North:  Take US 15 South toward Williamsport to the US 220 Lock Haven exit.  Take the first exit (1/2 mile, Reach road).  At the top of the exit take a right, make another right at the stop sign onto Reach Road  BLaST is approximately 400 yards on the left. Turn into the parking lot past the BLaST building.

West:  Take US 220 East toward Williamsport.  Take the Reach Road Exit.  Take a left at the stop sign.  Turn right onto Reach Road and go approximately 400 yards.  BLaST is on the left. Turn into the parking lot past the BLaST building.

South:  Take 15 North toward Williamsport.  Stay in the right lane crossing the river on the Market Street bridge.  Take the US 220 Lock Haven exit. Introduction

BLaST Intermediate Unit 17 is a regional educational service agency created by the General Assembly in 1971 to serve the needs of public and nonpublic schools in Bradford, Lycoming, Sullivan, and Tioga Counties. As a regional educational service agency, Intermediate Unit 17 has no direct line of authority over local school districts. In addition to providing requested services, the Intermediate Unit implements programs and services mandated by the Pennsylvania Department of Education, the State Board of Education, the Pennsylvania General Assembly, the Department of Education, and the United States Congress. Members of the Intermediate Unit 17 staff are proud of the services they provide, and they welcome inquiries from the community and recipients of services. Executive Administration

The Executive Director is the chief executive officer of the Intermediate Unit. He is charged with the overall responsibility for the administration of all divisions and programs of the Intermediate Unit, including the delivery of special education programs and support services for basic education to local education agencies in Bradford, Lycoming, Sullivan, and Tioga Counties.

The Executive Director implements Board policy, administers the organization, recommends staff employment to the Board, establishes budget guidelines and approves all budgets. He also chairs the Superintendents’ Advisory Council, acts as liaison to district superintendents and school boards, works with local district personnel, serves as liaison to the Intermediate Unit Executive Directors, the Pennsylvania Department of Education and the State Legislature.

BLaST Intermediate Unit 17’s district superintendents attend the Superintendents Advisory Council which meets monthly during the school year. The Advisory Council identifies needs and recommends numerous Intermediate Unit programs and services. The Executive Director of BLaST Intermediate Unit 17 serves as chairman of the Superintendents’ Advisory Council.

Here at IU 17, the Division of Educational Planning provides quality cost effective staff development for our component school districts, our staff, as well as non-public schools within our geographical region. These programs are developed and implemented through the leadership of the Director of Educational Planning and the Coordinator of Professional Development.

As an approved provider, BLaST IU 17 provides Act 48 data to the individual school districts and the Pennsylvania Department of Education for those attending Act 48 approved courses and workshops. These opportunities are based on the results of an ongoing needs assessment among Intermediate Units, school districts and the Pennsylvania Department of Education personnel.

This program works with participating nonpublic schools to support efforts through community partnerships to build comprehensive programs aimed at preventing drug use and violence among students. It also facilitates occasional Student Assistance Program (SAP) trainings for nonpublic and public school team members.

Strategic Planning for School Districts Cori Cotner, Director Division of Educational Planning

Each public school district in the Commonwealth must complete a strategic plan identified as Phase 1, 2, 3 by the Pennsylvania Department of Education. Through this service, local districts request assistance ranging from conducting community meetings to providing staff development in order to implement school/district goals. This may be done onsite or at BLaST IU 17. Personnel are available to meet with faculty, administration and the school board.

BLaST IU 17 coordinates the professional educational activities of a non-public Title II - Math-Science Consortium. These activities are planned to enhance the teaching of math and science, K-12.

We serve the public and non-public schools within our IU by working collaboratively to achieve the best price and quality of services available.

We also handle all accounting and financial services for the IU and its employees. Additionally, we are also the Bus Driver Instructor Coordinator for our region and offer technology support and equipment repair.

