Mail has the best spam protection around http://mail.yahoo.com DCCA Public Comment February 24,2006 TO DCCA DIRECTOR MARK RECKTENWALD PUBLIC COMMENT I attend DCCA’s public comment meetings in Hilo on February 1, on Maui February 15, on Molokai February 16 and on Oahu February 22. At each of those meetings I provided public testimony. I was truly amazed at the testimony at all the meetings, which was overwhelmingly in support of the community services provided by the non-profit public, educational and government television access organizations serving communities throughout the state. Testifiers were almost in unanimous support of DCCA seeking an exemption for the access providers from procurement by competitive means as dictated in the procurement law. I was also amazed at the ad hoc manner in which the public comment meetings were carried out with different rules applied by DCCA to how the meetings were conducted on each island. After experiencing DCCA putting a time limit on the Maui meeting and closing the sessions after hearing from only 24 of 70 signed up to testify, and then a few days later on Oahu allowing the meeting to continue for as long as it took to hear from all of the 75 or so people who wanted to testify, I decided I wasn’t going to submit written testimony. However, I changed my mind when I received a copy of a letter below, which was sent out today, February 24, 2006 by Governor Linda Lingle.

I am a Special Education teacher on Hawaii Island for 18 years. I was in the midst of leaving the classroom / profession, but then discussion of the differential pay for SPED teachers were being discussed. When it happened, it definitely made me want to hold my position. To finally get compensated for all the EXTRA work we do as case managers was awesome. Now that it is being taken away, I am waiting for the job postings and exploring other avenues due to the loss of pay. Please reconsider allowing differentials for SPED, LANGUAGE, and hard to fill positions.     Dave Hartl’s 2020 Top Ten (Or So) Most Influential Albums It’s time once again to look back and do that annual tradition of picking out the 10 or so most influential albums I heard in the past year. Not the most popular, or even the best, but what made me think the most as a musician. You can always go to http://www.davehartl.com/top10.html and look at all the other years’ postings. The links there go all the way back to 1998, when I started this with George Tucker. It’s a way of hearing about great music you might otherwise miss. So, I’ll try again. If no one responds, I may make this the last. Procol Harum: Still There’ll Be More I’ve liked Procol Harum since they released “A Salty Dog” way back when. I saw them on the “Grand Hotel” tour, too late to catch the original lineup with Robin Trower but still amazingly good, and again in the early 2000’s opening for Jethro Tull.
