing life skills and forming attitudes that will enable them to become self-directing, productive, and contributing citizens. Local educational and recreational 4-H programs center around character education, agriculture and environment education, consumer education, food and nutrition and public speaking. 4-H promotes leadership training and community service activities among its participants. Club meetings involve 5th - 12th grades and are scheduled during school activity times. No other incorporated community. Pulaski County Facts: 2000 Census (Population 9,588). Population rank 129. Area 249.9 sq. miles. 124th out of 159 in size. Total public road mileage 397. Pulaski County is in the 18th State Senatorial District, The 132nd State House District and the 1st and 3rd U.S. Congressional District. Pulaski County Courthouse was built in 1874; the jail was build in 1952. Member Middle Georgia RDC. Joint city-county recreation program, fire protection with volunteer and paid firefighters. County provides library, senior center, park, landfill, waste transfer station, emergency management. Hospital operates county ambulance service. Building permits and code enforcement, county airport, transit system. County History: Pulaski County was created from Laurens County on Dec. 13, 1808 by an act of the General Assembly (Ga. Laws 1808, p. 52). In 1870, the legislature used a portion of Pulaski County to help create Dodge County. In 1912, Georgia voters approved a constitutional amendment creating Bleckley County from the northwestern half of Pulaski County. Georgia's 36th county was named for Count Casimir Pulaski of Poland. Pulaski, who fought on behalf of the American cause in the Revolutionary War, was mortally wounded in 1779 during an attack on British forces that had seized Savannah. County Seat: Hawkinsville. In the 1808 act creating Pulaski County, judges of the inferior court were empowered to designate the county seat and contract for the building of a courthouse and jail. In the meantime, the act directed that court sessions and elections be held at the home of Isham Jordan. The judges selected the settlement of Hartford, named in honor of American Revolution heroine Nancy Hart, on the eastern bank of the Ocmulgee River, and on Dec. 13, 1809 the General Assembly designated Hartford as county seat. On Dec. 27, 1836, the legislature approved an act moving the county seat to Hawkinsville, which lay on the western bank of the Ocmulgee River opposite Hartford. The same act incorporated Hawkinsville, which was named for Benjamin Hawkins, the noted U.S. Indian agent to the Creeks on the Georgia frontier.