The Division of Student Services provides a comprehensive range of programs to public school districts as well as non-public schools. These programs include school-based instruction and alternative education services. We also provide support to our schools in the form of behavioral consultation and itinerant educational service. Our itinerant services currently offer schools speech and language assistance, audiological services, hearing & emotional support, occupational & physical therapy, vision support, and psychological services. Professional development is also available to our schools with the help of the IU 17 Training and Consultation Staff.

Act 89 Gigi Kilroe Supervisor of Itinerant Programs

Pennsylvania Act 89 mandates certain supplemental services to nonpublic school children at no cost to their parents. Any student enrolled in a non-public school approved by the Commonwealth is eligible to receive services under Act 89, if the school administrator requests these services. Special services provided by the state and offered through BLaST Intermediate Unit 17 includes: Remedial Programs, Psychological Services, Guidance Services, Standardized Testing, etc.

BLaST Intermediate Unit 17 provides alternative education programs for students who have been unsuccessful in regular and special education classes in the public schools of the intermediate unit. BLaST Intermediate Unit 17 also operates educational programs in the residential facilities for adjudicated youth.

I.U. 17 operates an autistic support program for elementary students. The emphasis is on developing the student’s communication, socialization, daily living, academic and behavior management skills.

Autism Consultant Services Gigi Kilroe Supervisor of Itinerant Programs

The Intermediate Unit offers the services of an autism consultant to service its constituent districts. The consultant serves as a resource and assists districts in developing Individual Educational Programs, planning Extended School Year services, conducts Functional Behavior Assessments, serves as a liaison between agencies and the district, assists with transition planning, develops and implements professional development programs. The consultant provides intensive assistance to students and staff on a case-by- case basis. They are available to observe on a weekly basis, provide ongoing on-site consultation to staff and modify behavior management plans and IEP goals as needed. Additionally, the program specialist assists in data collection as part of progress monitoring and the reevaluation process. It is recommended that the consultant spend no less than one day per week per district in order to adequately serve the students identified as having severe autism.

BLaST Intermediate Unit 17 operates educational services for the incarcerated youth at the Bradford County Prison and Tioga County Detention Center. Programs are designed for regular education students as well as those with Individualized Education Programs. Persons under the age of 17 are subject to the compulsory education laws of the Commonwealth of Pennsylvania. Inmates under the age of 21 who do not possess a high school diploma are given the opportunity and support to work towards their diplomas while incarcerated.

BLaST Intermediate Unit 17’s Early Intervention Program is a year-round, comprehensive, and collaborative system that optimizes children’s development, supports the family’s responsibility, and enhances their capacity to care for their child. A variety of need-based, individualized services for eligible (25% delay in one or more of the five developmental areas) young children ages 3 to the age of beginners is provided in the least restrictive environment, which may include the home, babysitter/day care, preschool, Head Start, specialized class, and/or combination of these. Early intervention services range from direct to consultative in nature. Related services, which may include speech support, vision support, hearing support, behavioral support, occupational therapy, physical therapy, psychological evaluation, or assistive technology, are provided when the Individualized Education Program (IEP) team determines there is a need for such services. Working closely with school districts and parents, early intervention staff facilitates the transition-to-school process for eligible children. Both individual and group screenings are regularly scheduled and are also available upon request as part of the comprehensive, on going child find effort. In addition, early intervention staff provides resources, training, and outreach programs for schools, and preschools, colleges, agencies, and the community at large in the four counties served by BLaST Intermediate Unit 17.

Educational Audiology Gigi Kilroe Supervisor of Itinerant Programs

The service of the Intermediate Unit’s educational audiologist is available to all nineteen school districts. Services available include the following:  Coordinate hearing screening programs  Provide community awareness about hearing  Conduct in-service workshops for teachers  Provide management for hearing aides and other devices  Analyze classroom noise and acoustics/make recommendations for improving the listening environment  Handle maintenance of student hearing aides, ear molds, tubing, hooks, batteries, care and cleaning, trouble shooting problems  Make impressions, and ear molds and teach ear mold care to staff members and students  Keep parents informed of current changes and new devices available  Handle warranties and returns  Discuss audiograms and aided information to parents  Record and receive annual hearing information for adjusting of trainers  Meet with sales representatives from hearing aid companies  Provide in-service training on hearing and hearing impairments and their implications to school personnel, children and parents.

The Emotional Support staff provides a variety of services to those identified students whose behavior interferes with their academic achievement in the regular classroom setting. Areas covered with the students may include anger management, coping skills, problem solving, stress management, social skills, as well as academic support. Delivery of service may be done individually or in small groups. The staff also consults with teachers and administration on providing strategies for students at risk, and acts as a liaison with families and community agencies. 21

Explore Program Cynthia Karichner Explore Program Coordinator/Educational Consultant The Explore Program is a work-based learning program for students with disabilities who will benefit from community-based vocational instruction based on a student’s Individualized Education Program (IEP). Job services are planned to be part of the multi-year individual transition plan, predominantly for students who have a post graduation outcome of employment. The range of services offered includes school-based and community-based vocational activities to cultivate job skills, independence, community involvement, career awareness, and employability skills. The goal of job training is to teach job skills, instill social awareness and work ethics to empower students to gain and maintain independence through employment. The Gifted Program service delivery models include pullout programs, whole class instruction, and independent study projects. Students seen in this program have met the eligibility requirements and have outstanding intellectual and/or creative ability. It is the philosophy of the Gifted Program staff to help these students reach their personal potential and become well- rounded, successful, life long learners.

BLaST Intermediate Unit 17 operates part-time Learning Support Programs for elementary, middle and high school students. The students receive specialized academic instruction in this setting, to meet their individual learning needs.

Occupational Therapy Stephanie Weikel Supervisor of Occupational Therapy

Supervisor of Occupational Therapy Services The Occupational Therapist provides diagnostic and evaluative, consultative and direct occupational therapy services to students who are identified as having a disability; which interferes with educational progress. The therapist consults with school personnel and parents to address the student’s visual motor, fine motor, visual perceptual and/or sensory needs.

Orientation & Mobility/Vision Support Gigi Kilroe Supervisor of Itinerant Programs

The Vision Support staff provides educational support services to those whose impairment, documented by an eye care specialist, adversely affects his/her academic performance. Supportive and supplemental services include, but are not limited to, a functional vision evaluation, consultation, preparation of adapted materials, Braille reading and writing, keyboarding, handwriting, large print and optical aids, study skills, and activities of daily living.

Orientation and Mobility training assists the visually impaired student to develop an understanding of his/her own body and position in space. Students learn to gather and use information about the environment, community resources, and transportation systems. Orientation and Mobility includes instruction in safe travel skills and may include the use of low vision aids, or in some cases, a long white cane or electronic aid.

Ardis Mason Partial Hospitalization (Concern), Tioga County

Jennifer Oiler/Tracy Wright Partial Hospitalization (NTC), Bradford County

Partial Hospitalization Programs are designed for students whose intensive behavioral or social needs are beyond services that can be provided in the public schools. These programs are off campus programs run in conjunction with agencies providing intensive counseling. BLaST Intermediate Unit 17 provides the educational component for the Partial Hospitalization Programs within our geographic boundaries. An elementary program is located in the Williamsport School District that provides services for students from 7 to 12 years of age. Counseling is provided by Behavior Specialists, Inc. A middle and high school program is located in Sayre, Pennsylvania. Counseling in this program is provided through Northern Tier Counseling.

Physical Therapy Gigi Kilroe Supervisor of Itinerant Programs

The Physical Therapist provides diagnostic and evaluative, consultative and direct physical therapy services to students who are identified as having a disability and who have orthopedic, neurological, and/or respiratory conditions, which interfere with educational progress. The therapist consults with school personnel and parents to discuss proper classroom positioning, transfers, and establishment of programs for gross motor, fine motor and gait skills, and adaptation of equipment for special needs.

Psychological Services Mark A. Nevill Lead Psychologist

Psychological services are provided in the areas of assessment, consultation, intervention and professional development. Assessment services are most frequently utilized when determining a student’s eligibility for

special education services in school. These assessments cover a wide range of areas that include academic skills, learning aptitudes, behavior, social skills, personality and emotional development. In determining the unique needs of students, assessment plays a key role for successful learning and positive behavior change. Our consultation service meets a variety of needs. Often, consultation is requested for assistance in developing Positive Behavior Support plans. This type of service also included those times when parents may be concerned about their child’s developmental progress, or as teachers begin to express concern over a student’s academic progress. In these cases psychologists assist in the development and implementation of pre-referral activities. Consultations help all of us become better prepared to assist our student’s education. Creating a behavioral intervention for positive behavior change flows from the results of either formal assessment or perhaps as a result of a consultation. Behavioral interventions are then designed to target the unique needs of the student while also considering the learning environment of the student. Intervention not only looks at the behavioral aspects of students but also their unique learning styles and appropriate learning strategies. Our staff is available for your professional development needs. Remedial Support (Act 89) Gigi Kilroe Supervisor of Itinerant Programs

Remedial support is available to those students who attend nonpublic schools whose skills fall below grade level expectancy. Students who receive this service must be identified and prioritized by a team that has considered the need through reviewing records such as: achievement testing, psychological evaluation, past performance, grades, teacher recommendation, and parent concerns. Remedial reading support focuses on building reading comprehension, reading fluency, and vocabulary through a sound knowledge foundation of reading skills. This specialized instruction/support is not special education nor is it tutoring, but it is aligned with classroom instruction to maximize student strength and assist students with individual reading related needs. Math services are designed to assist students to work on math assignments from the school curriculum within small groups or individually with

the instructor. Supplementary instruction and practice of math concepts afford students with additional instruction in math processes and practice opportunities.

School Social Work Services Gigi Kilroe Supervisor of Itinerant Services

School social work services are provided by a professional staff person certified by the Pennsylvania Department of Education. School social workers develop positive interpersonal relationships between members of the school, parents, students and external agencies. They assist schools in case management, assist with family and student problems and may also serve as attendance officers.

Districts may secure Intermediate Unit social work services through the Division of Student Services.

Speech/Language Stephanie Weikel Supervisor of Speech Therapy Services

The Speech and Language Support program provides educational support services to students who demonstrate impairments in speech, language, and communication. Disorders in the areas of articulation/phonology, voice, fluency, and language must be evident to such a degree that academic achievement is affected.

If diagnostic testing is indicated, BLaST Intermediate Unit 17’s Speech and Language staff follows evaluation procedures implemented by IDEA (Individuals with Disabilities Act, Amendments of 1997). Speech and language therapists follow referral guidelines, which are specific to the district being served. Service delivery models include consultative, individual direct therapy, small group direct therapy, and whole group instruction.

Specialized Trainings

Guest Teacher Training Todd Moyer Reading Consultant

This training is offered to those persons who hold a degree outside of the educational field. It affords such individuals an opportunity to serve as a guest teacher on a limited basis in school districts. Candidates must

complete the three days of training and then apply for emergency certification through the Department of Education.

Paraprofessional Training Todd Moyer Reading Consultant This training is offered to paraprofessionals in the school districts on law, confidentiality, curriculum adaptations, and instructional techniques.

Surrogate Parent Program Todd Moyer Reading Consultant

To ensure the right to a free and appropriate public education for students with disabilities whose parents are unknown and unavailable, a surrogate parent is assigned. The function of surrogate parents is to represent students in those circumstances where decisions need to be made regarding student educational placement and program. The Intermediate Unit assists school districts in training and recruiting surrogate parents.
